    مهندسی و اخلاق دو حوزه متفاوت و مستقل هستند و در کار علم و مهندسی معمولا اخلاق و حکم اخلاقی دخالت ندارد، اما از آن جهت که علم با حقیقت سر و کار دارد و حقیقت بالاترین ارزشهاست، کسی که به علم می پردازد کاری کرده است که از نظر اخلاق ارزش دارد. مهندسان در جهان جدید و به خصوص در دهه های اخیر، در طراحی هایی وارد شده اند که در سرنوشت کشورها و گاهی در زندگی همه مردم روی زمین تاثیر دارد، از این رو باید بیندیشند که چه می کنند و آثار و نتایج کارشان چیست. اکنون سرنوشت جهان و مردم جهان به فناوری و سیر آن بسته شده است و مهندسان، این مقام و مسئولیت را باید درک کنند.

    مهم ترین چالش در تربیت مهندس در کشور پرورش ارزشهای انسانی و اخلاق مهندسی در دانشجویان مهندسی است. اگر میخواهیم به عنوان یک کشور کهن در جهان سرافراز باشیم و حتی ادامه حیات بدهیم، راهی جز آموزش و پرورش اخلاق در جامعه نداریم.
    لازم است اصول اخلاقی مهندسی را در دانشکده های مهندسی آموزش و مهم تر از آن اینکه این اصول را در دانشجویان مهندسی پرورش دهیم. الگوی اخلاقی بودن استادان مهندسی بهترین روش برای پرورش اخلاق مهندسی در این جوانان است.
    همان طور که معلمان اخلاقمند بهترین الگو برای پرورش اخلاق در دانش آموزان هستند، مهندسان اخلاقمند بهترین الگو برای پرورش اخلاق در همکاران خود در صنایع و موسسات خدمات مهندسی اند و استادان مهندسی هر چه بیشتر اخلاقمند بهترین الگو برای پرورش اخلاق در دانشجویان مهندسی هستند. ما استادان مهندسی میتوانیم با مراعات اخلاق در آموزش و پژوهش در حرفه خود برای جوانانی که چند سال از بهترین سالهای عمر خود را با ما می گذرانند، الگوهای اخلاقی بسیار خوبی باشیم. ما می توانیم امیدوار باشیم که آنان نیز به عنوان مهندسان اخلاقمند الگوهایی برای همکاران خود در موسسات تولیدی و خدماتی کشور باشند. با این اقدامات می توانیم امیدوار باشیم تا در جهان اعتلای اخلاقی و در نتیجه آن اعتلای علمی، اجتماعی، اقتصادی، سیاسی، فرهنگی و صنعتی یابیم. در این مقاله پیش نویس یک منشور اخلاقی استادان مهندسی پیشنهاد شده است تا اعضای هیئت علمی هر یک از دانشکده های مهندسی کشور بتوانند با توجه به آن و استفاده احتمالی از آن برای خود یک منشور اخلاقی تدوین کنند و با امضای آن خود را نسبت به اجرای مفاد آن متعهد سازند.

    بحث عملکرد مهندسان در جامعه، وظایف و مسئولیتهایی که مهندسان در توسعه اجتماعی، اقتصادی و صنعتی دارند و وجود طبقه مهندسان در سطوح مختلف مدیریت و برنامه ریزی کشور سبب شده است تا توجه به علوم انسانی و تاکید بر نقش آن در تربیت مهندسان طی دو دهه گذشته در صدر بازنگری و اصلاح برنامه های آموزش مهندسان قرار گیرد.
    از آنجا که تربیت در جهان کنونی و عصر دانایی فقط با آموزش میسر نیست، تکیه این نوشتار بر داشتن اعضای هیئت علمی ای است که نه تنها به علم و تخصص مربوط تسلط داشته باشند، بلکه رفتار و اعمال آنها سرشار از خردمندی و فضلیت باشد و به کمال معرفت و مکارم اخلاقی نیز آراسته شده باشند.
    اعضای هیئت علمی مهم ترین الگوی تاثیر گذار در تربیت و تعلیم دانشجویان هستند و اگر آنها صالح باشند و در انجام دادن فعالیتهای آموزشی و پژوهشی خود اخلاق حرفه ای را رعایت و در ادای مسئولیتهای خود با حکمت و عشق خدمت کنند، مطمنا تاثیرات ارزشمندی بر تربیت دانشجویان خواهند گذاشت. در این مقاله ابعاد اخلاق از نظر فلسفه عقلی و مسئولیت پذیری و ارتباط آن با نقش استادان در ایجاد الگوی انسانی برای رشد و تکامل سجایای اخلاقی در دانشجویان با استفاده از منابع ارزشمند]9-1[بررسی و مراتب در پرورش دانشجویان مهندسی چه به صورت مستقیم و چه به صورت رفتاری و غیر مستقیم مورد تاکید واقع شده است.

