    سفارت همواره و از جمله ماموریت های مهم و تاثیرگذار در تاریخ سیاسی و اجتماعی اسلام بوده است. از همین رو برای یک سفیر صفات شایسته ای از جمله راست گویی، امانت داری هوشیاری، تیزهوشی، شیرین بیانی، موقع شناسی و شجاعت را برشمرده اند. این صفات موجب می شد تا سفیران در حل و فصل مسائل پیش رو، کمتر دچار اشتباه شوند و نحوه مذاکره خود را تقویت کنند. در دوره مغولان و ایلخانان، سفارت جایگاهی مهم داشت و سفیران از امتیازات ویژه ای چون مصونیت سیاسی، معافیت مالیات گمرکی و تسهیلات سفر برخوردار بودند و در گزینش آنها دقت کافی صورت می گرفت. سفیران معمولا از طبقات بالای جامعه و از میان شاهزادگان رجال سیاسی و قاضیان انتخاب می شدند. در این پژوهش کوشش می شود تا مهم ترین جنبه های تشکیلاتی و اجتماعی حیات سفیران مورد بررسی قرار گیرد.

    مواضع خصمانه ایلخانان در برابر ممالیک که بخشی اعظم از توان آنان را به خود مصروف کرد، پیامدهایی در عرصه سیاسی به دنبال داشت. شناخت ابعاد و زوایای این روابط و همچنین پیامدهای آن می تواند چشم انداز روشن تری از مناسبات قدرت و روابط خارجی ایلخانان ترسیم کند. یافته های پژوهش حاضر نشان می دهد که جهت گیری و مبانی سیاسی ایلخانان در برابر ممالیک بر اساس شکست عین جالوت و ناکامی در رسیدن به اروپا تعریف شد و به رویکردی خصمانه و درازمدت در عرصه مناسبات سیاسی آنان تبدیل گردید. این رویکرد در کنار شکل گیری رسم پناهندگی، شبکه ای گسترده از دسیسه، افتراء گروه گرایی و ناامنی جانی و شغلی را در مناسبات درونی ایلخانان به دنبال آورد و در عین حال، منجر به گرویدن آنان به اسلام، به مثابه ابزاری برای مشروعیت بخشی به قدرت و نبردهای شان در برابر ممالیک شد. همچنین در ساحت سیاست خارجی نیز اسباب دوستی و نزدیکی ایلخانان با اروپا، روابط حسنه ممالیک با اردوی زرین، تاثیرگذاری فرهنگی و مذهبی مصریان بر آنان و آشنایی اروپا با جهان شرق را فراهم کرد.

    نقش گیلان در روابط خارجی ایران با روسیه در دوره صفویه تا آغاز حکومت شاه عباس اول، موضوع بررسی پژوهش حاضر است و این منطقه به سبب موقعیت جغرافیایی در کنار دریای خزر و اهمیت تجاری آن ، همواره مورد توجه بود. مساله اصلی تحقیق این است که گیلان چه نقشی در روابط خارجی ایران و روسیه در نیمه نخست حکومت صفوی داشت؟ نتایج پژوهش نشان می دهد که گیلان بیشترین نقش را در ارتباطات مواصلاتی و تجاری بین دو کشور ایفاء می کرد و روابط تجاری ایران و روسیه بر مبنای بازرگانی دولتی بود. نکته مهم تر اینکه، سفرای روسیه بیشتر در قالب تجار فعالیت می کردند و هدف سیاسی آنان، اتحاد علیه دشمن مشترک یعنی عثمانی بود؛ هر چند که این سیاست به سبب عدم انطباق رویه های سیاسی دو کشور هرگز عملی نشد. از سوی دیگر، حکام محلی گیلان نیز در این دوره با روس ها ارتباط مستقیم تجاری داشتند و حتی با تهدید دولت صفوی ، به دنبال اتحاد سیاسی با روس ها برای حفظ قدرت خود بودند. بنابراین، دولتمردان ایرانی به سبب ناآگاهی از شرایط داخلی روسیه و اهداف منطقه ای آنها ، دیپلماسی مناسبی در روابط با روسیه در نیمه نخست حکومت صفوی اتخاذ نکردند و حتی متوجه رویه منفعت طلبانه و طمع ورزی آنها در منطقه مرزی گیلان نشدند.

