    تحولات منطقه ای در طول تاریخ به ویژه از اواخر قرن بیستم از مهم ترین عوامل تاثیرگذار در روابط ایران ومصر بوده است که از این زاویه دو کشور در برخی مقاطع در مسیر یک رقابت قرار گرفته و گاهی اوقات نیز هماهنگ عمل نموده اند. بی تردید یکی از عوامل اصلی تاثیرگذار بر این مناسبات وجود نهادی منطقه ای به نام شورای همکاری خلیج فارس متشکل از شش کشور عربی حاشیه جنوبی خلیج فارس بوده که از زمان شکل گیری در سال 1981 میلادی و از ابتدای جنگ ایران و عراق همواره به عنوان یک عامل تاثیرگذار در این میان عمل نموده است. پرسش اساسی مطالعه پیش رو این است که سیاست های امنیتی شورای همکاری خلیج فارس چه تاثیری بر تداوم چالش دیپلماتیک ایران و مصر داشته است؟ فرضیه پژوهش این است که چالش امنیتی کشورهای شورای همکاری یکی از عوامل اصلی به محاق رفتن مناسبات سیاسی دو کشور از زمان تاسیس این شورا بوده است. مقاله حاضر با رویکرد سطح تحلیل منطقه ای به عنوان یکی از روش های نوین مطالعه روابط کشورها انجام گرفته است. بر همین اساس به نظر می رسد شناخت مسایل منطقه به درک بهتر مناسبات دو کشور کمک می کند.

    در این مقاله با رویکردی سازه انگارانه به چالش روابط ایران و عربستان به عنوان دو کشور رقیب که مدعی رهبری بر جهان اسلام هستند، پرداخته شده است. موج بیداری اسلامی و کشیده شدن دامنه آن به کشور یمن رقابت دو الگوی شیعی و وهابی در سیاست خارجی دو کشور ایران و عربستان را موجب گردیده است این پژوهش بررسی روشمند سازه های هویتی و الگویی و تبلور هویت در رفتارهای سیاست خارجی ایران و عربستان را با روش توصیفی تحلیلی مورد مداقه قرار می دهد. نویسنده سعی دارد به این پرسش پاسخ دهد که جایگاه یمن در سیاست خارجی جمهوری اسلامی ایران و عربستان چیست؟ و فرضیه مقاله بر این است که، جایگاه یمن در روابط دو کشور در چارچوب نگاه هویتی (هویت مذهبی) ایران و عربستان و منافع آنها قابل فهم است. تلقی جمهوری اسلامی ایران از تحولات یمن در قالب بیداری اسلامی و تاثیرپذیری از انقلاب اسلامی ایران و نگاه عربستان به تحولات بحرین در قالب یک مسیله عربی، زمینه حساسیت و تشدید منازعات دو کشور را فراهم آورده است. در واقع ایران و عربستان با توجه به مولفه های هویتی تاثیر گذار بر الگوهای رفتاری آنها، نتوانسته اند در قبال بحران یمن به یک هویت مشترک و به تبع آن منافع مشترک دست یابند.

    منطقه خلیج فارس از دیرباز حوزه تسلط ایران بوده است، اما تحولات سیاسی و صنعتی جهان طی یک قرن اخیر معادلات منطقه را نیز دچار تحول نموده و آن را از محلی برای تامین منافع راهبردی ما به زمینه چالش مبدل نموده است. اختلافات امنیتی و انرژی و حتی هویتی به عنوان موضوعات سخت، تعامل را دشوارتر کرده و زمینه واگرایی بین همسایگان را فراهم آورده که نقش قدرت های فرامنطقه ای نیز با ادعای هژمون طلبی ایران و امنیتی کردن فضا در این میان مهم بوده است. در این تحقیق با به کا رگیری و تلفیق نظریه رژیم ها و کارکردگرایی به این مهم خواهم پرداخت. نظریه رژیم ها سازوکار شکل گیری همکاری میان کشورها در یک حوزه موضوعی یا جغرافیایی را تبیین می نماید. نظریه کارکردگرایی نیز امکان همکاری میان اعضای ذینفع جهت تسری به سایر حوز ه ها را پیشنهاد می کند. نتیجه این مطالعه که پس از بررسی چالش های تجاری و صنعتی و زیستی (به عنوان زمینه های نرم) مطرح در منطقه خلیج فارس، امکان ایجاد بستری برای گفت وگو و همکاری و امنیت زدایی را بسیار بالا می داند. اگرچه یکی از عوامل موثر در ایجاد رژیم همکاری، قدرت های بزرگ منطقه ای و جهانی هستند که به خاطر دست بالای ایران در هر سازمان حوزه خلیج فارس موافق چنان همکاری نیستند.

