    احیای جنبش ناسیونالیستی بلوچ در پاکستان از سال 2004 به بعد، به یکی از منابع تهدید امنیت داخلی این کشور و امنیت ملی همسایگان آن از جمله ایران، تبدیل شده است که تبیین آن اهمیت ویژه ای دارد. هدف این پژوهش نشان دادن تاثیرات اشغال نظامی افغانستان پس از سال 2004 بر روابط داخلی پاکستان با قبایل پشتون و بلوچ در پاکستان است، یعنی عملا در اینجا به تعاملات منطقه ای و تاثیر آن بر امور داخلی پاکستان توجه می شود. یافته های این پژوهش نشان می دهد که درگیری های داخلی و جنبش های قومی در یک کشور، تنها تحت تاثیر سیاست های داخلی نیستند بلکه تحت تاثیر تحولات کشورهای همسایه نیز می باشند. ادعای اصلی پژوهش پیش رو آن است که اشغال نظامی افغانستان و روی آوری پاکستان به جنگ با نیروهای طالبان، فضای مناسبی را برای درگیری قبایل با حکومت مرکزی پاکستان و خصوصا احیای جنبش ملی گرای بلوچ در پاکستان فراهم آورده است.

    در طی بیش از دو دهه گذشته، دولت عربستان سعودی سیاست خارجی انفعالی و حفظ وضع موجود در هر شرایطی و هزینه های مترتب در منطقه را به مرور از چشم انداز استراتژیک خود دور ساخته است. عملکرد دولت عربستان سعودی از زمان پایان رسمی و غیررسمی این دو جنگ سرد و بالاخص اقدامات این کشور در رابطه با جنبش های اجتماعی در جهان عرب، به طور مشخص و بارزی تجلی گر جایگزینی سیاست های انفعالی با سیاست های کنش گرایانه و پیش قدمی در برهم زدن وضع موجود در صورت توجیه پذیر بودن آن است. سئوال مقاله این است که چه الزامات و مولفه هایی عربستان سعودی را به سوی ایفای نقش بازیگر کنشگر و فعال در سطح منطقه و تلاش برای تاثیرگذاری فزون تر بر معادلات قدرت در صحنه داخلی کشورهای منطقه سوق داده است. فرضیه مقاله بر این ایده استوار است که به دنبال افول جنگ سرد عربی در سطح منطقه و پایان جنگ سرد در سطح نظام بین الملل که محو خطر موجودیتی علیه عربستان را رقم زد، در طی بیش از دو دهه گذشته عربستان سعودی سیاست بسط نفوذ سیاسی و اشاعه ارزش های موردنظر را که در بستر جنبش های اجتماعی شکل گرفته در جهان عرب فرصت تجلی وسیع تر را پیدا کرده بود، پی گرفته است.

    سئوال اصلی مقاله حاضر این است که آیا بحران مربوط به جزایر سه گانه در سال 1971، همزمان با خروج نیروهای بریتانیا از خلیج فارس، از مولفه های تئوری پختگی بحران زارتمن برای حل نهایی برخوردار بود و در صورت مثبت بودن پاسخ، شروع مجدد بحران در سال 1992 چگونه ارزیابی می شود؟ فرضیه مقاله این است که بحران مربوط به جزایر از تمامی ویژگی ها و مولفه های لازم برای پختگی شامل پختگی بحران، رسیدن زمان، وجود فرمول حل کننده و وجود میانجی صادق و حل آن در سال 1971 بهره مند است؛ منتهی خلل در مولفه چهارم این نظریه یعنی وجود میانجی صادق (بریتانیا)، موجب حل نشدن کامل بحران و باقی ماندن زمینه های ظهور مجدد بحران شد.