    روابط ایران و روسیه در پنج سده گذشته، موضوعی حیاتی برای ایران بوده و در پرتو آن، هم تهدیدهای مهم برای کشور ایجاد شده و هم در مواردی، میان دو طرف همکاری ها و گاه نیز اتحاد علیه تهدیدات مشترک برقرار بوده است. در این مقاله، نگارنده کوشیده است تا با نگاهی به تاریخ تحولات روابط ایران و روسیه، امکان هایی نظری برای درک بهتر وضعیت کنونی این روابط و چشم انداز آینده آن فراهم آورد. پرسش های مطرح شده در نوشته حاضر آن است که چگونه می توان با نگاهی واقع بینانه روابط ایران و روسیه را در سده های گذشته تحلیل نمود و برای آینده، چشم اندازی مناسب ارائه کرد؟ مهم ترین عوامل موثر بر روابط دو دولت در این بررسی تاریخی کدامند؟ روش مورد استفاده بر اساس نگرشی کلان و ایده محور، تاریخی و تطبیقی به مقاطع مهم تاریخ روابط دو دولت و تحلیل ابعاد مهم آن است و تاکید بر دوره هایی است که روابط ایران و روسیه موضوعیت جدی تری داشته است.

    امپراتوری بریتانیا طی چند قرن از آغاز قرن هفدهم تا پایان قرن بیستم میلادی، قدرت برتر در خلیج فارس بود. انگلیس برای حفظ برتری قدرت و منافع خود در منطقه از هیچ کوششی فروگذاری نمی کرد و برای تامین این اهداف، ابزارها و الگوهای مشخصی داشت. ایران یکی از کشورهای مهم منطقه بود که انگلیس از اوایل قرن هفدهم میلادی روابط ویژه با آن برقرار کرد. کیفیت این روابط به قدرت حکومت مرکزی در ایران بستگی داشت، علاوه بر اینکه تحت تاثیر تحولات و رقابت های بین المللی نیز بود. اگر بپذیریم که سیاست خارجی دارای عناصر مستمر و مداوم در کنار عناصر تغییرپذیر است، باید گفت که شناخت الگوهای رفتاری انگلیس و ابزارهای به کار رفته در طول تاریخ اهمیت خاص دارد و بررسی ریشه ها می تواند در فهم سیاست های امروز این کشور راهگشا باشد. سوال اصلی پژوهش حاضر این است که اهداف و الگوهای سیاست خارجی امپراتوری بریتانیا و حضور این کشور در خلیج فارس چه بوده است؟ فرضیه این است که بریتانیا از الگوی ویژه و منحصر به فردی برای ایجاد و گسترش الگوی استعماری و هژمونیک منطقه ای خود بهره می برد و آن به کارگیری نیروهای مختلف سیاسی، اقتصادی و نظامی و استفاده از نیروهای منطقه ای و محلی برای پیشبرد اهداف خود در منطقه خلیج فارس بود.

    بررسی روابط سیاسی و مناسبات بین دولت های همجوار از مباحث مهم دوره های تاریخی به ویژه در حکومت های مقتدر محسوب می شود. در میانه قرن دوازدهم قمری، تضادهای سیاسی میان دو قدرت افشاریه و عثمانی در جهان اسلام، روابط آنها را دستخوش تحولات کرد. در این مقاله، اوضاع ایران پس از مرگ نادرشاه بنیان گذار افشاریه در سال 1159ق./ 1747م. و کشمکش های میان اعضای خاندان افشار برای کسب تاج و تخت و همچنین نزاع ها میان حاکمان و روسای قبایل در مناطق مختلف ایران بررسی شده است. همچنین کوشیده ایم با استفاده از منابع به این سوال پاسخ دهیم که چرا دولت عثمانی علی رغم پیشنهادها و تشویقات متعدد برای اشغال ایران در دوران بحرانی بین سال های 1172-1159ق./ 1759-1747م. سیاست صلح و عدم دخالت در امور داخلی ایران را پی گرفت؟

    Ambassadorship has always been a significant and influential mission in the course of political and social history of Islam. Due to the importance of this position, ambassadors have always been held to be truthful, trustworthy, vigilant, sharp-minded, smooth-talker and eloquent, tactful and courageous. It was by virtue of these traits that ambassadors would manage to resolve the issues they faced with maximum efficiency and enhance their negotiating style. During the Mongol and Ilkhanate era embassies retained a lofty position and ambassadors enjoyed special prerogatives such as political immunity, customs tax exemption and travel facilities; this made it all the more exigent that ambassadors be selected after heavy vetting and deep background checks, thus it was from among the higher echelon of the society, e.g., princes, statesmen and judges, that ambassadors were selected.

