  • بررسی تاثیر گسترش منابع گازی نامتعارف بر تولید گاز طبیعی ایران: رویکرد پویایی شناسی سیستم

    در سال های اخیر، تولید گاز علاوه بر منابع متعارف آن از منابع نامتعارف نیز امکانپذیر شده است. ایران به عنوان دومین دارنده ذخایر گاز متعارف جهان و چهارمین تولیدکننده آن در نظر دارد با ورود به فضای رقابت گازی، سهم خود را در تجارت جهانی گاز افزایش دهد. مطالعه حاضر، هدف اصلی خود را بررسی مسیر درازمدت اکتشاف، استخراج و تولیدگاز ایران و نحوه اثرگذاری گسترش تولید از منابع نامتعارف گازی قرار داده است. برای دستیابی به این هدف، رویکرد پویایی شناسی سیستم مورد استفاده قرار گرفته است. الگوی طراحی شده دارای سه زیرسیستم چرخه اکتشاف و تولیدگازهای متعارف، سرمایه گذاری و تقاضای جهانی است و برای دوره 1414-1380 شبیه سازی شده است. اعتبار الگو نیز براساس آزمون های بازتولید رفتار و وارد کردن تکانه به متغیرها مورد تایید قرار گرفته است. نتایج شبیه سازی بیانگر آن است که با روندکنونی، عمر ذخایرگازی موثر در آینده درکشور از حدود 400 سال به کمتر از 30 سال در سال 1414 خواهد رسید. تولید گاز طبیعی نیز با روندی افزایشی از حدود 100 میلیارد متر مکعب در سال 1380 به بیش از 500 میلیارد متر مکعب در سال 1414 خواهد رسید. به عبارت دیگر، میزان تولیدگازطبیعی طی یک دوره 35 ساله حدود 5 برابر خواهد شد. اعمال پیش نوشته های افزایش نرخ اکتشاف، افزایش سرمایه گذاری در توسعه و افزایش سرمایه گذاری در بهبود فناوری منجر به افزایش تولیدگاز طبیعی خواهد شد. با این وجود، گسترش گازهای نامتعارف می تواند منجر به کاهش امنیت تقاضای گازهای متعارف جهان و کاهش تولیدگاز در ایران در یک دوره درازمدت شود. در نظرگرفتن همزمان تمامی پیش نوشته ها می تواند منجربه افزایش تولیدگاز و در نتیجه جبران کاهش تولید ناشی ازگسترش تولید گازهای نامتعارف شود.

  • شدت انرژی در اقتصاد ایران: اجزا و عوامل تعیین کننده

    با وجود تلاش های جهانی برای کاهش شدت مصرف انرژی اما در دهه های اخیر شدت انرژی در اقتصاد ایران همواره رو به افزایش بوده است. برای تحلیل دقیق تر تغییرات شدت انرژی، این مطالعه با هدف تجزیه شدت انرژی به اجزای آن شامل تغییر کارایی و تغییر ساختاری و شناخت عوامل موثر بر آنها در اقتصاد ایران طی دوره 1390-1352 صورت گرفت. تجزیه شدت انرژی نشان داد افزایش شدت انرژی اغلب ناشی از تغییر کارایی بوده است. همچنین مشخص شد متغیرهای درآمد (تولید ناخالص داخلی)، سرمایه سرانه نیروی کار و شهرنشینی مهم ترین متغیرهای اثرگذار بر شدت انرژی و اجزای آن هستند. با در نظر گرفتن رابطه غیرخطی متغیرهای درآمد و سرمایه سرانه نیروی کار با شاخص های شدت انرژی و نقطه عطف مترتب بر آنها در مجموع اثر درآمد در جهت افزایش شدت انرژی و اثر سرمایه در جهت کاهش شدت انرژی ارزیابی شد. اما شهرنشینی با وجود افزایش شدت انرژی از طریق تغییرات ساختاری از طریق بهبود کارایی در مجموع موجب کاهش شدت انرژی فراتر از 8/1 درصد به ازای 1 درصد افزایش شهرنشینی خواهد شد. اثر قیمت و سهم صنعت از تولید ناخالص داخلی بر شاخص های فوق محدود و اثر متغیرهای شاخص ادغام تجاری و سرمایه گذاری خارجی قابل اغماض ارزیابی شد. رقم متناظر برای متغیرهای یاد شده بیشتر کمتر از 05/0 درصد به دست آمد.

