    جمهوری اسلامی ایران در دهه اخیر همواره با تهدید امنیتی دزدی دریایی دست به گریبان بوده و متحمل خسارت های فراوانی شده است. بحران دزدی دریایی و حضور دزدان دریایی در آب های بین المللی به یکی از اصلی ترین بحران های پیش روی اقتصاد ایران تبدیل شده است. با توجه به عزم ایران در توسعه ترانزیت دریایی خود و بدست آوردن سهم بیشتری از ترانزیت آب های آزاد توجه به موضوع امنیت دریانوردی و بررسی پدیده دزدی دریایی و راه های مقابله با آن مورد توجه ایران قرار گرفته است. ایران به مانند دیگر اعضای جامعه بین المللی و به پیروی از قطعنامه های شورای امنیت تهدید دزدی دریایی به ویژه دزدان دریایی سومالی را تهدید امنیتی علیه خود دانسته و از طریق دو ارگان خود یعنی نیروی دریایی ارتش و سازمان بنادر و دریانوردی به ترکیبی از اقدامات حقوقی، سیاسی- نظامی برای مقابله با آن دست زده است. این مقاله در جستجوی پاسخ این سوال است که جمهوری اسلامی ایران در مقابله با تهدید امنیتی دزدی دریایی چه راهکارهایی را اتخاذ نموده است؟ یافته های این مقاله نشان می دهد که جمهوری اسلامی ایران از طریق دو ارگان خود یعنی نیروی دریایی ارتش و سازمان بنادر و دریانوردی به عنوان متولی امر دریانوردی در دهه اخیر به مقابله با این تهدید امنیتی پرداخته و توانسته است با سازوکارهای حقوقی، سیاسی- نظامی این تهدیدات را به طور نسبی مهار کند و عملکرد نسبتا موفقی در این زمینه داشته باشد.

    مهمترین توافقات جهانی تغییرات اقلیمی شامل کنوانسیون تغییرات آب و هوایی، پروتکل کیوتو و توافقنامه پاریس هر یک به نحوی کشورهای صادر کننده انرژی را تحت تاثیر تعهدات کاهش انتشار گازهای گلخانه ای قرار داده است. در این میان کنوانسیون تغییرات آب و هوایی و پروتکل کیوتو که بر مبنای رژیم تمایزگرا شکل گرفته، با مسئول شناختن کشورهای توسعه یافته در انتشار بیش از حد گازهای گلخانه ای تعهدات عمده کاهش انتشار را متوجه این گروه از کشورها نموده است. هم اکنون توافقنامه پاریس در محیط متمایز حقوقی، مذاکراتی، سیاسی و اقتصاد انرژی شکل گرفته و تمامی اعضاء را در قالب رژیم پایبندی متعهد به کاهش انتشار گازهای گلخانه ای خود از طریق ارائه NDC اقدامات معین ملیمی نماید. فرضیه مقاله پیش رو این است کهفرآیندهای جدید بین المللی مرتبط با تغییرات آب و هوا به لحاظ الزامات فزاینده در زمینه کاهش انتشار گازهای گلخانه ای به ویژه با منشا سوخت های فسیلی بر منافع کشورهای صادر کننده انرژی در جهان تاثیرگذارمی باشد. سوال اصلی این پژوهش امکان یا امتناع تشکیل یک بلوک مذاکراتی جدید ذیل توافقنامه پاریس در بین کشورهای صادر کننده انرژی در خلیج فارس با لحاظ فرضیه مذکور است. نتیجه تحقیق، با بکارگیری روش مطالعات تطبیقی و کتابخانه ای، نشان می دهد که سازوکارهای مندرج در توافقنامه از جمله اقدامات ملی معین، حفظ پوشش گیاهی، سازگاری، مدیریت ضرر و زیان، فن آوری جذب و ذخیره کربنو کاهش انتشار گازهای گلخانه ای از منابع مشخص از جمله چاه های نفت، زمینه را برای ارتقای همکاری بین این گروه از کشورها فراهم و ایجاد بلوک مذاکراتی بر اساس منافع مشترک در صورت تفوق بر موانع سیاسی و رقابت های ژئوپلتیک راامکان پذیر می سازد.