    The Ilkhanate pursued a hostile line towards the Mamluk Sultanate, a policy that consumed a chunk of their resources and had political ramifications for them. Shedding light on these relations and assessing their ramification could deliver a more accurate outlook on power bargains and foreign relations within the Ilkhanate system. The research findings suggest that the attitude and political bases of the Ilkhanate vis-à-vis the Mamluk Sultanate was drastically defined by their failure in the Battle of Ain Jalut which put an end to their ambition of expanding into Europe; this ushered in a chapter of enduring hostility in their political relations. This hostile attitude coupled with the emergence of the notion of asylum, set the stage for an expansive network of machination, libel, sectarianism, insecurity of lives and jobs within the Ilkhanate internal dealings and, at the same time, pushed them towards conversion to Islam as a means to legitimize their power and the battles they fought against the Mamluk Sultanate. Moreover, on foreign policy plain this rift precipitated close relations between the Ilkhanate and Europe on the one hand, and close times between the Mamluk Sultanate and the Golden Horde on the other, which eventually led Egyptians to bear cultural and religious impact on them and for the Europeans to acquaint themselves with the orient.

    The current article seeks to study the significance of Gilan in the relations of Iran and Russia from the establishment of the Safavid dynasty until the reign of Shah Abbas the Great. Situated on the coasts of the Caspian Sea Gilan is especially important in regard with trade and commerce. The article seeks to answer what role did Gilan play in Iran’s and Russian’s foreign relations in the first half of the Safavid rule? The findings of the research suggest that Gilan played a prominent role in terms of it being a communication and trade center for the two countries and the trade relations between Iran and Russia was based on state commerce. More importantly, Russian ambassadors acted in the capacity of tradesmen whose political objective was to unite with Iran against their common enemy, i.e., the Ottoman Empire; an objective that was never accomplished due to major policy inconsistencies between the two countries. On the other hand, local rulers in Gilan had cultivated their own trade ties with the Russians to a point of strength that went so far as to threaten the Safavid government and seek political alliance with the Russian in a bid to hold their grip on power. Under these circumstances, due to unawareness of Russian domestic situation and their regional ambitions, Iranian statesmen could not conduct an appropriate diplomacy with their neighbor to the north for the first half of the Safavid rule. More devastatingly, they even failed to understand Russians’ interests-oriented and avaricious attitude in Gilan borderland.

    In the course of the last five centuries Iran’s relations with Russia has been a critical mixed blessing; it has both been the source of grave threats against Iran and, on some occasions, it has provided a basis for cooperation and a platform on which alliances could be formed to ward off common threats. The current article is an attempt to take stock of the developments in Iran-Russia relations in order to lay the theoretical groundwork for better understanding nowadays’ relations and future perspective. The author seeks to find answer to the question as to how could Iran-Russia relations during the past centuries be assessed from a realist point of view? what future is conceivable based on a realist perspective? and, what are the most important factors bearing upon the relation in this historical period? The methodology has been informed by a grand scheme and an ideational, historical, comparative and analytical approach to major periods of the history of relations between the two countries; the focus, needless to say, has been on the periods that matter to Iran-Russia relations.

    Abstract
    The British Empire was the predominant power in the Persian Gulf region from the 17th through the 20th century. To maintain her predominance and protect her interests in the region the British Empire went on great lengths and employed certain instruments and utilized well-defined patterns. Among the countries in the region Iran stood out as a significant force, for which reason, the British established special relations with it. The quality of Irano-British relations, however, depended on the power of the central government in Iran and was influenced by great power rivalries on the international scene as well. Assuming that foreign policy is comprised of constant and variable elements, it is immensely important to study British comportment, their policy pattern and preferred tools through the history as it can contribute to a more accurate understanding of its modern-day policies. The main question driving this article is what objectives did the British pursue and what patterns did they follow in their foreign policy in the Persian Gulf? The hypothesis is that Britain used a peculiar and rather unique pattern to spread its colonial rule and strengthen its hegemony in the region; it exerted its power on political, economic and military plains and exploited the local actors to further its goals in the Persian Gulf region.

    Studying the politics and foreign relations of neighboring countries has occupied a special place in various historical periods, specifically when it concerns powerful states. In the mid-18th century, political contention between the Afsharid and the Ottomans within the context of the Islamic world, was the main driver of change in their relations. This article has taken as its subject matter the state of affairs in Iran in the wake of Nadir Shah’s death, the founder of the Afsharid dynasty, in 1747 A.D. and assess the power struggle among House Afsharid to ascend the throne; the struggle between various local and tribes’ rules across Iran has also been studied. Attempts have been made to find answer to the question as to why the Ottomans pursued a policy of peace and non-intervention with Iran despite multiple enticements for occupation during the tumultuous years of 1747-1759?
