    برنامه «همکاری اقتصادی منطقه ‏ای آسیای مرکزی» موسوم به کارک یک گردهم‏آیی منطقه‏ای با حضور 11 کشور از آسیای مرکزی، جنوب آسیا، قفقاز جنوبی و چین است که در سال 2001 از سوی بانک توسعه آسیایی تاسیس شد و دستاوردهای قابل ملاحظه ‏ای را در همکاری اقتصادی منطقه‏ای به‏ ویژه در چهار حیطه دارای اولویت «حمل‏ ونقل، انرژی، تسهیل تجارت و خط‏ مشی تجاری» به ثبت رسانده است. کارک از طریق برنامه کار انرژی در صدد است با تدوین راهبردها و طرح‏ هایی در زمینه مشارکت آسیای مرکزی-جنوب آسیا و درون آسیای مرکزی، امنیت انرژی منطقه را ارتقا بخشد. با این‏همه، کارک برای نیل به این هدف با چالش‎هایی مواجه است که بخش عمده‏ای از آنها به خود این ابتکار بازمی‏گردد. مقاله حاضر نیز درپی یافتن پاسخی برای این پرسش است که «آیا برنامه کار انرژی کارک، ظرفیت ارتقای امنیت انرژی در آسیای مرکزی را دارد و چرا؟» فرضیه آغازین مقاله این بوده است که «کارک، اگرچه مهم‏ترین ابتکار منطقه ‏ای برای توسعه سطح امنیت انرژی در آسیای مرکزی محسوب می‏شود، اما به ‏دلایلی همچون در اولویت قراردادن طرح‏ های دوجانبه/چندجانبه درعوض طرح‏ های منطقه ‏ای همه‏ جانبه؛ تمرکز بر سودآوری برای سرمایه‏ گذاران به‏ جای انتقال فناوری به درون منطقه؛ و عدم تثبیت به‏مثابه موجودیتی حقیقتا منطقه‏ ای و مستقر در منطقه آسیای مرکزی از ظرفیت بالایی برای ارتقای امنیت انرژی در آسیای مرکزی برخوردار نیست». یافته ‏های مقاله نیز که به شیوه توصیفی-تحلیلی و با روش اسنادی-کتابخانه ‏ای انجام پذیرفته است، نشان از صدق این فرضیه دارد.

    با تاسیس اتحادیه اقتصادی اوراسیا، اگرچه توسعه مناسبات چندجانبه میان کشورهای پساکمونیستی پیشرفت محسوسی نداشته، اما جایگاه رو به تضعیف روسیه در روابط دوجانبه با دیگر اعضای این اتحادیه را تقویت نموده است. تاسیس اتحادیه اقتصادی اوراسیا همچنین اگرچه آمال ژئوپلیتیک مسکو را تا حدودی تحقق بخشیده است، اما تعیین دستورکار ژئوپلیتیک برای این اتحادیه از سوی مسکو با وجود اعضایی با هدف اولیه کسب منافع اقتصادی چندان آسان نخواهد بود. این درحالی است که روسیه برای تاسیس این اتحادیه هزینه‏ های گزافی را متحمل شده و سیاست "اغوا از طریق کمک مالی" را پیش گرفته است. پرسش محوری مقاله حاضر این است که «هدف روسیه از پرداخت هزینه‏ های گزاف برای ایجاد و گسترش اتحادیه اقتصادی اوراسیا به ‏رغم بهره ‏مندی اقتصادی بیشتر در صورت تاکید بر موافقت‏نامه‏ های دوجانبه با دولت‏های پساشوروی چیست؟» فرضیه‏ به آزمون گذاشته شده در چارچوب نظریه منطقه‏ گرایی جدید این بوده است که «اگرچه هدف اولیه روسیه از ایجاد و گسترش اتحادیه اقتصادی اوراسیا، تقویت جبهه ‏ای ژئوپلیتیک در برابر غرب در مرزهای اتحادیه اروپا به بهای پرداخت هزینه ‏های گزاف به‏منظور دوری آنها از غرب است، اما از مزایای انسجام اقتصادی، اجتماعی، فرهنگی و هویتی درازمدت این اتحادیه در فضای پساشوروی نیز غافل نیست». مقاله حاضر از نوع توصیفی-تحلیلی بوده و برای تجزیه‏ وتحلیل داده ‏های گردآوری شده از روش علی استفاده شده و روابط علت و معلولی میان متغیرهای مقاله تبیین گردیده است.

