    پناهندگی یکی از حقوق بنیادین بین الملل بشر است، دولتها موظفند برای برآورده شدن این حق، آنرا به رسمیت بشناسند و به آن احترام بگذارند؛ اما قبل از آنکه فردی به عنوان پناهنده در کشور پذیرنده شناخته شود، باید احراز شود که آیا ترس موجه از آزار و اذیت دولت متبوع خود، ناشی از علل مربوط به نژاد یا مذهب یا ملیت یا عضویت در گروه های اجتماعی و داشتن عقاید خاص سیاسی وجود دارد یا خیر. از آنجا که این فرد در دوران اثبات ادعای پناهندگی، محروم از حمایت دولت متبوع خود است به همین دلیل نمی توان وی را به عنوان شهروند کشور متبوع دانست. از طرفی، دولت پناه پذیر هنوز این شخص را به عنوان پناهنده نپذیرفته است که حمایتهای لازم را از وی به عمل آورد، بنابراین، این فرد واجد عنوان خاصی می شود. وضعیتی که فرد در آن قرار دارد ، وضعیتی است بین شرایط «شهروندی» و «پناهندگی» که به آن «پناهجویی» اطلاق می شود. در این مقاله سیر تحول تاریخی واژگان پناهجو و پناهنده مورد بررسی قرار می گیرد و واژه پناهنده طبق کنوانسیون مربوط به حقوق پناهندگان ارزیابی می گردد و تفاوت میان واژه پناهنده و واژه پناهجو آشکار می گردد.

    با روی کار آمدن حزب عدالت و توسعه، سیاست خارجی ترکیه شکل جدیدی به خود گرفت. به طوری که قدرت نرم در نگاه سیاست گذاران این کشور، از جمله داووداغلو از اهمیت ویژه ای برخوردار شد. در همین راستا و با پیشرفت های اقتصادی ترکیه، اعطای کمکهای توسعه ای و بشردوستانه به بخش مهمی از اعمال نفوذ این کشور در جهان تبدیل شد. ضمن اینکه نباید از نقش آفرینی جامعه مدنی ترکیه که از زمان روی کار آمدن حزب عدالت و توسعه بیش از پیش قدرت یافت، غافل شد. برهمین اساس، این مقاله به دنبال تبیین سیاست خارجی ترکیه در دوران حزب عدالت و توسعه، براساس نظریه هانس مائول که بر مفهوم نقش سیاست خارجی مدنی تمرکز دارد، است و به بررسی ابزارها، اهداف و چگونگی اعمال قدرت مدنی ترکیه در آفریقا می پردازد. سوال اصلی مقاله پیش رو این است که چه عناصری تشکیل دهنده قدرت مدنی ترکیه در آفریقا هستند؟ فرضیه این است که ایجاد جامعه دموکراتیک همراه با رفاه اقتصادی در داخل و ارائه آن به عنوان یک الگو در کشورهای آفریقایی، در پیش گرفتن سیاست های چندجانبه گرایانه و همکاری جویانه در عرصه بین الملل و استفاده از ابزارهای اقتصادی، دیپلماتیک، فرهنگی و مذهبی قدرت مدنی ترکیه در آفریقا را شکل می دهند.

    در مارس سال 2015 عربستان سعودی در چارچوب ائتلافی از کشورهای عربی شامل: امارات متحده، قطر، کویت و بحرین به همراه مراکش، مصر، اردن و سودان، حمله نظامی علیه یمن را آغاز نمودند. براساس گزارش های صادره از نهادهای بین المللی از تاریخ شروع حملات هوایی نیروهای ائتلاف به یمن، حداقل 41125 غیرنظامی کشته و 70207 نفر زخمی شدند. در این درگیری که با ورود کشورهای ائتلاف به رهبری عربستان تبدیل به یک مخاصمه بین المللی تمام عیار شده است، قواعد حقوق بشردوستانه بین المللی باید بعنوان قواعد بین المللی لازم الاجرا در طول مخاصمات مسلحانه بوسیله دولتها در جهت حمایت از افراد و اموال غیرنظامی رعایت شود. حال، پرسش اصلی در مقاله حاضر چگونگی اجرا و تضمین حقوق بشردوستانه بین المللی توسط نیروهای ائتلاف در مخاصمه مسلحانه یمن است. به همین منظور در این نوشتار ضمن توضیحی مختصر درباره اصول حقوق بشردوستانه بین المللی بعنوان چارچوب اصلی بحث، اقدامات نظامی متخاصمین در کشور یمن، بر اساس گزارشات مستند نهادهای تخصصی بین المللی دولتی و غیر دولتی بررسی خواهد شد.

