    ایران با کشورهای حاشیه خلیج فارس روابط دیرینه ای دارد. این مقاله به روابط ایران و کشورهای حاشیه خلیج فارس با نگاهی متفاوت نگریسته و آن را بر اساس میزان برداشت از میادین مشترک نفت و گاز بین ایران و کشورهای همسایه خلیج فارس بررسی نموده است. مهم ترین میادین مشترک نفت و گاز ایران با کشورهای همسایه، میدان پارس جنوبی است، علاوه بر آن 12 میدان دیگر با کشورهای قطر، عمان، امارات متحده عربی، کویت و عربستان وجود دارد. بسیاری از حقوق دانان معتقدند مخازن مشترک نفت و گاز حکم مال مشاع را دارد و هیچ یک از شرکا نمی توانند بدون رضایت شریک، در آن دخل و تصرف کنند. اما تحریم ها موجب محدودیت در جذب سرمایه گذاری شده است. فرسودگی تجهیزات و فقدان فن آوری پیشرفته در صنعت نفت، سبب شده است برداشت ایران از میادین مشترک به پایین ترین سطح کاهش یابد. در حالی که هیچ یک از همسایگان ایران، در جذب سرمایه و فن آوری خارجی محدودیتی ندارند، در تمامی میادین مشترک در برداشت از ایران پیشی گرفته و آنها را به صورت ضمنی به حوزه های ملی خود تبدیل کرده اند.

    موج اعتراضات در جهان عرب که به بهار عربی و بیداری اسلامی تفسیر شده، تاکنون با نتایج سیاسی مختلفی در کشورهای منطقه مواجه شده است. در حالی که حاکمان مصر، یمن و تونس به سرعت و حکومت لیبی پس از ماه ها مقاومت سقوط کردند، در بحرین، اردن، عربستان و سوریه حکومت ها پایداری قابل توجهی از خود نشان داده اند. این تحولات بیش از همه عربستان سعودی را در محاصره دگرگونی هایی قرار داده که همواره از بروز آنها در اطراف خویش بیمناک بود؛ تاثیراتی که موجب سقوط متحدین، تضعیف جایگاه این کشور و چالش مشروعیت گردید و عربستان را بر آن داشت تا در دو جبهه به رویارویی با دگرگونی ها بپردازد؛ نخست در درون عربستان و دوم در خارج و در همسایگی این کشور و به طور مشخص در بحرین و یمن. از این رو پرسش اساسی نوشتار حاضر این است که چرا اعتراضات سیاسی در عربستان همانند مصر، تونس، لیبی و یمن منجر به سقوط حاکمان در این کشور نگردید؟ در پاسخ به سوال فوق، فرضیه مقاله به دو دسته عوامل داخلی و خارجی می پردازد. در بخش عوامل داخلی، ساختار قدرت، اقتصادی، اجتماعی، و فرهنگ سیاسی و در بخش عوامل خارجی، غرب و منافع آن در منطقه، اهمیت نفت و نقش عربستان در اوپک و عدم حمایت خارجی و منطقه ای از اعتراضات خیابانی در عربستان نسبت به بقیه کشورهای خاورمیانه، مورد بررسی قرار می گیرد. مفروض پژوهش این است که رژیم عربستان به لحاظ مدیریت سیاسی و نوع ساختار حکومتی تفاوت چندانی با مصر دوره حسنی مبارک و لیبی زمان قذافی ندارد. برای تبیین فرضیه اصلی پژوهش از نظریه گلدستون در ارتباط با چرایی پیروزی و ناکامی برخی جنبش ها و انقلاب ها استفاده شده است.

    منطقه خاورمیانه پس از سقوط صدام حسین در سال 2003، دستخوش تغییرات قابل توجهی شده است؛ جایگزینی حکومت سنی مذهب عراق با یک حکومت شیعه، افزایش قدرت حزب الله لبنان پس از جنگ 33 روزه با اسراییل در 2006 و پیروزی حماس در انتخابات پارلمانی 2006 مهم ترین تحولات رخ داده طی این سال هاست. از حدود دو سال پیش نیز تحولات موسوم به بهار عرب، تغییرات گسترده تری را در سطح منطقه به وجود آورده است که سقوط رژیم حسنی مبارک در مصر، ناآرامی های سوریه و بی ثباتی های بحرین ازجمله این تغییرات است. بر این اساس، یکی از موضوعات مهم، رفتار سیاست خارجی ایران و عربستان سعودی به عنوان دو قدرت مهم منطقه ای در قبال این تحولات می باشد. یکی از نظریات در این چارچوب، نظریه تخصیص موقعیت است که در آن تلقی سیاست مداران یک کشور از کشور خود به عنوان یک قدرت منطقه ای، برداشت سایر کنشگران منطقه ای از میزان قدرت آن کشور در سطح یک قدرت منطقه ای، و نیز نظر سایر قدرت های منطقه ای در دیگر نقاط دنیا شامل قدرت های جهانی مورد توجه قرار می گیرد.در این مقاله، بر اساس این نظریه، سیاست خارجی دو کشور از سال 2003 تا آغاز بهار عرب و از آن زمان به بعد، بررسی می شود. در بخش نتیجه گیری نیز این نکته بیان می شود که ایران در این سال ها سیاست خارجی تهاجمی تر و کنشی داشته است و در مقابل، سیاست خارجی عربستان سعودی عمدتا واکنشی بوده است و همین امر سبب شده است که ایران بهره برداری بیشتری از این تحولات کند و با وجود توانایی ها و منابع مالی گسترده عربستان سعودی بر اساس نظریه تخصیص موقعیت، یک قدرت منطقه ای نیرومندتر باشد.

