    موضوع مقاله حاضر، تحلیل مضمون محتوای مردم در اندیشه سیاسی امام خمینی است. ایده مردم در اندیشه و نظریه ایشان، ایده‏ای مهم و کلیدی است. اینکه از نظر امام، منظور از مردم چیست و چه مفهومی از آن در نظام سیاسی به‏کار برده شده است، نیازمند بررسی و پژوهش است. در این مقاله، چیستی دال «مردم» در اندیشه سیاسی ایشان، با روش کیفی تحلیل مضمون و به‏کارگیری نرم افزار MAXQDA بررسی شده است. با توجه به بررسی سخنان امام خمینی درباره ویژگی های مردم، حقوق ملت، جایگاه و نقش ملت در نظام اسلامی و شاخص های ملت در نظام اسلامی می توان نتیجه گرفت که ایشان در فرایند سیاسی و اجتماعی و نیز صحنه های مشارکتی و جمعی، افراد را به‏مثابه یک کل در نظر گرفته و آنها را با واژه «ملت» خطاب کرده اند. در همین راستا، بنیان گذار جمهوری اسلامی برای «ملت» در نظام اسلامی، جایگاه والایی قائل بود و سخن معروف ایشان که «میزان رای ملت است»، تایید این مطلب است و به ملتی اشاره دارد که به آگاهی سیاسی، بصیرت و بینش اجتماعی دست یافته است و با قرار گرفتن در فرایند سیاسی اجتماعی، اقدام به عمل مشارکتی جمعی می کند. از نظر ایشان، رای و نظر چنین ملتی برای نظام اسلامی، میزان و معیار عمل و تصمیم گیری است.

    مذهب شیعه همواره مدعی پویایی و قیام برای نیل بیشتر به آرمان‏ها و بهبود حیات دنیوی و اخروی انسان بوده و در این راستا، همواره با موانع باطل در ستیز بوده است، این مقوله با توجه به آموزه های اسلام، به جریانی ثابت در تفکر شیعی تبدیل شده است. قیام در اندیشه شیعه متمایز از مفاهیمی چون شورش و اقدام به سیف است. در میان شیعیان و در ادوار تاریخی‏شان بعد از حادثه کربلا، قیام امام خمینی به‏لحاظ توفیق در ایجاد تغییرات اجتماعی، موثرترین قیام بوده است. در میان فرق و مذاهب اسلامی، اندیشه زیدیه با مکتب امامیه نزدیکی بسیاری دارد که پرداختن به مطالعه تطبیقی میان این دو جریان فکری در موضوع قیام مفید خواهد بود. بررسی مبانی کلامی، اعتقادی و فقهی درباره قیام (امامت، جهاد، امر به معروف و نهی از منکر، حکومت) و جان‏مایه های آن (مفهوم، انگیزش، ابزارهای تحقق، اهداف و چشم اندازها، قواعد فکری و نظری) به تنقیح نسبت میان گفتمان قیام در امام خمینی و زیدیه کمک خواهد کرد. در این نوشتار با رجوع به منابع کتابخانه ای تاریخی، فقهی و کلامی و با روش توصیفی تحلیلی به این مهم پرداخته شده است.