    مساله اندازه گیری و ارزیابی شدت انرژی بخش های اقتصادی، به ویژه در کشورهای در حال توسعه یکی از مهم ترین مسائل سیاستگذاری انرژی است. از آنجایی که بخش صنعت کشور، بیش از 25 درصد از تولید ناخالص داخلی را در اختیار دارد، تعیین عوامل موثر بر شدت انرژی در صنایع انرژی بر کشور از اهمیت ویژه ای برخوردار است. در این مطالعه در دوره زمانی سال های 1390-1383، با استفاده از روش شاخص لگاریتم میانگین دیویژیا با دو رویکرد ضربی و جمعی و در دو شکل تحلیل زمانی دو دوره ای و زنجیره ای به تجزیه عوامل موثر بر شدت انرژی در قالب آثار تولیدی، ساختاری و شدت انرژی برای پنج صنعت انرژی بر کشور پرداخته شده است. نتایج حاصل از این مطالعه نشان می دهد که شدت انرژی در طول دوره زمانی مورد بررسی در بخش صنعت افزایش داشته است و در این میان اثر شدت انرژی و اثر تولیدی به ترتیب بیشترین سهم را در توضیح عوامل موثر بر شدت انرژی داشته اند. همچنین نتایج نشان می دهد مقایسه تحلیل زمانی زنجیره ای نتایج واقعی تر و قابل اعتمادتری را در اختیار سیاستگذاران قرار می دهد.

    استفاده از روش های نوین تامین مالی هم به دلیل کمبود منابع مالی دولتی و هم به دلیل بهره وری بالاتر هزینه در بخش خصوصی، مورد توجه دولت ها بوده است. استفاده از روش تامین مالی «ساخت بهره برداری انتقال» که به اختصار (BOT) نامیده می شود، یکی از پرکاربردترین این روش ها در مشارکت بخش خصوصی و دولتی است. این مقاله به بررسی دو روش تعیین قیمت در صنعت برق ایران پرداخته و آنها را با یکدیگر مقایسه کرده است. قیمت گذاری در این مقاله به دو صورت بررسی شده است: 1) قیمت گذاری دو بخشی شامل یک بخش تعدیل ناپذیر قیمتی و یک بخش تعدیل پذیر و 2) قیمت گذاری تک بخشی و تماما تعدیل پذیر در دوره بهره برداری تجاری طرح. در نتیجه این بررسی نشان می دهد که استفاده از هر یک از این دو مدل به سیاست های پیش روی دولت در زمینه آزادسازی قیمت ها بستگی دارد.

    قیمت گذاری و تسهیم ریسک در قراردادهای خدماتی بخش نفت و گاز از جمله بیع متقابل همواره از مهم ترین چالش ها در تنظیم قرارداد بوده است. اطلاعات نامتقارن کارفرما و پیمانکار منجر به بروز هزینه های نمایندگی از جمله کژمنشی و کژگزینی شده و فرآیند تسهیم ریسک و قیمت گذاری را پیچیده می سازد. در این مقاله با بهره گیری از نظریه نمایندگی، فرآیند انعقاد قراردادهای بیع متقابل بین شرکت ملی نفت (NOC) و شرکت نفت بین المللی (IOC) با در نظر گرفتن کژمنشی و با دو فرض متفاوت پیمانکار ریسک گریز و ریسک خنثی مدل سازی می شود. از شیوه مدل سازی ریاضی برای ارائه تحلیل های مربوط به هزینه های نمایندگی استفاده شده و قرارداد بهینه از منظر ساختار قیمتی و تسهیم ریسک استخراج می شود. قرارداد بهینه، قراردادی است که انگیزه ای به شرکت نفت بین المللی می دهد تا هزینه های خود را در مواجهه با رقابت در مناقصه و تسهیم ریسک حداقل سازد. در این قرارداد اگر چه پوشش کامل هزینه ها توسط کارفرما غیربهینه است اما هزینه سرمایه ای سقف ثابت ندارد و پیمانکار بخشی از افزایش هزینه ها را تقبل می کند. نتایج مدل ریاضی نشان می دهد که نمی توان راه حل گوشه ای برای یک قرارداد بهینه ارائه داد اما می توان یک رابطه تعادلی بین آثار کژمنشی شرکت بین المللی نفت، رقابت در مناقصه و تسهیم ریسک ایجاد کرد.