    نظر به اهمیت قدرت نرم زمانی که این موضوع برای نخستین بار در گفتمان سیاسی ولادیمیر پوتین در فوریه 2012 مورد استفاده قرار گرفت. این موضوع که اکنون بسیار مورد توجه کرملین است از منابع مختلف و گاه متضادی نشات گرفته است که در روسیه بخش عمده این منابع ماهیت دولتی و رسمی دارد. در این نوشتار علاوه بر تمرکز بر قدرت نرم روسیه نسبت به منطقه خارج نزدیک، تلاش شده است با ارائه چارچوبی متفاوت با مفهوم سازی جوزف نای، اهداف کرملین از توسعه قدرت نرم و منابع و ابزارهای قدرت نرم این کشور در خارج نزدیک شناسایی گردد. با بررسی منابع قدرت نرم روسیه در حوزه فرهنگ، اقتصاد و سیاست این نتیجه حاصل شد که ارزش های سیاسی روسیه در هر سه حوزه قابل ردیابی است. در واقع، هدف این مقاله پاسخ گویی به این پرسش ها است که منابع و ابزارهای موثر قدرت نرم روسیه که باعث نفوذ این کشور در سطح منطقه شده اند، چیست؟ محدودیت قدرت نرم روسیه در این منطقه کدام است؟ فرضیه مطرح شده عبارت است از قدرت نرم روسیه در منطقه خارج نزدیک متشکل از زبان و فرهنگ روسیه، رسانه های روسی، کلیسای ارتدوکس روسیه، هم میهنان روسی و دیپلماسی تجاری است؛ اما نگاهی ابزاری به منابع قدرت نرم در این منطقه راهبردی علاوه بر عدم کارایی و اثرگذاری، باعث تضعیف همگرایی مدنظر روسیه در کشورهای خارج نزدیک شده است. روش نگارش این مقاله  توصیفی- تحلیلی و مبتنی بر گردآوری داده های مستخرج از منابع معتبر علمی شامل کتاب ها،  مقالات علمی- پژوهشی و تارنماهای فضای مجازی می باشد.

    هرچند بحران اوکراین با ایجاد تنش میان روسیه-غرب و اعمال تحریم ‏های متقابل، نمایش‎های نظامی و درگیری‏های دیپلماتیک همراه بود، اما تاثیر چندانی بر سیاست ‏های فدراسیون روسیه در شمالگان و نظامی‏ گرایی روسی در این منطقه نداشته است. هم‏زمان مسکو توانسته است، همکاری در شمالگان را به ‏رغم تنش‏ های کنونی با غرب کماکان در سطح مطلوبی حفظ نماید و روابط خود را با دیگر بازیگران منطقه ‏ای به‏ صورت همکاری‏ جویانه گسترش دهد. پرسش اصلی مقاله حاضر این است که «چرا رفتار روسیه در شمالگان به ‏رغم رقابت آن با ایالات متحده و غرب غیرمناقشه‏ آمیز بوده و چرا احتمال وقوع تجربه اوکراین در شمالگان دور از واقع است؟» برای پاسخ به این پرسش، مولف با تدقیق در دو رویکرد نظری «وابستگی متقابل پیچیده» و «نوواقع‏گرایی» این فرضیه را به آزمون گذاشته است که برتری موضع روسیه در شمالگان و عدم تهدید جدی منافع آن در این منطقه از سوی دیگر قدرت‏ها، بازی روسیه در شمالگان را متفاوت از سایر مناطق رقم زده است به‏ گونه‏ ای که کسب حداکثری منافع مسکو در شمالگان نیازمند همکاری و دست‏ک م پرهیز از بروز تنش در این منطقه است. به همین جهت نیز بحران اوکراین بر فهم مسکو از شمالگان به‏ عنوان منطقه همکاری بین ‏المللی و صلح تاثیر چندانی نداشته است. یافته‏ های مقاله نیز که از نوع مقایس ه‏ای بوده و با روش توصیفی-تحلیلی انجام شده است، درستی فرضیه مقاله را تایید می‏کند.

