    هدف اصلی این مقاله بررسی چگونگی تاثیر روابط بین قدرت های بزرگ بر پویایی و کارایی سازمان های بین المللی، به ویژه در دوران پساجنگ سرد است. در این راستا پرسش اصلی مقاله این است که رابطه بین قدرت های بزرگ چه تاثیری بر سازمان های بین المللی در دوران پساجنگ سرد داشته است؟ برای پاسخ به این پرسش، ابتدا چارچوبی مفهومی برای درک تحول در سازمان های بین المللی ارائه شده است. سپس به تحول در رابطه بین قدرت های بزرگ در دوران پساجنگ سرد پرداخته شده و سرانجام پدیده گسترش کمی و کیفی سازمان های بین المللی با محوریت رابطه بین قدرت های بزرگ در کانون توجه قرار گرفته است. نتایج حاصل از این تحقیق نشان می دهد که سازمان های بین المللی محصول کنش و واکنش سیاست بین الملل، حقوق بین الملل و اجتماع بین الملل بوده و باتوجه به تحولی که در ماهیت رابطه بین قدرت های بزرگ در دوران پساجنگ سرد رخ داده، سازمان های بین المللی در مقایسه با دوران پیشین سیاست بین الملل، تحولی افقی و عمودی یافته و جایگاه مهم تری در کنش و واکنش های روابط بین الملل به دست آورده اند.

    هدف اصلی این مقاله، اثبات تعهد سازمان منع سلاح های شیمیایی در قبال همکاری های صلح آمیز شیمیایی مندرج در مواد 8 و 11 «کنوانسیون منع توسعه، تولید، انباشت و کاربرد سلاح های شیمیایی و نابودی آنها» (مصوب 30 نوامبر 1992 مجمع عمومی ملل متحد) و احراز مسئولیت بین المللی این سازمان در فرضی است که چنین تعهدی را نقض کرده باشد. بر این اساس پرسش اصلی مقاله حاضر این است که در چه شرایطی و بر پایه چه فروضی می توان این سازمان را در قبال تعهداتش به ارتقای همکاری های صلح آمیز بین المللی در زمینه فعالیت های شیمیایی مسئول دانست؟ نتایج این تحقیق نشان می دهد که سازمان منع سلاح های شیمیایی در قبال همکاری های بین المللی مندرج در ماده 11 کنوانسیون تعهداتی منجز و قطعی دارد. همچنین بنابر تفسیر ارائه شده در این مقاله، گروه استرالیا که اعضای آن همگی عضو سازمان منع سلاح های شیمیایی هستند، از این جهت که بر ممنوعیت ها و محدودیت های کنوانسیون افزوده، با کنوانسیون ناسازگار است و در نتیجه اعضای آن در وضعیت نقض کنوانسیون به سر می برند.

    حق بر غذا، حق بنیادین هر شخص، حق بر رهایی از گرسنگی و دسترسی پایدار به غذا با کیفیت و کمیتی است که پاسخگوی نیازهای غذایی و فرهنگی او باشد. اگر چه تعهد اصلی اجرای حقوق بشر، چه در عرصه داخلی و چه بین المللی بر عهده دولت ها قرار گرفته است، اما گسترش روز افزون دامنه فعالیت های سازمان های بین المللی در سطح بین الملل، به ویژه در زمینه حقوق بشر، این پرسش را بر می انگیزد که نقش سازمان های بین المللی در برآورده کردن حق بر غذای بشری چیست و سازمان های بین الملل چگونه این نقش را ایفا می نمایند. این مقاله نشان می دهد که سازمان های بین المللی نقش موثر و بی بدیلی در زمینه تحقق حق بر غذا در سطح بین المللی دارند. همچنین بیان می شود که این نهادها از جنبه های مختلفی به مسائل مرتبط با دستیابی به حق بر غذا می پردازند. در نهایت نتیجه گرفته می شود که هدف از این فعالیت ها، دستیابی به حق بر غذای بشری، به ویژه برای مردمان تنگدستی است که بیشترین آسیب را از وضعیت نامناسب امنیت غذایی در سطح جهانی متحمل شده اند.