    بار اصلی پیشرفت اقتصادی و ارتقای کیفیت زندگی مردم، بر دوش متخصصان و به خصوص مهندسان است. از یک مهندس انتظاراتی بسیار فراتر از دانستن مجموعه ای از دانشهای بنیادین و فناوری های نوین است و الگوی کلی نظام آموزش مهندسی باید در خصوص ایجاد مجموعه ای از شایستگی هایی باشد که فهرست آنها به صورت متنوع در متون مرتبط و اسناد بین المللی یافت می شود. هر چند رسیدن به همه شایستگی های مطرح شده امری نا ممکن می-نماید، ولی حداقل باید به مجموعه شایستگی های مورد اشتراک نهادها و موسسات معتبر در این حوزه توجه وی‍‍‍ژه ای صورت پذیرد. اجتماع این ویژگی ها در یک فرد او را به جایگاه مهندس شایسته نزدیک می سازد. این ترکیب از شایستگی ها، الگوی شایستگی مهندسان را شکل می دهد. هر چند مهندسان در سازمان های مختلف مسئولیتهای بسیار متفاوت و بعضا غیر همسنخ را بر عهده می گیرند، ولی جوهره مشترک این مسئولیتها این امکان را فراهم می آورد که برای عموم مهندسان، فارغ از رشته تحصیلی و رسته شغلی آنها، الگوی شایستگی مهندسان تدوین شود. این الگو ابتدا از یک فرایند پژوهش کیفی به روش دلفی حاصل شد و سپس، در یک نظر سنجی از خبرگان این حوزه، مورد تایید کلی قرار گرفت و در نهایت، در یک پژوهش پیمایشی ارزیابی شد و از این طریق، الگوی نهایی که مشتمل بر 4 شایستگی کلان، 7 شایستگی اصلی و 28 شایستگی فرعی است، به دست آمد. چهار شایستگی کلان عبارت اند از: انگیزه متعالی، تخصص علمی، توانمندی عملی و اهتمام به رشد و بالندگی. هفت شایستگی اصلی یک مهندس شایسته عبارت است از: انگیزه متعالی در ارائه خدمت مهندسی، توانایی حل خلاق و نظام مند مسئله های مهندسی، تسلط بر حجم وسیعی از دانش پایه و مهندسی، مهارت در یکی از عرصه های کاربرد مهندسی، مهارت در انجام دادن کار گروهی در ضمن تعهد فردی، اهتمام به یادگیری مادام العمر و در نهایت، اهتمام به یاددهی خودانگیخته. در ضمن در فهرست شایستگی های نهایی، بر خلاف معمول، عنوان «اخلاق مهندسی» وجود ندارد و در عوض، متعالی بودن انگیزه یک مهندس، آنچه از یک مهندس اخلاقمند مورد توقع است، را تامین می کند.

    موضوع اخلاق(Morals)، آیین(Ethics) و اخلاق مهندسی از جمله موضوعهای نسبتا جدیدی است که در ایران هم به آن توجه شده است. در این مقاله به اخلاق مهندسی از نظرهای مختلف توجه شده است، با توجه به آنکه از مهندسان که سازنده جهان هستند گاه به عنوان مخرب و منهدم کننده نیز یاد شده است، مقاله حاضر کوششی است تا با ارائه تعریف مهندسی و توجه به دانایی، توانایی و اخلاق مهندسی، مشخص کند که مهم ترین ویژگی اخلاقی و آیینی مهندسان جهان پایی و پایش جهان است که به عنوان محور سوم به تعریف مهندسی افزوده می شود. در همین حال، جهان پایی در سه زمینه اصلی و ثابت، درک ارزشهای جهان، توسعه پایدار و درک ارزشهای انسان و درک ارزشهای خود تبلور می یابد که هر یک می توانند اجزا و عناصر دیگری را با خود داشته باشد؛ در این مقاله واژه آیین در مقابل کلمه Ethics، کاربرد یافته است.

