    قدرت یابی قدرت های نوظهور، موضوع اصلی مناظره های نظری سال های اخیر در هر دو سطح منطقه ای و جهانی بوده است. بریک و یا بریکس، عناوین و سرواژه های مختلفی هستند که در اشاره به گروه بندی کشورهای برزیل، روسیه، هند، چین و افریقای جنوبی کاربست یافته اند. با توجه به اهمیت فزاینده قدرت های نوظهور در دوران گذار نظام بین الملل، واکاوی و بررسی مشخصه ها، چشم اندازها و آثار جهانی قدرت یابی آنها می تواند فهم و شناخت ما را از نظام بین الملل در حال تحول، ژرف تر سازد. نگارندگان در پاسخ به پرسشی پیرامون نقش قدرت های نوظهور در دوران گذار نظام بین الملل، به ارزیابی این فرضیه پرداخته اند که «قدرت های نوظهور، نقش تعیین کننده ای در شکل دهی به ساختار قدرت نظام بین الملل پساانتقالی ایفا می نمایند». برمبنای نتایج و یافته های پژوهشی مقاله حاضر، قدرت های نوظهور به رغم موانع و چالش های ملی، منطقه ای و بین المللی موجود، از طریق هویت سازی بین المللی و زمینه سازی برای جابه جایی تدریجی قدرت و بازتوزیع نقش و نفوذ، از جایگاه برجسته ای در اقتصاد و سیاست جهانی برخوردار می شوند.

    از منظر امریکایی ها هریک از کشورهای خاورمیانه عربی و شمال افریقا که درگیر ناآرامی های سیاسی -اجتماعی داخلی شده اند، دارای پویایی و پیچیدگی های خاص خود بوده و لذا اثرگذاری های متفاوتی نیز بر سیاست و منافع بلندمدت آن کشور در خاورمیانه از خود بر جای خواهند گذاشت. از این منظر، تحولات اخیر به طور مشخص می تواند سیاست اعمال اصلاحات سیاسی – اقتصادی در منطقه، رویکرد این کشور در قبال کشمکش فلسطین و اسرائیل، امنیت انرژی و راهبرد مبارزه با تروریسم در خاورمیانه را تحت الشعاع خود قرار دهد. نوشتار حاضر درصدد است تا به این پرسش پاسخ دهد که چه نسبتی میان سیاست های امریکا در منطقه خاورمیانه از یک سو، و تحولات اخیر در کشورهای عربی از سوی دیگر، وجود دارد؟ فرضیه اصلی مقاله حاضر در پاسخ به پرسش مطرح شده نیز این است که در دو دهه اخیر نقش یک سویه امریکا در شکل دهی به تحولات خاورمیانه به یک رابطه دوسویه تبدیل شده است و رفتار این کشور در فرایند تحولات اخیر، متاثر از حضور مردم کشورهای عربی در صحنه سیاست داخلی کشورهای خود در موارد متعددی به یک رفتار واکنشی تبدیل شده است. در نهایت باید گفت که تعارضات میان جامعه و حکومت در خاورمیانه عربی، به عنوان یکی از چالش های عمده امریکایی ها در روند تصمیم سازی و مدیریت ناآرامی های منطقه محسوب می شود. از طرف دیگر، فقدان یک دستورالعمل و استراتژی مشخص توسط امریکایی ها و حرکت براساس الگوهای نتیجه محور، یکی دیگر از مشکلات امریکا در مواجهه با انقلاب های عربی است.

