    پرسش اصلی مقاله حاضر آن است که کشورهای عضو شورای همکاری خلیج فارس تاکنون چه سیاست ها و اقداماتی در مواجهه با برنامه هسته ای جمهوری اسلامی ایران در پیش گرفته اند؟ فرضیه ای که در این زمینه مورد بررسی و آزمون قرار می گیرد، عبارت است از آنکه کشورهای عضو شورای همکاری خلیج فارس به شکل مشترک در پی متوقف نمودن برنامه هسته ای جمهوری اسلامی ایران بوده اند. همچنین سیاست این کشورها در مقابل ایران به شدت تحت تاثیر سیاست هسته ای آمریکا در منطقه و به طور خاص سیاست آمریکا در قبال جمهوری اسلامی بوده است. کشورهای عربی حاشیه خلیج فارس تا سال های 2006 و 2007 بیشتر تلاش داشتند به ارایه راه حل های دیپلماتیک و موازی با سیاست غرب، ایران را تحت فشار قرار دهند. در ادامه و در پی ناکارآمد بودن این سیاست، این کشورها به تبعیت از آمریکا در پی الگویی از هسته ای شدن هستند که در آن کشور میزبان از غنی سازی اورانیوم انصراف می دهد. این سیاست که در ادامه سیاست های قبلی قرار دارد، با هدف اعمال فشار بر ایران طراحی شده است. هدف اصلی این مقاله ارزیابی این سیاست ها و اقدامات صورت گرفته مشترک و ملی کشورهای عضو شورای همکاری خلیج فارس علیه برنامه هسته ای ایران است.

    تحولات اصلاحی در خاورمیانه از لحاظ نظری و عملی فراز و فرودهای متفاوتی را طی نموده است. تحولاتی که از لحاظ نظری خود را در دوگانه های سنت و مدرنیسم، اسلام گرایی و سکولاریسم، عربیسم و پان عربیسم باز تابانده و مجادلات گفتمانی با چند دهه سابقه و معتنابهی از متون را پدید آورده است. تحولات مربوط به بیداری اسلامی در جهان عرب سبب شد واکنش مردم در دستیابی به خواست خود برای مبارزه با رژیم های اقتدارگرا، شیوه های متفاوتی از جمله توسل به بیگانگان، مقاومت مدنی و مبارزات مسلحانه را پیشه نمایند که نمونه آن را می توان در تونس، مصر، لیبی، بحرین، یمن و سوریه مشاهده نمود. نویسنده بر این اعتقاد است که فقدان شکل گیری دولت ملت به مفهوم واقعی در خاورمیانه، تعمیق شکاف بین حاکمان و مردم و تشدید بحران مشروعیت سبب ساز روند های اعتراضی در این منطقه گردد. ازآنجاییکه تحولات مربوط به سنخ شناسی حوادث خاورمیانه از کشوری به کشور دیگر متفاوت است، این مقاله در نظر دارد منحنی روند تحولات اصلاحی در سوریه را بر اساس دوگانه اسلام و سکولاریسم و بازتاب عینی آن در دوران حاکمیت حزب بعث سوریه مورد واکاوی قرار دهد. فرضیه اصلی نویسنده آن است که نگاه امنیتی به اصلاحات در سوریه و پیوند خوردن آن به مولفه مداخله منطقه ای و فرامنطقه ای سبب گردید خواست های اصلاحی که حتی رهبران سوریه بر ضرورت اجرای آن تاکید داشتند از مجرای مسالمت آمیز خارج و جنبه خشونت آمیز به خود بگیرد.

    از ابتدای پیروزی انقلاب اسلامی ایران تاکنون لبنان به خاطر موقعیت ژئوپلیتیک، نزدیکی جغرافیایی به سرزمین های اشغالی، حضور در خط مقدم مقاومت با رژیم اسراییل و وجود قرابت های فرهنگی به ویژه حضور شیعیان و نفوذ سیاسی و فرهنگی حزب الله ، از جایگاه ویژه ای در سیاست خارجی جمهوری اسلامی ایران برخوردار بوده است. به دلیل شرایط خاص سیاسی و اجتماعی، گروه ها و طوایف لبنانی برای حفظ و گسترش نفوذ خود، به نیروهای خارجی وابسته هستند و این امر باعث حضور و نفوذ قدرت های فرامنطقه ای و به ویژه کشورهایی مانند فرانسه و آمریکا شده است که با بهانه های مختلف درصدد حفظ و توسعه نفوذ خود در این کشور بوده اند. فرانسه و آمریکا نفوذ ایران را در منطقه مانعی بر سر راه اجرای اهداف خود تلقی کرده و ایران را در ظاهر به عنوان تهدید و در پنهان به عنوان رقیبی نیرومند می دانند، در نتیجه با هر گونه حرکتی که باعث تقویت نقش منطقه ای جمهوری اسلامی ایران شود، مخالفت می کنند. در این مقاله تلاش شده است سیاست ها و منافع آمریکا و فرانسه در لبنان به ویژه در زمان ترور رفیق حریری و پیامدهای آن بر روابط جمهوری اسلامی ایران و لبنان مورد بررسی قرار گیرد و به این پرسش اصلی پاسخ داده شود که اهداف، سیاست ها و واکنش آمریکا و فرانسه در قبال ترور رفیق حریری چه تاثیری بر روابط جمهوری اسلامی ایران و لبنان داشته است؟

