    تحولات دامنه دار خاورمیانه در دهه 1990 میلادی، به ویژه حمله عراق به کویت، نظام منطقه ای عربی را دچار نوعی واگرایی کرد. اگرچه نخبگان سیاسی مصر همواره کوشیده اند با اتخاذ سیاستهایی، رهبری کشورشان بر جهان عرب را اعاده کنند، این هدف به دلیل بحرانهای متعدد داخلی و شرایط خاص منطقه ای تحقق نیافته است. در مقاله حاضر، نویسنده با نگاهی به وضعیت منطقه پس از حوادث یازدهم سپتامبر، درصدد طرح این نکته برآمده است که شرایط شکننده داخلی مصر و تغییر معادلات منطقه ای پس از جنگ سرد، امکان تبدیل مصر به رهبر بی رقیب جهان عرب را بیشتر کاهش داده است. اگرچه حل بحرانهای متعدد داخلی از طریق اصلاحات سیاسی و اقتصادی ممکن است، قدرت گیری و شاید جایگزینی اسلام گرایان را به داخل خواهد داشت.

    با سقوط رژیم بعثی عراق، «صلح منفی» که ناشی از تمرکز قدرت در این کشور بود، جای خود را به رویارویی های گسترده اجتماعی داد که از معیار قرار دادن تمایزات قومی، نژادی و مذهبی ناشی می شود. در واقع، ایالات متحده که«جنگ با عراق» را به سهولت به سود خود پایان داده بود، در حل و فصل «جنگ در عراق» ناتوان ماند. این ناتوانی ریشه در نگاه غیرتاریخی رهبران و سیاست گذاران آمریکایی به جامعه ای دارد که گسلهای مذهبی، قومی و زبانی دهه ها در بطن آن وجود داشته و تشدید شده است. از این رو، می توان درگیری های داخلی عراق را نماد جنگهای نوین در قرن بیست و یکم دانست که ماهیتی کاملا هویتی دارند و اتفاقا آمریکا در این زمینه (حل منارعات هویتی در خاورمیانه) فاقد راهبرد مناسبی است. درنتیجه، حل و فصل جنگ در عراق که ماهیتی نژادی و مذهبی دارد، نیازمند مجموعه ای از اقدامات همه جانبه همچون توزیع عادلانه درآمدهای نفتی با هدف کاهش فقر، مشارکت سیاسی تمامی گروه های سیاسی و نیز گسترش ارزشهای دموکراتیک است.

    اعلام دستیابی ایران به فناوری چرخه سوخت هسته ای، حوزه های گوناگون حیات در منطقه خاورمیانه را تحت تاثیر قرار داده است. نخبگان کشورهای عربی، به رغم تاکید همیشگی بر اصل «منافع و مصالح عربی»، تاکنون رویکرد واحدی در این باره نداشته اند. در حالی که برخی از نخبگان علمی جهان عرب از تداوم برنامه هسته ای ایران حمایت می کنند، تعدادی دیگر ساخت بمب اتمی عربی را مهم می دانند. با این حال، رویکرد غالب نخبگان سیاسی این کشورها احتیاط آمیز و گاه همراه با بدبینی بوده است؛ یعنی با تفکیک بین توان هسته ای صلح آمیز و نظامی، استفاده از انرژی هسته ای را به صورت مشروط حق ایران دانسته اند. جالب اینجاست که تمامی این گرایشها خواهان حل و فصل مسالمت آمیز برنامه هسته ای ایران و اجتناب از هرگونه درگیری نظامی هستند.

    حوادث 11 سپتامبر، اثر شگرفی بر سیاست خارجی آمریکا به ویژه در ارتباط با خاومیانه به طور عام و منطقه خلیج فارس به نحو خاص بر جای گذاشت. در این ارتباط، تحلیلگران غرب علل شکل گیری و گسترش فعالیتهای تروریستی و نیز جنبشهای ضد آمریکایی را برآیند سه عامل می دانند: 1. ماهیت استبدادی نظامهای سیاسی در جوامع عربی؛ 2. اندیشه های بنیاد گرایانه ضد آمریکایی؛ 3. محبوب نبودن سیاستهای خاورمیانه ای آمریکا و حمایت بی قید و شرط این کشور از رژیمهای اقتدارگرای عربی منطقه در دوران جنگ سرد. در این راستا، نو محافظه کاران آمریکا استدلال کردند که از طریق ترویج دموکراسی غربی و به دنبال آن حاکمیت نسبی گرایی ارزشی، نشر افکار مدرن و ایجاد رفاه می توان ریشه های تروریسم را خشکاند و ماهیت «مطلق گرایانه» اندیشه های بنیادگرایانه را تضعیف نمود. براین اساس، راهبرد دموکراسی سازی تحمیلی و ترویج ارزشهای غربی در دستور کار سیاست گذاران آمریکایی به منظور مقابله با تروریسم قرار گرفت. شایان ذکر است که انتقادات بی شماری بر دموکراسی سازی تحمیلی آمریکا از سوی پژوهشگران منطقه و محققان غربی وارد شده است.

