    توسعه اقتصادی کشورها به عوامل گوناگونی از جمله اجرای پروژه های عمرانی زیرساخت بستگی دارد. شبکه های بزرگ آبرسانی و فاضلاب از جمله پروژه های زیرساخت بزرگی است که تحت مالکیت دولت بوده و به حجم بالایی از اعتبارات نیاز دارد. مطابق ماده 214 قانون برنامه پنجم توسعه جمهوری اسلامی ایران، دولت موظف است به منظور افزایش کارآمد و اثربخش طرح های سرمایه ای، روش های مشارکتی از جمله BOT و BOO را به کمک بخش خصوصی به کارگیرد. هدف از این مطالعه، بررسی و شناسایی چالش های این گونه پروژه ها با بهره گیری از ارزیابی معیارها و مواد قراردادهای فوق الذکر در پروژه های مشارکتی آب و فاضلاب است و همچنین ارائه مدلی که بتواند به تصمیم گیری سرمایه گذاران بخش خصوصی جهت مشارکت در این گونه پروژه ها منتج شود. ابزار جمع آوری اطلاعات در پژوهش پیش رو، مصاحبه با خبرگان صنعت آب و فاضلاب و توزیع پرسشنامه در 2 مرحله میان آنها است. در مرحله اول بررسی مفاد قراردادها، مصاحبه با خبرگان صورت گرفت و خروجی این مرحله، داده ها و ورودی های لازم جهت تهیه پرسشنامه را مهیا ساخت. چهارده شاخص به عنوان اصلی ترین مواد این گونه قراردادها استخراج شد و در قالب جدولی میان خبرگان توزیع شد و این شاخص ها با توجه به میزان اهمیتی که خبرگان برای آنها قائل بودند؛ از نمره 1 تا 10 امتیاز گرفتند. برای رتبه بندی و امتیازبندی شاخص ها نیز از روش تاپسیس بهره گرفته شد و در نهایت با توجه به وزن شاخص ها و ترتیب اهمیتی که با نمودار پارتو مشخص شد، در مرحله دوم 10 شاخص به دو دسته شاخص اصلی و شاخص فرعی شامل (4 شاخص اصلی و 6 شاخص فرعی) تقسیم شد و مدلی جهت امتیازدهی خبرگان سرمایه گذار (بخش خصوصی) برای تصمیم گیری در مشارکت ارائه شد. با مدل ارائه شده می توان به پیمانکاران جهت تصمیم گیری مناسب و استراتژیک در سرمایه گذاری راهنمایی کرد. پژوهش نشان می دهد عواملی که مربوط به کارفرما می باشند، در تصمیم سازی پیمانکاران بزرگ مهم ترین نقش را ایفا می کنند. لذا می توان نتیجه گرفت که تعهدات کارفرما و بینش و همکاری و همراهی او با پیمانکاران می تواند رضایت طرفین و در نهایت موفقیت پروژه را به همراه آورد.

    اتخاذ رویکرد بلندمدت برای سرمایه گذاری در بخش آب و فاضلاب ایران از آنجا اهمیت پیدا می کند که کشور ما با کمبود آب روبه روست و در عین حال شبکه آبرسانی فرسوده بوده و از روش های آبیاری عمدتا قدیمی در بخش کشاورزی استفاده می کند و این موضوع منجر به میزان هدررفت بسیار زیادی می شود. با در نظر گرفتن این موضوع، یکی از روش هایی که برای سرمایه گذاری کارآمد در این بخش استفاده می شود، مشارکت خصوصی در بخش عمومی است که در موارد بسیاری موفق و گاهی هم ناموفق بوده است. لذا سوالی که مطرح می شود این است: چه نوع چارچوب قراردادی با بخش خصوصی احتمال موفقیت این نوع مشارکت ها را افزایش می دهد؟ روش سنتی در این نوع مشارکت این گونه است که قسمت ساخت تجهیزات و خدمات توزیع و بهره برداری به طور جداگانه توافق و اجرا می شود و ارتباط بین این بخش ها از طریق قیمت بر واحد آب برقرار می شود. اما در روش مدرن، این مشارکت به صورت یکپارچه انجام می شود و به دلیل این یکپارچگی مشارکت کننده خصوصی می تواند از قیمت گذاری های غیرخطی به صورت کارآمدتری استفاده کند. در این مطالعه از دید قیمت گذاری، اثر نوع قراردادهای مشارکت بر موفقیت آن ها تحلیل شد. ابتدا مدل سازی نظری ساختار تقاضای آب و هزینه ارائه آن در بخش ساخت و ارائه خدمات ارائه شد. سپس با استفاده از معیار رفاه اجتماعی نتایج درونزای انعقاد قراردادهای یکپارچه و جداگانه، که بر اساس آن قیمت های غیرخطی و بر واحد استفاده می شوند، در قراردادهای بلندمدت و کوتاه مدت ارزیابی شد. مقایسه ها با استفاده از شبیه سازی بر اساس روش های حداکثرسازی عددی انجام شدند. طولانی کردن مدت قرارداد و استفاده آزادانه از قیمت گذاری های غیرخطی برای موفقیت استفاده از مشارکت خصوصی یکپارچه در بخش عمومی دارای کارآمدی اجتماعی است. البته در صورت بزرگی هزینه های اجتماعی بهره برداری ممکن است بهتر باشد از رویکردهای سنتی و یا سرمایه گذاری مستقیم خود دولت استفاده شود.

