    جغرافیای سیاسی به عنوان یک رشته دانشگاهی در یکصد سال گذشته با پشت سرنهادن فراز و نشیب های بسیار، رشد و توسعه چشمگیری را تجربه نموده است، بویژه ژئوپلیتیک که به عنوان یکی از موضوعات جغرافیای سیاسی، توجه محافل علمی و سیاسی را به خود جلب نمود. از آنجا که موضوع اصلی ژئوپلیتیک یعنی بررسی و مطالعه روابط و پیوندهای فرامرزی میان واحدهای سیاسی در مقیاس های محلی، ملی، منطقه ای و جهانی، شباهت و نزدیکی بسیاری با موضوعات مورد مطالعه در دانش روابط بین الملل به ویژه در سطوح ملی، منطقه ای و بین المللی دارد، همین امر موجب ایجاد ابهام درخصوص علت وجودی دو دانش، نسبت آنها با یکدیگر و مفاهیم وموضوعات مشترک و اختصاصی دو دانش در میان دانشجویان و پژوهشگران گردیده است.
    پرسش اصلی مقاله حاضر این است که علت اصلی شباهت و نزدیکی میان جغرافیای سیاسی (بخصوص ژئوپلیتیک) و روابط بین الملل چیست؟ علاوه بر این سئوال، پرسش های دیگری نیز مطرح است که می توان به موارد زیر اشاره کرد:الف - نسبت میان جغرافیای سیاسی، روابط بین المللی و ژئوپلیتیک چیست؟ ب - مفاهیم اختصاصی و مشترک آنها کدام هستند؟
    د - چه تفاوت ها و شباهت هایی به لحاظ روش شناختی میان دو دانش برقرار است؟ در مقاله حاضر تلاش گردیده است با استفاده از روش مقایسهای به پرسش های یاد شده پاسخ داده شود. بر اساس نتایج بدست آمده، علت اصلی شباهت و نزدیکی جغرافیای سیاسی (به ویژه ژئوپلیتیک) با روابط بین الملل مورد مطالعه واقع شدن مفهوم کلیدی کشور (حکومت) یا دولت در هر دو دانش است. از میان موضوعات مطرح در جغرافیای سیاسی، ژئوپلیتیک به علت فرامرزی بودن و مطالعه روابط میان واحدهای سیاسی نزدیکی بیشتری با روابط بین الملل دارد. به لحاظ روش شناختی مفاهیم «مقیاس» و «سطح تحلیل» دارای نقش محوری در طبقه بندی اطلاعات، محدوده و دامنه متغیرها دارند. از لحاظ مکاتب فکری و روش شناختی نیز شباهت و تفاوتهای جالبی میان دو دانش وجود دارد که مشروح آن در مقاله ذکر شده است.

    نویسنده در این مقاله به بررسی یکی از مهمترین عوامل تهدید امنیت ملی یعنی – نابرابری های شهری – می پردازد. موقعیت کنونی کشور ایران که مراحل گذار تاریخی خود را می گذراند، سبب رشد بیرویه جمعیت شهری و افزایش نابرابری ها در مناطق مختلف آن گردیده و مدل خاصی از جغرافیای سیاسی شهری را ایجاد کرده است. این بررسی کوششی برای ارزیابی وجوه نابرابری با استفاده از شاخصهای اشتغال و مسکن در مناطق 22گانه شهر تهران است. نتایج تحقیق نشان می دهد که در مناطق 22 گانه تهران تفاوت های قابل ملاحظه ای از نظر فرصت های شغلی وجود دارد. به طوری که گروه شغلی کارگران ساده در بخش های جنوبی شهر بیش از نیمه شمالی آن متراکم هستند. همچنین بررسی های انجام شده راجع به پراکندگی فقر با استفاده از ساکنان چهارنفر به بالا ساکن در یک اتاق حکایت از آن دارد که مناطق متراکم فقر نیز به طور یکسان در شهر پراکنده نشده اند.چنانکه مناطق جنوب شهر، حوزه های متمرکز فقر را تشکیل می دهند. با توجه به شاخص های مورد بررسی، یکی از مهمترین منابع تهدید امنیت اجتماعی و ملی در تهران، نابرابری درپراکندگی مشاغل ابتدایی و فقر و تمرکز آن در جنوب شهر می باشد. با توجه به نکات مذکور باید اذعان کرد که نابرابری و محرومیت شهری، خطری مستقیم برای امنیت اجتماعی بشمار می آیند.

