    سرنگونی رژیم عراق که نشانه روشنی از تغییر نقشه سیاسی خاورمیانه است، پیامدهای کوتاه مدت و میان مدت مهمی برای ایران به همراه دارد؛ درک این پیامدها و گزینش راه حلهای مناسب برای تامین منافع ملی، در گرو فهم واقع بینانه منافع خود و دیگر بازیگران سیاسی است. در مقاله حاضر که در قالب نظریه واقع گرایی تنظیم شده است، اهداف منطقه ای و بین المللی ایالات متحده و دلایل سقوط انسان و سریع رژیم عراق برشمرده شده و دورنمایی از خاورمیانه پس از صدام نیز ترسیم شده است. بر این اساس، تقابل آمریکا – خاورمیانه ادامه خواهد یافت و مهمترین چالش ایران در شرایط نوین منطقه ای، سیاست این کشور در قبال اختلاف فلسطین و اسراییل خواهد بود. از این منظر، برای کاهش تهدیدات علیه ایران پیگیری تدوین استراتژی ملی مکتوب، توجه به کیفیت زندگی ایرانیان به عنوان ملاک تمامی سیاست گذاری های داخلی و خارجی، درک عینی تحولات منطقه ای و جهانی و طراحی یک استراتژی چند جانبه در قبال غرب ضروری است.

    طرح نظریه برخورد تمدنها توسط ساموئل هانتینگتون بحثهای فراوانی را درباره آینده روابط جوامع مسلمان غربی دامن زد. این نظریه در واقع با توجه به پیامدهای پایان جنگ سرد و برای بازسازی بنیادهای هستی شناختی رهیافت واقع گرایی ارایه شد، اما وقایعی چون 11 سپتامبر توجه بیشتری را به دیدگاه وی برانگیخت و برخی از نویسندگان این وقایع را به عنوان نشانه رویارویی تمدنی میان اسلام و غرب تلقی کردند. در این مقاله دلایل گوناگونی برای رد و نفی این تلقی ارایه شده است و به نظر نویسنده، این حوادث نه تنها تایید کننده نظریه هانتینگتون نیست، بلکه روابط اسلام و غرب همچنان مسالمت آمیز خواهد بود. نویسنده ضمن طرح نمونه هایی از برخورد سنجیده متفکران اسلام و غرب در قبال تندروی برخی از سیاستمداران و جریانهای سیاسی، چالش های احتمالی آینده را برشمرده است. از این دید آنچه که می تواند زمینه ساز کشمکش میان جوامع مسلمان و غربی باشد، نه در متن جوامع اسلامی که در شیوه رفتار کشورهای غربی، به ویژه آمریکا، است.

    مقاله حاضر با اذعان به اینکه ایران در یکی، دو قرن اخیر گرفتار نیروهای بنیادین سیستمی بوده است و «سیاست خارجی» مهمترین مشکل این کشور در دوره معاصر به شمار می آید، به تدوین طرحی تئوریک و مفهومی به عنوان گامی برای حل مشکل مزبور می پردازد. پرسش اساسی آن است که علل و عوامل تعیین کننده سیاست خارجی جمهوری اسلامی ایران کدامند و چه نوع از سیاست خارجی را بر این کشور تحمیل می کنند؟ به نظر نویسنده، تلاقی بین ویژگی های محیط داخلی و عوامل خارجی موجب شکل گیری محیط عملیاتی به عنوان مبنای تئوری پردازی درباره سیاست خارجی ایران شده است و انطباق دوگانه محافظتی و تهاجمی برای تبیین سیاست خارجی این کشور کارآیی دارد. از این رو، بخشی از این نوشته به بررسی متغیرهای داخلی و متغیرهای سیستمی موثر در شکل گیری محیط عملیاتی سیاست خارجی ایران اختصاص داده شده و در نهایت، طرح مفهومی سیاست خارجی ایران ارایه شده است.

    جنبش اسلام گرای ترکی به رهبری «فتح الله گولن»، یکی از جالبترین نمونه های تفکر اسلام گرایی لیبرال در خاورمیانه است. گولن و پیروان وی کوشیده اند تا جنبشی سیاسی – مذهبی به طرفداری از مدرنیسم، ناسیونالیسم ترکی، تساهل و دموکراسی بدون قربانی کردن احکام مذهبی برپا کنند، و امروزه ساختار و فلسفه این جنبش و رهبری آن در بسیاری از گروه ها و نهادهای آموزشی تجلی یافته است. تعدادی از نخبگان سکولار ترکیه جنبش گولن را تحولی مترقی می دانند، اما عده ای دیگر وی را تهدیدی پنهان ارزیابی می کنند. به نظر می رسد که مطالعه این جنبش اسلام گرا و بررسی آثار آن در درک تحولات معاصر ترکیه مفید باشد.