    از بین روش های مختلفی که تاکنون برای هدایت و ارزیابی عملکرد سازمان ها مطرح شده اند، مدل کارت امتیازی متوازن، تنها روشی است که به صورت پیوسته سازمان را از پایین ترین تا بالاترین سطح آن به صورت یکپارچه، کارا و اثربخش به سمت اهدافش سوق می دهد. این مدل مبتنی بر اهداف و استراتژی های سازمان و جامع نگر است. از تمام زوایا سازمان را بررسی می کند و از این طریق همگرایی کل بدنه سازمان را در راستای اهداف آن فراهم می آورد و علاوه بر آن قادر است ضعف سیستم های ارزیابی عملکرد فعلی در شرکت ها که متکی بر شاخص های مالی و عمدتا مبتنی بر کاهش بهای تمام شده ناشی از صرفه های مقیاس و تولید انبوه است را رفع کند. در این پژوهش به بررسی تاثیر استفاده ازمعیارهای کارت امتیازی متوازن بر ارزیابی عملکرد مالی صنعت آب و فاضلاب شهری پرداخته شد. داده های این پژوهش از 35 شرکت جامعه آماری در یک دوره زمانی چهار ساله از سال 86 تا 89 استخراج شده است. متغیرهای مستقل مربوط به کارت امتیازی متوازن شامل چهار معیار و متغیر وابسته ارزیابی عملکرد شامل نرخ بازده فروش در نظر گرفته شد. به منظور آزمون فرضیه های پژوهش از روش گام به گام برای ورود متغیرهای ورودی با توجه به عدم معنا دار بودن ضرایب متغیرهای مستقل و عدم هم خطی یا ناهمبسته بودن بین متغیرهای مستقل، انتخاب شد که سبب شد تمامی فرضیه های پژوهش با ارائه مدل جدید مورد تایید قرار گیرند. این پژوهش نشان می دهد که بین معیارهای ارزیابی متوازن و عملکرد شرکت ها رابطه مستقیمی وجود دارد و در نتیجه بهبود معیارهای ارزیابی متوازن باعث بهبود عملکرد شرکت می شود. با توجه به ضریب تعیین فرضیه یک می توان گفت که رابطه خطی قوی بین معیارهای مالی ارزیابی متوازن و ارزیابی عملکرد وجود دارد. استفاده از روش امتیازی متوازن در ارزیابی عملکرد مالی از طریق توازن بین دیدگاه های مالی، مشتریان، فرایند داخلی و رشد و یادگیری، به درک بسیاری از روابط دو سویه از سوی مدیران کمک می نماید و می تواند به عنوان یک راهنما و سیستم کنترلی در رسیدن به اهداف کمک کند؛ دیدگاه های مدیران و کارکنان را به هم نزدیک کرده و تصویری یکسان از اهداف و خط مشی مرتبط با آن را ارائه دهد و از طریق ایجاد زنجیره عطف، شرکت را در ارزیابی وضعیت، عملکرد و انعطاف پذیری مالی یاری رساند.

    نماگرهای وضعیت منابع و مصارف آب در کشور بیانگر عدم تعادل بین عرضه و تقاضای آن است. سیگنال دهی نامناسب قیمت آب از ناکارایی بازار آب حکایت دارد. مطابق با ادبیات علم اقتصاد، ارزش گذاری نادقیق و عدم تبیین حقوق مالکیت آب از جمله مهم ترین عوامل پایین بودن کارایی بازار آب به حساب می آید. قیمت های پایین، حساسیت کم تقاضای آب نسبت به قیمت و نبود نهاده های جانشین منابع آبی مجموعه عواملی است که منجر به برداشت بی رویه از منابع آب در بخش های مصرفی، صنعتی و کشاورزی شده است. در این راستا بررسی ها حاکی از آن است که قیمت گذاری منابع آبی در ایران عمدتا مبتنی بر روش حسابداری بوده در صورتی که مطالعات صورت گرفته نشان می دهد که رویکرد قیمت گذاری آب در کشورهای توسعه یافته، نه تنها هزینه نهایی آب را در نظر می گیرد، بلکه در محاسبه قیمت آب به پارامترهایی دیگری که عمدتا متاثر از ارزش ذاتی آب نظیر ارزش میراثی و وجودی است، توجه ویژه دارند. مقاله حاضر با عطف توجه به مفاهیم ارزش، هزینه و قیمت گذاری آب بر اساس اصول اقتصادی، به تبیین ادبیات بازاریابی و قیمت گذاری دقیق منابع آب به عنوان دو استراتژی مهم اقتصاددانان در مدیریت منابع آب می پردازد. نتایج پژوهش حاضر بر تبیین دقیق حقوق مالکیت جهت ایجاد بازاریابی منابع آبی و احتساب پارامترهای مهم در قیمت گذاری مدرن منابع آبی در کشورهای توسعه یافته دلالت دارد و کاملا مشهود است که قیمت گذاری موجود آب در ایران به شیوه حسابداری در بلندمدت موجب اتلاف منابع آبی کشور شده و لذا لازم است که این رویکرد برای جلوگیری از هدر رفت منابع مورد تجدیدنظر قرار گیرد.