    ایران از جمله کشورهایی است که سازماندهی سیاسی فضا در آن ریشه تاریخی دارد. تا آنجا که بررسی های تاریخی نشان میدهد اولین تجربه تقسیم فضای سرزمینی به عهد هخامنشیان بر میگردد، حال سوال اصلی آن است که علیرغم آنکه، پیوستگی مولفه های تقسیمات کشوری و ثبات سیاسی از منظر تسهیل حاکمیت دولت و اتصال دولت- ملت در سطوح مختلف در پهنه سرزمینی، پیوسته به عنوان هدف غایی در نظام برنامهریزی مورد عنایت بوده است. چرا الگوی تقسیمات کشوری به خصوص در دوران معاصر در دستیابی به این هدف ناکام بوده است؟ فرضیه در نظر گرفته شده آن است که در باب عوامل ناکامی این الگو یکی از عواملی که کمتر به آن توجه شده است شکلگیری و تقسیمات سیاسی داخلی مدرن و اجرا نشدن اصول قانون اساسی مشروطه است که تحت لوای حکومت متمرکز با کودتای 1299ه.ش رضاخان شروع شد. در واقع اتخاذ مشی اقتدار گرایانه او که در جهت عکس اقتدار قانون اساسی به مثابه محور توسعه سیاسی دوره پیش تحقق یافته بود باعث شد تا گرایشهای قومی و فرهنگی تقویت شوند و با فروپاشی استبداد اول و دوم به شکل فعال و متراکم در آیند که نمونه های آن را در بحرانهای آذربایجان و کردستان دهه بیست و بحرانهای قومی بعد از انقلاب شاهد هستیم. این تحقیق با هدف بررسی رابطه بین الگوی تقسیمات کشوری و بی ثباتی سیاسی بین دو انقلاب مشروطه و انقلاب اسلامی با روش کتابخانه ای و تحلیل محتوا درصدد است، این مقطع از تاریخ سازماندهی سیاسی فضا در ایران را تحلیل نماید.

    مواد مخدر تاثیر عمیقی بر تمامی افراد و جوامع سراسرجهان دارد. در بعد فردی، مواد مخدر سلامت، زندگی و امنیت افراد را با خطر روبر کرده است. در بعد ملی، رابطه مواد مخدر با جرایم باعث بروز مناقشات، معضلات اجتماعی، تضعیف دولتها و عقب ماندگی کشورها شده است. کشورهای فقیر به شدت در برابر مواد مخدر آسیب پذیر بوده و نیازمند کمک هستند، زیرا آنها فاقد منابع کافی برای مقابله با چرخه جرم و جنایت می باشند. در بعد جهانی نیز مسئله مواد مخدر اهمیت مشابهی دارد: بازارهای مواد مخدر هیچ مرزی ندارند و ماهیت فراملی آنها موجب می شود که هیچ دولت واحدی، چه فقیر و چه غنی نتواند به مرزهای این بازارها دست یابد.
    مواد مخدر در تقسیم بندی اولیه از دو نوع خارج نیست، یامنشاء آن طبیعی است، که از خشخاش، شاهدانه و کوکا به دست می آید. و یا مصنوعی است که به طریق آزمایشگاهی استحصال می شود، مانند متاآمفتامین و آمفتامین (اکستاسی). مخربترین ماده مخدر در جهان، مواد افیونی خصوصا هروئین است که بزرگترین کانون تولید آن درجنوب غرب آسیا به ویژه در افغانستان است. تولید و قاچاق آن، ایران، پاکستان و کشورهای آسیای مرکزی را به شدت تحت تاثیر خود قرار داده است.
    سودآوری و ارزش افزوده قاچاق مواد مخدر موجب شکل گیری گروه ها و شبکه های مافیایی قاچاق شده است. گروهی بودن، برنامه ریزی پیچیده، اغراض مالی بسیار قوی با هدف رسیدن به بالاترین سود، فعالیت در سطوح ملی، فراملی و بین المللی، برخورداری از سیستم اطلاعاتی قوی، تمایل به نفوذ در قدرتهای رسمی سیاسی برای برقراری ارتباط با عوامل دولتی، تلاش برای تحت نفوذ درآوردن قدرت رسمی و دخالت در تصمیم گیری ها، فرهنگ سازمانی سخت و خشن و... همگی از ویژگی های قاچاقچیان سازمان یافته است. این مقاله با توصیف وضعیت کنونی مواد مخدر در منطقه، چالش های ژئوپلیتیکی آن را در جنوب غرب آسیا بررسی می نماید.