    2016 و به قدرت رسیدن شوکت میرضیایف در سیاست خارجی ازبکستان به ویژه در رابطه با تاجیکستان به وقوع پیوسته است این پرسش را مطرح می کند که دلایل و زمینه های تنش زدایی و غیرامنیتی سازی در مناسبات تاجیکستان و ازبکستان چیست؟ و این امر چه آثار و پیامدهایی را به دنبال داشته است؟در پاسخ به پرسش های یاد شده این فرضیه می تواند مطرح شود که «تغییر رهبری در ازبکستان و کوشش شوکت میرضیایف در خروج از کیش شخصیت اسلام کریم اف و رشد و توسعه اقتصادی در عرصه داخلی و گسترش خطوط انتقال انرژی و کریدورهای ارتباطی و ترانزیتی در عرصه منطقه ای موجب بروز تحول در سیاست خارجی ازبکستان و تقویت همکاری های منطقه ای با مشارکت پنج کشور منطقه آسیای مرکزی شده است». به منظور ارزیابی فرضیه مطرح شده این مقاله به شیوه توصیفی- تحلیلی و با کاربست مفاهیم و مولفه های نظری امنیتی سازی و غیر امنیتی سازی که در چارچوب مکتب امنیتی کپنهاگ مطرح شده است، وضعیت مناسبات تاجیکستان و ازبکستان را در دو دوره زمانی مشخص یعنی دوره امنیتی سازی (1991 تا 2016) و دوره غیر امنیتی سازی (سپتامبر 2016 تا کنون مورد توجه قرار داده است. در مقطع زمانی اول که دوره تقریبا طولانی رهبری اسلام کریم اف در ازبکستان (1991 تا 2016 میلادی) را در بر می گیرد در روند مناسبات ازبکستان با تاجیکستان، بسیاری از موضوعات اجتماعی (قومیت، زبان و فرهنگ) و اقتصادی (منابع آبی و محیط زیستی) از وضعیت طبیعی و عادی خود خارج شده و جنبه سیاسی و امنیتی به خود گرفت. اما در مقطع زمانی دوم با تغییر نخبگان و بازیگران (کنشگران) امنیتی ساز در ازبکستان به ویژه افرادی مانند ویژه اسلام کریم اف و رستم عنایت اف و قرار گرفتن فردی مانند شوکت میرضیایف در راس قدرت سیاسی، نوع گفتمان و ادبیات حاکم بر ازبکستان در رابطه با تاجیکستان نیز تغییر کرد که پیامد مهم آن  تقویت همکاری های منطقه ای با مشارکت پنج کشور  آسیای مرکزی در حوزه های مختلف بدون مشارکت قدرت های بیرونی به ویژه فدراسیون روسیه و چین بوده است.