    منابع فسیلی به عنوان مهم ترین منابع تامین انرژی در جهان محسوب می شوند. به رغم آنکه دست یابی به انرژی های نو و تجدیدپذیر مدت هاست در برنامه تامین انرژی کشورهای توسعه یافته قرار دارد، کماکان منابع انرژی نفت و گاز و سایر انواع انرژی های تجدیدناپذیر حداقل با افق نیم قرن آینده، مورد توجه متقاضیان انرژی در جهان است. از این رو ایجاد تعامل گسترده در میان کشورهای صاحب ذخایر انرژی و همچنین بررسی و کنترل شرایط طرف مقابل، می تواند نقش موثری را در به حداکثر رساندن منافع حاصل از استحصال انواع انرژی های فسیلی در همه زمینه ها، به همراه داشته باشد. این مقاله به بررسی پتانسیل های حاکم بر منابع نفت و گاز ایران و قطر پرداخته و زمینه های هم گرایی و واگرایی بین این دو کشور را مورد بررسی قرار می دهد. در نهایت مشخص می گردد که عوامل فراوانی بر لزوم توجه به زمینه های هم گرایی دو کشور و توسعه دیپلماسی انرژی فیمابین، تاکید دارند.

    این مقاله نشان می دهد که تحریم های اقتصادی و بانکی ایران چگونه توان ایران برای حفظ محیط زیست خلیج فارس را کاهش می دهد و همچنین چگونه می تواند با افزایش احساس تهدید، منطقه را به سمت رقابت تسلیحاتی سوق دهد. به علاوه، امنیتی شدن خلیج فارس، بسته شدن تنگه هرمز و وقوع جنگ، احتمالاتی است که محیط زیست خلیج فارس را تحت تاثیر قرار می دهند. این مقاله با بررسی روند فعلی و موارد مشابه، تاثیرات تداوم رفتار خصومت آمیز با ایران بر محیط زیست خلیج فارس را بررسی می کند. این نوشتار نشان می دهد که تحریم های مستقیم بانکی و اقتصادی ایران، تحریم غیرمستقیم زیست محیطی را پدید خواهد آورد و ادامه این روند، آینده ای فاجعه آمیز را برای اکوسیستم منحصربه فرد و پر از نفت خلیج فارس به همراه خواهد آورد و دود ناشی از این فاجعه نه تنها ایران و کشورهای ساحلی خلیج فارس، بلکه به سرعت کل محیط زیست بین المللی را تحت تاثیر قرار خواهد داد.

    سرکوب شدید معترضان به حکومت لیبی موجب دخالت شورای امنیت و صدور قطعنامه هایی علیه این کشور گردید. ناتو که امروزه گستره ماموریت هایش را فراتر از قاره اروپا می داند، با شعار حقوق بشر و دفاع از غیر نظامیان مامور اجرای قطعنامه 1973 شورای امنیت سازمان ملل در مارس 2011 گردید. تحریم های گسترده علیه رژیم قذافی و ایجاد منطقه پرواز ممنوع در آسمان لیبی باعث تسریع در سرنگونی قذافی شد. موفق ترین عملیات ناتو در 31 اکتبر 2011 با صدور قطعنامه 2016 پایان یافت. این مقاله در پی بررسی ماموریت های ناتو پس از 11 سپتامبر و چگونگی انجام عملیات ناتو در لیبی پس از بروز تحولات موسوم به»بهار عربی«در کشورهای عربی می باشد. عدم وتوی قطعنامه شورای امنیت توسط روسیه، همکاری کشورهای خاورمیانه و درخواست اتحادیه عرب از ناتو برای دخالت در لیبی و همراهی گسترده این کشورها در عملیات علیه قذافی، از نکات حایز اهمیت در انجام عملیات ناتو در لیبی به شمار می رود که این ماموریت را از سایر ماموریت های ناتو متمایز ساخته است.

