    اهمیت روزافزون ابعاد اقتصادی جهانی شدن و تلاش برای سوق دادن اقتصادهای دولتی و متمرکز به سمت اقتصادهای باز و وجود دولت های رانتیر در حوزه خلیج فارس، موضوع حایز اهمیتی است که توجه به آن می تواند بسیاری از مسایل مهم منطقه را برای ما نمایان سازد. بررسی اوضاع اقتصادی شش کشور کویت، امارات، قطر، عربستان، عمان و بحرین با الگوی تحلیلی دولت رانتیر، و تحلیل تاثیرات جهانی شدن در چهار بعد کاهش حجم دولت، آزاد سازی اقتصادی، خصوصی سازی، و جذب سرمایه گذاری های خارجی بر اوضاع اقتصادی این منطقه، موضوع اصلی مقاله حاضر را شکل می دهد. فرضیه مقاله آن است که دولت های عرب در خلیج فارس با وجود درآمدهای سرشار از منابع رانتی، تحت تاثیر پدیده جهانی شدن اقتصاد، در راستای کاهش حجم دولت وتلاش برای برقراری یک اقتصاد باز اقدام نموده اند. با توجه به مطالب فوق، چهار شاخص را می توان برای جهانی شدن ذکر کرد: کاهش حجم دولت، آزاد سازی اقتصادی، خصوصی سازی، جذب سرمایه گذاری های خارجی.

    اگرچه در عرصه مشارکت سیاسی زنان طی سال های اخیر تحول چشم گیری پدید آمده و بستر مناسبی جهت حضور آنان در حوزه عمومی فراهم شده، برخی تنها به صرف الزامات اجتماعی و به ویژه برآمده از ملاحظات سیاسی، در عرصه عمومی حضور یافته اند. در کشورهای محافظه کار عربی به ویژه کشورهای مسلمان عضو شورای همکاری خلیج فارس تحولات در عرصه مشارکت سیاسی زنان رونق نداشته و در بسیاری از این کشورها حتی زن به عنوان فردی که دارای حقوق اجتماعی و انسانی می باشد، تلقی نمی شود. بسیاری از صاحب نظران بر این باورند این معضل با توجه به سنتی بودن این جوامع و تفکرات قبیله ای و عشیره ای خاص در فرهنگ آنها قابل توجیه است. اما در رویکرد این قلم به این مساله، می توان الزام سیاسی یعنی آن الزامات و تعهداتی که با عضویت در یک جامعه سیاسی بر عهده اعضا قرار می گیرد و این الزامات از هر جامعه به جامعه دیگر متفاوت است، را به عنوان عاملی دخیل و زیربنایی و نشات گرفته از این فرهنگ خاص موثر قلمداد نمود. عدالت، حق شناسی و رضایت به عنوان شاخصه های اصلی الزام سیاسی و دین محوری، خانواده سالاری و فرهنگ سیاسی پاتریمونیال نیز به عنوان ابعاد اصلی فرهنگ آمریت/ تابعیت نقش اصلی را در روند این پژوهش بازی می کند. بر این اساس، نوشته حاضر بر آن است نشان دهد که الزام سیاسی در کشورهای عضو شورای همکاری خلیج فارس نتوانسته است بر ایجاد مشارکت سیاسی بر زنان در این کشورها، تاثیرگذار باشد و خود عاملی اساسی برای فقدان مشارکت است.

    مجموعه تحولات داخلی ایران و ترکیه بین سال های 2002 تا 2010 و تحولات منطقه ای و بین المللی در همین سال ها، سبب گردیده است روابط دو کشور از نقطه منفی (تنش در روابط) عبور و به سطح نقطه مثبت (اعتماد دوجانبه) ارتقا یابد. با آغاز موج تحولات جهان عرب و با توجه به پی گیری منافع ناشی از تحولات توسط ایران و ترکیه، روابط دو کشور بسیار تحت تاثیر قرار گرفت. علاوه بر تحولات اخیر جهان عرب، عوامل دیگری نیز آینده روابط دو کشور را تحت تاثیر قرار می دهد. بر این اساس پرسش اصلی مقاله حاضر آن است، عوامل مهم تاثیرگذار در آینده روابط ایران و ترکیه چیست و این عوامل چه تاثیری بر آینده روابط دو کشور خواهد گذاشت؟ نتیجه کلی این بررسی آن است که عواملی مانند ارایه الگویی خاص از اسلام، تحولات اخیر جهان عرب و به ویژه تحولات سوریه، مساله فلسطین و روابط ترکیه با اسراییل، استقرار سپر دفاع موشکی ناتو در خاک ترکیه، مسایل هسته ای ایران و تبلیغات غرب و سیاست خارجی چندوجهی ترکیه، می تواند موجب بازتعریف سیاست خارجی ایران و ترکیه در قبال هم شده و به همین علت در بلندمدت بدون در نظر گرفتن تحولات آتی زیرسیستم منطقه ای خاورمیانه روابط ایران و ترکیه را با چالش مواجه می سازند.

