    روابط جمهوری آذربایجان به عنوان عضوی از سازمان کنفرانس اسلامی با دولت اسراییل، بسیار سریع پس از استقلال این کشور ایجاد شد. در زمانی کوتاه، با وجود اعتراض ها و برخی موانع داخلی و منطقه ای؛ روابط سیاسی، امنیتی، نظامی و اقتصادی دو کشور گسترش یافت. در این نوشتار عوامل داخلی، منطقه ای و بین المللی که این دو کشور را به هم نزدیک ساخته و همکاری گسترده آنها را شکل داده، مطالعه شده است. روابط میان دو کشور با زمینه های متفاوت تاریخی، جغرافیایی، مذهبی مختلف، نمونه قابل توجهی از توسعه سیاسی- اقتصادی و تکنولوژیک را نشان می دهد. پرسش اصلی این است که اهداف، انگیزه ها و اولویت های سیاست خارجی دو کشور که موجب ترغیب باکو و تل آویو به گسترش روابط به سطح موجود شده، چیست؟ با توجه به نبود سفارت جمهوری آذربایجان در تل آویو، موانع موجود در راه دو کشور برای رسیدن این روابط به سطح دیپلماتیک عادی بررسی می شود. روش مورد استفاده نویسندگان در این پژوهش، توصیفی- تحلیلی بوده است.

    فروپاشی ساختار دوقطبی نظام بین الملل سبب شد ایالات متحده آمریکا به عنوان تنها ابرقدرت باقیمانده در قالب قدرت هژمون یا چیره طلب در صحنه جهانی عمل کند. این وضعیت موجب شد بسیاری از مطالعات در حوزه روابط قدرت های بزرگ، بر شیوه واکنش قدرت های درجه دوم نسبت به سیاست قدرت هژمون تمرکز پیدا کند و در این باره؛ به ویژه الگوی رفتاری روسیه به عنوان قدرت درجه دوم به جا مانده از شوروی سابق مورد توجه قرار گیرد. این مقاله با ابزار کتابخانه ای و روش علی– تحلیلی، مبانی راهبرد امنیتی روسیه را در دوره زمانی 2005 تا 2015 مورد توجه قرار داده است. ادعایی که مقاله به عنوان فرضیه مطرح کرده، این است که چارچوب کلان راهبرد امنیتی مسکو در دوره زمانی 2005-2015 ، موازنه سازی نرم در برابر تهدید قدرت هژمون بوده؛ اما روسیه موازنه سازی سخت محاسبه شده و هدفمند را نیز در شرایط خاص مدنظر داشته است. مقاله با تمرکز بر واکنش مسکو در قبال بحران های گرجستان(2008)، اوکراین(2014) و سوریه(2011-2015) این ادعا را آزمون کرده است. بر اساس ایده مقاله می توان گفت مداخله نظامی روس ها در بحران سوریه، در پی محاسبات مسکو از شدت یافتن تهدیدهای امنیتی پس از سقوط احتمالی دولت بشار اسد صورت گرفته و در عین حال، مسکو دامنه این مداخله نظامی را به گونه ای تعیین کرده که سبب تحریک امریکا و متحدانش به عمل متقابل و رویارویی احتمالی نظامی در صحنه میدانی سوریه نگردد.

    براساس نظریه سازه انگاری در روابط بین الملل، زبان از مولفه های هویتی و بازتاب دهنده فرهنگ یک ملت بوده، در صورت تشابه یا فهم آن توسط ملل دیگر، عامل مهمی در نزدیکی ملت هاست. باتوجه به جایگاه زبان فارسی و فرهنگ ایران درایتالیا، روابط سیاسی و مناسبات بین ایران و ایتالیا نیز قابل توجه است. بررسی نسبت بین کرسی های زبان فارسی و مناسبات سیاسی پایدار ایران و ایتالیا، نشان دهنده ارتباطی معنادار است. مقاله حاضر، سعی دارد تاثیر ظرفیت های موجود فرهنگی را برمناسبات سیاسی مطالعه و با روش توصیفی و تحلیلی، اطلاعات لازم را از طریق پرسشنامه و مصاحبه جمع آوری نماید و اهمیت مولفه ها و شاخص های تاثیرگذار، در شکل گیری روابط و مناسبات پایدار میان ایران و ایتالیا را بررسی کند. نتیجه آن این گزاره است که: سیاستمداران ایران شناس ایتالیایی که به سبب زبان فارسی با فرهنگ ایران آشنا شده اند، در روابط سیاسی دوکشور موثر بوده اند.