    از زمان تاسیس کشور مستقل عراق تاکنون هیچ گاه نقش و تاثیر کردها در شک لدهی به نظام سیاسی عراق همچون امروز نبوده است. کردستان عراق به دلیل شرایط ژیوپلیتیک و ژیواستراتژیک، جغرافیای آسیب پذیر، عدم ثبات سیاسی و همسایگی آن با کشورهایی که اکراد را در خود جای داده، به حوزه ای راهبردی برای کشورهای همسایه و سایر دولت های منتفع از رصد مسایل فوق تبدیل شده است. با توجه به مولفه های مزبور، کردستان عراق توجه قدرت های منطقه ای را به خود جلب کرده است. نکته مهم و قابل تامل در رابطه با اقلیم کردستان عراق، توجه به منابع و موانع استقلال و همچنین مسایل موجود بین گروه ها و احزاب سیاسی موجود در اقلیم کردستان عراق می باشد. امکان سنجی رسیدن اقلیم کردستان عراق به آرزوی استقلال، موانع و منابع اکراد برای رسیدن به چنین مقصودی موضوع نوشتار حاضر می باشد.

    آسیای مرکزی و قفقاز مهد فرهنگ های بزرگ بشری و گذرگاه اروپا به آسیا و به عکس بوده و مورخان، این منطقه را مرز میان تمدن اسلام و تمدنهای دیگر دانسته اند. در دوره اتحاد جماهیر شوروی، ملت های منطقه با سلاح هویت بخش و موثر دین اسلام در برابر سیاست های اسلام ستیزی ایستادند و پس از فروپاشی شوروی نیز این منطقه توانست بار دیگر خود را در پازل دنیای اسلام تعریف کند. با این حال هویت اسلامی در آسیای مرکزی در چند دهه اخیر به طرف رادیکالیزه شدن پیش می رود، تا جایی که اکثر احزابی که داعیه اسلام گرایی در منطقه دارند به نوعی درصدد تقویت بنیادگرایی اسلامی و رادیکالیزه شدن اسلام در منطقه هستند. از ای نرو یکی از مباحث عمده سیاسی- امنیتی در آسیای مرکزی و قفقاز، پاگیری اسلا مگرایی رادیکال بوده که بسیاری از پژوهشگران را به تحقیق درباره این مسیله واداشته است. تحلیل های گوناگونی در این مورد با تاکید بر عوامل درونی و بیرونی ارایه شده و در این میان، گاهی نقش جمهوری اسلامی ایران و سیاست های خارجی آن نیز مورد اشاره قرار گرفته است. در این مقاله علل و زمینه های رشد اسلام گرایی رادیکال در این منطقه بررسی و نشان داده شده که سیاست خارجی ایران هرگز در راستای رشد اسلام گرایی رادیکال نبوده است.

    این مقاله درپی آن است که وضعیت حقوق بشر را در ترکیه بررسی و تاثیر آن را بر روند مذاکرات الحاق به اتحادیه اروپا تحلیل نماید. ترکیه یکی از کشورهای راهبردی و مهم در منطقه محسوب می شود، روابط ترکیه و اتحادیه اروپا از ابتدای درخواست ترکیه برای الحاق با چالش های بسیاری همراه بوده است. اصولا بحث های الحاق ترکیه به اتحادیه اروپا از یک زاویه، عدم تطبیق وضعیت حقوق بشر با استانداردهای اتحادیه اروپا بررسی شده است، و حزب عدالت و توسعه از ابتدای پیروزی اش تلاش های بسیاری برای ایجاد فضای سیاسی و اقتصادی که لازمه دولتی دموکرات می باشد را ایجاد نموده و این در حالی است که اتحادیه اروپا از عدم شفافیت استانداردهای مربوط به حقوق اقلیت ها رنج می برد و تنها بر حقوق گروه خاصی از اقلیت ها تاکید می ورزد. علاوه بر این موضوعات دیگری که روند الحاق ترکیه به اتحادیه اروپا را به تعویق انداخته است عبارتند از: مشکل قبرس، فعالیت های ملی گرایانه اکراد و سرکوب معترضین تظاهرات سال 2013 ، همچنین کودتای نافرجام جولای.