    در میان آلودگی های ‎محیط زیستی، آلودگی آب از اهمیت ویژه‎ای برخوردار است، زیرا مقدار این منبع حیاتی در جهان تقریبا ثابت است و آلودگی آن به شدت بر سلامت انسان اثر می‎گذارد. از این رو ارتباط تولید و آلودگی آب به عنوان شاخصی از تخریب محیط زیست قابل اثبات است به‏گونه‎ای که می‎توان فرایند آن را در قالب فرضیات محیط زیستی کوزنتس تحلیل نمود. بر این اساس می‎توان گفت مراحل اولیه رشد اقتصادی با آلودگی آب همراه است و در سطوح بالاتر درآمد سرانه این روال معکوس می‎شود. روش بررسی این مطالعه شیوه داده تابلویی است. در مقاله حاضر فرضیات محیط زیستی کوزنتس در دو حالت و برای دو گروه کشور مورد بررسی قرار گرفت: گروه اول: تولید ناخالص داخلی سرانه و گروه دوم: سهم ارزش افزوده صنعت از تولید ناخالص داخلی به عنوان شاخص رشد اقتصادی، برای گروه منتخبی از کشورهای توسعه یافته و در حال توسعه. مطابق نتایج حاصل از مدل فرضیه کوزنتس در هر دو حالت، شاخص بودن تولید ناخالص سرانه و سهم ارزش افزوده صنعت، به عنوان معیار رشد اقتصادی برای کشورهای در حال توسعه، مورد تایید قرار می گیرد و برای کشورهای توسعه یافته رد می شود.

    یکی از اهداف قانون هدفمندی یارانه ها در ایران مدیریت مصرف آب است که از سال 1389 به مرحله اجرا درآمده است. علیرغم اهمیت این قانون، ارزیابی تاثیرات آن، به ویژه درباره کاهش مصرف آب در شبکه های شهری به ندرت گزارش شده است. در این پژوهش، اثرات اجرای مرحله اول قانون هدفمندی یارانه ها بر مصرف آب در شبکه توزیع شهر مشهد برای کاربری های مختلف بررسی شده است. به این منظور، داده های تولید و مصرف آب این شهر در یک دوره ده ساله تحلیل شد و نظرات کارشناسان نیز اخذ گردید. نتایج نشان داد که اگر چه اجرای طرح در سال های اولیه باعث کاهش و جابجایی طبقات مصرف آب شده، اما در سال های بعد روند افزایشی مصرف ادامه پیدا کرده است. برای کاربری های مختلف شهری، مقدار کاهش مصرف آب، با منافع مصرف کنندگان ارتباط مستقیم دارد. توزیع درصد کاهش مصرف مشترکین نیز، از تابع چگالی احتمال گاما تبعیت می کند. نتایج همچنین نشان داد که در این دوره علیرغم کاهش مصارف مجاز، تولید آب کم نشده و بنابراین استنباط می شود که مصارف غیرمجاز افزایش داشته اند. در مجموع می توان نتیجه گرفت که اثرات قانون هدفمندی برای کاهش مصرف در حد مورد انتظار نبوده است.

    محدودیت در افزایش عرضه آب برای پاسخگویی به تقاضای رو به افزایش، باعث شده است تا توجه برنامه ریزان و محققان به سمت مدیریت تقاضای آب معطوف شود. در این راستا، ابزارهای اقتصادی از جمله نظام قیمت گذاری، نقش مهمی در مدیریت تقاضای آب دارند. یکی از مهم ترین مبانی تعیین قیمت، برآورد ارزش اقتصادی آب است. ارزش اقتصادی در مصارف صنعتی به عنوان قیمت طرف تقاضا، حداکثر توان پرداخت بنگاه را نشان می دهد. بنابراین، این مطالعه با هدف برآورد ارزش اقتصادی آب برای صنایع تولید مواد شیمیایی اساسی به جز کود و ترکیبات ازت (کد2411) به عنوان نماینده ای از کدهای چهار رقمی صنعتی که حدود 14 درصد مصرف آب را در بین فعالیت های صنعتی کشور را به خود اختصاص داده است، انجام شد. برای دستیابی به هدف مطالعه، از روش اقتصاد سنجی تابع تولید در قالب مدل داده های تابلویی و همچنین روش باقیمانده استفاده شد. اطلاعات مورد نیاز از طرح آمارگیری از کارگاه های صنعتی ده نفر کارکن و بیشتر مرکز آمار ایران برای دوره 92-1376 استخراج شد. نتایج نشان داد که تخصیص هر مترمکعب آب به فعالیت های صنعتی یاد شده، ارزشی معادل 37071 ریال ایجاد می نماید که با هزینه فعلی خرید هر متر مکعب آب در این کد صنعتی که حدود 5685 ریال است، فاصله زیادی دارد. همچنین نتایج نشان داد که هزینه آب در فرایند تولید مواد شیمیایی اساسی به جز کود و ترکیبات ازت (کد2411) حدود 3/1 درصد کل هزینه های تولید را شامل می شود. بر اساس یافته های به دست آمده، می توان نتیجه گرفت که امکان افزایش تعرفه آب در قالب سیاست تبعیض قیمت بین کدهای صنعتی در راستای مدیریت تقاضای آب وجود دارد. همچنین اطلاعات فراهم شده در این مطالعه می تواند برای بهینه سازی درآمد شرکت های متولی آب و امکان سنجی طرح های توسعه منابع آب در بخش صنعت مفید باشد.