    به دلیل گسترش و توسعه صنعت و فناوری، تصمیمات یک مهندس می تواند به طور مستقیم بر زندگی روزمره انسانها اثر بگذارد. از آنجا که مشاغل به سمت حرفه ای شدن پیش می-روند، مقابله با تعارضهای اخلاقی و گرفتن تصمیمات منطبق با اخلاق مهندسی در حرفه ای بودن یک مهندس بسیار مهم است. مهندسان معمولا به صورت گروهی با مهندسان دیگر یا وابسته به سازمانها یا شرکتها کار می کنند و کمتر به صورت فردی فعالیت دارند؛ به همین دلیل، باید از یک سری قواعد و قوانین سازمانی پیروی کنند که پایبندی به اخلاق سازمانی را برای مهندسان لازم می کند. پایبندی و تعهد به اخلاق حرفه ای و سازمانی افراد نسبت به یکدیگر تفاوت دارد و به همین دلیل است که با وجود برخی قوانین و مقررات حرفه ای یکسان در یک رشته، آثار و تبعات عملکرد حرفه ای یا سازمانی مجریان در جوامع مختلف تفاوت دارد؛ یعنی با وجود آنکه الگوی عمل مهندسان یکسان است، ولی بسته به نوع تفکرات و پایبندی یک فرد به ارزشها و مبانی اخلاقی عملکرد و نتایج مهندسان تفاوت پیدا می کند و اختلاف در اصول و مبانی اخلاقی و تربیتی افراد در عملکرد حرفه ای و سازمانی آنان تاثیر می گذارد، به طوری که نمی توان منکر باورهای عقیدتی و اجتماعی و سازمانی یک مهندس در عملکرد نهایی وی بود. بنابراین، علاوه بر اخلاق حرفه ای و اخلاق سازمانی، مبانی اخلاق که در مذهب، فلسفه، فرهنگ بومی، سنت، خانواده و ملیت ریشه دارد، در اخلاق مهندسی تاثیر مستقیم دارد و از ارکان آن محسوب می شود.

    امروزه، یکی از چالش های اساسی سازمانها بهبود اثربخشی آموزش مهندسی در منابع انسانی دانشی است. بدون تردید، فرایند اثربخشی آموزش مهندسی در منابع انسانی دانشی نیز نتیجه تعامل و ترکیب عوامل گوناگونی است. از آنجایی که اثربخشی آموزش مهندسی در منابع انسانی دانشی مقوله ای انتزاعی نیست و لزوما باید جنبه کاربردی داشته باشد، مدیریت سازمان نقش بسزایی در فراهم آوردن زمینه مناسب به منظور نهادینه کردن و ارتقای آن خواهد داشت و از این منظر، مشارکت منابع انسانی دانشی دارای اهمیت ویژه-ای است. در این مقاله سعی بر آن است تا اولا عوامل اخلاقی تاثیر گذار بر اثربخشی آموزش مهندسی در منابع انسانی دانشی از ادبیات تحقیق شناسایی و به طور مناسب طبقه بندی شوند، ثانیا، اثربخشی آموزش مهندسی در منابع انسانی دانشی با استفاده از فرایند تحلیل شبکه ای مورد تحلیل و بررسی قرار گیرد و در نهایت، استراتژی های مناسب بهبود اثربخشی آموزش مهندسی در منابع انسانی دانشی ارائه شود. روش مذکور در شرکت ایرانسل مورد آزمایش و ارزیابی و با استفاده از روش های اعتبارسنجی ساختاری بررسی می شود.

    Engineering and ethics are two distinct and independent fields. In the affairs pertaining to science and engineering, usually ethics and ethical codes are not involved. As science deals with truth which is of the highest values, everyone who deals with science has done something which has moral value. In the modern world, particularly in the recent decades, engineers have been dealing with designs and projects that affect the destiny of countries and sometimes all the people of the world. As a result, they should consider the consequences of their deeds. Presently, the destiny of mankind and the world is dependent on technologies and their trends. Hence, they should comprehend their status and responsibility.

    The greatest challenge in educating engineering students in our country is cultivating human values and engineering ethics in them. If we want to be proud of being an ancient country with great culture and progress in science and technology, we have no other choice but to educate and cultivate ethics and moral values in the country. It is necessary to teach engineering ethics in engineering schools, but more important than that is to cultivate them in our students. An engineering faculty member who possesses morality and ethical values can become a good model for his students. The same applies to the teachers in schools. Engineers with high moral and ethical values can cultivate human values in their colleagues in industry and other work places. The engineering professors, by respecting ethics in education and research can play can cultivate engineering ethics in the young people who spend some of the best years of their lives with them. A code of ethics for engineering faculty is proposed, so that any engineering faculty who wishes can benefit this code, and prepare a similar one for its members. A code that all faculty members of an engineering school get involved in its preparation and its approval will also be respected by them.