    به رغم فاصله زیاد مصر با خلیج فارس، این کشور از دیر باز کوشیده است که در منطقه حضور فعالانه ای داشته باشد. مقاله حاضر با توجه به مبانی سیاست خارجی مصر در قبال منطقه خلیج فارس و پیشینه حضور آن، اقدامات مصر در این زمینه را مورد بازبینی قرار می دهد و فعالیتهای این کشور را در سه دوره نیمه نخست قرن 19، دهه 1960 و 1980 تاکنون بررسی می کند. این بررسی نشان می دهد که پس از پیروزی انقلاب ایران، مصر رفتار خصومت آمیزی در قبال ایران در پیش گرفت و حتی تلاش کرد که جای ایران را در ترتیبات امنیتی خلیج فارس بگیرد. از سوی دیگر، این کشور اقداماتی در جهت تشدید اختلافات ایران و کشورهای عربی منطقه انجام داد، اما تحولات چند سال اخیر موجب شده است که نقش سیاسی مصر کاهش یابد و مصری ها برای تامین منافع اقتصادی چاره ای جز ایجاد روابط دوستانه و مناسب با تمامی کشورهای منطقه نداشته باشند.

    فراز و نشیبهای روابط ایران و ایالات متحده، پیش و پس از انقلاب، موضوعی است که توجه صاحب نظران بسیاری را جلب کرده است. مقاله حاضر با هدف بررسی روابط دو کشور براساس وضعیت موجود و با عنایت به نقش و تاثیر اسراییل در این زمینه نگاشته شده است. از این رو محورهایی چون سیاست آمریکا در قبال ایران، روابط استراتژیک آمریکا و اسراییل، روند صلح خاورمیانه، مسئله تروریسم، و حساسیتهای امنیتی و توانایی های تسلیحاتی ایران مورد بحث قرار گرفته است. نویسنده با توجه به آخرین تحولات منطقه و با ارایه داده ها و شواهد متعدد نشان می دهد که اتهامات آمریکا علیه ایران در سالهای اخیر (اخلال در روند صلح خاورمیانه، تلاش برای دستیابی به سلاحهای کشتار جمعی، و حمایت از تروریسم) همسو با منافع و نگرانی های امنیتی اسراییل است. از این رو در بررسی روابط دو کشور ایران و آمریکا نمی توان و نباید نقش اسراییل را به عنوان یک متغیر مهم و اثر گذار نادیده گرفت.

    «سعد الدین ابراهیم»، جامعه شناس نام آور مصری، از جمله متفکرانی است که مطالعات خود را بر تحولات اجتماعی خاورمیانه عربی متمرکز کرده است. در مقاله حاضر، وی با اشاره به مفهوم «جامعه مدنی» و پیوند آن با مفاهیمی چون دموکراسی، آثار روند جهانی دموکراتیزاسیون را بر روابط دولت و جامعه در جهان عرب نشان می دهد . از دید وی، در دهه های 1980 و 1990 میلادی ، مبارزه ای سه جانبه میان رژیمهای حاکم ، جنبشهای اسلام گرا و نهادهای جامعه مدنی برای کسب و حفظ قدرت در جریان بوده است و گاه ائتلافی دو جانبه علیه بازیگر سوم پدید آمده است. او در این زمینه نمونه های فلسطین، الجزایر و مصر را مثال می زند؛ اولی را نمونه «ترس اسلام گرایان از دموکراسی» می داند و دومی را مثالی برای «ترس دولت از دموکراسی». وضعیت مصر، از نظر او، پیچیده تر است و این وضعیت را «مثلث مقیم» نام می گذارد. به رغم آنکه مدت زمانی از تالیف این مقاله می گذرد و خاورمیانه عربی در این مدت شاهد تحولات چشمگیری بوده است، به نظر می رسد که دستاوردهای علمی مقاله همچنان آموزنده و درخور اعتنا باشد.