    با توجه به اهمیت و نقش انرژی در مراحل مختلف آماده سازی آب برای مصارف تولیدی، خدماتی و خانگی، بسیاری از پژوهشگران معتقدند که تغییر قیمت حامل های انرژی، میزان استفاده از آب به ویژه آب های زیرزمینی را تحت تاثیر قرار می دهد. بنابراین مطالعه حاضر با هدف بررسی سناریوهای مختلف تغییر قیمت حامل های انرژی بر مصارف آب صورت گرفت. نتایج مطالعه بر مبنای الگوی تعادل عمومی پویا، بر اساس سال پایه 1390 و سناریوسازی برای ده سال آتی برآورد شده است. بر اساس نتایج مطالعه، با افزایش 100 درصدی قیمت تمامی حامل های انرژی، قیمت آب در سال پایه، 42/4 درصد افزایش می یابد. سهم فرآورده های نفتی، برق و گاز در تغییر قیمت آب به ترتیب 18/72، 7/17 و 12/10 درصد است. در بین حامل های انرژی مختلف، افزایش قیمت فرآورده های نفتی بیشترین تاثیر را بر قیمت آب و کاهش تقاضای آب در اکثر فعالیت های اقتصادی دارد. در تمامی سناریوهای مورد بررسی، درصد کاهش مصرف آب، با مقداری نوسان در طول دوره کاهش می یابد. مقدار متغیرها به مسیر بدون اعمال شوک باز می شود و به تدریج اثر شوک اعمال شده از بین می رود. در نرخ های پایین تر شوک قیمتی، واکنش افزایش قیمت آب و کاهش مصرف آن به افزایش قیمت حامل های انرژی، به طور تصاعدی کاهش می یابد. در مجموع در وضعیت موجود، درصد تغییر تقاضای آب در نتیجه تغییر قیمت حامل های انرژی چندان قابل توجه نیست که یکی از علل این مسئله، پایین بودن سطوح فعلی قیمت است؛ اما در زیر بخش زراعت و باغداری از بخش کشاورزی، مقدار کاهش مصرف آب، قابل تامل است.

    یکی از مشکلات اصلی صنعت آب و فاضلاب در کشور نوع قیمت گذاری آب شرب است. در ایران تصمیمات راجع به قیمت گذاری خدمات آبی بیشتر بر مبنای ملاک های اجتماعی، قانونی، اداری و مالی بوده و ملاحظات اقتصادی کمترین نقش را دارند. قیمتی که مصرف کننده برای آب می پردازد، بر اساس درصدی از هزینه های حسابداری تولید و توزیع آب است و مدل های کارآمد اقتصادی برای قیمت گذاری مورد استفاده قرار نگرفته است. عدم توجه به الزامات اقتصادی در قیمت گذاری بخش آب موجب شده است که آب به عنوان یک کالای رایگان یا بسیار ارزان عرضه شود. به طور یقین، وضعیت کنونی کمیابی منابع آبی و مشکلات متعدد محیط زیستی، پیامد این نوع نگرش اشتباه بوده است. برای کاهش اثرات منفی بحران و اجرای سیاست های راهبردی بهینه در حوزه آب باید بیش از پیش ابزارها و راهکارهای اقتصادی را مورد توجه قرار داد. در این مطالعه، سیاست های قیمت گذاری بهینه در امور آب و فاضلاب شهر اراک به عنوان یک بنگاه دو محصولی که خدمات آب خانگی و غیر خانگی را عرضه می کند، بررسی شده است. تابع هزینه دارای فرم ترانسلوگ بوده و روش برآورد سیستم معادلات به ظاهر نامرتبط است. نتایج نشان می دهد که قیمت فروش آب خانگی فقط 33 درصد هزینه نهایی را پوشش داده و امور آب و فاضلاب شهر اراک در تولید آب خانگی و غیر خانگی دارای اقتصاد مقیاس است. با توجه به این که قیمت گذاری هزینه نهایی در شرایط وجود اقتصاد مقیاس منجر به زیان امور آب و فاضلاب اراک می شود، مناسب است که قیمت های بهینه دوم به روش پیشنهادی رمزی محاسبه شود. با تلفیق هزینه نهایی با کشش های قیمتی تقاضای آب خانگی فصل های مختلف سال، قیمت های بهینه دوم رمزی برای فصل ها پیشنهاد شده است. نتایج قیمت گذاری بهینه دوم رمزی بیان می کند که برای دستیابی به حداکثر رفاه اجتماعی لازم است که قیمت های آب خانگی در فصل های تابستان و بهار از هزینه نهایی بیشتر و در فصل های پاییز و زمستان از هزینه نهایی کمتر باشد.

    استفاده از فاضلاب شهری تصفیه شده به عنوان یک منبع آب جایگزین، در اقصی نقاط دنیا افزایش یافته و شواهد نشانگر روند روز افزون استفاده از این منبع آب غیرمتعارف در کشورهای توسعه یافته و در حال توسعه است. قیمت گذاری مناسب بر پساب، یکی از مهم ترین ابزارهای موثر در مصرف بهینه این منبع آبی است. در این پژوهش با استفاده از مدل شبکه عصبی، عوامل موثر بر قیمت پساب تولیدی در محدوده اصفهان بررسی شد.عوامل موثر بر تعرفه پساب بسیار متنوع است. در این پژوهش اثر عواملی چون جمعیت تحت پوشش تاسیسات تصفیه فاضلاب، حجم پساب تولیدی در تصفیه خانه های فاضلاب، هزینه های بازسازی و نگهداری تصفیه خانه های در حال بهره برداری، تراز ارتفاعی، مصارف مختلف آب در منطقه، کارمزد خدمات دفع فاضلاب صنعتی، هزینه تمام شده هر متر اجرا و اتصال لوله و حجم منابع آب تولیدی توسط قنوات و چشمه های منطقه بر قیمت پساب مورد بررسی قرار گرفت. مدل سازی شبکه عصبی به عنوان ابزاری برای شناسایی اهمیت این عوامل بر قیمت پساب به کار گرفته شد. باتوجه به داده های موجود و مدل های شبکه عصبی، اثر انواع معماری ها و ساختارها با تعداد لایه های میانی متفاوت و تعداد متفاوت گره های هر لایه بر داده های قیمت پساب، بررسی شد و مدل شبکه عصبی نهایی انتخاب شده است.نتایج نشان می دهد که شبکه عصبی از قدرت بالایی برخوردار است و به خوبی توانسته است اهمیت پارامترهای مختلف در قیمت گذاری پساب را تعیین کند. بر اساس نتایج این پژوهش عواملی چون هزینه تمام شده هر متر اجرا و اتصال لوله انتقال، مصرف آب در بخش صنعت و هزینه های بازسازی و نگهداری تصفیه خانه های در حال بهره برداری دارای بیشترین اهمیت در شاخص قیمت پساب است.