    Iran has long had relations with the Arab states of the Persian Gulf. This article addresses relations between Iran and the Persian Gulf coastal states from a different perspective, examining them based on the volume of exploitation of the oil and gas fields shared by Iran and the Persian Gulf neighboring states. The South Pars field represents the most important shared oil and gas field between Iran and its southern neighbors. Additionally, there are 12 other fields shared with Qatar, Oman, United Arab Emirates, Kuwait and Saudi Arabia. Many lawyers argue that shared oil and gas fields constitute a common property, which cannot be exploited without the agreement of all partners. Sanctions have resulted in constraints on the attraction of investment for Iran. The old equipment and lack of advanced technology in oil industry has caused Iran’s exploitation of shared fields decline to the lowest level. Since Iran’s neighbors do not face any limitation in attracting foreign investment and technology, they have preceded in exploiting shared fields, turning the fields tacitly into their own national territories.

    The wave of protests in the Arab World known as the Arab Spring has led to different political results. While rulers in Egypt, Yemen and Tunisia fell quickly and the Libyan government collapsed after a few months, governments have shown significant resilience in Bahrain, Jordan, Saudi Arabia and Syria. These developments have encircled Saudi Arabia in different angles about which it has always been wary. The effects of the fall of allies, weakening of the country’s regional status, and challenges to its legitimacy led the government to fight the upheavals in two fronts: First inside Saudi Arabia and second in its neighborhood specifically in Yemen and Bahrain. The main question this writing seeks to answer is why the protests in Saudi Arabia failed to overthrow the rulers as they did in Egypt, Tunisia, Libya and Yemen. The hypothesis addresses two categories including domestic factors like the power structure and political culture and foreign factors such as the role of the West and its interests in the region. Hence, the importance of oil and Saudi role in OPEC as well as lack of foreign and regional support for street protests in Saudi Arabia in contrast to the other Middle Eastern countries are examined. In order to test the main hypothesis, Goldstone’s theory on the success or failure of certain movements and revolutions is applied.

    The Middle East has seen considerable upheavals after the fall of Saddam Hussein in 2003 including the replacement of Iraq’s Sunnidominated government with a Shia one, Lebanese Hezbollah’s rising power after the 33-day war with Israel in 2006 and Hamas’ victory in parliamentary elections in 2006. Since early 2011, moreover, the socalled Arab Spring developments have brought about more vast changes to the region. In the meantime, foreign policy conduct of Iran and Saudi Arabia as two major regional powers towards the developments matters a lot. Status attainment theory is capable of explaining the perception of political actors of their own regional and global status. In this article, foreign policies of these two states are explained since 2003 according to this theory. The author concludes that Iran has pursued a more aggressive and assertive foreign policy within those years, whereas Saudi Arabia has had largely a responsive foreign policy. This very fact has led Iran to take more benefits from these developments, becoming a more powerful regional power, according to the status attainment theory, in spite of Saudi Arabia’s capacities and vast financial resources.

    Despite resorting to renewable energies has been long put atop the agenda in the developed countries, oil and gas and other fossil energy resources will continue to attract energy consumers’ attention in the world at least for the next half a century. For this reason, extensive interaction among the countries possessing energy reserves as well as study and control of the conditions of the other party could effectively maximize the benefits arising from the exploitation of a variety of fossil energies in all aspects. This article deals with the potentials found in Iranian and Qatari oil and gas resources, exploring the grounds for convergence and divergence between the two nations. It concludes that a variety of factors put emphasis upon attention to the grounds of integration between the two nations and expansion of bilateral energy diplomacy.

    This article reveals how economic and banking sanctions imposed on Iran can reduce Iran’s capacity to protect Persian Gulf environment and how it can lead the region to arms race by increasing the threat perceptions. Moreover, securitization of the Persian Gulf, closing of the Hormuz Strait and outbreak of war are the likely events that would adversely affect environment in the Persian Gulf. Examining the current trend and similar examples, the article will explore the impact of continued hostile attitude towards Iran on Persian Gulf environment. The writing would demonstrate that direct banking and economic sanctions on Iran would generate indirect environmental sanction. The trend would result in a catastrophic future for the Persian Gulf unique oil-rich ecosystem, having immediate repercussions not only for Iran and Persian Gulf coastal states but also for the entire international environment.

    Vigorous suppression of opponents to the Libyan government led to UN Security Council’s intervention and adoption of resolutions against this regime. Viewing its mission currently beyond Europe, NATO was tasked with implementing Resolution 1973 in March 2011 in order to protect human rights and the civilians. Expanded sanctions against Gaddafi’s regime and imposition of a no-fly zone in Libyan sky precipitated Gaddafi’s fall. NATO’s most successful operation ended on October 31, 2011 with the adoption of Resolution 2016. The article seeks to study NATO’s mission after September 11th and the quality of its operation in Libya after the outbreak of developments called the Arab Spring in the Arab countries. The important points in NATO’s operation in Libya distinguishing the mission from other NATO missions include Middle Eastern countries’ collaboration, Arab League’s call for NATO intervention in Libya and large involvement of these countries in the operations against Gaddafi.