    یکی از عناصر اصلی در شکل گیری رویکردها و سیاست خارجی کشورها به تحولات و رویدادهای بین المللی مربوط می شود. بحران مالی جهانی 2008 به عنوان یکی از مهمترین این رویدادها که ریشه در شرایط اقتصادی داخلی قدرتمندترین بازیگر نظام بین الملل یعنی آمریکا داشت، موجب ایجاد تغییرات چشمگیری در رویکردهای جهانی نسبت به نظام مدیریت بین المللی پول و زیر مجموعه آن یعنی صندوق بین المللی پول گردید. بر این اساس، بازیگران رسمی نظام بین الملل (دولت ها)، به ویژه بازیگرانی که دارای نقش حداقلی در این نظام می باشند، تلاش نمودند تا از فرصت به وجود آمده، بیشترین بهره برداری را به عمل آورند و اصلاحات مورد نظر خود را در صندوق اعمال نمایند. دغدغه ایجاد شناخت از رویکردهای اتخاذ شده توسط کشوری همانند جمهوری اسلامی ایران، به عنوان یکی از بازیگران رسمی نظام بین الملل و دارای رویکرد کلی انقلابی و غیر همسو با منافع غرب، پژوهشگران نوشتار حاضر را بر آن داشت تا ضمن ارائه نگاهی توصیفی - تحلیلی به جایگاه این کشور در اقتصاد جهانی و نیز رویکردهای آن نسبت به مسائل مهم بین المللی اقتصاد، به تحلیل درخصوص رویکردهای این کشور در قبال موضوع مدیریت بین المللی پول و صندوق بین المللی پول بویژه پس از تحولات صورت گرفته در صندوق پس از بحران 2008 بپردازند. تجزیه و تحلیل عملکرد، سخنرانی ها، مواضع اعلامی، مکاتبات رسمی و مصاحبه های مقامات اقتصادی و پولی جمهوری اسلامی ایران به ویژه در جریان برگزاری اجلاس های مشترک بهاره و پاییزه بانک جهانی و صندوق بین المللی پول در دوره های قبل و پس از بحران 2008 بیانگر آن است که سیاست خارجی این کشور، پس از بحران جهانی 2008، از رویکرد معطوف به بازی در محیط حاشیه ای نظام مدیریت بین المللی پول (سازوکارهای منطقه ای، دوجانبه، بانک ها و موسسات مالی بزرگ جهان) به سمت رویکرد اصلاح بازیگر مرکزی آن، یعنی صندوق بین المللی پول، تغییر یافت.

    در این مقاله، به بررسی تاثیرات متقابل جهانی شدن و افراطی گری بر یکدیگر با تکیه بر مورد جریان سلفی تکفیری پرداخته شده است. در ابتدا، سابقه جریان سلفی بررسی و چهار نوع جریان سلفی شامل: سلفی تبلیغی، سلفی اخوانی، سلفی جهادی و سلفی تکفیری شناسایی و به طور مختصر هر یک از این انواع سلفی گری توضیح داده شد. در بررسی سلفی تکفیری به سابقه جریان تکفیر در اسلام اشاره و چهار جریان تکفیری شامل: خوارج، وهابیت، طالبان - القاعده، داعش و جریان تکفیری اخیر شناسایی می گردد. در بخش بعدی مقاله، ابتدا مفهوم جهانی شدن و تعریف و ابعاد مختلف آن مطالعه و سپس آثار متقابل جهانی شدن و جریان های تکفیری بر یکدیگر بررسی می شود. سرعت تغییرات، ایجاد اضطراب، احساس تهاجم فرهنگی، ایجاد نزاع هویتی، اسلام ستیزی از جمله آثار منفی جهانی شدن در راستای توسعه افراطی گری بوده که موجب رشد جریان های افراطی و تکفیری شده و از سوی دیگر رشد جریان تکفیری نیز دارای آثاری مانند افزایش اسلام هراسی و اسلام ستیزی؛ تقویت نرم های جهانی شدن، تقویت ملی گرایی و بومی گرایی و تضعیف مرزهای سیاسی و... بوده است. در پایان، برخی راه حل ها برای مقابله با افراطی گری و تکفیرگرایی مورد اشاره قرار می گیرد.

    هدف مقاله حاضر ارزیابی گام هایی است که دولت حسن روحانی برداشته است تا وضعیت بین المللی و منطقه ای ایران را تغییر و بهبود بخشد. از این رو، رئیس جمهور منتخب حسن روحانی و کابینه اش تاکید کرده اند که سیاست خارجی میانه رو و سازنده در سراسر دوره مسئولیت دنبال خواهند کرد. سوال اصلی مقاله این است که عوامل موثر بر خروج ایران از انزوای بین المللی در دوره روحانی چیست؟ نتایج تحقیق حاکی از آن است که چرخه نخبگان با سرکارآمدن روحانی، رفع تحریم ها با حل مسئله هسته ای و بهبود نسبی وضعیت اقتصادی از جمله عوامل موثر بر خروج ایران از انزوای بین المللی محسوب می شوند. در واقع، دولت یازدهم موجب شد تصویر عدم همکاری و دشمنی ایران در نزد غرب و جهان عرب تا حدود زیادی کاهش یابد و با فاصله گرفتن از سبک گزافه گویی دیپلماسی، کاهش تنش، کاهش فشار بر برنامه هسته ای و کاهش فشار بر اقتصاد ایران از طریق لغو تحریم های هسته ای، در نهایت خروج ایران از انزوای بین المللی تحقق یابد.