    محدودیت میزان بارش در کنار رشد روزافزون جمعیت که باعث محدودیت شدید منابع تجدیدپذیر و افزایش تقاضای آب در کشور شده است، امر مدیریت تقاضا و اصلاح الگوی مصرف را بیش از پیش ضروری ساخته است. از مهم ترین روش های مدیریت مصرف، کاهش آب بدون درآمد و تلفات آب در سامانه های آبرسانی است. آب بدون درآمد، مابه التفاوت آب تولید شده با مصارف اندازه گیری شده است که به دو بخش تلفات ظاهری و واقعی تقسیم می شود. در راستای تعیین مقدار سوددهی پروژه لازم است کلیه مراحل عملیاتی کاهش آب بدون درآمد مورد بررسی و ارزیابی قرار گیرد. در این تحقیق با استفاده از اطلاعات مربوط به یک پایلوت، آب بدون درآمد در منطقه 4 آب و فاضلاب تهران و راهکارهای پیشنهاد شده توسط مشاور پروژه، توجیه اقتصادی کلیه هزینه های مربوط به رفع تلفات در نظر گرفته شد. صرفه اقتصادی انجام راهکارهای پیشنهادی در دو حالت ارزش اقتصادی آب برای تعیین منافع حاصل و در چهار سناریو با نرخ تنزیل های مختلف مورد مطالعه و بررسی قرار گرفت. نتایج تحقیق نشان دهنده سودآوری مناسب اجرای راهکارهای آب بدون درآمد با درنظر گرفتن قیمت تمام شده آب برای تعیین سود پروژه، حتی در نرخ تنزیل های غیر واقعی و توجیه طلبانه اقتصادی در بودجه های عمومی است. اما در شرایطی که ارزش اقتصادی آب معادل قیمت خرید و فروش آب برای کاهش تلفات واقعی و ظاهری فرض شود، سودآوری پروژه با چالش مواجه می شود.

    افزایش تقاضا برای آب در بیشتر مناطق و روند کاهشی منابع آب تجدیدپذیر، سبب ایجاد محدودیت های جدی در دسترسی به منابع آبی و لزوم مدیریت پایدار و مناسب این منابع شده است. به همین دلیل، در حال حاضر تلاش برنامه ریزان بخش آب به سمت مدیریت تقاضا معطوف شده است. برای اجرای این سیاست، ابزارهای مختلفی وجود دارند که از جمله آنها می توان به بازار آب اشاره کرد. از این رو در مطالعه حاضر به نقش بازار آب بر مدیریت منابع آب پرداخته شد. این مطالعه از دو بخش تشکیل شده است. در بخش نخست، ایجاد بازار آب با استفاده از مدل برنامه ریزی ریاضی در سطح مزرعه و دشت، شبیه سازی شد. در بخش دوم اثرات ایجاد بازار آب و سیاست سهمیه بندی مقدار برداشت آب بررسی شد. سیاست سهمیه بندی، مقدار برداشت از سفره های آب زیرزمینی را کاهش می دهد. داده های مورد نیاز با روش نمونه گیری خوشه ایتصادفی دو مرحله ای فراهم آمد. در مرحله اول بر اساس میزان دسترسی به منابع آب، روستاهای نمونه انتخاب شدند. در مرحله دوم با استفاده از روش نمونه گیری سیستماتیک، مزارع نمونه انتخاب شدند، سپس برای جمع آوری داده های نهاده ستاده، مقدار منابع در دسترس و سایر اطلاعات مورد نیاز از کشاورزان نمونه، مصاحبه به عمل آمد. نتایج نشان داد که حجم آب مبادله شده، 5/9 درصد کل آب مصرفی است. متوسط بهبود درآمد کشاورزان بین 15 تا 42 درصد متغیر است. بنابراین انگیزه کافی برای همه کشاورزان برای ورود به بازار آب وجود دارد. از آنجایی که ایجاد بازار آب مانند اجرای بسیاری از سیاست ها و اقدامات آب اندوز، بدون طراحی اقدامات پیشگیرانه مکمل، با افزایش مصرف آب همراه است که این موضوع با هدف ملی کاهش در مصرف آب سازگار نیست، اثرات مشترک سیاست سهمیه بندی برداشت آب و ایجاد بازار آب در قالب سناریو 2، شبیه سازی شدند. در این سناریو، میزان کل آب سالانه برای مزارع نماینده گروه های 1 و 2 به ترتیب 30 و 20 درصد کاهش یافت. نتایج نشان داد که با کاهش آب مصرفی، درآمد کشاورزان تنها 8 تا 11 درصد کاهش می یابد. در حقیقت می توان از طریق اجرای همزمان سیاست سهمیه بندی برداشت آب و ایجاد بازار آب، هدف کاهش مصرف آب را بدون آن که افت چشمگیری در میزان درآمد کشاورزان دیده شود، محقق ساخت. آب صرفه جویی شده می تواند به منظور اهداف حفاظتی و تامین بخشی از حقابه محیط زیستی به کار گرفته شود. در این زمینه نصب کنتور، تحویل حجمی آب و به طور کلی ایجاد یک روش حسابداری مناسب آب در سطح مزرعه و حوضه آبریز، پیش نیاز اجرای سیاست ها و اقدامات آب اندوز از جمله ایجاد بازار آب است.