    رقابتهای ژئوپلیتیک نقش بسیار مهمی در همگرایی و واگرایی گروهبندی های منطقه ای ایفا می کند. فلسفه ایجاد آ. سه. آن و اکو بسیار به یکدیگر شبیه است، هر دو سازمان با هدف دوری جستن از کمونیسم و با تشویق غرب تاسیس و تداوم یافتند. ولی پویایی این دو سازمان در طول زمان تا حدودی متفاوت بوده است. در مجموع کارنامه آ.سه. آن در ابعاد مختلف خصوصا بعد اقتصادی درخشان تر از اکو است. به دلیل تفاوت موقعیت ژئوپلیتیک این دو منطقه، قدرتهای بزرگ گرایش بیشتری به مداخله در منطقه اکو از خود نشان داده اند. منافع قدرتهای بزرگ جهان با منافع ایران در افغانستان، آسیای مرکزی و قفقاز همخوانی ندارد و این امر عامل منفی در فرایند همگرایی اکو ایفا می نماید. علی ا یحال، اگر اکو در برنامه های اقتصادی خود موفق عمل کند دخالت منفی قدرتهای خارجی تحت الشعاع آن قرار خواهد گرفت. ژئوپلیتیک آ.سه.آن به گونه ای است که قدرتهای بزرگ در آنجا دچار درگیری منافع نیستند. از طرف دیگر، کشورهای آ.سه.آن نیز با منافع قدرتهای بزرگ رقابت و تضاد ندارند و این امر نقش قدرتهای بزرگ را در همگرایی آ.سه.آن مثبت کرده است. مقاله حاضر، در تلاش است، به روش تحلیلی و مقایسه ای زمینه های همگرایی و واگرایی را در میان اعضای اکو و اتحادیه آ.سه.آن مورد بررسی قرار دهد.

    Passing through many ups and down, Political Geography as an academic discipline, has experienced significant and noticeable growth and development during the last hundred years especially Geopolitics, which as a subject of Political Geography, has attracted the attentions of political and scientific circles. While the actual topics of Geopolitics i.e. review and study of relations among political units in local, national, regional and zonal scale, there are much similarities with proposed topics in the knowledge of international relations especially at national, regional and international levels and the same matter cause ambiguity between two knowledge, their relations with each other as well as common definition, topic and particularly specific knowledge between students and researchers.The present article tries to pose the major question such as what are the main reasons of resemblance and proximity between Political Geography (especially Geopolitics) and International Relations. In addition to this, numerous questions have been propounded which are as follows:a) What are the relationship between Political Geography, International Relations and Geopolitics?b) What are their specific and common concepts?c) What is the resemblance and differences in this two knowledge, with reference to methodology?The present article has attempted to reply the questions through comparative methods. According to the accumulated results, the main reason of similarities and proximities of Political Geography, Geopolitics and International Relations is the presence of key concept of country or the state in both the knowledge.