    شواهد موجود به‏خوبی نشان می‏دهد وضعیت جدیدی در راه است و نوعی تغییر بنیادین در حال اتفاق افتادن است. پرسش اصلی نوشتار این است که: نقش انقلاب اسلامی ایران در تحول و مهندسی جهانی قدرت چیست؟ مقاله حاضر با استفاده از روش آینده‏پژوهی به بررسی تاثیر انقلاب اسلامی بر هندسه جدید جهانی قدرت و آینده‏ پیش‏روی آن پرداخته است. یافته های پژوهش نشان می‏دهد درحالی‏که جهان در کشمکش منازعات ناشی از ساختار دوقطبی به سر می‏برد، پدیده انقلاب اسلامی ایران ظهور کرد و با ارائه گفتمانی جدید، نه‏تنها در عرصه داخلی اثرگذار بود، بلکه سبب ایجاد دگرگونی هایی در نوع نگرش‏ها، ساختارها و شکل‏گیری جریان‏های فکری در سطح بین‏الملل شد. البته این حد از عمق‏بخشی مطلوب نیست؛ چراکه اگر ایران می‏خواهد طبق سند چشم‏انداز بیست ساله قدرت اول منطقه از نظر علمی، فناوری و اقتصادی باشد، نیاز است این عمق‏بخشی بسیار وسیع‏تر و از همه مهم‏تر، بادوام‏تر شود. رسیدن به آینده مطلوب در نظم جدید جهانی، منوط به این است که چه میزان در راستای تقویت اقتصاد، فرهنگ، علم و فناوری و نیز چشم‏انداز بیست ساله بکوشیم.

    توزیع و تمرکز قدرت، از مفاهیم نظری و کاربردی با سابقه‏ای دیرین در حوزه فکری یونان و غرب هستند که مبانی و پیش‏فرض‏های خاص خود را دارند. چگونگی کاربست قدرت و ساختار آن از دیدگاه فقهای معاصر، از مسائل مهم است. در این خصوص پرسش اصلی این است که: در نگاه فقهای معاصر، ساخت قدرت از نظر توزیع و تمرکز چگونه به رسمیت شناخته شده است؟ از این دیدگاه هیچ‏کدام از توزیع یا تمرکز قدرت ارزش درون‏ذاتی و ماهوی ندارند و در ارتباط با اقتضائات زمانی و مکانی تعریف می‏شوند. این مقاله درصدد اثبات همین دیدگاه است و برای رسیدن به این هدف، از شیوه انتقادی و تحلیلی استفاده می‏کند. اثبات این گزاره که از دیدگاه فقهای اسلامی معاصر، فلسفه توزیع و تمرکز قدرت با آنچه در غرب به رسمیت شناخته شده، تفاوت ماهوی دارد، مهم‏ترین دستاورد مقاله به شمار می‏آید.

    خداوند در آیه شصت سوره انفال، مومنان را به آمادگی در برابر دشمن فرامی‏خواند. پرسش اصلی نگاشته حاضر چیستی راهبردی است که می‏توان از این آیه برای آمادگی در برابر دشمن استخراج کرد. راهیابی به مقصود از واژگان کلیدی آیه، همانند اعداد، قوه، رباط الخیل، عدو و رهب می‏تواند استراتژی قرآن را در مقوله آمادگی در برابر دشمن گویاتر سازد. نگاشته حاضر می‏کوشد با رویکرد توصیفی تحلیلی از داده های مطالعاتی، به روش کتابخانه‏ای و گونه تفسیر قرآن به قرآن، هدف کلان آیه و راهبرد برآمده از آن را با ارجاع لغوی و تفسیری و نیز بهره‏مندی از دلایل عقلی بیان کند. هدف از آمادگی، ایجاد گونه‏ای ترس مستمر، همراه با احتیاط، اضطراب و ذلت در گروه مقابل است که از مسیر آمادگی همه‏جانبه حکومت اسلامی و همچنین امت اسلامی فراهم می‏آید. در خصوص حیطه آیه، شمول آمادگی در برابر مطلق دشمنان، اعم از دشمنان آشکار و نهان از آن استفاده می‏شود. دامنه متعلق و لوازم شکل‏گیری آمادگی، همه عرصه ها را به تناسب شکل‏گیری غلبه بر دشمنان و عدم اجازه توفیق دشمنان بر جامعه و حکومت اسلامی دربرمی‏گیرد.