    اکنون قریب به پنج سال از آغاز بحران در کشور سوریه می گذرد و در تمام این سال ها نظریات و تئوری های مختلفی در خصوص علل وقوع بحران در این کشور مطرح شده است. یکی از این تئوری ها بحث وجود اختلافات و تعارضات گسترده قومی و مذهبی است که در قالب تعارضات درون گروهی شیعه - سنی و برون گروهی کردی – عربی بحث و بررسی شده است. پرسش اصلی مقاله عبارت است از اینکه وجود اختلافات قومی و مذهبی در سوریه چه تاثیری در شکل گیری و رشد رادیکالیسم در این کشور داشته است؟ و فرض مقاله نیز این است که به نظر می رسد وجود اختلافات گسترده قومی و مذهبی در کشور سوریه و ناتوانی دولت در مدیریت آنها، باعث بالارفتن شدید سطح تعارضات و نارضایتی های اجتماعی در این کشور شده است. این اختلافات و تعارضات پس از کسب استقلال سوریه از فرانسه( 1946) و در ادامه روی کار آمدن حزب بعث( 1963) و درنهایت، تسلط علویان بر حکومت سوریه(1970) بیشتر و عمیق تر شده و درنهایت، به تبدیل شدن اختلافات و تعارضات به تخاصم و شکل گیری و رشد گروه های رادیکال ضد دولت در سوریه منجر شده است.

    بریتانیا در اواخر سال 2014 درحالی پس از 43 سال با تاسیس پایگاه نظامی دریایی به بحرین بازگشت که منطقه خاورمیانه آبستن تحولات و حوادثی چون مطالبه دموکراسی، ظهور گروه های تکفیری، جنگ، رقابت و الگوهای رفتاری مختلف است. لذا سوالی که مطرح می شود، این است که چه عواملی باعث این بازگشت و توجه مجدد انگلیس به بحرین شده است؟ فرضیه اصلی پژوهش، ضمن اذعان به تاثیرگذاری علل مختلف در اتخاذ تصمیم بریتانیا، آسیب پذیری امنیتی این کشور و بحرین طی سال های اخیر را به عنوان مهم ترین علل تاثیرگذار بر رفتار آنها می داند. نتایج مقاله نشان می دهد که عللی همچون: ظهور داعش، جلوگیری از تغییر ژئوپلتیک هویت به نفع شیعیان، نفت، حمایت از متحدان، اهمیت جغرافیای سیاسی و راهبردی بحرین، ایجاد امنیت نظامی - سیاسی در بحرین و در کل، تغییر شرایط سیاسی و اقتصادی منطقه به نفع انگلیس، عوامل بازگشایی مجدد این پایگاه در بحرین هستند. برای انجام پژوهش، از نظریه واقعگرایی به عنوان چارچوب نظری استفاده شد. روش پژوهش نیز توصیفی- تحلیلی با استفاده از منابع کتابخانه ای و اینترنتی بوده است.

    وضعیت کشورهایی همچون: انگلستان، چین، روسیه و فرانسه به عنوان قدرت های بزرگ در نظام بین الملل، بیانگر این است که تبدیل شدن به یک قدرت بزرگ، نیازمند فعال کردن ظرفیت های داخلی، منطقه ای و بین المللی خاصی است و نبود هر یک از این مولفه ها می تواند به عنوان مانعی در راستای تبدیل شدن به یک قدرت تاثیرگذار در سطح بین المللی عمل کند. در ارتباط با هند نیز همین وضعیت صادق است. این کشور اگرچه به عنوان ابرقدرت فناوری، بزرگترین دموکراسی جهان و صاحب دومین جمعیت بزرگ جهانی شناخته می شود؛ اما از نظر اقتصادی، سیاسی- امنیتی و نظامی- فرهنگی با تهدیدات جدی روبه روست؛ برای مثال، بیش از 400 میلیون نفر از جمعیت این کشور با درآمد روزانه یک دلار امریکا زندگی می کنند، در سطح منطقه ای دارای چالش های جدی با چین و پاکستان است که به راحتی قابل حل و فصل نیست و از نظر بین المللی نیز به عنوان یک قدرت تاثیرگذار به رسمیت شناخته نشده است. هدف این پژوهش، بررسی فرصت ها و چالش های هند برای تبدیل شدن به یک قدرت بزرگ با لحاظ مولفه های اقتصادی، سیاسی و نظامی- امنیتی بین المللی است. روش پژوهش مورد استفاده در این مقاله آینده پژوهی بوده است.