    Economic development in any country depends on a multitude of factors, among which infrastructure construction projects constitute a major part. Included in this category are large-scale water supply and sanitation schemes that are commonly state-owned and require large allocations from the public funds. Article 214 of the 5th National Development Plan of the Islamic Republic of Iran mandates the Government to employ such public-private partnership tools as BOT (Build-Operate-Transfer) and BOO (Build-Own-Operate) as the means towards attracting private sector participation to ensure enhanced the efficiency and effectiveness of infrastructure projects.
    It is the objective of the present study to survey and identify the challenges facing such schemes based on the assessment of the contractual criteria and conditions commonly practiced in water and sanitation projects. The results are expected to lead to the development of a decision-making model that will encourage the private sector’s decision-makers to invest in these projects.
    Information was collected in two stages. The first stage involved a review of model contracts and interviews with water and sanitation experts. The data thus obtained was subjected to analysis using the SPSS software, which yielded 14 indices as the major components of the public-private partnership contracts used in the industry. In a second stage, the indices were tabulated and prepared in the form of a questionnaire which was presented to experts who were asked to assign weight scores of 1 to 10 to each of the indices. Ranking and scoring was accomplished using the TOPSIS method. Finally, the Pareto diagram was used to select the 10 more important indices which were further divided into two major and minor categories of indices. A model was then developed for scoring by the private sector investment advisors to help them in their decision-making process regarding BOD and BOO water and sanitation projects.
    The model thus developed serves as a guide for private sector investors in making strategic decisions. Moreover, the results indicate that employer-related indices play the more important role in the decisions made by contractors. Finally, it was inferred that the employer’s commitment, cooperation, and vision are the necessary factors that most probably contribute to the fulfillment of the partners’ expectations and that may ultimately guarantee the success of the project.

    Adopting a long-term horizon in planning for investment in water and wastewater projects is especially important in Iran beacause of the nationwide water scarcity and the high water losses due to the worn out water supply networks and the traditional irrigation methods still in practice. One method commonly used to ensure enhanced and efficient investment in this sector is the Public-Private Partnership (P3) model which has proved to be successful in many cases but failing in others. The question that arises at this juncture then is what kind of contractual framework, if any, could enhance the likelihood of success in such partnership schemes. The traditional framework for public-private partnerships involves independent contractual agreements for each of the manufacturing, service delivery, and operation components, all of which would be reflected in the ultimate unit water price. In the modern framework, however, an integrated partnership is practiced which allows for the private sector partner to make more efficient use of nonlinear water pricing. The present study investigates the effects of different contractual frameworks from a pricing viewpoint. For this purpose, a theoretical model is initially developed of the water demand and cost structure for the construction and service delivery components. Social welfare will then be used as a measure to assess the endogenous results of both long-term and short-term contracts within the integrated and independent contractual frameworks which employ the nonlinear and the per-unit water pricing policies, respectively. Comparisons are then made using simulations based on numerical maximization methods. It is found that long-term contracts and deregulation of nonlinear pricing entail social benefits that ensure the success of the P3 framework under integrated contracts. Traditional methods of partnership or direct public investment may prove superior to the P3 framework from a social welfare perspective if the social costs of operation in water and wastewater projects exceed certain limits.

    Among the different models so far proposed for the guiding and evaluation of organizational performance, the balanced scorecard (BSC) model is the only one that has been found capable of guiding an organization towards its goals from the lowest to the topmost levels in an integrated, sustained, efficient, and effective manner. The model in question is based on the goals and strategies adopted by an organization and it is, thus, a holistic approach that envisions the organization in all its aspects, leading to sysnergy among all the organization’s divisions. Moreover, the model has been found capable of lifting the inadequacies in performance evaluation systems in firms which strive to comply with financial milestones that draw heavily on reducing the unit price through practicing scales of economy and mass production.
    The present study initially investigates the effects of employing the criteria inherent to the BSC model on the financial performance evaluation of the urban water and wastewater industry. The required data are collected from 35 companies forming the statistical population over a four-year period from 2007 to 2010. The (four) independent variables belong to the SCR model and performance evaluation (i.e., sales efficiency rate) accounts for the independent one. Due to the insignificance of the coefficients of independent variables and the lack of correlation among the dependent ones, the step-by-step method is employed to enter the values for the variables into the model when testing the research hypotheses. The new model is found to confirm all the hypotheses. Moreover, a direct relationship is established between the SCR criteria, on the one hand, and the firm’s performance, on the other, such that any improvements in SCR evaluation criteria directly lead to improvements in performance. Finally, a value equal to unity obtained for hypothesis selection indicates the strong linear relationship holding between the financial SCR criteria and financial performance evaluation.
    Application of SCR to evaluate the financial performance of firms helps managers gain an understanding of most bilateral relations by striking balances among financial viewpoints, customer views, internal organization processes, and learning. Thus, it can serve as a guiding and control system to achieve organizational goals. Moreover, the process helps a greater sharing of views among managers and staff members to form a unified vision of the goals and the strategies to achieve those goals. Finally, the model can assist firms in evaluating their financial status, fiscal performance, and financial flexibility through creating an audit trail..