    بررسی و مطالعه متن سخنرانی های اوباما و نحوه ارائه آن از سوی وی در مبارزات انتخاباتی امریکا نشان می دهد که باراک اوباما مهارت ها و فنونی را در این سخنرانی ها بکاربرده است که دیگر نامزدهای ریاست جمهوری فاقد چنین مهارت هایی بوده اند. بررسی سخنرانی های اوباما گویای آن است که وی از روش های نهفته و پنهانی استفاده کرده است که ریشه در فنون ارتباطی روانشناختی، ناشی از روش های میلتون اریکسون و الگوی ارتباطی «برنامه ریزی عصبی-زبانی»، داشته است. هدف این مقاله بررسی و تحلیل سخنرانی های اوباما در دو دوره انتخاباتی است. لذا پرسش اصلی این است که وی چگونه توانست با استفاده از روش ها و فنون ارتباطی میلتون اریکسون و «برنامه ریزی عصبی-زبانی» در برقراری ارتباط با مخاطبان امریکایی موفق شده و آرای بیشتری را در هر دو انتخابات به خود اختصاص دهد؟ به این منظور، نویسنده مقاله برخی سخنرانی های مهم و کلیدی را که اوباما در مبارزات انتخاباتی دو دوره ارائه داده است، از نظر ساختار و فنونی که وی در هر سخنرانی استفاده کرده است، مورد بررسی قرار می دهد، تا فهم دقیقی از چگونگی موثر بودن شیوه های سخنرانی اوباما ارائه شود. این مقاله در عین اینکه به استفاده از این شیوه ها توسط اوباما می پردازد، اثرات عمیق شیوه های پیچیده میلتون اریکسون و الگوی ارتباطی «برنامه ریزی عصبی-زبانی» در جذب افکار عمومی رای دهندگان را مورد بررسی قرارمی دهد.

    مقاله حاضر معطوف به تبیین رویکرد غرب (امریکا و اتحادیه اروپا) در قبال ایران در 8 سال مصادف با دولت های نهم و دهم (1392-1384) است. نویسندگان به بررسی این پرسش پرداخته اند که چگونه مجموعه غرب که درگیر بحران عمیق اقتصادی است و قدرت نسبی آن رو به کاهش است، قادر به واردآوردن فشارهای استراتژیک به کشورهایی همچون ایران است؟ از آنجا که سیاست بین الملل قلمرو بازی قدرت است، نویسندگان استدلال کرده اند که غرب در این دوران قدرت ساختاری خود -به معنای قدرت تعیین قواعد بازی دیگران و شکل دهی به انتخاب های سایرین- که گونه ای انحصاری و نادر از قدرت است را علیه ایران به کار گرفته است. در این چهارچوب، غرب در قالب تحریم ها تلاش کرده تا در چهار ساختار مالی، دانش، امنیتی و تولیدی، دسترسی ایران به منابع مورد نیاز را محدود و در مواردی قطع نماید. از منظر نویسندگان، ساختارهای مالی و تولیدی بیش از سایر ساختارها در این دوره علیه ایران به کار گرفته شده اند. در نهایت نویسندگان استدلال کرده اند که با توجه به ماهیت قدرت ساختاری و ناکارآمدی ابزارهای سنتی برای مواجهه با آن، گزینه ممکن و مطلوب پیش روی ایران، بهره گیری حداکثری از ابزارهای دیپلماتیک و شکل دهی به نوعی «تعامل سازنده» با هدف اقناع جامعه بین المللی نسبت به اهداف استراتژیک این کشور است.

    مقاله حاضر به بررسی نقش و جایگاه ایران در سیاست خارجی آلمان و تاثیر دولت آلمان بر سیاست خارجی اتحادیه اروپا در قبال جمهوری اسلامی ایران می پردازد. در حقیقت، هدف اصلی این مقاله بررسی این مسئله است که آیا ایران می تواند از ظرفیت آلمان برای توسعه روابط با اتحادیه اروپا، کاهش تنش ها و اختلافات فی مابین و تامین نیازهای صنعتی و سرمایه گذاری تکنولوژیک خود بهره گیری کند. می توان چنین عنوان نمود که از یکصد و پنجاه سال گذشته به این سو، به تدریج نوعی روابط ویژه میان ایران و آلمان در جمع دول اروپایی شکل گرفته است؛ روابطی که حتی تحولات شگرف سیاسی نیز نتوانسته است مانع از گسترش آن شود. اگرچه آلمان نقشی کلیدی در توسعه روابط میان ایران و اتحادیه اروپا دارد، لیکن عوامل بازدارنده ای همچون اوج گیری تنش میان ایران و کشورهای غربی، به ویژه امریکا و انگلیس، در خصوص موضوعاتی همچون فعالیت های هسته ای ایران می تواند تلاش های آلمان را در این زمینه کم فروغ و حتی بی اثر نماید.

