    منابع روایی انقلاب مشروطه چوب زدن تجار قند از سوی حاکم تهران را اقدامی ناهنجار و ظالمانه تلقی کرده اند که به دنبال بحران گرانی قند کیفر شدند و اسباب شورش مردم فراهم گشت. نوشتار حاضر فارغ از این پیش فرض در پی پاسخ به این پرسش است چرا به رغم سابقه این گونه اقدامات حکومتی، تا پیش از این شاهد چنین واکنشی از سوی جامعه ایران نبوده ایم؟ آیا رفتار علاءالدوله مغایر با سنت پیشین بود؟ یا این زمان تحولی در فهم ایرانیان از حکومت داری رخ نموده بود که اقدامات معمول دولت خشم آنان را برانگیخت؟ اساسا اقدام علاءالدوله تا چه اندازه تخطی از رویه نظام کهن حاکم بوده و تا چه میزان تحت تاثیر نظام مشروطه داوری شده است؟ مقاله می کوشد با دوری از رویکرد اراده گرایانه متکی به اشخاص از دیدگاه ساختار ی به این واقعه توجه کند. به باور نگارنده، علاءالدوله در این رخداد از محدوده اختیارات معینه در نظامات کهن عدول نکرد بلکه اقداماتش با سازوکار دیوان حسبه و محکمه عدلیه در ساخت تشکیلات اداره شهری پیشینه دارد، بنابراین باید واکنش جامعه علیه اقدامات وی متوجه ناکارآمدی ساخت دولت در این زمان باشد که عمر آن به آخر رسیده بود.

    محمدرضاشاه پهلوی در سال 1337ش بنیاد پهلوی را تاسیس کرد. این بنیاد در مدت بیست سال فعالیت خود (1337-1357) در ظاهر سازمانی خیریه بود که تنها برای تامین مالی اهداف خیریه شاه به فعالیت اقتصادی می پرداخت، اما در واقع سازمان اقتصادی ای بود که در حوزه های مختلف اقتصادی سرمایه گذاری های گسترده ای انجام می داد. تاکنون پژوهش های انجام شده دلیل این سرمایه گذاری های گسترده را ثروت اندوزی شاه از طریق پوشش خیریه این بنیاد دانسته اند. اما این پژوهش با روش توصیفی تحلیلی و تکیه بر منابع اسنادی و کتابخانه ای نشان داده است که شاه به جز انگیزه مزبور، از طریق بنیاد پهلوی قصد مداخله، هدایت و تقویت جریان توسعه اقتصادی و صنعتی را داشته است. جریان مزبور جریانی در بین شاه و سیاست گذاران اقتصادی حکومت پهلوی از نیمه دوم دهه 1330ش به بعد بود که بر توسعه سریع اقتصادی و صنعتی تاکید داشت. پژوهش حاضر به بررسی چگونگی و چرایی مداخله شاه در این جریان از طریق بنیاد پهلوی، که در این پژوهش «کارکرد اقتصادی» بنیاد پهلوی نام گرفته است، پرداخته است. سوال اصلی مقاله حاضر این است که به جز عامل مالی (ثروت اندوزی) ، چه عاملی مبین سرمایه گذاری ها و فعالیت های گسترده بنیاد پهلوی در حوزه اقتصادی است؟ براساس یافته های این پژوهش، شاه با این سرمایه گذاری ها، از بنیاد در واقع اقتصادی پهلوی به مثابه ابزاری برای تحقق هرچه سریع تر برنامه های بلندپروازانه اقتصادی و صنعتی خود و تقویت و پشتیبانی از سیاست‏ های اقتصادی حکومت خود در حوزه های بانک داری، صنعت و معدن، بازرگانی دریایی، توریسم و مسکن در دو دهه 1340 و 1350ش بهره ‏برداری کرده است.

