    تحولات در جوامع و کشورهای اسلامی همواره مورد توجه ویژه دولت ها در ایالات متحده قرار داشته است. امروزه اسلام سیاسی به عنوان رقیب و دشمن غرب و امریکا جای کمونیسم را گرفته است. به دنبال رویداد 11 سپتامبر و افزایش سطح خصومت نسبت به مسلمانان در امریکا و متعاقب آن حمله امریکا به افغانستان و عراق، رویکرد بوش به جهان اسلام با انتقادات شدیدی روبه رو شد. با روی کار آمدن باراک اوباما انتظار می رفت با توجه به وعده او مبنی بر تغییر رویکردش در سیاست خارجی به ویژه در قبال کشورهای اسلامی، شاهد تغییراتی جدی در این زمینه باشیم. مقاله حاضر نیز در این راستا در پی پاسخ به این پرسش است که آیا سیاست اوباما در قبال جهان اسلام انتظارات مسلمانان را برآورده ساخته است یا خیر. نویسنده بر این اعتقاد است که سیاست اوباما در قبال جهان اسلام به دلیل تداوم سلطه لابی صهیونیستی و نیز رفتارهای متناقض در جهت بهبود چهره امریکا علیه مسلمانان چندان کارساز نبوده است. ازاین رو، بیش از آنکه در دوره ریاست جمهوری اوباما شاهد تغییر در رویکرد نسبت به جهان اسلام باشیم، با استمرار و تداوم سیاست های گذشته روبه رو هستیم.

    با وجود گستردگی بحث در مورد قدرت هژمون، ویژگی ها، اهداف و شیوه عملکرد آن در نظریه روابط بین الملل و تاکید بر نقش آن در حفظ نظم متناسب با منافع خود، رابطه آن با دولت های انقلابی که تلاش دارند این نظم را به چالش بکشند، کمتر مطمح نظر بوده است. هدف این مقاله ارائه شمایی از نوع رابطه هژمون و دولت های انقلابی و نیز سازوکارهای این رابطه مقابله جویانه از طریق مطالعه موردی ایالات متحده امریکا با جمهوری اسلامی ایران است. این مقاله نشان می دهد که چگونه تصور هژمون از دولت انقلابی و عوامل داخلی در دولت هژمون در تعیین و/یا تغییر سیاست های آن موثر بوده و چگونه دیپلماسی فشار و تحریم، مهم ترین سازوکار مورد استفاده هژمون است.

    این نوشتار ابعاد نظری واگرایی در روابط خارجی بین ایران و کشورهای شورای همکاری خلیج فارس بدون تاکید بر دوره خاصی را مورد بررسی و تحلیل قرار می دهد. سوال اصلی این نوشتار این است که چرا علی رغم زمینه های زیادی که برای همگرایی بین ایران و کشورهای شورای همکاری خلیج فارس وجود دارد، روابط خارجی این کشورها با ایران بیشتر به سمت واگرایی حرکت کرده است؟ فرضیه این نوشتار نیز این است که مهم ترین دلایل حاکم بودن واگرایی بین ایران و کشورهای شورای همکاری خلیج فارس را علاوه بر نقش و تاثیر ساختار نظام بین الملل، می توان این گونه تبیین کرد که به واسطه نبود هنجارهای مشترک، بستری برای شکل گیری هویت مشترک نیز شکل نگرفته در نتیجه این امر فضای رقابتی، بی اعتمادی و عدم آگاهی منطقه ای را بین ایران و شورای همکاری خلیج فارس شاهد هستیم. به واسطه تاثیر این عوامل نه تنها شاهد بهبود روابط در دولت نهم و دهم نیستیم، بلکه این واگرایی تداوم یافته و حتی تشدید هم شده است. در پایان نیز در قالب نتیجه گیری عنوان می شود که به خاطر تاثیر این متغیرها، رسیدن به همگرایی و ایجاد جامعه امن و منطقه گرایی بین ایران و این کشورها بسیار دشوار و مشکل است. سپس راهکارهای گذر از وضعیت آنارشی و بی اتحادی و رسیدن به هویت مشترک و جمعی و در نهایت همکاری و تعامل مطرح می شود.