    اغلب کارشناسان و محققان سیاسی معتقدند مساله ترکیه به ویژه تجربه اسلام سیاسی در این کشور اهمیتی ویژه در جهان اسلام داشته است. اسلام از آن رو که حامل نظامی از ارزش ها و اندیشه هایی است که می تواند نیروی مقابل غرب باشد و اینکه به پیروان خود قدرت پرکردن خلا های معرفتی را می بخشد، امروزه به عنوان دشمن غرب معرفی گردیده است. از این رو مباحث مربوط به اسلام سیاسی و جنبش های اسلام گرا برای موسسات پژوهشی و نهادهای تصمیم گیری غرب از اهمیت ویژه ای برخوردار است. در این میان، ظهور و پیروزی اسلام سیاسی در ترکیه به عنوان منطقه راهبردی و نقطه تلاقی غرب و شرق، اهمیت فوق العاده زیادی دارد. روند تحولات در ترکیه و حمایت وسیع گروه های اجتماعی از حزب عدالت و توسعه و موفقیت های آنان، نشان دهنده این است که اسلام گرایان مهره اصلی تحولات حال و آینده ترکیه می باشند. این مقاله در پی فهم اجمالی اسلام سیاسی و آینده اسلام گرایان در کشور ترکیه است.

    به رغم تلاش بنیان گذاران ترکیه برای برقراری لائیسیته و حدود یک قرن اقدامات اسلام ستیزانه در این کشور، اکنون بار دیگر شاهد چالش جدی میان اسلام و سکولاریسم در این سرزمین هستیم. در همین راستا جناح های مختلف درگیر در این چالش، به منظور جلب حمایت و پشتیبانی زنان به عنوان نیمی از جمعیت ترکیه، خود را ملزم به مطرح کردن مساله حجاب و موضع گیری در برابر آن می دانند. در حقیقت زنان بخش قابل توجهی از برنامه ها و سیاست های مبارزان دو طیف مختلف اسلام گرا و سکولار در ترکیه را تشکیل می دهند. انتظار می رود با به قدرت رسیدن دوباره حزب اسلام گرای عدالت و توسعه و تعقیب سیاست های موافق اسلام از یک سو و تعدیل فضای سکولار حاکم بر جامعه از سوی دیگر، شاهد اوج گیری روند اسلام گرایی و به تبع، حضور بیشتر زنان محجبه در صحنه جامعه و سیاست ترکیه باشیم.

    فواد زکریا، از فیلسوفان معاصر عرب، در آثار خود با نگاهی علمی و فیلسوفانه مشکلات و چالش های فکری و سیاسی جهان اسلام را مورد توجه قرار می دهد. مطلوب زکریا در این زمینه کاستن از حضور دین در حوزه سیاست است، اما چون ایده عملی ندارد سعی می کند به ارایه یک قرائت پویا، عقلانی و روزآمد از اسلام روی آورد تا با تکیه بر سنت ها نه عمل مستقیم به آنها بتواند راهکارهای امروزی ارایه دهد و انعطاف پذیری و تعامل با دنیا را جایگزین تندروی و خشونت سازد. زکریا در دیدگاه های خود توجه به واقعیت های جوامع اسلامی و نظام بین الملل را بیش از مباحث اعتقادی و ایدئولوژیک مورد توجه قرار می دهد.

    در این مقاله تلاش شده است با تکیه بر نگرش نخبگان ایرانی مساله نقش آفرینی اروپا در خاورمیانه مورد بررسی قرار گیرد. انگاره ها یا ایده هایی که تحت تاثیر رویدادها، روندها و تحولات ساختاری شکل می گیرند و به عبارت بهتر تکوین می یابند، مساله محوری این مقاله است. بر این اساس هدف اصلی از نوشتن این مقاله بررسی وجود انگاره ای به نام «کاهش اعتماد نسبت به اروپا» در ذهنیت دانشگاهیان و محققان ایرانی است. برای انجام این مقصود و پی بردن به چگونگی برساخته شدن انگاره مورد نظر با عنایت به اینکه درک مسایل خاورمیانه و بازیگری اروپا در آن بدون لحاظ کردن نقش آمریکا به عنوان ابرقدرت تاثیرگذار و تعیین کننده میسر نیست، پرسشنامه ای را در خصوص بازیگری آمریکا و اروپا در خاورمیانه طراحی کرده و نتایج آن را در قالب مقاله حاضر ارایه می نماییم.

