    این پژوهش به بررسی چالش های رشد اقتصادی دوره 1400-1396، بر اساس تصریح و برآورد یک الگوی اقتصادسنجی کلان می پردازد. یافته های گزینه پایه نشان می دهد که حتی در شرایط عدم تحریم و با فرض افزایش تدریجی تولید و صادرات نفت، میانگین سالانه رشد اقتصادی برای دوره اشاره شده حدود 3 درصد خواهد بود. بنابراین، اجرای مجموعه ای از سیاست های اصلاحی با هدف ثبات اقتصادی و افزایش بهره‏ وری ضروری است. بر اساس نتایج شبیه‏ سازی الگوی پژوهش، با اجرای سیاست‏ های معطوف به ارتقای درون زایی اقتصاد، از راه اصلاح فضای سیاست گذاری اقتصاد کلان با تعریف قواعد مالی، پولی، نرخ ارز و قیمت انرژی، با تاکید بر نقش جدید صندوق توسعه ملی در راستای ثبات‏ سازی بودجه، می توان رشد پایین گزینه پایه را به رشد متوسط سالانه 5 درصدی افزایش داد. این در حالی است که برای تحقق رشدهای بالای اقتصادی و کاهش نرخ بیکاری، اجرای سیاست های معطوف به برون گرایی به همراه بهبود فضای کسب ‏وکار و توسعه سرمایه گذاری بخش خصوصی الزامی است.

    با وقوع بحران کمبود نقدینگی، بانک های غیرنقد، رقابت شدیدی را در بازار سپرده آغاز می کنند تا با افزایش سهم شان در بازار سپرده از نقدکردن دارایی ها به قیمت ارزان ممانعت کنند. این پژوهش نشان می دهد این رقابت شدید نه‏ تنها به بهبود وضعیت نقدینگی نظام بانکی کمکی نمی کند، بلکه سبب می شود نرخ سود سپرده در بازار بالا رود، هزینه تامین وجوه برای بانک ها افزایش یابد و در نتیجه، توانایی این موسسات برای بازپرداخت دیون کاهش یابد. شدت‏ گرفتن رقابت در بازار سپرده و عبور از حد آستانه معینی، عامل سرایت مساله کم نقدینگی از بانک های غیرنقد به بانک های نقدشونده و توانا در بازپرداخت دیون می شود و پایداری مالی را کاهش می دهد. از این منظر، مدل پژوهش حاضر، مبنایی نظری برای دخالت بانک مرکزی در بازار معرفی می کند. در ادامه سیاست های مختلف بانک مرکزی شامل اعمال سقف و نظارت بر نرخ سود سپرده، فعال سازی و تعمیق بازار بین بانکی، خارج‏ کردن بانک های غیرنقد از بازار بین بانکی در شرایط خاص، تامین نقدینگی موقت بانک های غیرنقد و اعمال نظارت بر نرخ در بازار بین بانکی مورد بررسی قرار گرفته و نشان داده می شود با اعمال این سیاست ها می توان از رقابت ناسالم میان بانک ها و سرایت ورشکستگی جلوگیری کرد.

    این پژوهش تاثیر کیفیت حکمرانی بر مهاجرت دانش‏ آموختگان را از جهان درحال‏ توسعه به کشورهای توسعه‏ یافته بررسی می‏ کند. با استفاده از نظریه‏ های سرمایه انسانی و گذار مهاجرتی، دو فرضیه درباره نقش کیفیت حکمرانی در مهاجرت دانش‏ آموختگان پیشنهاد و از داده‏ های مقطعی 2000 و 1990 در قالب یک مدل مطلوبیت تصادفی برای آزمون فرضیه‏ ها استفاده شده است. برای ساخت یک شاخص ترکیبی کیفیت حکمرانی، روش «تحلیل مولفه‏ های اصلی» (ACP) استفاده شده است. آزمون فرضیه‏ های پژوهش نشان می‏ دهد که شکاف موجود در کیفیت حکمرانی بین کشورهای درحال‏ توسعه و توسعه‏ یافته از جمله عواملی بوده که به طور معناداری بر مهاجرت دانش ‏آموختگان از کشورهای آسیایی منتخب به کشورهای اروپای غربی و آمریکای شمالی تاثیر می‏ گذارد. نتایج پژوهش نشان می‏ دهد که برای کاهش مهاجرت دانش ‏آموختگان، کشورهای درحال‏ توسعه باید کیفیت حکمرانی خود را از راه سیاست‏ گذاری برای ایجاد شفافیت و پاسخ‏گویی، حاکمیت قانون، ثبات سیاسی، اثر بخشی دولت و وضع قوانین بهتر، بهبود بخشند. ولی در کوتاه ‏مدت لازم است تا راه‏کارهایی برای استفاده از ظرفیت‏ هایی نیروی انسانی تحصیل‏کرده کشورهای درحال ‏توسعه، که مقیم خارج هستند، طراحی شوند. این توصیه‏ های سیاستی برای ایران از اهمیت بیشتری برخوردارند، چرا که در طی این سالیان، در میان کشورهای درحال‏ توسعه، ایران رتبه بالایی در مهاجرت دانش ‏آموختگان به خارج از کشور داشته است.