    منابع غنی گاز در کشورهای منطقه خلیج فارس در سالهای اخیر مورد توجه فراوانی قرار گرفته است و در این زمینه سرمایه گذاری های کلانی شده است. این سرمایه گذاری ها با دو هدف مهم تامین مصرف داخلی این کشورها و کسب درآمد از طریق صدور به کشورهای مصرف کننده صورت می گیرد. همین امر موجب می شود که گازدر آینده نزدیک به یکی از مهمترین محورهای توسعه اقتصادی و تجارت خارجی منطقه تبدیل شود. در مقاله حاضر پس از ارایه گزارشی درباره وضعیت صنعت گاز در جهان و منطقه خلیج فارس، بازارهای عمده مصرف ذیل سه عنوان بازار منطقه ای، بازار فرامنطقه ای و بازار بین المللی بررسی شده است و طرحهای کشورهای خلیج فارس برای کشف، استخراج، انتقال، بازاریابی و صادرات گاز معرفی شده است. با توجه به اینکه ایران یکی از مهمترین منابع گازی جهان را در اختیار دارد و می تواند به یکی از صادرکنندگان عمده آن تبدیل شود، آگاهی از وضعیت بازارهای مصرف در سالهای آینده و طرحهای کشورهای رقیب برای صادرات ضرورت پیدا می کند.

    حادثه 11 سپتامبر، حمله آمریکا به افغانستان و تهدیدات آمریکا علیه عراق، آینده شورای همکاری خلیج فارس را در برابر آزمونی جدی قرار داده است. به نظر نویسنده، مشکلات داخلی و خارجی شش عضو این شورا و ناتوانی آنها از موضع گیری صریح در قبال اقدامات ایالات متحده در منطقه موجب شده است که درباره عملکرد و توانایی شورای همکاری و نیز آینده روابط اعراب و آمریکا تردیدهایی پدید آید. همچنین تعهد آمریکا به مبارزه بین المللی علیه تروریسم و حمایت این کشور از اقدامات اسراییل، کیفیت روابط اعراب و آمریکا را همچنان تحت تاثیر قرار خواهد داد. با عنایت به تحولات یاد شده، نتیجه گرفته شده است که نظام منطقه ای خلیج فارس دستخوش دگرگونی است و اعضای شورا ناچارند که دیپلماسی جدیدی را در پیش گیرند. این دیپلماسی باید در چارچوب شورای همکاری و در جهت بهبود روابط با ایران، پاکستان، افغانستان و کشورهای حوزه آسیای مرکزی و قفقاز باشد.

    The collapse of the Iraqi regime which is a clear sign of the change in the Middle Eastern political map will bring about important long-term and short-term consequences for Iran understanding of which will be subject to the realistic recognition of one's own interests and other political actors. In the present article spirited within the realist theory context, US regional and international objectives and the reasons for the Iraqi regime's easy and rapid collapse have been examined and the prospects for the Middle East after Saddam have been drawn. On this basis, frictions between the United States and the Middle East will persist and the most important challenge to Iran in the new regional conditions will include Iran's policies toward the Palestinian-Israeli conflict. In this perspective, in order to reduce the threats against Iran, it is necessary to pursue a persistent and unified national strategy, pay attention to the Iranian life quality as the criteria for making all domestic and foregin policies, understand objectively regional and global developments and to design a multi-faceted strategy toward the cooperating West.

    The author has tried to address the relations between the West and Muslim World after the September 11 incidents and its consequences in order to verify this hypothesis that the changes after the September 11, in spite of the intensification of tension between the West and Muslim World does not support Huntington’s theory of clash of civilizations mainly because there are many factors at stake that prevent civilizational clash between Islam and the West. According to the author, although al-Qaeda network’s attack on New York buildings is one of the major manifestations of political and ideological confrontations between Muslims and the West, this confrontation cannot be generalized to the entire Muslim World and the West. He mentions six main reasons for his claim, reasons demonstrating that despite the heightened tensions between the West and the Muslim World and the pressure of extremist views in both sides, the relationship between Islam and the West in the future will be a peaceful relationship based on mutual understanding. The author concludes that it can be conceived that there is no challenge in the relations between Islam and the West but powerful Western countries’ treatment of the issue plays a crucial part in the enhancement or reduction of such challenges. Particularly US biased behavior toward the Palestinian question and its full-fledged support for Israel may reinforce these challenges.

    Acknowledging that Iran has been entangled in fundamental systemic forces within the past one or two centuries and foreign policy has been the most salient problem of the country in the contemporary era, this article seeks to formulate a theoretical and conceptual framework as a step toward the resolution of this problem. Its main question is what are the causes and factors determining the Islamic Republic of Iran’s foreign policy and what kind of foreign policy they impose on the country? In the author’s opinion, the coincidence of the characteristics of domestic environment and foreign factors have caused the formation of operational environment as the basis of theorization on Iran’s foreign policy, and the dual defensive and offensive adaptation works well for the explanation of the country’s foreign policy. Thus, part of the writing has been allocated to the study of domestic variables andsystemic variables influent in the formation of operational environment in Iran’s foreign policy and finally a conceptual framework has been offered for Iran’s foreign policy.