    تحولات دیپلماسی سبب شده که دولت ها در کنار پیگیری منافع ملی و تعقیب سیاست های خود در قالب دیپلماسی سنتی، به اشکال نوین دیپلماسی جهت تاثیر بر افکار عمومی بین المللی و محیط بین الملل متوسل شوند. حضور دولت ها یا حکومت های محلی تابع آن ها در نهادهای چندجانبه غیردولتی و تعاملات موجودیت های فرو ملی در راستای این مهم قرار دارد. این مقاله، جایگاه دیپلماسی شهری در سیاست خارجی جمهوری اسلامی ایران را بررسی می کند. به همین جهت، مطالعه حاضر ابتدا مبانی و اصول نظری سیاست خارجی کشور را مورد نظر قرار می دهد که در واقع جهت گیری های اصلی در مورد دیپلماسی شهری را تعیین می نماید و سپس به بررسی عملکرد سیاست خارجی کشور در این خصوص می پردازد. بدین منظور، تعاملات دوجانبه (روابط خواهرخواندگی) و چندجانبه (عضویت در شبکه های بین المللی) شهرهای ایران بررسی شده است. به طور خلاصه، از حیث نظری، باتوجه به ماهیت فرهنگی انقلاب اسلامی، تعاملات غیردولتی (مانند دیپلماسی شهری) جایگاه مشخص و معینی در سیاست خارجی ایران دارد. عملکرد سیاست خارجی ایران در مورد تعاملات خارجی شهرها، بیانگر مطابقت آن با اصول نظری سیاست خارجی است. این مناسبات طیف وسیعی از شهرهای متعلق به تمدن های گوناگون را در بر دارد که بیشترین آن معطوف به روابط با شهرهای کشورهای اسلامی و محیط پیرامونی ایران است.

    سمن ها در عصر جدید نقشی بی بدیل در عرصه بین الملل را به عهده گرفته اند، به گونه ای که بخش مهمی از عملیات را به جای دولت هایی انجام می دهند که سالیان متمادی بازیگران اصلی و شاید تنها بازیگران عرصه روابط بین الملل محسوب می شدند. بحران سوریه یکی از این عرصه ها است و در نتیجه نقش سمن ها برای تاثیرگذاری برجسته می گردد. این مقاله در پی تبیین سمن ها در بحران سوریه است. از این حیث فرایند اعمال سمن ها در سه مرحله کلی پیش از اقدام (مذاکره) ، مرحله اقدام (در زمان منازعه) و مرحله پس از منازعه در بحران انسانی سوریه واکاوی شده است. نقش آفرینی در بحرانی که گرچه از منظر مولفه های مورد تاکید در نظریه سازه انگاری، جای تامل فراوان داشت، اما زود هنگام از وصف داخلی خارج و به سطح بین المللی رهنمون شد. روندی که لاجرم بر نقش و کارکرد نهادهای مورد بحث تاثیر زیادی بر جای گذاشته و به عبارتی حتی کارآمدی آنها را زیر سئوال برده است. همچنین در این بحران برخی از سمن ها به عنوان پوشش جریان های تروریستی مورد استفاده قرار گرفتند.

    رقابت میان بازیگران متعدد، تلاش برای همکاری بین المللی و نگاه تجدیدنظرطلبانه مهمترین ویژگی های دوران گذار در روابط بین الملل هستند و شناخت کنش میان بازیگران عمده و مهم در این دوران اهمیت زیادی برای درک نظام بین الملل و اقدام موثر در آن دارد. چین و هند با توجه به ویژگی های داخلی خود به عنوان مهمترین و قدرتمندترین کشورهای آسیا و به عنوان دو قدرت نوظهور، نقش غیر قابل انکاری در تجدیدنظر در نظم جهانی را دارند. روابط میان هند و چین، همواره شاهد فراز و فرودهای متعدد بوده است. گاهی افزایش حجم روابط تجاری، همکاری های دفاعی و نظامی مانند برگزاری رزمایش مشترک و افزایش سفرهای مقامات عالیرتبه دو کشور همکاری دو غول آسیایی را پررنگ تر کرده است؛ گاهی نیز تنش در مرز مشترک، تلاش در اعمال نفوذ در افغانستان، آسیای مرکزی و اقیانوس هند و همچنین مسابقه تسلیحاتی میان دو کشور، وجه رقابت را پررنگ تر کرده است. بطور حتم حضور شی جین پینگ و نارندرا مودی به عنوان رهبران مقتدر و ملی گرای دو کشور، روابط میان هند و چین را نسبت به سال های گذشته متمایز کرده اند و هر دو طرف در پی آنند که علاوه بر تامین حداکثری منافع و تحدید منافع یکدیگر با استفاده از ابزارهایی مانند ائتلاف با کشورهای ثالث و نفوذ به مناطق تحت سلطه یکدیگر، از تشدید بحران در روابط فی مابین بکاهند.