    هندوستان به عنوان یکی از مهم ترین کشورهای در حال توسعه، در سال های اخیر در تلاش بوده تا نقش مهم تری برای تامین منافع ملی و حفظ امنیت ملی خویش در دو عرصه منطقه ای و بین المللی ایفا نماید. در این میان، یکی از مهم ترین و نزدیک ترین مناطق دارای اهمیت در بحث امنیت منطقه ای هند، منطقه خلیج فارس است. با توجه به ملاحظات موجود، هندوستان درصدد است برای تامین امنیت ملی خویش، به ویژه در حوزه انرژی، روابط ژئواستراتژیک خود را با کشورهای حوزه خلیج فارس گسترش دهد و عمق بخشد. هدف اصلی در مقاله پیش رو، بررسی چارچوب سیاست ها و راهبردهای هندوستان برای گسترش روابط خود با کشورهای تولیدکننده نفت و گاز در منطقه خلیج فارس و نیز برپاداری ثبات منطقه ای برای تداوم دسترسی به این منابع است. همچنین نقش ساختار نظام بین المللی در شکل دهی به این سیاست ها و راهبرد ها نیز مورد مطالعه قرار خواهد گرفت. از این منظر، فرضیه اصلی در این مقاله عبارت است از آنکه تلاش هند برای گسترش همکاری های منطقه ای با کشورهای حوزه خلیج فارس، تحت تاثیر ساختار نظام حاکم بر روابط بین الملل بوده و از الگوی»وابستگی متقابل«، در حال تحول به نوعی الگوی»هویت ساختی«با تاکید بر ارزش های حاکم بر روابط بین الملل در دوران کنونی است. تاثیر چنین تغییر و تحولی در سیاست خارجی هند بر روابط این کشور با کشورهای منطقه خلیج فارس، به ویژه ایران، از جمله دیگر مباحثی است که در این مقاله مورد بررسی قرار خواهند گرفت.

    در دنیای امروز، تجارت نفت در چارچوب یک بازار به هم پیوسته جهانی صورت می پذیرد که از آن با عنوان «بازار جهانی نفت» یاد می شود. در این بازار عوامل و نیروهای متعددی به طور هم زمان فعال هستند و این مساله بر پیچیدگی عملکرد بازار در تعیین سمت و سوی بهای نفت می افزاید. به طور کلی، بازیگران فعال در بازار نفت تنوع فراوانی دارند و از نظر توان اثرگذاری بر تحولات بازار، به هیچ وجه با هم شبیه نیستند. کارشناسان بر این باورند که شرایط بازار نفت با وضعیت رقابت کامل فاصله بسیاری دارد و در واقع نوعی شرایط شبه انحصاری بر آن حاکم است. با این حساب بررسی بزرگ ترین بازیگران بازار جهانی نفت، گامی مهم در راستای شناخت و تحلیل شرایط بازار و گمانه زنی در ارتباط با سمت و سوی تحولات آینده آن به حساب می آید. مقاله حاضر، بزرگ ترین بازیگران بازار نفت جهان را از نظر سیاست های آنان در حوزه نفت و ابزارهای مورد استفاده برای اثرگذاری بر بازار به شکلی منظم مورد بررسی و دسته بندی قرار داده است. همچنین نشان می دهد که ایالات متحده، اوپک، عربستان، چین و آژانس بین المللی انرژی در شرایط کنونی به ترتیب بزرگ ترین بازیگران بازار جهانی نفت به حساب می آیند و هریک از ابزارها و سیاست های ویژه ای برای اثرگذاری بر تحولات بازار بهره می گیرند.