    در بند سوم بخش «ت» ماده (3) قانون وظایف و اختیارات وزارت نفت مصوب 1391 آمده است: «الگوهای جدید قراردادی از جمله مشارکت با سرمایه گذاران و پیمانکاران داخلی و خارجی بدون انتقال مالکیت نفت و گاز موجود در مخازن و با رعایت موازین تولید صیانت شده». اگرچه در این بند الگوی قراردادی «مشارکت» به طور مطلق و عام مقرر شده که این تصور پیش می آید که انواع این شیوه، نظیر مشارکت در تولید، مشارکت در سود و مشارکت در سرمایه گذاری را در بر می گیرد، اما به نظر می رسد بهره گیری از قراردادهای مشارکت در تولید مناسب ترین تفسیر برای این بند قانونی باشد چراکه نخست، در قراردادهای مشارکت در تولید، مالکیت نفت درون مخزن و نفت تولیدی به شرکت خارجی منتقل نشده و از این حیث قید «بدون انتقال مالکیت نفت و گاز موجود در مخازن» (برخلاف قراردادهای مشارکت در سود) رعایت می شود. دوم، ماهیت قرارداد مشارکت در سرمایه گذاری به گونه ای است که به مشارکت در تولیدات نفتی نیز منجر می شود. سوم، به دلیل ویژگی های خاص بخش بالادستی، بیشتر قراردادهای مشارکت در تولید در بخش بالادستی و برای اهداف اکتشافی/توسعه ای و تولیدی کاربرد داشته است. چهارم، از منظر تفسیر قانونی با توجه به سابقه انعقاد قراردادهای مشارکت در تولید در دوره قبل از پیروزی انقلاب اسلامی و همچنین تصویب متن قراردادهای نامبرده به عنوان قانون از سوی مجلس شورای ملی به نظر می رسد قانون نسبت به تعریف عناصر قراردادی مشارکت سابق بر این در قالب تصویب قانونی متن قراردادهای منعقده اقدام کرده و از این سابقه ادبیات قانونی می توان برای تفسیر عنوان مشارکت بهره جست و ضمن رجوع به این قراردادها به تبیین عناصر آنها پرداخت.

  • Investigating the Impact of Development of Unconventional Gas Resources on Iranian Natural Gas Production: System Dynamics Approach

    In recent years, in addition to conventional sources of gas, production from unconventional sources is also possible. Iran as a second-largest conventional gas reserves in the world and the fourth producer, intends to enter the gas competition, increase its share in the global gas trade. The purpose of this study is to investigate the long-term exploration, extraction and production of gas and the impact of unconventional gas production. To achieve this objective, System Dynamics approach is used. The model developed consists of three sub-system conventional gas exploration and production cycle, investment and global demand and for the period 2001-2035 is simulated. Model validity is approved and simulation results indicated that, with current trends, the life of undiscovered gas reserves in Iran from 400 years to less than 30 years will be reduce in 2035. Gas production rising from 100 BCM in 2001 to more than 500 BCM in 2035. In other words, the gas production in Iran will be about 5 times over a period of 35 years. Applying scenarios such as increasing the rate of exploration, increased investment in development and increase investment in technological improvements will lead to an increase in gas production. However, the development of unconventional gas could reduce demand security of gas in world and reduce the Iranian gas production in a long-term period. At the same time taking into account all scenarios can increase gas production and thus offset the decline in production is due to the expansion of gas production from unconventional sources.
  • Energy Intensity in the Iranian Economy: Components and Determinants