    The right of seeking asylum is one of the fundamental international human rights law. To realize this right, governments are obliged to recognize and respect it. However, before being recognized as a refugee in the receiving country, a well-founded fear of being persecuted for reasons of race, religion, nationality or membership of a particular social group or holding of a special political opinion should be verified. Since, such a person is deprived of his respective governments’ support during the period of his eligibility proof , he may not be considered as the citizen of his country of origin. On the other hand, since he has not been recognized as a refugee by the receiving country, he would not be entitled to the support of the latter either. Therefore the said individual qualifies a special status which is known as “asylum seeker”; a situation between “citizenship” and “refugee” circumstances.This article, while reviewing the historical and evolving process of asylum seeker and refugee terminologies, and assessing the word “refugee” in accordance with the 1951 refugee convention , attempts to clarify the differences between the words “refugee” and “asylum seeker

    With the advent of the AKP, Turkish foreign policy took on a new form, the country's policymakers paid more attention to the soft power. Davutoglu and his Strategic Depth theory was of particular importance.In the same vein, and with the economic advancements of Turkey, development assistance and humanitarian assistance became an important part of Turkish instrument of influence in the world.Moreover, the role of the civil society of Turkey, which had become more powerful during the era of Justice and Development Party, should not be neglected.Therefore, the present study seeks to explain Turkey's foreign policy during the Justice and Development Party, based on the theory of Hans Maul, which focuses on the concept of the role of civilian foreign policyAnd explores the tools, goals, and how to apply Turkish civilian power in Africa.The main question here is what are the elements that make up Turkey's civilian power in Africa?     In March 2015, Saudi Arabia launched a military strike against Yemen in a coalition including: the United Arab Emirates, Qatar, Kuwait and Bahrain along with Morocco, Egypt, Jordan and Sudan.
    According to reports of International organizations, since the beginning of Saudi-led air strikes against Yemen, at least 41,125 civilians have been killed and 70,207 injured.
    In this conflict, international humanitarian law must be respected as international obligation in force during armed conflicts to protect civilians. The present article describes how the coalition forces respect the international humanitarian law. For this purpose, in this paper, while briefly explaining the principles of international humanitarian law as the main framework of the discussion, the military actions of the coaltion in Yemen, based on the documents released by international governmental and non-governmental organizations will be studied

    The developments in diplomacy have led states to resort to new forms of diplomacy that can be influence on international public opinions and the international environment, along with pursuing national interest and their policies in the case of classic diplomacy. Accordingly, states or their dominated local governments are Participating in multilateral non-governmental organizations and having relationships with sub-national entities. This article investigates status of City Diplomacy in the Islamic Republic of Iran's Foreign Policy. Therefore, this study, firstly surveys theoretical principles of Islamic Republic's Foreign Policy and then investigates practices of Iran's foreign policy, which in fact determines the main orientations for City Diplomacy. For this purpose, bilateral (sister cities or twinning relationships with foreign cities) and multilateral (activities in international organizations) interactions of Iranian Cities have been reviewed. In summary, due to the cultural nature of the Islamic Revolution, non-governmental interactions (such as City Diplomacy) have a definite situation in Iran's foreign policy. The foreign policy of Iran regarding the foreign relations of cities reflects its conformity with theoretical principles of its foreign policy. The foreign relations of Iranian cities cover a wide range of relations with cities belonging to various civilizations. Most of these relationships focus on the cities of Islamic Countries and the surrounding environment of Iran.

    In the new era, NGOs have taken a unique role in the international arena, so that they provide an important part of aids and generally humanitarian diplomacy instead of states which have been considered the main and perhaps the only actors in international relations for many years. The Syrian crisis is one of those arenas and consequently, role of NGOs for improvement of the humanitarian situation becomes prominent. This essay is seeking to explain the role of humanitarian diplomacy of NGOs in the Syrian crisis. In this respect, the process of implementation of humanitarian diplomacy of NGOs has been analyzed in three main stages of preaction (negotiation), action (during conflict) and post-conflict in the Syrian human crisis. Performing roles in a crisis that, although from the perspective of components highlighted in constructivism theory, was highly thinkable, yet soon lost its internal description and reached to international level.A trend that inevitably had a significant impact on the role and function of the aforementioned institutions and in other words has even called into question their efficiency.

    Competition among numerous actors, escalation of international cooperation, and revisionist perspectives are the most important features of the transition period in international relations. Recognizing the interactions among the major actors at this time is very important for understanding the international system.China and India, in view of their domestic features as two powerful Asian countries, and as two emerging powers, play an undeniable role in revising global order. The relations between India and China have always had numerous ups and downs. Sometimes the increase in the volume of trade, defense and military cooperation, such as joint exercises and increased travels of senior officials from both countries, has intensified the cooperation between two states. Sometimes tensions on the common border, try to have influence over Afghanistan, Central Asia and the Indian Ocean, and the arms race between the two countries have also highlighted the issue of competition. Obviously, the presence of Xi Jinping and NarendraModi as the powerful and national leaders of the two countries has made the relations between India and China different. Both sides seek to maximize their interests by using tools such as the coalition with third sides and try to manage the crises in bilateral relations at the same time.