    سازوکار رسیدگی به منازعات سازمان تجارت جهانی ابزاری برای امتیازگیری در تعاملات سیاسی و تجاری بین المللی است. میزان تجربه کشورها و دانش حقوقی آنها بر آغاز و پیشبرد این منازعه ها اثرگذار است. پژوهش حاضر، اثر تجربیات گذشته بر نرخ مخاطره شرکت در منازعه ها در میان اعضای سازمان تجارت جهانی را به روش تحلیل بقا بررسی می نماید. داده های مورد استفاده شامل 427 منازعه آن سازمان در حدفاصل سال های 2011 الی 1995 است. نتایج نشان می دهد که 1% افزایش در تعداد منازعه های قبلی برای هر کشور، با افزایش 2/4 درصدی در نرخ مخاطره همراه است. کشش بالای نرخ مخاطره به تجارب قبلی برای هر دو گروه خواهان و خوانده تایید می شود. همچنین، کشورهای در حال توسعه و طرفین سابق پیمان تجاری گات با نرخ مخاطره بالاتری به منازعه های جدید وارد می شوند. نتایج نسبت به تغییر در مدل و افزودن متغیرهای کنترلی مستحکم است.

    پس از مقاله اثرگذار نوردهاوس (1975) بررسی نقش متغیرهای سیاسی در اثرگذاری بر متغیرهای کلان اقتصادی مورد توجه قرار گرفته است. از جمله متغیرهای مورد بررسی، اثر انتخابات به عنوان یک پدیده سیاسی بر متغیرهای اقتصادی است که در ادبیات اقتصادی از آن به ادوار انتخاباتی تعبیر شده است. طبق این دیدگاه سیاست گذاران با هدف جلب نظر رای‏ دهندگان، رفتارهای اقتصادی خود را در دوره های نزدیک به انتخابات به‏ گونه ای تنظیم می کنند که برای رای‏ دهندگان خوشایند باشد و در نهایت به انتخاب مجدد آنان بی انجامد. ازاین رو، هدف پژوهش حاضر بررسی تاثیر زیر اجزای چرخه های انتخاباتی (شاخص سال انتخابات، ایدئولوژی دولت، دولت اقلیت و ائتلاف) بر نرخ تورم در کشورهای برگزیده درحال ‏توسعه و توسعه‏ یافته با استفاده از روش پنل پویا طی دوره زمانی 2012- 1994 است. نتایج مطالعه بیانگر آن است که سیاستمداران در کشورهای مورد بررسی با هر درجه ای از توسعه‏ یافتگی و فارغ از ایدئولوژی خود (راست‏گرا یا چپ‏گرا بودن) سعی می کنند در سال انتخابات نرخ تورم را کاهش دهند.

    با وجود اینکه سال ها از معرفی هیات داوری واگذاری (موضوع ماده 30 قانون اجرای سیاست های کلی اصل 44) می گذرد، هنوز مشخص نیست که آیا اطلاق نام داوری به این هیات تاسیسی تنها یک اشتراک لفظی است، یا به واقع نهاد داوری در معنای دقیق حقوقی مورد نظر قانون‏گذار بوده است. در پژوهش حاضر، برای پاسخ به این پرسش و بررسی ماهیت این هیات، دو رویکرد مختلف مورد توجه قرار گرفته است. در بخش نخست، مبانی بنیادین داوری معرفی گردیده و در هر مورد، با انطباق آن بر هیات داوری موضوع ماده 30 قانون اجرای سیاست های کلی اصل 44، آزموده شده، که آیا این هیات داوری واجد این ویژگی های بنیادین است یا خیر. در بخش دوم، رویه قضایی ایران مورد بررسی قرار گرفته تا مشخص شود که نگاه و رویکرد مرجع قضایی به این هیات چگونه است. اگرچه نتایج به‏ دست آمده از هر دو بخش این پژوهش، حاکی از ابهام و تشتت مقنن و مرجع قضایی در مواجهه با این نهاد تاسیسی است، و اگرچه دلایلی در رد یا تایید هر دو سوی ماجرا وجود دارد، اما مجموع بررسی ها نشان از تفاوت های اساسی این هیات تاسیسی با نهاد داوری دارد.