    «اسلام اروپایی» مفهومی است که به صورت فزاینده ای در کانون مباحثات اجتماعی و فرهنگی در مورد مسئله مسلمانان اروپای غربی، قرار دارد. معادل های لفظی اسلام اروپایی، اسلام حقوق بشردوست، اسلام اروپادوست، اسلام پذیرفتنی، اسلام سکولار، اسلام مدرن، اسلام های ملی نظیر اسلام فرانسوی و اسلام انگلیسی، اسلام جهانی شده، یورو اسلام و بعضا اسلام میانه رو است. این مقاله با طرح و بررسی تلقی های مدنظر از «ایده اسلام اروپایی»، ضمن فراهم آوردن امکان شناخت از ادبیات این مباحث شایع در فضای فکری و فرهنگی اروپای غربی، به نقد اجمالی این ایده پرداخته است. اسلام اروپایی که به لحاظ عدم اجماع در مبانی و مقاصد نظری صرفا در حد یک ایده مطرح است، هم زمان به دلیل برخی سیاست های مدیریت مذهبی در اروپای غربی، برنامه یا پروژه ای محسوب می شود برای سکولارسازی عقاید مسلمانان اروپا به طوری که کمترین واکنش را در مسلمانان اروپایی معتقد ایجاد کند. ازاین رو گرچه تلقی واحدی از ایده اسلام اروپایی وجود ندارد، اما التباس و ابهام مفهومی آن باعث نمی شود اروپایی ها از اهمیت کارکرد درون مرزی و حتی فرامرزی این ایده غافل باشند.

    برداشت از دموکراسی به عنوان مفهومی انتزاعی انضمامی که بسترهای مدنی سیاسی زیادی را در خود هضم کرده است و خود به عنوان بستری برای حضور گسترده نیروهای متنوع اجتماعی سیاسی که روند تبدیل کردن آگاهی به عمل سیاسی را در خود جای داده، با نزدیک شدن به قرن 21 دچار تحولاتی شده است. منشاء این تحولات را هم تقاضاها از پایین (مطالبات مدنی شهروندان) و هم فشارها از بالا (فرایند جهانی شدن) تشکیل می دهد. حال پرسش پژوهش حاضر این است که چه آسیب هایی دموکراسی را در عصر جهانی شدن تهدید می کنند؟ پژوهش حاضر ضمن پذیرش تاثیر بی مناقشه جهانی شدن بر واگذاری حوزه های دموکراسی به سطوح فرو و فراملی و ایجاد و ساخت یابی دموکراسی در اشکال نو مثل دموکراسی در سازمان های جهانی و سازمان های منطقه ای، در صدد آزمون این فرضیه است که جهانی شدن منجر به صورت بندی عناصر ایجادکننده تهدید در عرصه های متفاوت شده است که همان طور که به صورت بالقوه منبع زیست در این دوران را برای آن (دموکراسی) فراهم می کند، در عین حال نیاز به عوامل و عناصر دگرگشت مضامین آن را نیز ایجاد می کند و وجود آن را در معرض خطر قرار می دهد. همچنین آسیب های سیاسی دموکراسی (یعنی شناخت آسیب در خاستگاه های چهارگانه پاسخ گویی، مشارکت، شفافیت و مسئولیت یعنی؛ ویژگی های دموکراسی) را هم در دولت ملت و هم در اشکال نوین دموکراسی دموکراسی های منطقه ای و بین المللی بررسی خواهد کرد.

    هدف این مقاله بررسی چرایی وقوع دگرگونی های گسترده منتهی به سقوط حسنی مبارک، رئیس جمهور مصر است. ملت مصر پس از سه دهه حکمرانی اقتدارگرایانه حسنی مبارک و پس از ناامیدی از کنار گذاشتن وی از مجرای انتخابات و در چهارچوب ساختار موجود، با قیامی عمومی، واقعیت دگرگونی های جامعه مصر و بالا رفتن سطح آگاهی های عمومی به ویژه در میان نسل جوان را به وی تحمیل کرد؛ قیامی که تنها 18 روز لازم داشت تا مبارک را از قدرت به زیر بکشد. وقوع دگرگونی های گسترده، از نوعی که مصر در ابتدای سال 2011 به خود دید، طبعا تنها تحت تاثیر یک یا دو عامل و یا صرفا عواملی داخلی و یا خارجی نیست. در این مقاله نویسنده بیشتر به مولفه های داخلی اثرگذار بر سقوط مبارک و عوامل داخلی این سقوط می پردازد، بااین حال به مسائل خارجی نیز در قالب تنزل جایگاه منطقه ای مصر توجه می کند. محدوده زمانی این مقاله سال های منتهی به سرنگونی مبارک و به طور مشخص از 2005 تا 2011 است، بااین حال نویسنده در تبیین عوامل موثر بر دگرگونی های یادشده، اشاراتی به دوره های پیش از آن نیز می کند.