    Regional developments during history particularly in the late 20th century have been among the most important factors influencing Iran- Egypt relations. From this angle, the two nations have occasionally engaged in competition and acted in concert at other times. One of the most important parameters in these relations has been the presence of a regional institution, i.e. the Persian Gulf Cooperation Council (GCC) comprising of the six southern Persian Gulf Arab states from its very inception in 1981 in the early stages of the Iran-Iraq war. The main question of the current research includes what implications security policies pursued by the GCC had on the continuation of the diplomatic challenge between Iran and Egypt. The research hypothesis indicates that the security challenge faced by the GCC member states was one of the major factors in undermining diplomatic ties between the two countries since GCC was established. The authors have employed the regional level of analysis as one of the new methods for studying relations between states in which understanding regional questions would help better analyze bilateral relations between the two states.

    This article draws upon the constructivist approach to address the challenge in Iran-Saudi relations as two rival nations that claim leadership of the Muslim World. The wave of the Arab Spring and its extension to Yemen has resulted in competition between two Shia and zWahhabi models in the foreign policies of Iran and Saudi Arabia. This research examines systematically the identity constructs and identity manifestations in Iranian and Saudi foreign policy conducts drawing upon a descriptive-analytical method. The author intends to answer the question what the place of Yemen is in the foreign policies of Iran and Saudi Arabia. The hypothesis of the article argues that Yemen’s place in the relations between the two states can be understood within the framework of identity perspective (religious identity) of Iran and Saudi Arabia and their interests. Iran’s perception of Yemeni developments within the framework of Islamic Awakening and its inspiration from the Iranian Islamic Revolution and Saudi outlook at the Yemeni
    developments within the framework of an Arab question have given rise to the exacerbation of the conflict in their bilateral relationships. In fact, given the identity parameters influencing their behavioral patterns, Iran and Saudi Arabia have failed to reach a shared identity and subsequently common interests toward the Yemeni crisis.

    The Persian Gulf has long been Iran’s sphere of hegemony. World political and industrial developments within the past century, however, have also transformed regional equations, turning the region from a forum for securing our strategic interests into a hotspot of challenges. Security, energy and even identity differences as hard issues have made interaction more difficult, leading to divergence among neighboring countries. In the meantime, the role the transregional powers played in accusing Iran with seeking hegemony and securitizing the atmosphere has been particularly important. The author has mixed the regimes theory and functionalism in order to address this issue. He concludes that after examining commercial and biological challenges (as soft grounds) found in the Persian Gulf region, there is high possibility of forging a ground for dialogue, cooperation and providing security. Although one of the main factors in forging a cooperation regime includes regional and global great powers, which do not agree to this, since Iran will have the upper hand in every organization in the Persian Gulf region.

    Since Iraq became an independent state, the Kurds never played such a significant role in shaping the Iraqi political system as they do today. As a result of its geopolitical and geostrategic location, vulnerable geography, political instability and its neighborhood with the countries that have inhabited the Kurds, the Iraqi Kurdistan has turned into a
    strategic sphere for the neighboring nations and other states that have a stake in the aforementioned issues. Considering those factors, the Iraqi Kurdistan has attracted the attention of the regional powers. The most salient issue respecting the Iraqi Kurdistan includes attention to the sources and obstacles of independence as well as questions between the existing groups and parties in the Iraqi Kurdistan region. The article deals with the feasibility of the Iraqi Kurdistan’s aspiration to gain independence, and the obstacles the Kurds are faced with in attaining such a goal.

    Historians have described Central Asia and the Caucasus as the boundary between the Islamic civilization and other civilizations. Under the Soviet rule, the regional nations resisted the anti-Islamist policies and succeeded in reentering the Muslim World after the disintegration of the Soviet Union. Nonetheless, the Islamic identity in Central Asia has been moving towards radicalization within the past two decades in such a way that most of the Islamist parties in the region seek to enhance Islamic fundamentalism and radicalization. The rise of this political-security phenomenon has led researchers to study it by analyzing internal and external factors including the role played by the Islamic Republic of Iran and its foreign policy. The authors explore the causes of the rise of radical Islamism in the region and conclude that Iran’s foreign policy has never sought the growth of radical Islamism.

    This article seeks to study human rights conditions in Turkey and their repercussions for the EU accession negotiations. Turkey represents a strategically important country in the region, but Turkey’s relationship with the European Union has been accompanied with numerous challenges since Turkey applied for accession. Generally speaking, Turkey’s EU accession debates have been focused on the incompatibility of human rights conditions in Turkey with the EU standards. Since it took office, the Justice and Development Party (AKP) has made efforts at creating the political and economic space needed for a democratic state, whereas EU suffers from lack of transparency concerning the minority rights and just stresses on the rights of a particular group of minorities. Apart from this, other issues that have delayed Turkey’s EU accession process include the Cyprus question, Kurdish nationalist activities, suppression of the 2013 demonstrations as well as the July 2016 coup attempt.