    Turkish Islam Movement led by Fethullah Gulen is among the most interesting examples of liberal Islamist thoughts in the Middle East. Gulen and his followers have attempted to establish a political-religious movement supporting modernism, Turkish nationalism, tolerance and democracy without victimizing religious commandments, and the Movement and its leadership’s structure and philosophy have today found manifestations in many educational groups and institutions. A number of Turkish secular elites consider Gulen’s Movement as a progressive development, whereas some others evaluate it as a latent threat. It appears that the study of this Islamist movement and of its effects can be of interest and benefit for understanding the developments taking place in contemporary Turkish politics.

    Despite its long distance from the Persian Gulf, Egypt has from the old times attempted to play an active role in the region. This article scrutinizes Egyptian actions in this regard, given the foundations of its foreign policy toward the Persian Gulf and the background of its presence. It examines the country’s activities in three periods of the first half of the 19th century, 1960s and 1980s to the present. This study demonstrates that following the Islamic Revolution, Egypt has persistently adopted an antagonistic position toward Iran and even it made efforts to take up Iran’s place in the Persian Gulf security arrangements. On the other hand, the country has undertaken actions for the intensification of disputes between Iran and regional Arab nations. However, the developments during the past recent years have led to the decrease in Egyptian political role and the Egyptians find no other option than to establish friendly and good relations with all regional countries in order to secure their economic interests.

    Oscillations in Iranian-US relations both before and after the Islamic Revolution are among the topics that have gained the attention of many scholars. This article is intended to study this subject. Thus, topics such as US policy toward Iran, US-Israeli strategic relations, Middle East peace process, the question of terrorism, and Iran’s security sensitivity and weapons’ capabilities have been discussed. Considering latest regional developments and providing numerous data and evidence, the author has revealed that US allegations against Iran during recent years (i.e. obstruction in the Middle East peace process, attempts to acquire weapons of mass destruction, and support for terrorism) are in the direction of Israel’s national interests and security concerns. For this reason, in the study of Iranian-US relations, Israel’s role should not and could not be ignored as an important and determining variable.

    Saad Eddin Ibrahim, the renowned Egyptian sociologist, is one of the scholars who has focused his studies on social developments in the Arab Middle East. In the present article, referring to the concept of ‘civil society’ and its connection with such concepts as democracy, he reveals the impact of the universal trend of democratization on the relationship between the state and society in the Arab World. In his viewpoint, in the 1980s and 1990s, a trilateral struggle has been under way among the ruling regimes, Islamist movements and institutions of civil society to gain and preserve power, and a bilateral coalition has occasionally emerged against the third actor. He refers to the
    instances of Palestine, Algeria and Egypt; he considers the first as an example of ‘Islamist Fear of Democracy’ and regards the second as an instance of ‘State Fear of Democracy.’ Egyptian situation in his view, is more complicated and calls it resident triangle. Despite the fact that the article has been authored some time ago, and the Arab Middle East has seen enormous changes since then, the article’s academic achievements seem to remain learning and considerable.

    The rich gas resources found in the Persian Gulf countries have received vigorous attention, and huge investments have been made in this area. Such investments are intended to meet two main goals including these countries’ internal consumption and securing revenues through exporting gas to consumer countries. This makes gas one of the most important pivots of regional economic development and foreign trade in the near future. In the present article, after presenting an overview of the situation of the gas industry in the world and the Middle East, major consumption markets have been examined under three topics of regional, transregional and international markets. Also the plans made by the Persian Gulf countries for the exploration, exploitation, transportation, marketing and exportation of gas have been introduced. Given the fact that Iran wields one of the most significant gas resources in the world and is able to become one of the major exporters of gas, it is necessary to acquire awareness of the position of consumption markets and the plans made by rival countries for exports in the future years.

    The September 11th events, US invasion of Afghanistan and US threats against Iraq have caused the Persian Gulf Cooperation Council (GCC) to face a serious test. In the author’s view, domestic and foreign problems encountered by the GCC six members and their inability to adopt a clear position have led to the appearance of certain doubts on the Council’s credibility and competence as well as the future of Arab-US relations. Also, US commitment to international battle against terrorism and its support for Israeli actions will continue to affect Arab-US relations. Given the above-mentioned developments, it has been concluded that the Persian Gulf regional system is undergoing changes and the GCC members are forced to adopt a new diplomacy. This diplomacy should be directed within the GCC framework and toward the promotion of relations with Iran, Pakistan, Afghanistan and Central Asian and Caucasian nations.