    به دنبال حادثه 11 سپتامبر و تحولات پس از آن، تمرکز بر بنیاد گرایی در سیاست خارجی امریکا صورت آشکارتری یافته و قطبی سازی مانوی جهان به دو محور خیر و شر مبنای دستورکار مبارزه با تروریسم قرار گرفته است. در این دستورکار، جهان اسلام به عنوان دیگری بنیادگرا برساخته می شود و با فرض وجود کنشگر بنیادگرایی که تهدیدکننده منافع و هویت امریکایی است، موضع گیری در برابر آن هدایت می شود. با توجه به محوریت مسائل هویتی در تعیین الگوهای دوستی و دشمنی یا «خود» و «دیگری»، پرسش اصلی مقاله حاضر این است که اسطوره آرمان امریکایی چگونه در برساختن دیگری بنیادگرا تاثیر داشته است. دعوی اصلی مقاله آن است که «آرمان امریکایی» به عنوان نماد اسطوره ای در هویت سیاست خارجی امریکا می تواند از یک سو هویت ملی و بازنمایی هویت و تفاوت را ساخته و پرداخته کند و از سوی دیگر، خط مشی های سیاست خارجی را هدایت کند یا رویدادی را بازنمایی کند. در این چهارچوب، دیگری بنیادگرا و آرمان امریکایی می تواند به حفظ هویت و وضع موجود کمک کند، محور رویه های گفتمانی قرار گیرد و یا فرایندهای درون گذاری و برون گذاری را بر مبانی هویت و منافع ملی امریکا برسازد. این مقاله با بررسی اسناد امنیتی/راهبردی امریکا نشان می دهد که بازنمایی دیگری بنیادگرا/مسلمان و اسطوره آرمان امریکایی، سرچشمه های هویتی دارد و بر مبنای نوعی نقشه نگاری استعاره ای است که با طرح واره اسطوره آرمان امریکایی، همخوانی دارد.

    یک دهه از تبدیل شدن برنامه هسته ای ایران به یک مناقشه در روابط ایران و قدرت های بزرگ و قرار گرفتن آن در کانون توجه محققان، سیاستمداران، افکار عمومی جهان و نهادهای بین المللی مربوطه می گذرد. اهمیت شناخت این مناقشه به منظور رصد و برخورد مقتضی با آن در حجم انبوهی از تحقیقات و گزارش های انجام گرفته در مورد آن و همچنین میزان قابل ملاحظه ای از قطعنامه ها و بیانیه های صادر شده از سوی طرفین و نیز نهادهای بین المللی مانند شورای امنیت سازمان ملل و آژانس بین المللی انرژی اتمی، کاملا نمایان است. محققان و صاحبنظران زیادی از زوایای مختلف در مورد چگونگی و چرایی شکل گیری این مناقشه و همچنین چگونگی برخورد با آن اظهارنظر کرده اند. با این وجود، در مورد اینکه چرا این مناقشه یک دهه استمرار پیدا کرده، کار تحقیقی مستقل و جدی انجام نگرفته است. این مقاله با هدف پرکردن این خلا پژوهشی نگارش شده است. سئوالاتی که در این تحقیق قصد پاسخ به آنها را داریم عبارتند از اینکه چگونه نوع روابط ایران - امریکا باعث استمرار مناقشه هسته ای ایران شده است؟ و در این میان هدف نهایی امریکا در این مناقشه چیست؟ فرضیه اصلی که در این مقاله مورد بررسی قرار می گیرد، این است که استمرار مناقشه هسته ای ایران ریشه در «چرخه منفی برسازی» در روابط میان ایران و امریکا دارد. با وجود این چرخه، هدف نهایی امریکا در این مناقشه برچینش هسته ای است. روش تحقیق در این مقاله اسنادی - کتابخانه ای است.

    عربستان سعودی یکی از مهم ترین دولت های هویتی منطقه خاورمیانه است که فرقه وهابیت نقش زیادی در فرایند تشکیل و تداوم حیات سیاسی آن کشور داشته و در حال حاضر مهم ترین منبع مشروعیت سیاسی رژیم آن کشور است. سئوالی که در این مقاله مطرح شده، این است که آیا این مولفه (هویت) تاثیری بر سیاست خارجی آن کشور داشته است یا نه؟ فرضیه نویسندگان در این مقاله این است که دیپلماسی خارجی عربستان سعودی از ابتدای تاسیس تاکنون، «دیپلماسی مبارزه با تهدید» بوده و سرشت، ماهیت و منبع تهدیدات، تعیین کننده سیاست خارجی آن کشور در قبال سایر کشورها بوده و عنصر هویت، تاثیرگذاری چندانی بر سیاست خارجی آن کشور نداشته است. این مقاله با رویکردی تبارشناسانه (تاریخی تحلیلی) نگاشته شده است و مهم ترین یافته علمی این پژوهش این است که سیاست خارجی عربستان سعودی، بیش از هرچیز تحت تاثیر نگرانی ها و ملاحظات امنیتی آن کشور است.