    Indicators of water resources status and water consumption in Iran reveal an imbalance between supply and demand. This is compounded by the current unrealistic water price that signals the inefficiency of the water market in Iran. In economics parlance, the most important factors responsible for the low efficiency of water market are inaccurate valuation and failure to define the ownership rights of water. Low prices, low sensitivity of water demand to prices, and the lack of proper inputs as substitutes for water resources have collectively contributed to excessive pressures on the available water resources for domestic, industrial, and agricultural uses. A brief glance reveals that water resources in Iran are merely priced based on cost accounting. This is while study has shown that developed countries adopt approaches to water pricing that not only consider the final cost of water but also take into account such other parameters that are affected by intrinsic value of water including its bequest and existence values. The present paper draws upon the concepts of value, expenses, and pricing of water in an attempt to explore the marketing and pricing of water resources as the two major tools economists employ in the management of these resources. It is the objective of the study to arrive at an accurate definition of ownership rights of water resources to improve upon the present water marketing. In doing so, the more important components of modern pricing strategies adopted by developed nations will also be investigated. Results indicate that the present cost accounting method used in pricing water in Iran will in the long-run lead to the wastage of water resources and that it should, therefore, be given up in favor modern and more realistic policies to avoid such waste of resources.

    Among the different environmental pollutions, water pollution is of especial importance due to the rather unchanging supply of this vital resource on a global scale and because of the dire consequences of its pollution for human health. The relationship between water production and its pollution can thus established and used as a measure of environmental degradation. This relationship can then be captured and analyzed in terms of environmental Kuznets hypotheses. It may be claimed that the early stages of economic growth is associated with lower per capita income and water pollution but the trend is reversed with increasing per capita income and improved economic growth. The present study was conducted using the panel data technique and the Kuznets environmental hypotheses were examined for the two groups of developed and developing countries under the two scenarios of using either per capita GDP or the share of industry to the added value in GDP as an indicator of economic growth. Results indicate that under both scenarios, Kuznets hypotheses are confirmed when studying the situation in developing countries but refuted in the case of developed countries.

    An objective of the Targeted Subsidy Act in Iran, which came into effect in 2010 in Iran, is to manage water demand. Despite the importance of this Act, evaluation of its effects especially on urban water networks has been rarely reported. The present study aims to investigate the impacts of the first phase of its implementation on the water consumption for different uses in the city of Mashhad. For this purpose, the data records of water consumption over a period of 10 years were analyzed and expert views were collected. Results indicated that although the Act in its early years of implementation led to reduced consumption and a shift was observed in water consumption for different uses, the increasing trend of water consumption was later resumed. It was also found that as reductions in water consumption for different urban uses is directly related to the users’ interests. Water consumption reduction fits the gamma probability density function. Based on the data obtained, water production and supply did not decline during the study period despite the reduction observed by authorized users. It may, therefore, be inferred that illegal connections increased during the study period. Thus, the Act did not seemingly have the impacts, at least as much as expected, on reducing urban water consumption.

    Limitations in water supply to meet the increasing demand have encouraged both planners and researchers to focus attention on water demand management, in which such economic tools as the water pricing system play a major role. A fundamental component of the pricing system is the estimation of the economic value of water, which reflects a firm’s maximum affordable water price or the ultimate elasticity of industrial water. The present study was conducted to estimate the economic value of water for basic chemical plants, excluding fertilizers and nitrogen compounds (code 2411), representing the four-digit ISIC industrial codes which account for about 14% of the total industrial water consumption. The econometric method of production function within the framework of panel data and the residual method were used. Data were collected from the Census of medium-sized businesses carried out by the Statistical Center of Iran over the period 1997–2013. Results showed that one cubic meter of water allocated to the plants surveyed creates a value of 3,7071 Rials, which shows a large gap with the current purchase price of 5685 Rials. Moreover, it was found that the present water prices account for only about 1.3 percent of the total production cost of basic chemicals, excluding fertilizers and nitrogen compounds. It may, thus, be concluded that it is reasonable to increase the present water tariffs and discriminate among the various manufacturing codes by differences in tariffs in order to achieve water demand management goals. Finally, the information emerging from the study may be exploited to improve the revenues earned by water authorities or to carry out feasibility studies of industrial water development projects.

    It is presumed that changes in energy prices directly affect water consumption, especially if abstracted from groundwater resources, because of the vital role energy plays in the different stages of water abstraction and treatment. The present study was, thus, designed and implemented to examine the effects of different energy pricing scenarios on water consumption. The estimated values were obtained according to the dynamic general equilibrium model using 2011 as the base year and different scenarios likely to realize over the following ten years. Results indicate that water price will increase by 4.42% in the base year if a 100% increase occurs in the prices of all the energy carriers, with the contributions of oil products, power, and natural gas to the increased water price being 72.18%, 17.7%, and 10.12%, respectively. Clearly, oil products have the greatest impact on water prices and reductions in water demand in most economic activities. Moreover, a decline, albeit with a certain fluctuation, is observed in water consumption percentages with all the scenarios examined and the values of the variables are predicted to return to their non-shock status so that the shock effects gradually disappear. At lower energy price rates, the reactions to increasing energy prices realized in the form of increased water price and declining water consumption exhibit an exponentially declining trend. It may be concluded that changes in energy prices under the present conditions do not generally lead to any substantial changes in water demands. This may be attributed to the currently rather low energy prices. In the farming and horticulture subsectors, however, reduction in water demand is notable.