    In spite the global efforts to reduce energy intensity; Iran’s energy intensity has been increasing during the recent decades. To get a more detailed investigation of energy intensity, this study aims at decomposing energy intensity into its components including efficiency and structural change as well as at examining driving forces behind Iran’s energy intensity components during 1973-2011. Energy intensity decomposition showed that efficiency changes accounts for the most of increased energy intensity. It is found in this study that income (GDP), capital- labor ratio and urbanization are the most determinants of energy intensity and its components. Regarding the non-linear relationship between energy intensity and driving forces of income and capital-labor ratio as well as the estimated turning points, income plays a significant role in increase of energy intensity while capital-labor ratio tends to induce a reduction in energy intensity. Although urbanization has a positive contribution to energy intensity via structural changes component, its dominant effect on improved energy efficiency leads to an overall effect of reduced energy intensity by more than 1.8% as 1% increase in urbanization. The results showed a limited effect for price and share of industry in GDP and left no significant role for economic integration and foreign direct investment. The corresponding value for these variables remain less than 0.05%.

    The measurement and assessment of energy intensity of economic sectors, especially in developing countries, compose a foremost objective of contemporary energy policy. The Iranian industry sector has more than 25 percent of gross domestic products which has important role in determining effective factors on enrgy intensity. In this study the Logarithmic Mean Divisia Index (LMDI) was applied for energy intensity decomposition analysis with additive and multiplicative method introduction for Period of 2004-2011. The results show that energy intensity in the mentioned period had increased in industry sector. Additionally, intensity effect and activity effect have the most shares in energy intensity docomposition respectively. Also, the results indicate that chain-linked decomposition versus period-wise one has more actuall and reliable results applying for policymakers.

    Utilizing modern financing methods have been focused by governments either for low public budgets or for higher cost productivity of private sector. The financing method of Build-Operate-Transfer (BOT) is one of the most applicable methods for participation of private and public sectors. This paper examines two price determination methods in Iranian electric industry and compares them. Two pricing methods are compared in this paper: 1) two parts pricing (i.e. one part of price is extended and one part of price is non-extended during the operation period of the project) and 2) one part pricing (i.e. totally extended pricing during the operation period of the project). The results show that applying either model depends on policies of government against deregulation of prices.

    Pricing and risk sharing in oil and gas service contracts such as buyback has always been the most important challenges in the contracting design. Asymmetric information leads to agency costs such as moral hazard and adverse selection and the process of contracting is complicated. In this paper, by using of agency theory, the process of buy-back contracts is modeled between the National Oil Company (NOC) and International Oil Company (IOC) with regard to moral hazard in case of risk averse and risk-neutral contractor. Finally, Mathematical modeling techniques are used to provide analysis of agency costs, and then optimal contract is extracted. An optimal contract is a contract in which the contractor will bear part of the increased costs. The results show that there is not corner solution for offering a contract, but the equilibrium relationship can be created between moral hazard, competition in the bidding and sharing the risk.

    The 2012 Petroleum Act outlining the tasks and authority of the Iranian Petroleum Ministry allows implementation of new contractual models including partnership with domestic and foreign investors and contractors in compliance with protective production without transfer of the ownership of oil and gas of the reserves. Although this law refers to the general contractual partnership models which can be interpreted as production sharing, profit sharing, or, but it seems that the most suitable interpretation of this clause is using production sharing contracts in Iranian oil and gas industry because of following reasons; first, the ownership of oil and gas of the reservoirs would not be transferred to foreigners. Second, the nature of the contract allows the partnership in investment to result in the partnership in production. Third, due to the specific characteristics of the upstream sector, mostly the production sharing contracts have found applications in achieving the exploration and development (E & P) as well as production. Forth, the previous production sharing contracts concluded before the Islamic Revolution are available and can be used as reference in this regard. Thus, the main elements of such contracts can be outlined by referring to the terms and conditions of similar previously concluded contracts.