    گاز طبیعی به دلیل ویژگی های منحصر به فرد خود از جمله آلایندگی کمتر نسبت به سایر سوخت های فسیلی توسط کارشناسان حوزه انرژی به عنوان امیدبخش ترین سوخت فسیلی در قرن بیست و یکم در نظر گرفته شده است؛ بطوری که آژانس بین المللی انرژی در گزارش چشم انداز انرژی سال 2011 از دوره کنونی به عنوان «عصر طلایی گاز» یاد می کند. از طرف دیگر، پیشرفت های فناورانه در یک دهه گذشته امکان بهره برداری از حجم عظیمی از منابع گاز طبیعی که در گذشته به دلیل هزینه بالای تولید و فقدان فناوری مناسب قابل برداشت نبودند را فراهم نمود و موجب گردید تولید گاز طبیعی بویژه در منطقه آمریکای شمالی افزایش چشمگیری یابد. این تحول فناورانه که از آن به عنوان «انقلاب منابع نامتعارف گاز» یاد می شود باعث شد ایالات متحده آمریکا در سال 2010 با پشت سر گذاشتن روسیه بزرگترین تولیدکننده گاز طبیعی در جهان شود و این کشور از واردکننده عمده گاز به صادرکننده بالقوه آن تبدیل شود. انقلاب منابع نامتعارف گاز تغییرات عمده ای در مولفه های بازار جهانی گاز طبیعی از قبیل ذخایر، عرضه، تقاضا، قیمت، نظام قیمت گذاری، قراردادها و تجارت گاز طبیعی ایجاد کرد. مصرف کنندگان عمده انرژی و گاز طبیعی با وقوع انقلاب گاز شیل به دلیل افزایش میزان عرضه انرژی به بازارهای جهانی، متنوع سازی منابع عرضه، کاهش وابستگی به تولیدکنندگان سنتی و ثبات قیمت های انرژی در بازار با بهبود وضعیت امنیت عرضه انرژی مواجه هستند؛ تولیدکنندگان سنتی نیز در زمینه امنیت تقاضا با چالش هایی در آینده روبرو خواهند شد.

    In recent decades, The Islamic Republic of Iran has been struggling with the security threats of hazardous piracy which caused myriads of damages and crises today. The existence of these Pirates in international waters made crises which has become one of the principal dilemmas facing the Iran's economy. Due to the determination of maritime shipping transit and obtaining a larger share of offshore transit in the high seas, Iran has paid attention to the issue of maritime security and the phenomenon of piracy and ways to deal with it.The Islamic Republic of Iran like other members of the United Nations and the international community, is following the Security Council resolutions and considers the threat of piracy, especially Somalia pirates, as a security threat against itself and it gets through along with 2 organs “ports and maritime organization” and “Islamic Republic of Iran Navy” and with a combination of legal, political and military measures to deal with it.
    What ways has the Islamic Republic of Iran adopted in response to the threat of piracy security? "This article responds to this question". The findings of this paper show that the Islamic Republic of Iran, through its own organs, the Navy and the Ports and Maritime Organization, has been dealing with this security threat last decade as a maritime authority and has been able to address these threats through legal, political and military mechanisms to restrain the threats in a relatively successful way.