    Increasing importance of economic globalization and efforts at leading statist and command economies towards free market economies in spite of the presence of rentier economies in the Persian Gulf region can illuminate many regional issues. This paper deals with the economic conditions in Kuwait, the United Arab Emirates, Qatar, Saudi Arabia, Oman and Bahrain, using the rentier state analytical framework and an analysis of the impacts of globalization on the regional economic situation in four aspects including the reduction in the size of the state, economic liberalization, privatization and attraction of foreign investments. The hypothesis of the paper includes that the Arab states of the Persian Gulf, in spite of huge rentier revenues have moved to reduce the size of the state and to establish a free market economy as affected by the economic globalization.

    Despite the progress made in other parts of the region, developments in political participation of women have been limited in the conservative Arab countries particularly the Muslim countries of the Gulf Cooperation Council, i.e. the United Arab Emirates, Bahrain, Qatar, Oman, Kuwait and Saudi Arabia. In most of these countries, women even are not considered as individuals enjoying social and human rights. Many scholars maintain that this problem arises from the traditional nature of these societies with their unique tribal culture. But this paper considers the political obligation that is the obligation imposed on the members because of membership in a polity as these obligations differ from a society to another as the root cause of the problem. Justice, respect for rights and consent as the major indicators of political obligation and religiosity, family-centrism and patrimonial political culture as the main elements of the subjectivity culture play a crucial role in this situation. On this token, this paper seeks to show that the political obligation in the GCC countries has failed to contribute to the creation of political participation of women and is per se a fundamental factor for lack of participation.

    The set of domestic developments in Iran and Turkey between 2002 and 2010 and simultaneous regional and international developments led the mutual relations to elevate from the negative point (tension in relations) to the positive point (mutual trust). With the start of the Arab World developments and pursuing interests arising from the developments by Iran and Turkey, bilateral relations were significantly affected. This paper seeks to explore the significant factors influencing the future of Iran-Turkey relations. The general finding of the research is that several factors including offering a particular patter of Islam, recent developments in the Arab World and most notably in Syria, Iran’s nuclear program and Turkey’s multifaceted foreign policy can lead to a redefinition of Iran-Turkey ties; hence in the long run they might pose challenges to the Iran-Turkey relations.

    Most of the political experts believe that the Turkish case particularly the experience with political Islam in the country is of utmost importance to the Muslim World. Since it contains a system of values and ideas that can counterbalance the West and provides its followers with the power to fill the power vacuums and elevating the power ladder, Islam is presently introduced as an enemy of the West. For this reason, discussions of political Islam and Islamist movements matter a lot for the Western research institutes and decision-making institutions. In the meantime, the rise of political Isalm in Turkey as a strategic region where the east and the west meet attracts much attention. The process of developments in Turkey, vast support by the social groups for the Justice and Development Party as well as their successes reveal that Islamists are the main actors in the present and future developments in Turkey. This article seeks to understand political Islam and the future of Islamists in Turkey.

    Despite the founders of the modern Turkey tried to establish secularism in the country and in spite of their anti-Islamist activities, we currently see once again a serious confrontation between Islam and secularism in the country. In order to gain women’s support as half of Turkey’s population, different factions involved in the challenge see themselves obliged to discuss the issue of veiling and to take positions towards it. In fact, women represent a significant portion of the plans and policies advanced by the militants on both sides of the spectrum including the Islamists and seculars in Turkey. With continued presence of the Justice and Development Party in office and pursuing Islamist policies on the one hand and the adjustment of secular space dominating the society on the other, it is predicted that we would see the rise of Islamist trend and consequently women’s increased presence particularly veiled women in the Turkish social and political scenes.

    Fouad Zakariyya, an Arab contemporary philosopher, pays attention to the existing intellectual and political problems and challenges faced by the Muslim World from a scientific and philosophical perspective. Zakariyya’s ideal is to reduce the presence of religion in the political realm, but since he regards it as unlikely to occur, he tries to present a dynamic, rational and updated narrative of Islam. In this way, he seeks, by relying on traditions –not acting directly accordingly- to offer updated solutions, replacing extremism and violence with flexibility and interaction with the world. In his outlooks, Zakariyya pays further attention to the realities of Muslim societies and the international system rather than to doctrinal and ideological discussions.

    This article seeks to examine the role Europe plays in the Middle East from the Iranian intellectuals’ outlook. The article mainly focuses upon the notions which take shape as a result of events, trends and structural changes. On this basis, the main thrust of the article is to demonstrate the presence of a notion called ‘decreased trust in Europe’ in the mentality of Iranian academics and researchers. A questionnaire has been designed in order to explore how the notion in question was constructed considering the fact that it is impossible to understand the Middle East issues and European involvement in them without considering the role the United States as the influential superpower plays in it. The findings of the questionnaire have been presented in the article.