    امروزه توجیه وضع و اعمال اکثر تحریم های اقتصادی با داعیه های حفظ حقوق بشر و اجبار به اجرای آن در دولت هدف (هدف وضع تحریم) است. با این همه نگاهی دقیق تر به آثار ناشی از تحریم ها و همچنین موفقیت یا شکست آنها در دستیابی به منظور خود، نمایان می سازد که تحریم ها ابزار مناسبی برای ارتقای حقوق بشر نیستند. این وسیله ناکارآمد، آثار سوئی دارد که می تواند به تنزل حقوق بشر در کشور هدف بینجامد. این اثر غالبا به دلیل وابستگی حقوق بشر به سطح درآمد دولت ها بروز می یابد؛ زیرا یک دولت باید منابع مالی کافی داشته باشد تا بتواند آموزش، بهداشت، اشتغال و سایر هنجار های حقوق بشری را ارتقا دهد. در این میان بدیهی است که تجارت اصلی ترین مسیر و اساسی ترین وسیله برای دست یابی به منابع ثروت است تا بتوانیم وضعیت حقوق بشر را در یک کشور ارتقا دهیم. لذا وقتی تحریم های اقتصادی این مسیر را سد می کند، نمی توان انتظار داشت به اعتلای حقوق بشر بینجامد. با توجه به این مسئله به نظر می رسد به ضوابط حقوق بشری و همچنین ضوابط حقوق رقابت و حقوق اجتماعی، باید از منظری نو نگریست؛ منظری که بتواند محدودیت بر سر راه اعمال تحریم های اقتصادی ایجاد کند.

    با استقرار نظام جمهوری اسلامی ایران، مفروض براین است که بازیگرانی دیندار مناصب اصلی حکومت را برعهده بگیرند. بنابراین می توان این انتظار را داشت که همان گونه که باورها و شخصیت افراد در ادراکات و تصمیمات آنها اثرگذار است، باورهای دینی بازیگران جمهوری اسلامی ایران بر ادراکات ایشان اثر بگذارد. در این مقاله با بکارگیری روش تحلیل محتوا و ابزارهای تحلیل رمزگان عملیاتی و تحلیل نگرش دینی، تلاش می شود به این پرسش پاسخ داده شود که چگونه نگرش دینی فرد بر سیاست خارجی ادراکی وی اثر می گذارد؟ به بیان دیگر، آیا می توان ادراکات سیاستمداران در عرصه سیاست خارجی را به کمک نگرش دینی ایشان معنادار کرد؟ برای این منظور از میان کارگزاران جمهوری اسلامی، مهدی بازرگان و محمود احمدی نژاد برگزیده شدند که به لحاظ ادراکی نسبت به نظام بین الملل، در ظاهر تفاوت های عمیقی با یکدیگر دارند. آشکار می شود اگرچه هر دو کارگزار نسبت به نظام بین الملل بدبین هستند، ولی احمدی نژاد گرفتار هراس و بدبینی بیشتری است و بر قدرت کارگزار بیش از ساختار و سازمان توجه دارد. در الگوی نگرش دینی نیز برای بازرگان و احمدی نژاد به ترتیب «الگوی انسان مختار ملی» و «الگوی انسان فطرت جوی بی مکان» استنباط شد که زمینه مناسبی برای تحلیل چرایی تفاوت نوع شخصیتی این دو در سیاست خارجی ادراکی فراهم می کند.

    The revival of Baloch nationalist movement in Pakistan since 2004 has become a factor threatening Pakistan's internal security and the national security of its neighbors including Iran. Therefore, the explanation of this phenomenon is of special importance. This article aims at showing the impact of Afghanistan's military occupation on relations between the Pakistani government and Baloch and Pashtun ethnic groups living in Pakistan. It means that here, we discuss regional interactions and their impact on Pakistan's internal affairs. The findings of this article show that internal disputes and ethnic movements within a country are not only influenced by its domestic policy, but also are determined by the developments of neighboring countries. The main hypothesis of this article is that Afghanistan's military occupation and Pakistan's resorting to fighting with Taliban forces, have provided a favorable ground for dispute between tribes and Pakistan's central government and in particular, the revival of Baloch nationalist movement in Pakistan.

    During the two past decades, Saudi government has gradually left aside its passive foreign policy based on maintaining the status quo under any condition and with any cost at the regional level from its strategic vision. The performance of Saudi government since the official and unofficial end of two Cold Wars, and especially its behavior regarding social movements in the Arab world shows clearly the substitution of passive policies with proactive ones and upsetting the status quo when it is justified. The question posed by this article is that which imperatives or factors have led Saudi Arab is to play actively in the region and to try to influence the equation of power within regional countries. To answer this question, the author advances the hypothesis that following the decline of Arab Cold War in the region and the end of the Cold War at the level of international system removing existential threats that Saudi Arabia was formerly exposed to, this country has pursued the policy of promoting its political influence and values, facilitated by the growth of social movements in the Arab world during the past two decades.