    با افزایش نقش و قدرت منطقه ای ایران، به ویژه پس از مطرح شدن پرونده هسته ای آن در مجامع بین المللی در سال 2003، رژیم اسرائیل با طرح مسئله «تهدید وجودی»، ایران را به عنوان تهدیدی علیه موجودیت خود معرفی کرده است. ریشه های اتخاذ این استراتژی چیست؟ این استراتژی چه پیامدهایی برای امنیت ملی ایران دارد؟ بحث اصلی نویسندگان این است که بزرگ نمایی تهدید برنامه هسته ای ایران و ارتباط دادن آن به مسئله تهدید وجودی، بیشتر سیاستی برای کنترل و مهار ایران و ایجاد بازدارندگی در مقابل افزایش نقش و قدرت منطقه ای آن است که خود باعث تنزل جایگاه و نقش رژیم اسرائیل در خاورمیانه می شود. نویسندگان برای آزمون این فرضیه از ترکیبی از نظریه های سازه انگاری و نئورئالیستی استفاده می کنند. سازه انگاری مباحث ارزشی و هویتی را منشا عملکرد دولت ها در روابط خود با دیگران می داند، اما رویکردهای امنیتی نظریه نئورئالیسم شامل رئالیسم تهاجمی و رئالیسم تدافعی، به ترتیب افزایش قدرت نسبی و امنیت نسبی را ملاک عمل دولت می دانند. نتیجه پژوهش این است که این سیاست علاوه بر کمک به برخی از اهداف داخلی در اسرائیل و توجیه کمک های امریکا، برنامه ای است برای مهار و بازدارندگی ایران که باعث شکست انحصار هسته ای و تنزل جایگاه اسرائیل در خاورمیانه شده است.

    همواره بحث و اختلاف نظر میان موافقان و مخالفان بر سر لزوم، مشروعیت و نحوه اعمال مداخله نظامی با هدف حمایت از انسآنها وجود داشته است. این اختلاف منجر به این شد تا مجمع عمومی و دبیرکل وقت سازمان ملل در سال 2000، از جامعه جهانی بخواهند تا یک بار و برای همیشه یک راه حل برای این چالش پیدا کنند. در پاسخ به این درخواست بود که دکترین «مسئولیت حمایت» مطرح شد و در اجلاس سران کشورها در سال 2005، مورد پذیرش رهبران جهان قرار گرفت. اما ماهیت «مسئولیت حمایت» و تعهدات جامعه جهانی و به خصوص شورای امنیت در راستای این دکترین چه می باشد و چگونه می توان در زمان ناکارآمدی شورا به این دکترین متوسل شد؟ «مسئولیت حمایت»، در واقع پذیرش تعهد و وظیفه حمایت از انسآنها در برابر 4 جرم نسل کشی، جنایات جنگی، جنایت علیه بشریت و پاک سازی قومی در سه بعد «پیشگیری»، «واکنش» و «بازسازی» است. این وظیفه در وهله اول به عهده کشور حاکم و در زمان ناتوانی یا عدم تمایل این کشور برعهده جامعه بین الملل خواهد بود؛ البته در این میان جامعه جهانی ایفاء این مسئولیت را تنها از طریق شورای امنیت مشروع می داند؛ اما شاید با کمک این دکترین بتوان چهارچوبی مشخص برای شرایطی خاص که توسل به زور بدون مجوز شورای امنیت ممکن می شود را تحدید و تعیین کرد.