    برای بیان علت‏های ضعف و بایسته های رشد و شکوفایی جامعه، جریان‏های فکری متعددی در جهان اسلام شکل گرفته است. دراین‏میان، «تمدن گرایان» در تحلیل علل عقب‏ماندگی و بیان زمینه ها و بایسته های حل این مشکلات، نگاهی تمدنی داشته، بازسازی «تمدن اسلامی» یا ایجاد «تمدن نوین اسلامی» را به‏عنوان چشم انداز مطلوب جهان اسلام ترسیم کرده اند. این مقاله بر اساس روش تحلیل اسنادی و با بهره گیری از ابزار فیش برداری از منابع، به دنبال شناخت زمینه های شکل گیری این جریان فکری و بیان بایسته های تحقق تمدن نوین اسلامی از منظر تمدن گرایان است. با توجه به یافته ها می توان گفت از منظر متفکران تمدن گرا، در جهت تحقق تمدن نوین اسلامی باید به دو دسته مولفه حقیقی (سبک زندگی و شبکه روابط اجتماعی مبتنی بر آموزه های اسلامی) و مولفه ابزاری (سامان مادی و مواردی چون نوآوری ها، ابزارها، نهادها، اقتدار سیاسی و بین المللی) توجه کرد. در این منظر، از جمله بایسته های اساسی تحقق تمدن نوین اسلامی عبارت‏اند از: قرآن‏محوری، علم گرایی، اسلامی سازی معرفت و جهان گرایی.

    در این مقاله با تاکید بر نقش ابعاد هویتی و برساخت‏ها در سیاست خارجی، به بررسی نگاه هویت‏بنیان آمریکا به مسائل بین المللی و ریشه های سازه‏انگارانه مبانی سیاست خارجی ایالات متحده آمریکا در قبال موضوع هسته‏ای ایران پرداخته می‏شود. از منظر ایالات متحده، ایران بعد از انقلاب اساسا در ضدیت با ارزش‏های غربی و نقطه مقابل لیبرال‏دموکراسی تعریف شده است که دارای ویژگی هایی همچون تلاش برای دستیابی به سلاح‏های کشتارجمعی، نقض حقوق بشر، حمایت از تروریسم و تهدیدی برای صلح و امنیت بین المللی است. این برداشت از ایران، از آن بازیگری چالشگر و ماجراجو در عرصه بین‏الملل می‏سازد که امنیت ملی آمریکا و صلح و ثبات بین المللی را به مخاطره می‏اندازد و برای آن تهدید به شمار می‏آید. این نگاه و رویکرد برساخته از ایران، کاملا گویای تاثیر انگاره های شناختی و برداشت‏های متعدد از هویت خود (ایالات متحده آمریکا) و دیگری (جمهوری اسلامی ایران) است که مبنای ورود به پرونده هسته‏ای می‏شود. ایالات متحده آمریکا سیاست خارجی خود را در خصوص پرونده هسته ای ‏ایران، با توجه به رویکرد هویتی و برساخت ویژه از ایران، در چارچوب حفظ رژیم منع گسترش سلاح‏های اتمی، هژمونی‏طلبی و یکجانبه‏گرایی، تهدید و نظامی‏گری بر مبنای چند عنصر هویتی، همچون رسالت‏مداری، استثناگرایی و دشمن‏سازی تعریف کرده و براین‏اساس، سیاست خارجی خود را در قبال فعالیت هسته‏ای ایران تنظیم ساخته و پیش برده است. برای فهم مبانی سیاست خارجی آمریکا، باید به بررسی نوع نگرش‏ها و نظام معنایی آن پرداخت و ازآنجاکه روش های اثبات‏گرا دراین‏باره ناتوان‏اند، روش‏های تفسیری می توانند کارگشا باشند که در این پژوهش به دلیل اینکه سازه‏انگاری بر نقش هویت و باورهای ذهنی در تعریف منافع، تصمیم‏سازی و شکل‏دهی رفتار سیاست خارجی تاکید دارد، از روش سازه‏انگاری بهره گرفته شده است.