    The most important global climate change agreements, including the Climate Change Convention, the Kyoto Protocol and the Paris Agreement, have put energy-exporting countries under different regimes to reduce greenhouse gas emissions. UNCCC and the Kyoto Protocol, which is based on a differentiated regime, has accounted for this group of countries with the responsibility of developing countries for the excessive emission of greenhouse gases has made major commitments to reduce emissions to this group of countries. The Paris Agreement is now shaping itself in a distinct legal, negotiating, political and energy economy environment, and all members in the context of the adherence regime, are committed to reducing their greenhouse gas emissions through the provision of National Determine Contributions. The hypothesis of this article is that the new international climate change-related processes are increasingly influencing the interests of energy-exporting countries in terms of increasing greenhouse gas emission reductions, especially from fossil fuels. The main question of this study is the possibility or refusal to form a new negotiation block under the Paris Agreement among energy exporting countries in the Persian Gulf, in accordance with the above mentioned hypothesis. The results of the study, using the comparative and library study’s methodology, show that the mechanisms included in the agreement, including National Determine Contributions, conserving vegetation, adaptations, managing losses, carbon capture and storage technologies and reducing greenhouse gas emissions from certain sources such as "oil wells" will provide a platform for enhancing cooperation between this group of countries and allow the creation of a bloc on the basis of common interests if it overcomes political mistrust and geopolitical competition among major oil producers in the region.

    The international developments and events are one of the main elements in shaping the country's foreign policy and approaches. Global financial crisis of 2008 as one of the most important event was rooted in the domestic economic conditions of one the most powerful economies namely the United States. Such crisis was the main reason for significant changes in the world approaches towards the international monetary management system and its main organization that is International Monetary Fund (IMF). Accordingly, formal international actors (Governments), especially the actors that have a minimal role in the regime, were trying to use this opportunity in order to impose their desired reforms on IMF.
    In order to understand the approaches of the countries such as I.R of Iran with revolutionary views and critical and different interest with the West, the authors of this article, while looking to Iran’s position in the world economy, try to analyze its approaches toward international monetary management and IMF after the 2008 world financial crisis.
    Therefore the speeches, official correspondence and interviews of I. R. of Iran monetary and economic authorities, especially those who participated in Spring and Fall joint meeting of the World Bank and International Monetary Fund after and before 2008 financial crisis were analyzed. Such analyses indicates that Iran foreign policy after the global crisis in 2008 shifted from focusing on periphery of international monetary management (which mostly was interested in regional and bilateral mechanism, etc) to approaches which seeking to reform the central player of international monetary system , namely IMF.

    In this article, the mutual impacts of globalization and radicalism on each other with the emphasis on takfirism were discussed. Firstly, the history of the Salafi was discussed and four currents were recognized. Then globalization, its definition and its different aspects were discussed. It was defined that globalization has had some negative impacts such as creating anxiety in the society, speed of changes in the society, facing cultural offensiveness by some societies, islamophobia, identity conflict and so on which have resulted in creation of radical groups such as takfiri currents.
    It was also defined that on the other side, the creation of takfiri groups has also resulted in islamophobia, enhancing nationalism and localism feelings, underlining national borders and enhancing globalization norms in international relations. Finally, some ways and means that can be used to avoid radicalism were named to be followed.

    The purpose of the present study is to examine the steps that Rouhani’s administration has taken in order to change and improve Iran’s international and regional position. As such, the elected President Hassan Rouhani and his cabinet have insisted that they will pursue a moderate and constructive foreign policy throughout their era. The main question to be addressed in this study is: what are the major factors contributing to Iran’s exit from International isolation during Rouhani’s presidential term? The results of the study indicated that the use of Elite cycle with Rouhani’s coming to power, the lift of sanctions by solving nuclear issue, and the improvement of economic situation constitute the major factors that can contribute to Iran’s exit from International isolation. Indeed, the eleventh government could realize Iran’s exit from international isolation by changing the uncooperative and hostile image of Iran among the West and the Arab world, staying away from diplomatic exaggeration, resolving tension, reducing pressure on the nuclear program and Iran’s economy through lifting sanctions.

    Natural gas is considered by energy experts as the most promising fossil fuel in the 21st century due to its unique properties, including lower emissions than other fossil fuels; in a way that the International Energy Agency (IEA) entitled, in Energy Outlook Report 2011, the current period as “the Golden Age of Gas”. On the other hand technological advances during the past decade provided taking advantage of the huge volumes of natural gas resources, which in the past were not extractable because of high costs of production and lack of appropriate technology, and caused a significant increase in natural gas production, particularly in North America. This technological evolution, which is referred as “The Revolution of unconventional Gas Resources”, led the United States of America in 2010 the largest natural gas producer in the world before Russia and this country became from a major gas importer to a potential gas exporter.
    “The Revolution of unconventional Gas Resources” created major changes in the global gas market factors such as reserves, supply, demand, price, pricing system, contracts and natural gas trade. Following the shale gas revolution, the major energy and natural gas consumers are facing an improved energy supply security because of the increase in energy supply to the world markets, diversification of supply sources, the reduction of dependence on traditional producers and stability of energy prices on the market; traditional producers will face challenges in the field of demand security in the future.