    مسکو طی سا ل های پس از جنگ سرد تلاش کرده است از اهرم های مختلفی که در دست دارد به منظور حفظ منافع خود در منطقه پساشوروی استفاده کند. می توان گفت، اگر در دوران پس از فروپاشی جایگاه روسیه به عنوان یک قدرت جهانی از لحاظ عملی و نظری به چالش کشیده شده و مورد مناقشه بوده باشد، نقش این کشور به عنوان قدرت منطقه ای در جمهوری های پیشین اتحاد جماهیر شوروی چنین نبوده است. به باور نگارندگان مفهوم «هژمونی منطقه ای» می تواند، چارچوب مفیدی برای فهم بهتر روابط روسیه با همسایگان آن فراهم کند. تداوم هژمونی منطقه ای یک کشور با وجود افول قدرت مادی آن، می تواند ما را به واکاوی نقش عوامل غیرمادی رهنمون شود. با توجه به این که ابعاد مادی قدرت روسیه به ضعف ها و کمبودهایی دچار شده اند و بعید به نظر می رسد هژمونی منطقه ای تنها با تکیه بر آنها تداوم یابد. در نوشتار پیش رو با بهره گیری از نظریه «جامعه پذیری و قدرت هژمونیک» به بررسی شاخص ها و مولفه های غیرمادی قدرت روسیه می پردازیم. بر اساس این نظریه، مولفه های ذهنی نقش موثری در حفظ هژمونی دارند. بنابراین در پاسخ به این پرسش که «چرا با وجود اعمال سیاست های استقلال طلبانه در برخی از کشورهای پساشوروی و افول تدریجی ابعاد مادی قدرت روسیه، همچنان هژمونی این کشور در محیط پیرامونی تداوم یافته است؟» به عنوان پرسش اصلی مقاله، نگارندگان این فرضیه را مطرح می کنند، «منابع فرهنگی قدرت روسیه هستند که با نقش آفرینی در شکل گیری ذهنیت نخبگان کشورهای پساشوروی به تداوم هژمونی منطقه ای روسیه کمک و کارکرد منابع نظامی و اقتصای را تکمیل می کنند». برای پاسخ به این پرسش از روش توصیفی- تحلیلی استفاده شده است.

    Central Asia Regional Economic Cooperation (CAREC) is a regional union of eleven countries in Central Asia, South Asia, South Caucasus and China. This program was established in 2001 by the Asian Development Bank (ADB) and has some noticeable achievements in four areas of transportation, energy, trade facilitation and trade policies. It tries to promote energy security in the region through the CAREC Energy Strategy and Work Plan. The present article attempts to find an answer for the following question: Does CAREC Energy Strategy and Work Plan has the potential for promoting energy security in Central Asia, and why? The author argues that although CAREC is the most important regional initiative for energy provisions in Central Asia, it lacks a proper potentiality for promoting energy security in Central Asia due to prioritizing bilateral and multilateral projects instead of inclusive regional ones; focusing on benefit making for investors instead of transfer of technology to the region; and its instability. Using explanatory – analytical method and through a documentary – library research, the author tries to tell why the research findings provide an answer to the research question.

    The establishment of the Eurasian Economic Union strengthened Russia's position in bilateral relations towards other members of the union, although the multilateral relations between post-communist countries remained without progress. Establishing Eurasian Economic Union to some extent also has fulfilled the geopolitical ambitions of Moscow, but the determination of the geopolitical agenda for this union by Moscow, despite the presence of members with the primary objective of economic interests, will not be easy. This is despite the fact that Russia has incurred considerable costs to establish this union and has pursued the policy of "luring by subsidizing". The main question of this article is "what does Russian expect to gain through in vesting on the establishment and expansion of the Eurasian Economic Union, considering the fact bilateral agreements with post-Soviet governments provides this country with more economic benefits?” The hypothesis tested under the framework of the new regionalism theory is: "although Russia's primary goal by establishing and expanding the Eurasian Economic Union is to strengthen a geopolitical deploy against the West at the borders of the European Union at the expense of exorbitant costs in order to keep these countries away from the west, it has not over looked the benefits of a long term economic, social and cultural cohesion of this union in the post-Soviet space". The study is descriptive-analytical and methodology applied to analyze the collected data is causal.

    The “soft power” as an important concept was firstly entered to the political discourse of Vladimir Putin in February 2012; This concept, which is now of great concern for Kremlin, is derived from diverse and somehow contradictory resources with mostly governmental and formal natures. While focusing on Russia’s soft power towards its near abroad, using Nye’s conceptual framework, the present literature tries to study Kremlin’s goals of developing soft power and its soft power resources and instruments towards near abroad. Through studying Russia’s soft power resources in culture, economics and politics, the authors conclude that Russia’s political values are traceable in all the three mentioned areas. In fact, the purpose of this paper is to answer the following questions: what are the resources and instruments for Russia’s soft power that have empowered Russia regionally? And what are the constraints for Russian soft power in the region? The proposed hypothesis is that Russia's soft power in near abroad encompasses Russian language, culture, media, Orthodox Church, Russian compatriots as well as trade diplomacy. But instrumental look at soft power resources in this strategic region, as well as ineffectiveness, have weakened Russia's desirable convergence in near abroad. Using descriptive-analytical method, and based library and internet resources, the authors try to find an answer for the research question.