    نیل به مقاصد سیاسی، امنیتی و اقتصادی، همواره از مهم ترین اهداف کشورها در تدوین و اعمال سیاست خارجی شان بوده است. برای تحصیل این مقاصد، کشورها به طور سنتی نوعی دیپلماسی مبتنی بر رویکردها و ابزارهای سیاسی، نظامی و اقتصادی را در پیش می گیرند؛ باوجود این، در نیمه دوم سده بیستم رویکردهای جدیدی در دیپلماسی مطرح شد که توجه افزون تر و تاکید بیشتر بر راهکارها و ابزارهای فرهنگی را به مسئولان و طراحان سیاست خارجی توصیه می کرد. در این بین ایران نیز، از جمله کشورهایی است که توانایی بالقوه ای در جذب و اثرگذاری بر مخاطبان جهانی و منطقه ای خود دارد. از این رو ضرورت دارد با در نظرگرفتن توانایی های ایران، راهبرد مدونی برای دیپلماسی فرهنگی ارایه شود. بر اساس نظریه سازه انگاری، زمانی که افراد هویت خود را تغییر می دهند، تعریف آنها از منافع نیز متحول خواهد شد. بر این اساس، هدف اصلی مقاله حاضر عبارت است از بررسی توانایی ها و قابلیت های ایران در زمینه قدرت نرم و چگونگی بهره گیری از آنها در دیپلماسی منطقه ای جهت تامین منافع ملی جمهوری اسلامی ایران. با توجه به ماهیت و موضوع مورد مطالعه، گردآوری اطلاعات بهره گیری از منابع خبری با تکیه بر داده های عینی تاریخی صورت پذیرفته است.

    حقوق شهروندی یکی از مهم ترین عناصر دموکراسی است. بسته به نوع نظام سیاسی و فرهنگ سیاسی و قوت یا ضعف جامعه مدنی، سطح حقوق شهروندی در کشورها متفاوت خواهد بود. در شیخ نشین های خلیج فارس شکاف بین حقوق زنان و مردان مشهود و شدید بوده است و زنان به مثابه شهروند درجه دوم نگریسته شده اند. با وجود پیشرفت ها و گام های اولیه در دهه اخیر برای پیشبرد حقوق شهروندی زنان به ویژه در کویت، هنوز بخش قابل توجهی از موانع به ویژه در ارتباط با حقوق سیاسی پابرجا مانده است. در این مقاله نگارنده در صدد است با یک رویکرد جامعه شناختی سیاسی به این سوال پاسخ دهد که مهم ترین موانع سیاسی، اجتماعی و فرهنگی در ارتباط با حقوق شهروندی زنان در منطقه خلیج فارس چه بوده اند؟ مهم ترین فرضیه ها یا پاسخ ها عبارتند از: ساخت حکومت پدرشاهی سلطنتی، ضعف شدید نهادهای مدنی، پدرسالاری، قبیله گرایی و فرهنگ تابعیت ریشه دار، درونی شدن باورهای محافظه کارانه در زنان و مخالفت های علمای محافظه کار با اعطای حقوق شهروندی به زنان.

    What policies and actions the Persian Gulf Cooperation Council (GCC) member states have adopted to counter Islamic Republic of Iran’s nuclear program? GCC member states have sought singly and collectively to stop Islamic Republic of Iran’s nuclear program. Their policies have also been largely affected by U.S. nuclear policy in the region and U.S. policy towards the Islamic Republic. Persian Gulf Arab states, by 2006 and 2007, largely attempted to exert pressures on Iran by offering diplomatic solutions along with the Western policy. When this policy proved ineffective, these countries followed the United States in calling for a pattern of nuclearization in which the host country renounces from uranium enrichment. This policy, which differs from the previous policies, has been designed in order to put pressure on Iran. This article seeks to assess these policies and actions conducted by the GCC members states vis-à-vis Iran’s nuclear program.

    Developments related to the Islamic Awakening in the Arab World caused the people engage in various methods in their struggle against the authoritarian regimes including resort to the aliens, civil disobedience and armed struggles as exemplified in Tunisia, Egypt, Libya, Yemen and Syria. The author believes that the absence of nation-state in true sense in the Middle East, deepening gap between the rulers and the people, and exacerbation of legitimacy crisis gave rise to the protest movements in the region. Since the developments related to the typology of Middle East events differ from a country to another, this research seeks to explore the curve of reform developments in Syria according to the dichotomy of Islam and secularism and its manifestation under the Syrian Ba’ath Party. The main hypothesis is that the securitized look at the reforms in Syria and its linkage to the parameter of regional and trans -regional intervention caused the reform demands, emphasized even by the Syrian leaders as indispensable, deviate from the peaceful method, taking a violent form.