    با بهره گیری از رهیافت اقتصاد سیاسی بین الملل، این پژوهش به بررسی راهبرد سیاست انرژی روسیه در منطقه اوراسیا با تاکید بر نقش انرژی (نفت وگاز) به عنوان وجه غالب در اقتصاد سیاسی و نیز روابط این کشور با اتحادیه اروپا می پردازد. روندهای موجود، بیانگر آن است که هیئت حاکمه روسیه با تدوین راهبرد بلندمدت این کشور، همواره به دنبال آن بوده اند که روسیه را به عنوان یک امپراتور نفتی و بازیگری که با ارتقای جایگاه خود، قادر به ایفای نقشی ژئوپلیتیک و کلیدی در عرصه انرژی است، مطرح کنند و از منابع انرژی روسیه و نیز انحصار خطوط لوله انتقال انرژی به عنوان ابزاری سیاسی و اقتصادی جهت تامین منافع ژئوپلیتیکی این کشور در منطقه اوراسیا و به ویژه در روابط با اتحادیه اروپا بهره برداری کنند. اما به نظر می رسد، این کشور برای رسیدن به چنین هدفی با موانعی اساسی و از جمله حضور قدرت های نافذ فرامنطقه ای همچون چین، امریکا و اتحادیه اروپا مواجه باشد؛ امری که در این پژوهش، قصد تبیین آن را داریم.

    خیزش چشمگیر اقتصاد هند و تبدیل شدن آن از کشوری ضعیف به قدرتی بزرگ، رخداد مهمی است که ذهن اندیشمندان هر دو حوزه اقتصاد و سیاست را به خود مشغول کرده است. در حوزه سیاسی به ویژه با توجه به هم زمانی تحول اقتصادی هند با تحول سیاست خارجی این کشور، این پدیده ای دارای اهمیت است. به همین دلیل مقاله حاضر در صدد پاسخ گویی به این پرسش است که: «نقش سیاست خارجی در توسعه اقتصادی هند چه بوده است؟ فرضیه اصلی مقاله این است که «تحول در سیاست خارجی هند بر توسعه اقتصادی این کشور تاثیر مثبتی داشته است». نتیجه مقاله نشان می دهد: تحول سیاست خارجی هند از آرمان گرایی به واقع گرایی و لیبرالیسم، زمینه را برای تاثیرگذاری ملاحظه های توسعه بر سیاست خارجی این کشور فراهم کرده است؛ در نتیجه، هند با شکل دادن به سیاست خارجی توسعه گرا برپایه واقع بینی، در مسیر رشد و توسعه اقتصادی قرار گرفته است.

    Developments in Islamic societies and countries have always attracted the attention of different governments in the United States. Today, Political Islam has substituted Communism as the main rival and enemy of the West and America. Following the September 11 events. the Bush administration's approach towards the Islamic world provoked harsh criticism. With the coming to power of Barack Obama, it was expected that we would witness serious changes in the U.S. approach towards the Islamic world, based on his promises during the electoral campaigns. This article tries to answer the question of whether Obama's policies towards the Islamic world have realized the expectations of Muslims. The author believes that Obama's policy towards the Islamic world has not been effective due to the continuation of the pro-Israel lobby's influence and America’s contradictory behavior; ultimately leading to a failure to boost the United States’ profile among Muslims. Therefore, we witness continuity rather than change in the U.S policy towards the Islamic world under the Obama administration.

    Despite theoretical elaborations on hegemony and hegemonic power and the ways in which it plays the role of protector of the status quo in the international system, little has been said about its relations with revolutionary states challenging the existing order. This article seeks to analyze the relations of hegemonic power with revolutionary states and the mechanisms through which the former seeks to influence the latter. The case study of choice is U.S.-Iran relations. “Pressure diplomacy” is observed as the major means through which the hegemon seeks to affect the behavior of the revolutionary state. The case study shows how the hegemon acts more on the basis of its perception, rather than actual behavior, of a revolutionary state, which leads to continuity in its general approach toward it. It also shows that the slight changes in the hegemon’s policies are mostly due to domestic factors.