    Although the Ukrainian crisis was accompanied by tensions between Russia and the West and the imposition of mutual sanctions, demonstration of military power and diplomatic conflicts, it did not have a great impact on the Russian Federation's policies in the Arctic and its militarism in that region. At the same time, Moscow has managed to continue its cooperation in the Arctic despite current tensions with the West, and to extend its relations with other regional actors in a cooperative manner. The author attempts to find an answer for the following questions: a) Why Russia, in spite of its rivalry with the United States and the West, has not behaved contentiously in the arctic; b) why Ukraine's experience does not seem to happen in the Arctic? To answer the mentioned questions, the hypothesis has been tested through examining the two theoretical approaches of "complex interdependence" and "neo-realism" confirming that "the superiority of Russia's position in the Arctic and the lack of a serious threat to its interests in this area by the other powers has led Russia to play differently in the Arctic, in such a way that Moscow requires cooperation and, at least, avoids from tension in the region in order to gain its absolute interests. Therefore, the Ukrainian crisis has not had much influence on Moscow's understanding of the Arctic as an area of international cooperation and peace. The findings of this study, which are comparative and descriptive-analytical, confirm the validity of the research hypothesis.

    The noticeable evolutions and changes, in Uzbekistan’s foreign policy particularly towards Tajikistan that occurred after the sudden death of Islam Karimov on September 2016, arouses the following questions: a) What are the causes for détente and de-securitization in Tajikistan-Uzbekistan relations? b) What ramifications does the mentioned issue bring along?In order to answer the mentioned questions, the author argues that the change in Uzbekistan’s leadership and Mirziyoyev’s effort for domestic growth and development, developing and extending energy pipelines and corridors in the region, besides leaving Karimov’scult of personality have all led to transforming Uzbekistan’s foreign policy and strengthening regional cooperation with the participation of five Central Asian states.In order to assess the literature’s hypothesis, the author addresses Tajikistan and Uzbekistan’s relations in two specific eras of securitization (1991-2016) and de-securitization (since September 2016), based on descriptive-analytical method and applying theoretical concepts and factors of (de)securitization within the Copenhagen School of security.During the first decade that encompasses a long period of Karimov’s leadership in Uzbekistan (1991-2016), many social (ethnicity, language and culture) and economic (water resources and environment) issues between the both nations were deviated from their natural and normal direction and became politicized and securitized. However, during the letter era, Uzbekistan was experiencing an evolution that was derived of two main reasons; a) a change of elites and actors in Uzbekistan,particularly Karimov and Inoyatov; b) Mirziyoyev’s taking the power. The mentioned factors changed Uzbekistan’s dominant discourse towards Tajikistan. This discourse change led to a better cooperation among the five Central Asian states in diverse areas without an involvement of external powers especially the Russian Federation and China.

    During the Post-Cold War era, Moscow used various tools to secure its interests in the Post-Soviet space. Although Russia's status as one of the world's great powers might have been questioned in theory and practice since the collapse of the Soviet Union, its determining role as a regional power among former Soviet republics has remained unquestionable. Authors hold that the concept of "regional hegemony" can be applied to understand Russia's relations with its neighbors. The continuity of a regional power’s hegemony despite its decline in terms of material capabilities may lead us to explore the role of non-material factors. Given the fact that Russia's material power resources have been declining to different extents and can hardly be enough to ensure the continuity of its regional hegemony, the authors investigate non-material elements and indicators of Russia's power. Using the theory of "Socialization and Hegemonic Power" which underlines the role of subjective elements in preserving hegemony, as well a descriptive – analytical research method, the authors try to tell why the research findings provide an answer to the following question: Why has Russia's regional hegemony survived the gradual decline of its material power resources and independent-minded policies of some post-Soviet states? The main hypothesis of the study underlines the role of cultural resources of Russia's power in forming post-Soviet elites' mindsets and supplementing military and economic elements and as a result perpetuating Russia's hegemonic status.