    Drinking water pricing is a major challenge facing the water and wastewater industry in Iran where decisions of water pricing are essentially based on social, legal, administrative, and financial criteria with only a slight heed, if any, paid to economic considerations. Generally speaking, the price of water in Iran reflects a percentage fraction of the costs of water production and distribution while an economterically efficient model of water pricing is absent. This failure to account for economic considerations in water pricing has turned water into a commodity supplied either at a very low price or free of charge in cases. The current situation of water scarcity which is complicated by a multitude of environmental problems can only be ascribed to the present water pricing policies. It is, therefore, essential for the water sector to employ economic tools, adopt relevant approaches, and execute optimized strategic policies in an attempt to reduce the negative impacts of the imminent water crisis. Based on the above considerations, the present study was designed to investigate and review optimal water pricing policies at Arak Water and Wastewater Authority which functions as a business offering both domestic and non-domestic water services. The cost function considered is a translog one and the seemingly unrelated regressions are used for estimation. Results show that the domestic water price levied from customers covers only 33% of the total production and delivery costs such that Arak Water & Wastewater Authority practices the economy of scale in producing both domestic and non-domestic water. Considering the fact that pricing based on the marginal cost under the conditions of economy of scale leads to financial losses for Arak W&W Authority, it seems appropriate to calculate the second best price as suggested by Frank Ramsey. Thus, the marginal cost was combined with the price elasticity for the domestic water demand in the different seasons of the year to obtain the second best prices proposed for the different seasons. Results indicate that water prices during the high demand months of spring and summer should be higher than the marginal cost while it must be below this level during the low demand months of fall and winter.

    The evidence indicates increasing trend of use of municipal wastewater treatment effluent as an alternative source of water both in developed and developing countries. Proper pricing of this unconventional water is one of the most effective economic tools to encourage optimum use of fresh water resources. In this study, artificial neural network is employed to identify and assess the factors affecting effluent tariffs supplied to local industries in Isfahan region. Given the wide variety of factors involved in the ultimate value of wastewater traement plant effluent, an assortment of relevant factors has been considered in this study; the factors include the population served by the treatment plant, volume of effluent produced, maintenance, repair and replacement. costs of operating plants, topography, different water uses in the region, industrial wastewater collection fees, unit cost of pipe and fittings, and the volumes of water supplied from springs and aqueducts in the region. Neural network modeling is used as a tool to determine the significance of each factor for pricing effluent. Based on the available data and the neural network models, the effects of different model architectures with different intermediate layers and numbers of nodes in each layer on the price of wastewater were investigated to develop aand adopt a final neural network model. Results indicate that the proposed neural network model enjoys a high potential and has been well capable of determining the weights of the parameter affecting in pricing effluent. Based on the the results of this study, the factors with the greatest role in effluent pricing are unit cost of pipe and fittings, industrial use of water, and the costs of plant maintentance, repair and replacement.

    Management of water demand and modification of consumption patterns are becoming increasingly essential due to the increasingly limited precipitation and the growing population which have led to both severe restrictions on renewable water resources and increasing demands for water in Iran. The most important consumption management measures involve reducing Non-Revenue Water (NRW) and decreasing water losses in the water supply system. Non-revenue water is defined as the difference between the total inflow and the metered consumption in the supply system. The losses may be divided into the two components of apparent and real losses. Achieving reductions in non-revenue water calls for the careful study and evaluation of the operational procedures proposed in each case since reductions will be economical only when accurate and realistic values are considered in water pricing. The present study draws upon the data obtained from non-revenue water projects implemented in District 4 of Tehran Water and Wastewater Company, the measures proposed by the project consultant, and the economic justifications claimed for all the costs associated with the measures to eliminate water losses. The cost of the proposed measures are calculated for two different economic values of water proposed to ensure benefits, and under four different interest rates. Results confirm the profitability of the non-revenue water solutions based on the finished cost of water even at subsidized rates of public funds. However, project profitability will be in question if the economic price of water is assumed to be equivalent to the total trade price of water and if both real and apparent losses are to be reduced.

    The growing demand for water and the declining trend in renewable water resources in most regions has led to serious limitations on water availability calling for the sustainable management of the harvestable resources. This has, in turn, encouraged most planners in the water sector to focus on demand management. A number of tools are already available for realizing water demand management goals; one such tool is establishing a water market. The present study is designed and implemented in two stages to investigate the role of a water market in water resources management. In the first stage, the creation of a water market at the farm and basin levels is simulated using a mathematical planning model. The second stage involves the investigation of the combined effects of the water market and water extraction rationing policies. It is found that rationing policies lead to reduced extractions from groundwater resources. The two-stage random cluster sampling method is used to collect the required data. Pilot villages are selected based on the data obtained from the first sampling stage. Pilot farms are then selected in the second stage based on water availability in each place. The input-output data, quantities of available water, and any other data required are finally collected through interviews with local farmers. Results reveal that the volume of exchanged water accounts for 9.5% of the total water consumed and the average improvement gained in farmers’ income ranges from 15 to as high as 42%. This clearly provides enough incentives for the farmers to enter the water market. Like all other water saving policies and measures, establishing a water market might increase consumption, contrary to the national objectives, in the absence of proper supplementary preventive measures. Thus, a second scenario is designed to investigate the combined effects of both water extraction rationing and water marketing. According to this scenario, the total annual irrigation water allocations to the representative farms in groups 1 and 2 are reduced by 20 and 30%, respectively, to observe reductions in farmers’ income levels of only 8 to 11%. This indicates that the simultaneous implementation of both water extraction rationing and water marketing is able to guarantee reductions in water consumption without any considerable decline in farm income levels. The water thus saved can then be used for groundwater protective measures and environmental water allocations. Water meters and volumetric water delivery systems as components of a sound water bookkeeping system considerable at both farm and basin levels will form the prerequisite measures to any water saving policies such as water marketing.