    گفتمان مجموعه ای از نشانه هاست که به صورت فراگیر به شکل دهی رفتارهای فردی و اجتماعی جامعه می پردازد. در هر نظم گفتمانی مجموعه ای از قوانین و قراردادها وضع می شود که به ساختاربندی اصول گفتمانی می پردازد. کنشگران اجتماعی با هدف های ایدئولوژیک مدنظر خود اقدام به واردکردن نشانه ها در چارچوب گفتمانی خود می کنند و اینجاست که زبان به عنوان بخش مهم سازنده گفتمان وارد عرصه می شود و به صورت نرم افزاری به تثبیت معناهای مدنظر کنشگران می پردازد. محمدرضا پهلوی نیز با استفاده از سازوکارهای زبانی در سطح روابط بین الملل، واقعیت های سیاسی را بازنمایی می کرد و متناسب با سیر تحولات سیاسی و اجتماعی و فضای حاکم دوران خود به تثبیت نشانه ها در چارچوب گفتمان سیاست خارجی خود می پرداخت. در یک الگوی نشانه شناختی از این گفتمان، محوری ترین نشانه در مرکز قرار گرفته و سایر عناصر در پیوند با آن قرار می گیرند. این پژوهش توجه خود را به چگونگی کارکرد برجسته سازی و حاشیه رانی در گفتمان سیاست خارجی شاه معطوف کرده و از این طریق نشانه های مسلط شده و غالب در گفتمان شاه را مشخص می کند. در این پژوهش، پنج دوره تاریخی براساس مفصل بندی نشانه های مسلط و ویژگی های غالب گفتمانی برای گفتمان سیاست خارجی شاه به این شرح تعیین شده است: دوره یکم: 1320-1324، دوره دوم: 1325-1332، دوره سوم: 1333-1344، دوره چهارم: 1345-1352 و دوره پنجم: 1353-1356. نتایج به دست آمده از این تحقیق نشان می دهد که شرایط و رویدادهای حساس تاریخی در هر برهه زمانی منجر به جا به جایی نشانه ها و تغییر چارچوب گفتمانی شاه نیز می شود.

    عصر سلطان حسین بایقرا را می توان از ادوار رونق فعالیت های عام المنفعه دانست. گرچه پیشینه این گونه اقدامات در دوره تیموریان (771-880. ق) به تیمور بازمی گردد، اما با روی کارآمدن بایقرا و متعاقبا رویکرد ویژه وزیر او، امیرعلیشیر نوایی، این اقدامات در حد قابل ملاحظه ای در خراسان گسترش یافت. پژوهش حاضر با تکیه بر روش توصیفی تحلیلی و بهره گیری از متون تاریخی در پی پاسخ به این پرسش می باشد که گستره و تاثیر فعالیت های عام المنفعه سلطان و نوایی تا چه حد و با چه رویکردی بوده است؟ در دوره بایقرا، این اقدامات به صورت قابل ملاحظه ای توسط او و درباریانش به خصوص وزیر وی در راستای سیاست های دربار و انگیزه شخصی انجام پذیرفت. این امور، بیشتر زمینه ها از جمله مذهبی، آموزشی و رفاهی را شامل می شد که در این بین سلطان و درباریان علاوه بر توجه به رفاه عمومی، در راستای کسب منزلت و جایگاه سیاسی اجتماعی گاه با نیت خالص، عدم رضایت از نابرابری عمومی، کسب رضایت درونی و در مواردی شهرت طلبی، به انجام این امور اهتمام داشتند.

    فتح مصر توسط هخامنشیان و استقرار و استمرار حکومت آنان بر این سرزمین باستانی، توجه مورخان آن دوره را بر انگیخته است؛ و به همین سبب، هریک با توجه به داده ها و نیز تمایلات سیاسی خود، ارزیابی و گزارشی از این رویداد بزرگ ارائه داده اند. مسئله مورد توجه این است که رویکرد هخامنشیان به میراث متنوع و گسترده مصریان چه بوده است و آیا حضور آن ها تغییری در ساختار اداری و اقتصادی جامعه مصر ایجاد کرده است. این مقاله با استفاده از یافته های باستان شناسی و نیز مطالعات تاریخی جدید، به اثبات نقش اثرگذار هخامنشیان در تحول ساختار اداری و اقتصادی مصر می پردازد و روایت دقیق تری از رویارویی این دو تمدن باستانی ارائه می دهد، که با گزارش برخی مورخین باستانی هم خوان نیست. همچنین با بررسی و تطبیق نوشته های این دو گروه، رویکرد هخامنشیان به میراث مصریان، که در منابع یونانی تا حدودی با سیاه نمایی توام بوده، را با تحلیل یافته های جدید مثبت ارزیابی می کند و قدری از ابهامات برجای مانده درباره عملکرد فرمانروایان هخامنشی در مصر، که در قرون متمادی بنا به دلایلی به آن دامن زده شده است، روشن می شود.