    The main question posed by this article is that did the crisis of triple islands in1971 which occurred simultaneously with the withdrawal of British forces from the Persian Gulf adjust with the elements stipulated in Zartman's crisis ripeness theory to be solved definitely and in case of affirmative response, how is evaluated the restart of crisis in 1992? To explain the issue, the author advance the hypothesis that this crisis is completely adjustable with the all elements necessary for ripeness including crisis ripeness, ripe moment, a " way out" formula and an honest mediator in 1971, but the lack of an honest mediator (Britain) led to an unresolved situation and provided grounds for the reemergence of the crisis.

    The study of speeches made by Obama and the method of their presentation during U.S. electoral campaign shows that he applied some skills and techniques that other candidates lacked. Examining Obama's speeches suggests that he used hidden methods rooted in psychological communicative techniques inspired by Milton Erickson techniques and "neurolinguistic planning". This article aims at analyzing Obama's speeches in two electoral campaigns. Therefore, its main question is that how Obama could succeed in communicating with America audience and obtained the majority vote in both elections by using Milton Erickson communicative methods and techniques and "neurolinguistic planning"? To do this, the author examines some important speeches made by Obama in his electoral campaigns I terms of applied techniques to present a precise understanding of the effectiveness of Obama's speeches. While addressing Obama's use of these method, the article studies the deep impact of Milton Erickson sophisticated techniques and "neurolinguistic planning" communicative model in attracting the support of voters.

    This article tries to explain the West's (the U.S. and EU) approach to Iran during the past eight years (2005-2013) under the ninth and tenth cabinets. The authors explore the issue that how the West affected heavily by economic crisis and experiencing the decline of its relative power, is able to put strategic pressure on countries such as Iran? Since international politics is the scene of power play, the authors argue that the west in that period applied its structural power – that is being able to determine other's rules of the game and to shape other's choices – which is a unique and rare kind of power, against Iran. In this context, the west has tried to limit or in some cases, cut Iran's access to its needed resources in the fields of financial affairs, knowledge, security issues and production by imposing sanctions. From author's point of view, financial and productive structures more than other structure have been the target of sanctions. Finally, the authors argue that given the nature of structural power and inefficiency of traditional instruments to confront it, the possible and desirable option for Iran is to maximally use diplomatic instruments and to adopt a "constructive interaction" policy aiming at persuading the international community of Iran's strategic gals.

    This article studies the role and status of Iran in German foreign policy towards the Islamic Republic of Iran. In fact, the main goal of this article is to explore the issue that can Iran exploit Germany's potentials for developing its relations with the EU, reducing tensions with it and meeting its needs for its industrial sector and technological investments. It can be said that since the past 150 years, a kind of special relations have been forged between Iran and Germany that even crucial political developments have not prevented them to expand. Although, Germany plays a key role in expanding Iran-EU relations, some deterring factors such as increasing tension between Iran and Western countries, especially the U.S. and Britain, on issues like Iran's nuclear activities could make Germany's efforts less affective or even neutralized.

    Today, the Justification of imposing the majority of economic sanctions is based on protecting human rights and enforcing the target state to observe them. However, with a more precise look at the effects of sanctions and their success or failure in achieving their goals, we could realize that sanctions are not appropriate instruments for promoting human rights. This inefficient tool entails adverse effects for human rights in the target country. These effects are often harmful because human rights depend on the revenue of governments; only with enough financial resources, a government is able to improve education, health, employment and other human rights norms. Evidently, trade is the most essential means for obtaining wealth resources necessary for promoting human rights status. Therefore, when economic sanctions create obstacles on this way, it cannot be expected that human rights norms as well as competition rules with a view to impose limitations on economic sanctions.

    Following the establishment of the Islamic Republic of Iran, it is to be assumed that religious actors come to the top of the pyramid of power. It could be expected that as the beliefs and characters of individuals affect their perceptions, the religious beliefs of the I.R.I's leaders affect their perceptions as well. This article tries to answer the question that how the religious attitude of an individual affect his perception of foreign policy by applying content analysis method, operational code and religious attitude analyses. In other words, is it possible to make meaningful perceptions of politicians in foreign affairs through their religious attitude? To do this, among Iranian political actors, Mahdi Bazargan and Mahmoud Ahmadinejad were chosen because of their evident differences in terms of perceiving the international system. It was revealed that although both of them were pessimistic to the international system, Ahmadinejad was more pessimistic emphasizing the role of agent rather than structure and organization. The models represented by Bazargan and Ahmadinejad are respectively called "model of national independent man" and " model of placeless God-seeker man". These models provide an appropriate ground to explain why these two characters have different perception of foreign policy.
