    There are explicit sentences and predicates about Jihad in Islamic texts. The authors try to present a comperhensive definition of Jihad, its principles, charging religious rule of Jihad in the ornery and compulsive situation, kinds of Jihad, its issue and finally persons to whom prescribed Jihad. This is obvious that Jihad is an obligatory duty in Islamic jurisprudence. However Jihad is not obligatory in some cases such as when infidels conclude an agreement by Muslims or come to theHaram area (Mecca) or build relation by Muslims in heram months.even though it is permitted when enemies violated contracts or heram months.

    Traditionally, security has been defined as the absence of threats for countries. Thus, it has been considered in a hard, reductionist term. In this new era, the globalized world caused changes in this definition and it seems that the former definition is incapable of interpreting current security issues.it means that national security and the threats of other states are not whole of the story. In order to meet security needs in the new era, states have to increase their welfare situation and consider soft aspects of security.

    The United States of America as the most powerful country in the world, China as an emerging power and the largest developing country in the world and Turkey as a developing and middle income country, have pied more their attention and tightened engagement with Africa. For the U.S, Safeguarding peace and tightening security condition, as well as achieving economic interests and promoting American values in the world, are main goals in Africa. China follows the path of Peaceful Development, so its bilateral trade and economic cooperation with African countries have grown rapidly; cooperation in other fields has yielded good results; and consultation and coordination in international affairs has been intensified. By offering aid without preconditions, China has presented an attractive alternative to conditional Western aid, and gained valuable diplomatic support to defend its international interests. Turkey, as the main Rival of the Islamic Republic of Iran in achieving the role of region’s first power, adopted an active policy toward Africa in recent years.

    During the Cold War the American government applied both hard power & soft one in competition with the Soviet Union and Communism. Considering the end of the Cold War and the rise of some soft threats, the U.S will face the need to revise its national interests and focus on soft power to overcome. In the other perspective, in an age of globalization the security issues from hard elements (realism approach) change to soft ones (liberalism approach) such as human rights, democracy and environments. Thus in this paper studies the security issues from hardware and software perspectives and adopst this issue on the U.S foreign policy especially its strategies regarding human rights during the Cold War and after 9/11 attacks.