    اشکانیان در هنگامه حساسی پادشاهی خود را بنیان نهادند. سلوکیان به عنوان جانشینان اسکندر، بخش بزرگی از آسیا را در تصرف خود داشتند و یونانی گری یا همان «هلنیسم» در اجزای گوناگون زندگی ازجمله سیاست، فرهنگ و هنر نفوذ کرده بود. در چنین شرایطی اشکانیان که دارای ریشه های قبیلگی استواری بودند، تلاش خود را به منظور بیرون راندن سلوکیان از سرزمین ایران و بنیان نهادن یک دودمان شاهی نوین آغاز کردند. در این میان، ارشک، بنیادگذار پادشاهی اشکانی نقش اساسی و سرنوشت سازی را برعهده داشت. پادشاهی نوبنیاد اشکانی نیازمند کسب وجهه و مشروعیت سیاسی بود. در این فرایند با توجه به زمانه حساس و دشوار اشکانیان، مبانی و ریشه های مشروعیت پادشاه به آرامی در حال شکل گرفتن و تکوین بود. مقاله پیش روی در تلاش است اجزای پیچیده، درهم تنیده و چندوجهی مشروعیت سیاسی در دوره اشکانی را مورد بررسی قرار دهد. براساس نتایج به دست آمده، مهم ترین مبانی و بنیان های مشروعیت و مقبولیت پادشاه در دوره اشکانی عبارت بودند از: سنت های قبیلگی و دودمانی که بازتاب اساسی آن را در شخصیت ارشک می توان جست، سنت های کهن ایرانی و به شکل مشخص خود سنت های شاهانه هخامنشی و سنت های مشروعیت بخش یونانی و به تعبیر درست تر آن سلوکی.

    سلجوقیان پس از ورود به ایران با مدیریت نخبگان ایرانی، هویت قبیله ای خویش را با ایجاد سپاه ثابت و ساختار دیوانی منظم، به یک امپراتوری قدرتمند تغییر دادند. خواجه با احیای سنت دیرینه اقطاع داری و واگذاری حکومت ولایات مرزی به غلام امیران، دو نهاد نظامی و اقتصادی اقطاع را به هم پیوند داد تا علاوه بر تحدید گستره حکومت و تسهیل اداره آن، بر تامین هزینه های نظامی هم فائق آید. ساختار حکومت سلجوقی از مثلث قدرت سلطان، وزیر و امیر تشکیل شده بود. همواره در دوران اقتدار حکومت، سلطان در راس این مثلث و بر دو رکن دیگر مسلط بود، اما در دوره انحطاط، این امیرمقطعان بودند که با تبدیل شدن به حاکمانی سرکش، دو پایه دیگر قدرت را تحت سیطره قرار دادند. این مقاله به دنبال تحلیل تاثیر اقطاع داری بر تضعیف سلطنت و وزارت است و بر این مدعاست که اقطاع داری با کاهش دامنه سیطره سیاسی سلطان با ایجاد ولایات نیمه مستقل و گاه یاغی و رقیب تراشی شاهزادگان، سلطنت را تضعیف کرد و از طریق تصاحب درآمدهای مالیاتی و عدم پاسخ گویی به وزیران با عزل و نصب و در نهایت قتل آنها تضعیف این نهاد را فراهم ساخت.

    The narrative sources of the Constitutional Revolution saw the crackdown on sugar business by the ruler of Tehran as an abusive and cruel act that was followed by a massive crisis of sugar culprits, and a riot of people was provided. Without prejudice to this premise, the present article seeks to answer the question why, despite the history of such government actions, we have not seen such a reaction by the Iranian community before? Was the behavior of ʿAlāʾ al-Dawla contrary to the previous tradition? Or at this time a change had happened in the understanding of the Iranian people about governance? which routinely caused the government to anger them? In essence, how much did ʿAlāʾal-Dawla’s actions violate the rules of the regime and to what extent have they been judged by the constitutional system? The article tries to focus on the event from the structural point of view by rejecting the voluntaristic approach of individuals. According to the writer, ʿAlāʾ al-Dawla, in this event, he did not resign from the limits of authority in the old systems, but his actions had a background in the disciplinary office and the court of justice in the organization of the city administration; therefore, the community's response to his actions would be to toward the ineffectiveness of structure of the state at this time, which his life was over.

    Mohammad Reza Shah Pahlavi founded the Pahlavi Foundation in 1957. During the twenty years of activity (1957-1979), the Foundation was apparently a charitable organization that was investing in economics only for financing Shah’s charitable purposes. But it was actually an economic organization that was investing extensively in various economic areas. Researches, so far, have introduced the reason for these investments the accumulation of wealth by the Shah through the Foundation's charity appearance.
    This research, using descriptive-analytical method and documentary and library resources, showed except for the reason mentioned above, Shah has intended to intervene, guide and reinforce the policy of economic and industrial development through the Foundation. The policy, which starts from the second half of the 1950s, was between Shah and Pahlavi economic policymakers which emphasized the rapid economic and industrial development. The present research has investigated how and why the Shah intervened in this policy through the Foundation; in this paper, this intervention is named the "economic function" of the Pahlavi Foundation.
    The main question of this article is this: except financial factor (accumulation of wealth), what factor explains the Pahlavi Foundation's extensive investments and activities in the economic fields? Based on the findings of this research, Shah has exploited the Pahlavi Foundation as a tool for the realization of ambitious programs, and strengthening and supports his government’s economic policies in fields of banking, industry, maritime commerce, tourism and housing in the 1960s and 1970s.