    در مقاله حاضر امنیت ملی، برداشتی ملی گرایانه از امنیت تلقی می شود و بر همین اساس مورد نقد قرار می گیرد. مقاله حاضر که می تواند ذیل نقد عمومی ایدئولوژی ناسیونالیزم قرارگیرد، مدعی است نظریه و نیز تاریخ دولت ملی با ایجاد تصوری خاص خود از امنیت، فحوای کهن و اصیل امنیت را به زوال برده و تصوری نه فقط نادرست بلکه مخرب از امنیت را جایگزین آن نموده است. پرسش اصلی مقاله حاضر آن است که آیا امنیت اصولا می تواند«ملی» باشد؟ به عبارت دیگر، آیا نظریه امنیت ملی یا تصور امنیت در چهارچوب ملت - دولت مدرن، تصوری معقول و مفید است؟ پاسخ یا فرضیه این مقاله آن است که در اصطلاح امنیت ملی، امنیت، نقطه مقابل ایده ملیت (ناسیونالیزم) قرار دارد؛ یا نظریه موسع امنیت ملی به نحو پراهمیتی، یک اصطلاح متناقض است. «امنیت» چنان که خواهیم دید، محصول کنش آزاد و خودجوش و غیرآگاهانه انسان ها در مناسبات بیناقومی و جمعی شان است، حال آنکه «ملیت» یا ناسیونالیزم، ایدئولوژی ای نه فقط حاوی یک تمایزطلبی آگاهانه، بلکه حاوی اراده برتری و لاجرم به دنبال آن، اندیشه تجاوز است. براین مبنا، اساسا تصور مدرن یا ملی از امنیت، تصوری بی معنا و غیرقابل تصدیق (به دلیل تناقض ذاتی)، و از این طریق دارای نتایج عملی مخرب است. در ادامه، براساس این فرضیه، شرایط گذشته و حال سیاست خارجی ایران مورد بررسی قرار می گیرد.

    In the recent years, the rise of the newly emerging powers has been the main topic of academic debates at both regional and global levels. The BRIC or BRICS are different rubrics or grouping acronyms of these new powers which refer to Brazil, Russia, India, China, and South Africa. Due to the increasing significance of the newly emerging powers in the transitional international system, analyzing and examining the characteristics, perspectives and global impacts of their emergence can enrich our understanding and knowledge of the evolving international system. In response to the research question about the role of the newly emerging powers in transitional international system, the authors argue that these powers play a crucial role in shaping the post-transitional international power structure. According to the research findings, in spite of the national, regional and international challenges and obstacles, the newly emerging powers are assuming a more prominent place in the global economy and politics by building their new international identity, providing grounds for gradual shift of power and the redistribution of their role and influence.

    Form U.S. perspective, the Arab, Middle East and North African countries currently dealing with internal political-social unrests each have their own special dynamics and complexities and therefore they will have different impact on the U.S. policies and its long-term interests in the Middle East. From this point of view, recent developments can specifically overshadow the U.S. policies on implementing political-economic reforms in the region, the U.S. approach to Palestinian-Israeli dispute, energy security and its strategy for struggling against terrorism in the Middle East. This article tries to highlight the relation between the U.S. policies in the Middle East and recent developments in the Arab countries. The main hypothesis of this article centers around the unilateral role the U.S. has been playing during the last two decades in shaping developments in the Middle East. It states that this role has been transformed into a bidirectional relation and this transformation is believed to be the direct result of the participation of people in Arab countries in the domestic political scene. Finally, it’s worth mentioning that conflicts between society and government in the Middle East is considered a major challenge for Americans in decision-making process and the management of unrests in the region. On the other hand, lack of a specific directive and strategy and application of result-oriented models are among other problems the U.S. is facing in dealing with the Arab revolutions.

    Following the September 11 attacks and its subsequent developments, concentration on fundamentalism in the U.S. foreign policy has become more evident and the Manichean Polarization of the world into good and evil has formed the basis of the agenda for the fight against terrorism. In this agenda, the Islamic world is constructed as the fundamentalist "other" and with the assumption of the existence of a fundamentalist agent threatening the U.S. interests and identity, political positions are oriented against it. Given the central role of identity in determining the patterns of friendship and animosity or "self" and "other", the main question of this article is that how American ideal myth can influence the construction of the fundamentalist "other". The authors claim that "American ideal" as a mythical symbol in the identity of the U.S. foreign policy can construct national identity and representation of identity and difference, on the one hand, and inspire foreign policies or represent an event on the other. In this framework, the fundamentalist "other" and American ideal can help preserve identity and status quo, become the axis of discursive procedures, or construct the processes of inclusion and exclusion on the basis of the U.S. identity and national interests

    It’s been a decade since Iran's nuclear program sparked a dispute between Iran and world powers and was brought into focus of scholars, politicians, world public opinion and international institutions. The importance of understanding this dispute to deal with it in an appropriate manner is manifested in the massive volume of research and reports written on it as well as a considerable amount of resolutions and declarations issued by the two sides and international institutions such as the United Nations Security Council and the International Atomic Energy Agency. Many scholars and experts have expressed their views on the shaping of the dispute and how it should be treated, from different perspectives. However, there is no independent research on why this dispute has lasted for a decade. This article has been compiled to meet this shortage. This article tries to highlight how relations between Iran and the U.S. have led to the continuation of Iran's nuclear dispute. The main hypothesis of this article is that the continuation of Iran's nuclear dispute is rooted in "negative cycle of construction" in Iran-U.S. relations. With this cycle, the U.S. ultimate goal in this dispute is dismantling Iran's nuclear program.