    این گفتار نخست به بررسی جغرافیایی دریای خزر و سپس به اهمیت جغرافیایی سیاسی اقتصادی این دریاچه می پردازد. همچنین اهمیت بالقوه ذخایر 100 میلیارد بشکه ای (نفت) خزر و درگیری سیاستهای کشورهای ساحلی، اروپایی و آمریکایی پی جویی خواهد شد. بخش دیگر این گفتار به روسیه، ایران وکشورهای تازه استقلال یافته ناشی از فروپاشی شوروی پرداخته و پرسمان نوین رویارویی ایران با کشورهای جدید ساحلی را بازگو می کند. درهمین بخش، پیشینه تاریخی راژمان دریای خزر و سیاستهای دو کشور ایران و روسیه به ویژه دردوره قاجاریه بررسی می شود. سومین بخش این گفتار تاریخ پژوهی، پیرامون اسناد حقوق مربوط به دریای خزر در قراردادهای 1940، 1921، 1828 خواهد بود. تنشهای کنونی، دیدگاه های کشورهای ساحلی دراین برخوردها مانند کاندومینیوم، مالکیت انفرادی، تجزیه وتحلیل و درپایان سخن با مروری بر جدالها، چگونگی نزدیک بودن کشورها به یکدیگر و برپایی یک راژمان حقوقی بر مبنای حقوق بین الملل بازبینی می شود.

    Widespread developments in the Middle East in the 1990s, notably Iraqi invasion of Kuwait, made the Arab regional system undergo a kind of divergence. Although, Egyptian political elites have been persistently trying to restore their leadership over the Arab World by adopting certain policies, this goal has not been attained due to numerous internal crises and particular regional conditions. In this article, looking at the regional situation following the September 11th events, the author suggests that Egypt’s fragile domestic conditions and shifts in regional equilibrium following the Cold War has further undermined Egypt’s turning into the unrivaled leader of the Arab World. Although, numerous domestic crises are likely to be resolved through political and economic reforms, it will results in the Islamist rise in power or even their replacement.

    With the fall of the Ba’athist regime in Iraq, ‘negative peace’ which arose from concentration of power in the country, was replaced by extensive social confrontations caused by making ethnic, racial and religious distinctions as main criteria. Indeed, having won the ‘war with Iraq’ quite easily, the United States failed to resolve the ‘war in Iraq’. This failure is derived by non-historical outlook of American leaders and policy-makers towards a society in which religious, ethnic and linguistic fault lines have existed for decades and have been intensified. Thus, internal strives in Iraq can be viewed as a symbol of modern wars in the 21st century that are of a fully identity nature and the United States happens to lack a suitable strategy in this respect (i.e. resolution of identity conflicts in the Middle East). Consequently, the resolution of war in Iraq that is of a racial and religious nature demands a set of all-out actions such as fair distribution of oil revenues intended to remove poverty, political participation of all political groups as well as the expansion of democratic values.

    Iran’s declaration regarding its access to nuclear fuel cycle technology has affected various dimensions of life in the Middle East region. Despite their constant emphasis on the principle of ‘Arab interests and expediency’, Arab countries’ political elites have not had a single attitude towards the issue yet. While some scientific elites of the Arab World back Iran’s continued nuclear program, some others attach importance to the production of an Arab atomic bomb. Notwithstanding, the dominant attitude among the countries’ political elites has been cautious and sometimes filled with suspicion; in other words, by distinguishing peaceful and military nuclear capability, they have regarded use of nuclear energy as Iran’s rights conditionally. It is noteworthy that all such tendencies call for peaceful resolution of Iran’s nuclear case and avoiding any military clashes.

    The September 11th events left a serious impact on U.S. foreign policy towards the Middle East in general and the Persian Gulf region in particular. In this respect, Western analysts ascribe the causes of rise and spread of terrorist activities as well as anti-American movements to an amalgamation of three factors: 1- Despotic nature of political systems in Arab societies; 2- Anti-American fundamentalist thoughts; and 3- Unpopularity of U.S. Middle East policies and its unconditional support for authoritarian Arab regimes in the region during the Cold War era. In this relation, American neoconservatives argued that terrorism could be uprooted by promoting Western democracy followed by dominance of value relativism, disseminating modern thoughts and providing welfare thus weakening the absolutist nature of fundamentalist ideas. On this basis, democratization strategy and fostering Western values were included on the agenda of U.S. policy-makers in order to fight terrorism. It is noteworthy that numerous criticisms have been made on U.S. forceful democratization by regional researchers and Western scholars.

    The disintegration of the Soviet Union and the fall of the bipolar system dominating the international system had significant repercussions on the national, regional and international scales. Central Asia region as a part of Iran’s civilizational sphere enjoys a special place in the foreign policy of the Islamic Republic of Iran. There are suitable grounds for the expansion of bilateral relations because of historical and cultural commonalities and affinities between Iran and Central Asia, huge oil and gas potentials, an appropriate market for Iranian products and more importantly the landlocked character of the region leading them to use Iran as the best economic route for transportation. Following the collapse of the Soviet Union and creation of the Commonwealth of Independent States, this region has attracted the attention of many powerful regional and international players. The Islamic Republic of Iran is among such actors, which is intensely challenged by others due to its historical and cultural proximities with regional nations. Drawing upon a theoretical framework, the author examines the possibility of Iran’s strategic ties with the region and its key countries. Moreover, the ways to promote Iran’s partnership with Central Asian nations will be particularly studied.

    This paper first examines the Caspian Sea geographically and then geopolitical-economic importance of the lake. The potential significance of the Caspian 100 billion barrel oil reserves and the engagement of littoral states, European countries and the United States will be also studied. Another section of the paper deals with Russia, Iran and the newly independent countries arising from the Soviet collapse and re-states the new discourse of Iran's engagement with the new littoral states. In this section, the historical background of the Caspian Sea regime and the policies pursued by Iran and Russia particularly during the Qajar era are scrutinized. The third section of this paper will address the history of instruments concerning the rights of the Caspian Sea in the 1828, 1921 and 1940 treaties. Current tensions, littoral state's viewpoints in such issues as condominium and individual ownership are analyzed. The conclusion reviews the debates, how to bring these countries closer together and establishment of a legal regime based on international law.