    The subject of the current article is analyzing the content of the concept “people” in Imam Khomeini’s political thought. The idea of “people” is of a key place in Imam Khomeini’s thought and theory. The question that what is the meaning of people in Imam’s view and in what concept it is used in the political system needs evaluation and research. In this article the nature of the signifier “people” in his political thought has been analyzed with the qualitative method of content analysis and using MAXQDA software. Analyzing Imam Khomeini’s remarks on the characteristics of the people, the rights of the nation, the place and role of the nation in the Islamic system, indicators of the nation in the Islamic system, etc., one could conclude that in the political and social process and also in collaborative and collective scenes, he considers the individuals as a whole and calls them a “nation”. However, in moral discussions and also in scenes that the people have not yet reached the awareness, awakening, insight and the level of collaborative and collective action – like the period before the Islamic Revolution – he considers the individuals as separated parts and calls them the “people”. In this vein, the founder of the Islamic Republic regards a high place for the “nation” in the Islamic system and his famous remark that “the indicator is the vote of the nation” proves this. This implies to a nation which has been reached political awareness and social insight and by participating in the socio-political trend engages in a collaborative and collective action. According to him, the vote and opinion of such a nation is an indicator and a criterion for action and decision-making for the Islamic system.

    The Shi’a sect has always considered activism and uprising as means to better reach the ideals and improve both worldly and otherworldly lives, from the inner strengths of the man to the entire universe. In this vein, it has always been fighting with the barriers of the vicious. With regard to the Islamic teachings, this issue has become a stable trend in the Shi’a thought. In the Shi’a thought, the concept of “uprising” is something deeper and wider than “insurgency” and “armed rebellion”. In the historical period after the Karbala event and among the Shi’as, Imam Khomeini Uprising has been the most effective uprising in terms of creating social changes. Among the Islamic sects and factions, the Zaidiyyah thought has many things in common with Imamiya School. Thus, in studying the concept of uprising, a comparative study of these two currents of thought would be useful. Studying the theological, doctrinal and jurisprudential principles of uprising (Imamate, jihad, enjoining the good and forbidding the wrong, governance) and its content (the concept, motivation, means to achieve, goals and prospects, intellectual and theoretical rules) would help exploring the relationship between the uprising discourse in the thoughts of Imam Khomeini and Zaidiyyah. Building upon historical, jurisprudential and theological literature and using a descriptive-analytical method, this article tries to conduct such a study.

    The evidences clearly show that a new situation is underway and a kind of basic upheaval is about to occur. The main question of this article is that what is the role of the Islamic Revolution of Iran in the evolution and global geometry of power? Using the futures studies method the article has analyzed the impacts of the Islamic Revolution on the new global geometry of power and its forthcoming futures. The research findings show that although the world was suffering from the conflicts caused by the bipolar structure, the Islamic Republic phenomenon arose and by presenting a new discourse, not only affected the domestic sphere, but also caused changes in the nature of the attitudes and structures and led to the formation of new intellectual currents at the international level. However, this level of deepening is not favorable, because if, according to “the 20-year outlook”, Iran wants to become the leading power of the region in terms of science, technology and economy, the deepening needs to become wider and especially more enduring. Reaching the favorable future in the new global order depends on the extent to which we would attempt to strengthen the economy, culture, science and technology and also to realize the 20-year outlook.

    Distribution and concentration of power are among theoretical and practical concepts with a long history in the Greek and Western intellectual sphere, both with their own particular principles and presumptions. How to implement the power and also its structure from the viewpoints of the contemporary jurisprudents are the issues with great importance. Some discussions have been raised so far in this regard, of which, Seyed Sadegh Haghighat’s book, Power Distribution in the Shi’a Political Thought is an example. The main question here is that in the views the contemporary jurisprudents, how the structure of power is recognized in terms of distribution and concentration? According to this viewpoint, neither the distribution nor the concentration of power has an inherent and substantive value and the both are defined in relation to temporal and spatial necessities. This article tries to prove the same viewpoint and in doing so, uses a critical and analytical method. Proving the proposition that from the viewpoint of the contemporary Islamic jurisprudents the philosophy of distribution and concentration of power is substantively different from what is recognized in the west, is the main achievement of this article.