    Discourse, as a system of signs, generally constructs individual and social behaviors. In every order of discourse, a collection of rules and conventions is stipulated in order to construct discourse principles. In regard to their ideological purposes, social actors tend to import signs into their discourse framework. Simultaneously, language as a significant constructive component appears and begins to establish the intended meaning of social actors in a soft manner. Thus Mohammad Reza Pahlavi, at an international level, utilizes language facilities for representing political facts. According to sociopolitical events and governing atmosphere, he attempts to establish signs in his discourse framework. In a semiotic model of this discourse framework, axiomatic signs are set into the center while the others are around the central point. Accordingly, this research focuses mainly on how foregrounding and backgrounding function in foreign policy discourse of Shah. Then in this way, hegemonic and dominant signs have been specified. Moreover, according to dominant discourse features, five periods are determined as follows: first period: 1320-1324, second period: 1325-1332, third period: 1333-1344, fourth period: 1345-1352, and fifth period: 1353-1356; furthermore, a discourse framework is determined for each period. The results show that notorious incidents occurred at certain junctures not only stir "self" and "other" identities within the realm of otherization, but it will also lead to alteration of shah's framework as well as displacement of signs.

    The era of Sultan Husayn Bayqara is recognized as the period of prosperity of public utility activities. While the onset of these activities dates back to the Timurid Empire (1370-1507), they were considerably expanded in Khorasan during the Bayqara administration and due to the approaches of his special minister, Amir Ali Shir Nava'i. This descriptive and analytical research was conducted to assess the scope and impact of public utility activities of Sultan and Nava’i using historical contents of that time. According to the results, these measures were considerably taken by Sultan and his court, especially his minister, based on the policies of the Shah and his court. These issues involved most areas, including religion, education and welfare. In this respect, Sultan and his court members dedicated efforts to taking these measures in line with earning a high-level and political-social status sometimes based on pure intensions, dissatisfaction with general inequality, acquiring internal satisfaction, and in some cases, fame-seeking.

    The conquest of Egypt by the Achaemenids and the establishment and continuity of their government over this ancient land have raised the attention of the historians of that period, and each of them has given an assessment and report of this great event, according to their data and political inclinations. The point is that what has been the Achaemenid approach to a large and diverse Egyptian legacy, and whether their presence has brought about a change in the administrative and economic structure of Egyptian society. Using archeological findings as well as new historical studies, this paper demonstrates the role of the Achaemenids in the evolution of the administrative and economic structure of Egypt and provides a more accurate account of the confrontation between these two ancient civilizations, which is not consistent with the reports of some ancient historians. Also, by reviewing and adapting the writings of these two groups, the Achaemenid approach to the Egyptian heritage, which in Greek sources is partly tarnished, evaluates with the analysis of new positive findings and some ambiguities about the performance of the Achaemenid rulers in Egypt, which In the centuries it has been foment for some reason, now becomes clear.

    Arsacid dynasty was established in a tumultuous time. Seleucid Empire, as the successor of Alexander, had conquered a large part of Asia and Hellenism had spread into various aspects of life like politics, culture and art. It was under these circumstances that Arsacids with their robust tribal background tried their best to drive the Seleucids out of their motherland, Persia, and establish a new kingdom. Arsaces, the founder of dynasty, had a substantial and determining role. The newly founded kingdom needed political legitimacy and reputation, and given the difficult and tumultuous time Arsacids were living in, the principles and roots of king’s legitimacy were still in the making. The present paper tries to study the complex, interwoven political legitimacy of the Arsacid dynasty. According to results, the most important principles in this period were the tribal and dynastic traditions, the reflection of which can be found in Arsaces’ character, in Persia’s long-standing tradition—not least the kingship tradition of Achaeminds—and in Greek legitimating traditions or, more appropriately, Seleucid traditions.

    The Seljuqs after entering Iran, were managed by the elites of Iran and changed their tribal identity to a powerful empire by creating a steady army and a bureaucratic structure. By reclamation a long-standing tradition of Iqta and the transfer of the border provincial government to the slave amirs, Niẓām al-Mulk linked the two military and economic institutions in order to overcome the military costs, in addition to limiting the scope of the government and facilitating its administration. The power triangle of the Seljuq government was composed of the sultan, the minister and the Amir. Under the rule of the state, the Sultan always dominated the other two pillars, but during the period of decline, these were the Seljuq amirs who dominated the two other leaders.
    This article seeks to analyze the impact of the iqta on the weakening of the monarchy and the ministry, claiming that the government has weakened the rule of Sultan by reducing the scope of the Sultan's political domination by creating semi-independent and sometimes outlaw provinces and rivaling the princes of the monarchy, refuse to send tax revenues, non-response to the ministry by dismissal, installation and killing of them.