    This article studies the theoretical aspects of the disintegration in relations between Iran and the [Persian] Gulf Cooperation Council, without putting an emphasis on a given period. The main question is why such ties have moved towards disintegration, despite the many common grounds for integration between the two sides. The author’s hypothesis is that the disintegration of ties between Iran and GCC members is due to the existing state of the international system as well as lack of common norms. Due to this latter factor, the author argues that there is no ground for creating a common identity; thus leading to the existing rivalry as well as lack of confidence and regional awareness between the two sides. Because of the impact of these factors, there has been no amelioration in bilateral relations during the ninth and tenth Iranian governments. Instead, the disintegration of ties has been aggravated. The author concludes that due to the impact of these variables, integration between Iran and GCC states is a difficult task. Then, the author presents some options that will facilitate a transition from the existing anarchy to a collective identity, paving the way for cooperation and interaction.

    "European Islam" is a concept increasingly discussed in social and cultural circles devoted to addressing the problem of Muslims in Western Europe. European Islam is synonymous with human rights-friendly Islam, Europe-friendly Islam, acceptable Islam, secular Islam, modern Islam, national Islam -such as French Islam, English Islam, globalized Islam and Euro–Islam - and sometimes, moderate Islam. This article studies this idea by describing its different interpretations in the intellectual and cultural context of Western Europe. European Islam, which has been advanced only as an idea due to the lock of consensus on its theoretical bases, is considered as a project based on some policies regarding religious management in Western Europe aimed at secularizing the beliefs of Muslims in Europe with the least negative reaction among them. Therefore, although there is no single interpretation of the idea of European Islam, its conceptual ambiguity does not lead to European’ negligence of its functions beyond and within the boundaries of Europe.

    The perception of democracy as an abstract–concrete concept containing many civil-political channels for the presence of diverse socio–political forces, paving the way for the transformation of awareness into political action, has undergone some changes with the advent of the 21st century. The origins of these developments stem from demands from below (civil demands of citizens) and pressures from the top (process of globalization). The question then is which factors threaten democracy in the era of globalization? While accepting the undebatable impacts of globalization – such as the relegation of democracy to sub or supra-national levels and restructuring of democracy in new forms, such as democracy in international and regional organizations - this article tries to test the hypothesis that globalization has led to the formation of threatening factors in different areas. While it potentially provides lifeblood for democracy, it also necessitates changes in its content and threatens its existence. Also, this article studies the political pathology of democracy (recognition of weakness in factors like responsiveness, participation, transparency and responsibility; all constituting the features of democracy) both in nation-states and in the new forms of democracy witnessed in international and regional democracies.

    This article studies the root causes of the extensive changes that led to the toppling of Egyptian President Hosni Mubarak. Following three decades of Mubarak's authoritarian rule, Egyptians who lost their hope in removing him from power through legal mechanisms in the framework of the existing structure resorted to a public revolt. In fact, major changes in Egyptian society and increase in public awareness - especially among the youth - drove this revolt. It took only 18 days for the Egyptians to bring down Mubarak. The extensive changes that Egypt has experienced since early 2011 are not the natural product of one or two internal or external factors. In this article, the author mostly addresses the internal factors responsible for the fall of Mubarak. However, foreign issues such as the downgrade of Egypt's regional status are mentioned. The timeframe in this article covers the years leading to Mubarak's fall, specifically from 2005 to 2011. However, the author makes some references to earlier periods when explaining factors affecting the abovementioned changes.

    Within the framework of an international political economy approach, this article analyses the increasing distance between Russia and the European Union (EU) in their interdependent relationship, with regard to oil and gas. Russia’s need to export its oil and gas to European markets has led to mutual dependence that precludes the instrumentalization of energy and pipeline policy as a factor of Russian foreign policy in the age of globalization. The author argues that using its energy sources and pipeline monopolies as a political instrument to enforce its economic and geopolitical interests will be self-defeating for Russia in terms of its long-term strategic interests. Furthermore, this article attempts to outline the main obstacles for Russia in the Eurasian energy market, such as the presence of China, the European Union and the United States.

    India’s considerable economic leap and its transformation into a major power is an important development that has attracted many scholars’ attention. In political aspects, the concurrent economic development and evolution of Indian foreign policy is remarkable. This article seeks to outline the effect of the evolution of Indian foreign policy on the country’s economic development. The main hypothesis is that the evolution of Indian foreign policy has had positive effects on economic development. The conclusion shows that the shift from idealism to realism and then liberalism in Indian foreign policy has provided suitable conditions for the entry of developmental discussions in foreign policy. Thus, India has managed to achieve economic development by adopting a developmental foreign policy.