    موضوع این مقاله، تحلیل ناکامی تحقق تعامل سازنده به عنوان آموزه محوری سند چشم انداز جمهوری اسلامی ایران در 1404 در سیاست خارجی کشور، طی سال های 1384 تا 1388 است. پس از بیان مساله تحقیق و اثبات جنبه پرابلماتیک آن، راه حل نظری مساله از طریق مرور نظریه های سطح خرد و کلان تصمیم گیری واکاوی شد. سپس نظریه تصمیم گیری اسنایدر در سیاست خارجی به عنوان چارچوب نظری پژوهش برگزیده و در این چارچوب فرضیه پژوهش ارائه شد. پس از عملیاتی کردن مفاهیم فرضیه و جمع آوری داده ها که به صورت اسنادی و کتابخانه ای انجام شده است، از طریق روش تحلیل روایت، فرضیه پژوهش ارزیابی و داوری شده است. یافته های تحقیق، بیانگر آن است که عوامل عدم تحقق تعامل سازنده مندرج در سند چشم انداز جمهوری اسلامی ایران در 1404 در سطح کنشگر کلیدی (رئیس جمهور) و در قالب مولفه های سه گانه توانایی، ارتباطات و اطلاعات، انگیزه وی قابل شناسایی است.

    تحولات اخیر در ترکیه پس از وقوع کودتای ژوئیه 2016، به اعلام وضعیت فوق العاده توسط رئیس جمهور این کشور منجر شده است. وضعیت استثنایی، بر وضعیت نامتعادل میان حقوق عمومی و امر سیاسی دلالت دارد. اشمیت و آگامبن به عنوان دو نظریه پرداز وضعیت استثنایی، با نگاهی متفاوت به بررسی این وضعیت در نظام حقوقی پرداخته اند. اشمیت معتقد است وضعیت استثنایی، وضعیت پارادوکسیکال است که در آن حاکم بیرون از نظم حقوقی قرارگرفته، انحصار اخذ واپسین تصمیم را دارد. از طرف دیگر، آگامبن نیز بر این باور است که وضعیت فوق العاده به خروج تعدادی از شهروندان از دایره نظم حقوقی منجر می شود و به انقیاد بیشتر شهروندان می انجامد. این نوشتار با استفاده از نظریه این دو متفکر می کوشد وضعیت ترکیه پس از کودتا را تبیین کند. بر این اساس، پرسش این نوشتار این است: وضعیت فوق العاده در قانون اساسی ترکیه چه جایگاهی دارد؟ آیا با استفاده از نظریه اشمیت و آگامبن می توان کودتا و اقدامات پس از کودتا را در جهت افزایش قدرت دولت تبیین نمود؟ به نظر می رسد کودتا در ترکیه برای نظام سیاسی فعلی این کشور، مستمسکی برای حذف و طرد جریان های مخالف شده است و بیش از هرچیز افزایش قدرت واختیارات ریاست جمهوری را در پیش دارد؛ امری که با سیطره بر حیات سیاسی شهروندان این کشور صورت می پذیرد.

    Azerbaijan Republic as a member of Islamic Cooperation Organization (OIC) established relations with Israel soon after independence. Despite several protest and some internal and regional opposition the political, security, military and economic relations expanded. The present paper studies the internal, regional and international factors that brought the two countries close to each other and have led to close cooperation between the two with different historical, geographical and religious background. It is a worthwhile example of developed politico-economic and technological relations. The main question raised by the paper is “what are the objectives, motivation and foreign policy priorities that encouraged Baku and Tel Aviv to expand their relations to this level?” Taking into consideration the non-existence of Azerbaijan Republic Embassy in Tel Aviv what are the obstacles on the way of expansion of relations of the two. The methodology in the paper is descriptive-analytical.

    The disintegration of bipolar system led to the rise of the United States as world dominating and hegemon power. This change in international system led the researcher to focus their study on the reaction of smaller power to the policy of hegemon power. In this direction, Russia's behavior in recent years against the United States has been studies. The article by a causal-analytical approach studies Russia's security strategy during 2005 to 2015. The underlying hypothesis is that the grand security strategy of Russia in the said period had been soft balancing against the hegemon. Nevertheless, Russia has kept the option of hard but calculable balancing against the hegemon in exceptional situations. The article refers to the reaction of Russia in Georgian crisis (2008), Ukraine crisis (2014) and Syrian crisis (2011-2017) and evaluated the hypothesis in the above said crises. The article is of the view that the Russian intervention in the Syrian crisis is related to the perception of Russia about the possible scenario of Assad's fall and the resultant security threat for Russia but Russia has been careful that the military intervention in Syria should not expand to the level which instigate the United States and its allies and direct them to a possible military confrontation.