    Ever since the 1979 Islamic Revolution in Iran until now, for reasons such as geopolitical position, geographical proximity to Palestinian occupied territories, fighting the Zionist Regime face to face and cultural affinity - most notably the presence of Shiite population and political and cultural influence of Hezbollah - Lebanon has had a special place in the Islamic Republic of Iran's foreign policy. Due to the specific political and social conditions, Lebanese groups and clans are dependent on outside forces for keeping and expanding their power. This in turn brings about the presence and influence of transregional powers, such as U.S. and France; two countries that on many pretexts are trying to keep and expand their influence. In this regard, They see Iran’s influence in the region as an obstacle in their path to gain their regional objectives and also name it as a threat (in explicit) and a strong rival (in tacit). Consequently, they oppose every action for enhancing Iran’s role in Lebanon. In this article, it is tried to examine the policies and interests of both U.S. and France in Lebanon, particularly at the time of this assassination and its implications on Iran- Lebanon relations. Furthermore, we seek to answer this main question that “what was the effect of U.S. and France’s policies, goals and reactions to Hariri's assassination on Iran-Lebanon relations?”

    As one of the largest developing countries, India has been trying in recent years to play a more crucial role for securing its national interest and protecting national security in two regional and international spheres. The Persian Gulf as such represents one of the most important and closest regions of strategic significance in Indian regional security discussion. This article mainly intends to examine the framework for India’s policies and strategies for enlarging relations with the oil and gas producing countries in the Persian Gulf as well as establishing regional stability for continued access to such resources. The role played by the structure of international system in shaping these strategies and policies will be also explored. From this perspective, the main hypothesis of the paper includes that Indian efforts at expanding regional cooperation with the Persian Gulf nations has been influenced by the structure of the international system, shifting from the pattern of interdependence to arising pattern of constructive identity with reference to the values governing international relations at present. The impact of such a shift in Indian foreign policy on its relations with the Persian Gulf countries particularly with Iran will be also examined in the article.

    In today’s world, oil trade takes place in an interconnected global market known as the world oil market. In the market, numerous factors and forces are acting at the same time, further complicating the operation of market in the determination of oil prices. Generally speaking, the actors working in the oil market are very diverse, not similar in terms of capacity to influence the market developments at all. Experts believe that conditions in the oil market are far from total competition and indeed a situation like monopoly prevails in it. For this reason, a study of thelargest players in the world oil market is the most important step in understanding and analysis of the market conditions and speculation about the future trends of the oil market. This article deals with the largest actors in the world oil market in terms of their policies towards the oil sector and instruments used for influencing the market. The article illuminates that under current circumstances, the United States, OPEC, Saudi Arabia, China and the International Energy Agency are respectively the largest actors in the world oil market, each enjoying particular instruments and policies in order to influence the market developments.

    Traditionally states pursue a diplomacy based on political, military and economic approaches and instruments. Nonetheless, since the second half of the 20th century, new approaches have developed in diplomacy, recommending the foreign policy decision-makers to pay further attention to cultural approaches and instruments. In this relation, Iran is among the countries that possess a potential capacity in attracting and influencing global and regional audience. For this reason, Iran needs to adopt a well-developed strategy for cultural diplomacy given Iran’s capacities. According to constructivism, when people change their identities, their definition of interests will also change. On this basis, this paper mostly seeks to examine Iran’s capacities and capabilities concerning soft power and how to take advantage of them in regional diplomacy in order to secure national interests of the Islamic Republic of Iran.

    Citizenship rights constitute one of the most important elements of democracy. The level of citizenship rights will vary in countries depending on the type of political system, political culture and the strength or weakness of civil society. In the Persian Gulf Sheikdoms, the interval between women’s and men’s rights is evidently significant, as women are regarded as the second degree citizens. In spite of the progress made in the recent decade in promoting women’s citizenship rights particularly in Kuwait, a significant portion of the obstacles notably concerning political rights have persisted. In this article, the author seeks to answer the question, using a political sociology approach, what are the most serious political, social, and cultural obstacles to the advancement of women’s citizenship rights in the Persian Gulf region? The most important hypotheses or answers include the monarchical patrimonial government structure, excessive weakness of civic institutions, patriarchy, tribalism and deep-rooted subjective culture, internalization of conservative beliefs in women and objection of conservative Ulema to granting citizenship rights to women.