    Saudi Arabia is one of the most important states in the Middle East which was constructed on an identity basis inspired, to a great extent, by Wahhabi sect. Wahabbism has played an important role in the process of the evaluation and continuation of political life in this country, and is the most important source of political legitimacy of the regime. This article poses the question that whether this factor (identity) has an impact on Saudi Arabia's foreign policy. The hypothesis is that the diplomacy of Saudi Arabia since its establishment has been based on struggling against threat and the nature and source of threats have determined Saudi's foreign policy towards other countries while the element of identity has been widely neglected by the Saudi officials. This article has been written based on a genealogical (historical-analytical) approach and its most important scientific finding is that Saudi Arabia's foreign policy is most affected by its security concerns and considerations.

    With the rise of Iran’s role and regional power, especially after the introduction of its nuclear program in the international community in 2003, Israel has been branding Iran as an "existential threat" magnifying the so-called nuclear-armed Iran as a threat to its existence. What are the roots of adopting such strategy? What are the implications of this strategy for Iran’s national security? The authors argue that “Iran's nuclear threat” magnification and linking it to existential threat strategy is a policy of containment and control and deterrence against the rising regional power and role of Iran that causes a degradation of the role and position of Israel in the Middle East. To examine this hypothesis, the authors combine constructivism and the theory of neo-realism. Constructivism uses the values and identities as the cause of states’ behavior in relations with other states. But the neo-realism security approaches that involve the offensive realism and defensive realism consider “relative power” and “relative security” as the cause of states’ actions. The overall conclusion of this article is that this policy, in addition to some internal goals of Israel, justifies foreign aids the U.S. provides to Israel. Meanwhile, it is mainly the policy of containment and deterrence of Iran as a result of the failure and erosion of Israel's nuclear monopoly that leads to the degradation of Israel’s position in the Middle East.

    There have been always controversies and difference between advocates and opponents of the necessity and legitimacy of military intervention aimed at protecting human lives. These differences led the UN General Assembly and Secretary General in 2000 to demand the international community to find a solution for this challenge. In response to this demand "responsibility to protect doctrine" was advanced and admitted by world leaders at a Summit Conference in 2005. But, what is the nature of "responsibility to protect"? What are the commitments made by the international community, especially the Security Council to implement this doctrine? And how is it possible to resort to this doctrine when the Security Council is proved to be inefficient? In fact, "responsibility to protect" is a commitment to protect human lives against crimes such as "genocide", "war crimes", "crimes against humanity" and "ethnic cleansing". It can be implemented along three dimensions of "prevention", "reaction", and "reconstruction". This is the duty of sovereign states and in case of its failure the responsibility of the international community.

    This article tries to present a critique of national security defined as a nationalist perception of security. It could be subsumed under a general critique of the ideology of nationalism. The author claims that the theory and the history of nation-state have created their own supposition of security and thereby have undermined the ancient and authentic content of security replacing it with a not only incorrect but also destructive perception of security. The main question posed by this article is that whether security can be "national"? In other words, is national security theory or the perception of security in the framework of nation-state relation useful? The answer or the hypothesis of this article is opposed to the idea of nationality (nationalism). Therefore, an extended theory of national security is contradictory. Security, as we shall see later, is the product of the free spontaneous, and unconscious action of individuals in their inter-ethnic and collective relations; but "nationality" or nationalism is an ideology containing not only a conscious distinction, but also a will for superiority followed by the idea of aggression. Therefore, a modern or national perception of security is meaningless because of its intrinsic contradiction with practically destructive consequences. In the rest of the article, the post and the current developments of Iranian foreign policy is studied on the basis of this hypothesis.