    The theory of constructivism in international relations considers language as one of the determinant of identity. Language reflects the culture of a nation. When there is similarity of this element with other nations it can bring them closer to each other. Taking into consideration the place of Persian language and Iranian culture in Italy it has close impact on political relations and ties between Iran and Italy. There are close relations between the seat of Persian language and durable relations between Iran and Italy. The present article wants to examine the impact of cultural potentials on political relations. The paper makes use of descriptive-analytical approach and the collection of data is by interview and questionnaire. In this ways the paper examines the importance of the influencing factors and determinants in shaping the durable relations and ties between the two countries. The finding of the study shows that Italian Iranologist politicians who have acquainted themselves with Iranian culture through Persian language have significant influence on stable political relations of the two countries.

    The Syria crisis is passing through its sixth year and during these years several theories have been given to explain the causes of this crisis. One of these theories considers the existence of wide and extensive ethnic and religious differences and conflicts which shows itself in intergroup (Shiite-Sunni) and outer group (Kurdish-Arabic) differences. The present paper wants to examine how the existence of ethnic and religious differences has led to the growth of radicalism in Syria? The underlying hypothesis is that the existence of extensive ethnic and religious differences in Syria and the inability of the government to manage them have led to an increase in the level of conflict and social discontent. These differences and conflicts have become sharper and deeper after Syria got its independence from France (1946) and then the rise of Baath Party (1963) and subsequently the domination of Alawites on the Syrian government (1970). Eventually these ethnic and religious differences led to hostility and formation of radical groups against the government in Syria.

    In late 2014 Britain reopened its naval military base in Bahrain after 43 years. The return of Britain coincided with turbulent situation in the Middle East. Developments like movement for democracy, rise of extremist Islamic groups, war and rivalry between regional powers caused the return of Britain to the region. The question raised here is “what factors lead to the return of Britain and its presence in Bahrain?” The hypothesis is that different factors have played role taking this decision but most important factor has been security concern of Britain and Bahrain in recent years. The finding of the study shows that factors like the rise of ISIS, preventing the balance of power in favor of Shiites, oil, support of allies, the geostrategic and geopolitics of Bahrain, ensuring the political, military security in Bahrain and on the whole changing the political and economic situation in the region in favor of Britain, been among the factors which led to the reopening of naval military base in Bahrain. The theoretical framework used for the paper is descriptive-analytical by using library and internet sources.

    The position of countries like England, China, Russia and France as big powers in international system shows that for becoming a great power one has to activate the domestic, regional and international potentials and the absence of any of these components can impede the process of becoming influential power in international arena. This is also true about India and its position in international system. Although India has an important place in technological field, the world largest democracy and the world second largest population but in terms of economic, political and socio-cultural dimension face serious problems. For example more than 400 million people of the population live with one dollar a day. At the regional level India faces serious challenge from China and Pakistan and there are complicated border problems with these countries which are not resolved easily. Internationally also India is not an influential country. The present paper wants to evaluate the opportunities and challenges facing India to become a great power taking into consideration the economic, political, military and security determinants. The methodology used in the paper is futures studies.

    The present paper studies the application of the constructive interaction as the main doctrine of foreign policy of Islamic Republic of Iran in 2025 vision document in the period of 2005-2009. After the statement of the problem and explaining the importance of it, the micro and macro level theories of decision making are considered for solving the problem. The paper chooses Snyder's decision making theoretical framework and present its hypothesis in this framework. The method of data gathering is documentary and library materials and for evaluating and testing the hypothesis, the narrative method is used. The finding of the study shows that the non-fulfillment of the constructive interaction doctrine mentioned in 2025 vision document is due to main actor level (president) and within three determinants of him, namely: ability, communication, information and motivation.

    After the occurrence of military coup in Turkey in July 2016 the president declared emergency situation. Emergency situation is the unbalanced situation between public law and political implication. Schmitt and Agamben as the theorist of state of emergency in the legal system have a different view about the situation. Schmitt believes that emergency situation is a paradoxical situation in which the ruler is outside the legal order and has the monopoly to take final decision. On the other hand Agamben also believes that emergency situation leads to exclusion of a number of citizens of their rights and putting them out of the legal order and this leads to more subjugation of the citizens. The article makes use of the theory of Schmitt and Agamben to explain the situation in Turkey. The main question raised is “What is the state of emergency in Turkish constitution?” Whether the Schmitt and Agamben theory can explain the coup and post-coup measures in the direction of increasing the power of government? The finding of the study shows that the coup in Turkey has become a tool for suppressing the opposition groups and it is meant to increase the power of the president. A measure which results to take away the rights of Turkish citizens; and dominating the political life of the country.