    This paper examines the economic growth challenges of Iran`s economy for the period 2017-2021, based on estimating and analyzing a acroeconometric model. The results of the baseline scenario show that even with no economic sanctions, and assuming gradual increase in production and oil export the economic growth would be about 3 percent per year on average during the above mentioned period. Thus, for the purpose of economic stability and productivity improvement, a set of reform policies should be adopted. According to the findings of different policy simulation of the model, the low annual economic growth in the baseline scenario could be improved to 5 percent through various policy reforms such as conducting specific rules for fiscal, monetary, exchange rate and energy pricing policies, with emphasis on the national development fund`s role in stabilizing government budget. However, to achieve sustainable development with high economic growth and low unemployment, it is necessary to implement outward-oriented policies toward more openness and domestic private investments.

    In the case of a liquidity shortage crisis, illiquid banks start to compete in the deposit market to absorb liquidity, in order to prevent fire-selling their assets. This paper attempts to show that in such crisis, not only the competition in the deposit market does not improve the liquidity needs of these banks but it also raises the deposit interest rates in the market, increases the cost of fund for financial institutions and reduces their power to manage their other obligations. The findings indicate that with high liquidity shortages, there is a contagion in the market such that the liquid banks become illiquid too, declining their financial stability. From this perspective, the results provide a theoretical rationale in favor of central bank’s intervention. This study analyzes various central bank policies and regulation which can reduce these inefficiencies in the market and compare their effectiveness; these policies and regulations include: deposit rate cap, cap rates in the interbank market, excluding illiquid banks from entering the interbank market, interbank intervention by injection and short term bailouts.

    This article examines the impact of governance quality on the migration of highly educated persons. Using human capital and social transition theories of migration, two hypotheses are proposed. The cross-sectional data (for 1990 and 2000) have been used to test the hypotheses via the framework of a random utility model. Principal Component Analysis (PCA) is used to build a composite index of governance quality. Testing the hypotheses denotes that the significant gap between the selected Asian and European-American countries as for their quality of governance, has intensified the migration of highly educated persons from the selected developing countries to developed ones. Accordingly, the main policy insight of this paper is that in order to moderate such migration, the developing countries should take some measures to improve their transparency and accountability, rule of law, political stability, state effectiveness, and better rules. In short-term, developing countries need to take some measures in order to employ the capacities of their own educated persons. This insight is more important for Iran, because as for the migration of highly educated persons, it has recently been ranked as very high among the developing countries.

    The dispute resolution mechanism in the World Trade Organization is a way of leveraging in the political and economic relationships. Countries’ legal knowledge plays a substantial role on disputes’ initiation and continuation. This study assesses the effect of previous WTO disputes on the hazard rate of attendance in a new one, using survival analysis. Our dataset encompasses 427 disputes from 1995 to 2011. Results indicate that 1% increase in a country’s number of previous disputes is associated with a 2.40% higher hazard rate of attendance in a new dispute. The highly elastic behavior of hazard rate with regard to past experiences is confirmed for both respondents and complainants. Moreover, we find that developing countries and GATT members are more likely to enter a dispute. Results are robust with respect to variation in model and control variables.

    Following the influential Nordhaus (1975) article, investigation of the influence of political variables on the macroeconomic ones became an interesting subject matter for economic analyses. In this regard, the impact of elections on economic variables, which in the economic literature has been interpreted as “election cycles”, is one of the most prominent political phenomena. Policymakers, aiming for being re-elected in the following election, try to behave in particular ways that are favorable to voters. The present study attempts to investigate the impact of “electoral cycles” on the inflation rate in the selected countries. In view of that, this study examines the impact of election cycle’s sub-component (election year index, government ideology, minority government, and coalition) on the inflation rate in the developed and developing countries for the period 1994- 2012. The results of the dynamic panel method estimation show that during the election year, policymakers, irrespective of the degree of development of the target countries or policymakers’ ideology, try to reduce the inflation rate.

    Under the third chapter of Iran's Third Five-year Development Plan, titled as "Ceding the Shares and Management of Governmental Companies", an arbitration panel is established for settling the disputes arising out of ceding processes. This panel was further validated in the article 30 of the Law on Implementation of General Policies of Principle 44. However, a question might arise that whether the established panel is indeed arbitration in the real sense, or it is a mere similarity in title. In order to answer this question, two different approaches are considered in this study. In the first approach, some fundamental essences of arbitration are selected; then the arbitration panel of the Third Development Plan is examined in each and all essences to see whether it fulfills the requirements of arbitration. In the second approach, Iran's judicial precedent with regard to this arbitration panel is studied to see whether, under Iranian judicial system, this panel is considered as arbitration or not. While both approaches demonstrate some inconsistencies and ambiguities in the legal nature of so-called Arbitration Panel, they both concur that this is not arbitration in the real sense