    In 60th verse of Surah Al-Anfal, God calls the believers to be ready against the enemy. Based on the principle “our politics is the same as our religion”, the main concern of this article is extracting a strategy from this verse about readness against the enemy which could show the role of religion in achieving independence. Finding out the meaning of the key words of this verse, such as A’daad, Ghovvah, Rebat Al-Khayl, Adow and Rahab would better explain Quran’s strategy on readiness against the enemy. Adopting a descriptive-analytical approach and using a bibliographical method and Quran-to-Quran analysis, this article tries to explain the general meaning of the verse and its subsequent strategy by lexical and interpretative reference and rational arguments. The purpose of readiness is to create a kind of persistent fear, along with cautious, anxiety and abjection among the opposite group which is provided by the full readiness of the Islamic government and also the Islamic Ummah. With regard to the scope of the verse, it refers to the absolute readiness against all kind of enemies, whether overt or covert. The related domain and also the means to provide readiness, encompass all areas in accordance with creating the readiness against the enemy and preventing the dominance of the enemies on the Islamic government and society. Although the reference of the verse could not be just to military readiness, according to the precision of some interpreters and citing some Hadiths, military readiness could be explored as an important and undeniable case of this verse. Generally speaking, important principles could be extracted from this verse, the most important of which are: the authenticity of defense and deterrence in Islam, the formation of a respectful relationship based on honor, the legitimacy and necessity of spending budget and tax revenues to buy or prepare means of deterrence, especially in the defense and security affairs, and being careful not to be surprised in international interactions.

    Numerous intellectual currents have been formed in the Islamic world to explain the causes and necessities of growth and prosperity of the society. Among these currents, the civilizationists have a civilizational view in analyzing the causes of backwardness and explaining the contexts and necessities for resolving these problems. They consider rebuilding “the Islamic civilization” or creating a “modern Islamic civilization” as the favorable prospect for the Islamic world. Using the document analysis method and by taking notes of the available sources, this article tries to recognize the contexts of the creation of this intellectual current and explain necessities of realizing the modern Islamic civilization from the viewpoint of the civilizationists. The article shows that according to the civilizationists, to realize the modern Islamic civilization, it is necessary to take into account two categories of actual elements (lifestyle and the network of social relations based on the Islamic teachings) as well as instrumental elements (material organization and issues such as initiatives, means, institutions, political and international authority). From this perspective, the basic necessities of realizing the modern Islamic civilization are Quranism, Scientism, Islamization of knowledge and universalism.

    Emphasizing the role of the identity dimensions and constructs in foreign policy, this article analyzes the identity-based view of the United States to international issues and the constructivist roots of the US foreign policy toward the Islamic Republic of Iran’s nuclear file. According to the US, after the Islamic revolution, Iran has been basically defined in opposition with the Western values and against liberal democracy and it has characteristics such as trying to acquire weapons of mass destruction, violating the human rights, supporting terrorism and posing a threat against international peace and security. This perception of Iran makes it a challenging and adventurous state, threatening American national security as well as international peace and security. Such a constructed view of Iran is a clear representation of the effects of cognitive patterns and multiple perceptions of “self” (the United States of America) and the “other” (the Islamic Republic of Iran) which works as an entering point to the nuclear file. The US has defined and carries on its foreign policy toward the Iranian nuclear issue according to the identity-based approach and a special construct of Iran, within the framework of safeguarding the nuclear non-proliferation regime, hegemony-seeking and unilateralism, threat and militarism based on a number of identity factors, such as Messianism, exceptionalism and enemy-making. To understand the foundations of the US foreign policy it is necessary to analyze the types of its viewpoints and semantic system. Since the positivist methods are unable to do so, interpretive methods could be useful in this respect. As constructivism emphasizes the role of identity and subjective beliefs in defining the interests, policy making and forming the foreign policy conduct, this article makes use of constructivist method.