    The present article attempts to study one of the key factors of national security threat i.e. urban disparity. The present Iranian condition that is passing through its historical stages cause the irregular growth of urban population and increase of inequalities in its various zones and thus, have create a particular model for urban political geography. This study is an attempt to assess those disproportionate phases through the help of employment and dwellings indicators of 22 zonal units of Tehran. The result of the current research shows that there is considerable variation in 22 zones of Tehran with reference to the job opportunities. As a matter of fact, major concentration of ordinary work force is in the southern parts in comparison to northern half of the city. Thus, with reference to the scattered poverty, the studies were conducted by using the sample of four and more people living in one-room highlights that poor concentrated zones are also not scattered on equal footing. As such, southern zones form the concentrated domain of the poor. With due attention to the indicators of the proposed study, one of the important sources of social and national security threat in Tehran is inequality in dispersion of initial employment and poverty and their concentration in the southern city. With attention to the above points, it must be acknowledged that inequality and urban deprivation are counted as the direct threat to social security.

    Iran is a country whose political set up has long historical background and historically, the initial efforts to divide the national territory dates back to Achaemenid era. Despite the fact that adherence to administrative divisions and political stability from the aspects of continuity of sovereign government and nation-state at different level have always been considered as the final goal in the planning system, here question arises that why the pattern of administrative divisions especially in the contemporary era have failed in accessing to this goal? Hypothetically, it has been assumed that with reference to the failure of this pattern, one of the factors which has not been fully taken into account is the formation modern internal political divisions as well as none execution the fundamental legal principles that was started under the aegis of central government with the coup-d’etat of 1920 by Reza Khan. Actually, fostering his authoritarian way that was contrary to the constitutionalism had fulfilled the basis for political development in the previous era, lead to empower national and cultural movements and collapse of the first and second autocracy, instance of which can be seen in the Kurdistan and Azerbaijan crises of 1920s. This research aims to study the relationships between the pattern of administrative divisions and political instabilities between two constitutional revolutions and Islamic revolution, using literature survey and content analysis methods.

    The Narcotics has a profound effect on individual and the world communities. While, individually, they endanger health and personal security, nationally the narcotics crimes cause brawling, social intricacies, weakness of the states and backwardness of the country. The poor countries are highly vulnerable to narcotics and need cooperation because they lack the necessary resources to counter the cycles of crimes and delinquency. Internationally, narcotics problems have important significance. The narcotics markets have no boundaries or limitations and their transnational nature shows that none of the states whether rich or poor could gain access to the boundaries of these markets.From their initial classification, narcotics are of two kinds i.e. their natural origin are from poppy seeds, coca, and if manufactured in laboratory these are Meta amphetamine/ Amphetamine, which are the most destructive narcotics. Opium and especially heroine is the narcotics, which has its largest production in Southwest Asia especially Afghanistan. Narcotics production and smuggling has seriously affected Iran, Pakistan as well as Central Asian countries.The lucrative and profitable smuggling has caused the formation of groups and mafia networks. The collective nature of smugglers requires sophisticated programs with the ambitious objectives to accumulate enormous money, complex programming, active at national, transnational and international levels, use of strong information networks, inclination to influence political system, intervene in policy- making, organizational culture etc. This paper tries to describe the present conditions of narcotics in the southwest Asia and their geopolitical challenges.

    Recently, geopolitical competitions have very important role in convergence and divergence of economic blocks because states have learned that they lack all requisites for economic prosperity and having a flourishing economy needs to form economic-political institutions. History proved that economy is not an independent issue rather it is closely interlinked to politics and culture.Economic Cooperation Organization (ECO) and Association of Southeast Asian Nations (ASEAN) are two major politico economic blocks, which in spite of common history have produced different results. Both organizations are alike and were established with the aim to have distance from communism, under western encouragement. ECO member-states have been lacking the necessary political and economic coordination thus has not proved a dynamic organization, whereas ASEAN has taken lead on many fronts.Through applying geopolitical and international political theories especially the model of Cantori, Louis J. and Steven L. Spiegel, this article tries to study and comparatively analyze the weaknesses and potentials of both organizations. The findings show that ASEAN benefits more than ECO in economic, political, cultural, organizational and communicational coordination. Furthermore, the role of major powers and geopolitical factors in ASEAN has been more constructive than ECO. Geopolitics in ECO has made this region as vulnerable for great powers interference, and therefore the integrity of the region cannot be shaped properly. In sum, ASEAN economic integration has been more developed than ECO.