    Engineering professional performances, duties, and responsibilities in social, economical and industrial development have an important role in various sectors of industries, programming and management in the country. With such a concern, the revision of engineering education curriculum and including new social and human sciences are reported to be of great interest in the past decade. It is an accepted fact that in today’s globalization and knowledge based societies, the engineering education cannot be successful with only teaching various traditional courses. Having qualified faculty members with both excellent knowledge in their field of specialty and high wisdom and dedication as well as insight to human knowledge and ethics are very important for the social growth of the engineering students. Faculty members in the engineering schools are the main symbols for the students who follow their pattern in their life and career during their studies. If these members have high morals and good dedication to their duties and responsibilities, then more likely the students will utilize these style and professional attitude in their life manner of working habit after graduation. In this article it is tried to elaborate such aspects of ethics among faculty members of engineering schools with regards to the intellectual philosophy and superiority of having more human relationship with students. Valuable sources on engineering ethics are discussed and strong scientific and friendship interaction between faculty members and students to develop valuable graduate engineers are emphasized.

    The economic progress of a country, as well as the standard of living of the people, lies heavily on the engineers shoulders. One has higher expectations from engineers than just being knowledgeable in the basic and engineering sciences. Engineering education system should make every effort to educate competent engineers. Engineers are engaged in various fields of activities, yet one can develop a model for engineering competency, irrespective of their specialized field of expertise. In this article a competency model is developed through a Delphi approach, and by consulting prominent engineers and educators. Then the model is presented to the engineering graduates of Sharif University of Technology, Iran for self-evaluation and criticism. The final model consists of four fundamental competencies, with seven basic and twenty eight sub competencies. The four fundamental competencies are: exalted motivation to render the most effective and unconditional engineering service to those who need it most, scientific expertise, practical abilities and the desire for life-long learning and educating of younger engineers. In the competency model, engineering ethics is included in exalted motivation to render the most effective service to those who need it most, along with possessing human values.

    Engineering ethics and morals in engineering are rather new subjects in engineering education and activities. Because of engineering activities which create and change the world, as well as to sustain the world life, deals with a new definition of engineering which the engineering ethics named “Global Concerning”. It is added to the previous engineering knowledge and abilities as the third axes of engineering definition. The “Global Concerning” as engineering ethics is discussed in three main headlines: Understanding the environment and sustainable development, understanding the humanity and human rights and finally self understanding. There are many subtitles which are specified under the above mentioned headlines in this article.

    Industries and technologies are so developed that the decisions made by an engineer can directly affect the daily affairs of people. As jobs are becoming more and more professional, it is a mark of professionalism for an engineer to observe ethical codes and to make decisions on the basis of engineering ethics. Engineers usually work together in groups or with other engineers affiliated to other organizations or companies. As a result, they are required to observe a series of ethical and organizational codes and rules. People have different professional and organizational ethical commitments. Consequently, certain identical codes and rules in a given field may have different professional and organizational effects and outcomes in different societies. In other words, engineers have identical models of performance, yet depending on their manner of thinking and the extent of their commitments to the values and ethical basics, their performances are different, and differences in ethical principles and basics affect their professional and organizational performances. The impact of an engineer’s ideological, social and organizational beliefs on his/her performance is undeniable. In addition to professional and organizational ethics, ethical basics that have their roots in religion, philosophy, native culture, traditions, family and nationality, directly influence the engineering ethics and are regarded as its pillars.

    Today, one of the fundamental challenges in engineering education organizations to improve the effectiveness of human resources is knowledge. Undoubtedly, the effectiveness of the process of engineering education in knowledge workers results the interaction of various factors. Since the effectiveness of engineering education in human resource knowledge categories is not necessarily an abstract, but it is the applied aspects of management. Any organization plays an important role in providing a proper ground for institutionalizing and promoting knowledge. In this respect, participation of human resources with knowledge is important. This article tries to first indicates the factors affecting the effectiveness of moral education in human resource knowledge of engineering research literature identified and are properly classified, secondly, the effectiveness of engineering education in human resource knowledge using process analysis network analysis are examined and strategies and ultimately improving the effectiveness of human resource knowledge in engineering education are presented. For such knowledge development the MTN Company tested and evaluated using structural validation methods and results are discussed.