    هدف اصلی مقاله، پرداختن به فعالیت صورت گرفته توسط آسه آن در خصوص تغییر اقلیم است. بنابراین تلاش می شود با روشی توصیفی تحلیلی به این پرسش پاسخ داده شود که آسه آن به عنوان سازمان منطقه ای جنوب شرق آسیا چه اقدام های عملی موثری را درخصوص پدیده تغییر اقلیم انجام داده است؟ به منظور پاسخ به پرسش اصلی مقاله، مطالب در پنج مبحث ارائه می شود. در مبحث نخست، موضوع بازنگری در مقوله امنیت در حوزه روابط بین الملل و تعریف گسترده تر از این مفهوم ارائه می شود. در مبحث دوم، موضوع امنیت زیست محیطی به عنوان یکی از محورهای امنیت در روابط بین الملل بررسی می شود. در مبحث سوم، موضوع تغییر اقلیم به عنوان یک تهدید برای امنیت زیست محیطی مورد بررسی قرار می گیرد. در مبحث چهارم، مخاطرات ناشی از تغییر اقلیم در منطقه جنوب شرق آسیا مورد توجه قرار می گیرد و در مبحث پنجم، اقدام های صورت گرفته توسط آسه آن درخصوص تغییر اقلیم در قالب دو دسته اقدام های سیاست گذاری هنجاری و توسعه نهادی و سازمانی ارائه می شود.

    در دهه اول هزاره سوم، کشورهای منتخب منطقه سند چشم انداز، تحولات توسعه ای سریعی را در حوزه های مختلف محیطی، زیرساختی، بخش واقعی اقتصاد، بخش خارجی اقتصاد و به ویژه در جذب سرمایه گذاری خارجی شاهد بوده اند. این تحولات توسعه ای به نوبه خود فرصت ها و چالش هایی را برای اغلب کشورهای منطقه، به ویژه ایران فراهم آورده است. نکته اساسی و کلیدی آن است که اگر ایران تمهیدات لازم برای حوزه های مورد اشاره را فراهم ننماید، بیم آن می رود که نه تنها به اهداف سند چشم انداز 1404 دست پیدا نکند، بلکه شکاف تاریخی توسعه ایران در مقیاس منطقه ای (بازیگران اصلی کلیدی) و جهانی بیشتر شده و روز به روز بر آن افزوده شود. مقاله حاضر در تلاش است با تبیین تحولات توسعه ای کشورهای منتخب منطقه مورد نظر سند چشم انداز 1404برای همگرایی اقتصادی منطقه ای، تحولات توسعه ای ایران در مقایسه با کشورهای مورد نظر را، اعم از فرصت ها، تهدیدها و چالش های فراروی ایران، گوشزد نماید.

    این مقاله در پی بررسی چالش های فراروی ترکیه برای پیوستن به اتحادیه اروپا است. به نظر می رسد دو متغیر مستقل ناهمگنی هویتی و اقتصادی، روند عضویت ترکیه در اتحادیه اروپا را با چالش مواجه کرده است. برای آزمون این فرضیه، نگارندگان با بهره گیری از نظریه های سازه انگاری و لیبرالیسم اقتصادی تلاش می کنند تا به تشریح نگاه اتحادیه اروپا به این روند بپردازند. در اینجا ویژگی های ساختار قدرت و سیاست ترکیه از جمله میراث اسلامی و هویت اسلام گرایانه، کسری دمکراسی، ساختار نیمه دمکراتیک و اقتصاد کوچک در حال توسعه، چالش های فراروی عضویت در اتحادیه اروپا به شمار می روند. نگارندگان نتیجه می گیرند که با این ویژگی ها، ترکیه همچنان مسیر صعب العبوری را برای پیوستن به اتحادیه اروپایی در پیش خواهد داشت.

    فقدان شفافیت و یکنواختی کافی در اعمال معیارهای موجود در رابطه با جرح داور و توجه به تعارض منفعت در داوری بین المللی موجب شد تا کانون بین المللی وکلا با تشکیل کارگروهی به انتشار «اصول راهنما راجع به تعارض منافع در داوری بین المللی» دست بزند. پرسشی که مطرح می شود. این است که اصول راهنمای کانون بین المللی وکلا در مقایسه با دیگر قوانین و قواعد داوری حاوی چه دستاوردی است؟ هرچند اصول راهنما در برخی موضوعات همچون وضع قیود حاکم بر معیار شخصی افشا، اثر عدم افشا و تاثیر مرحله رسیدگی بر تصمیم داور، با دیگر قوانین و قواعد داوری هماهنگی لازم را ندارد، اما می تواند به عنوان آغاز راهی در جهت هماهنگی هرچه بیشتر رویه های داوری بین المللی، در آینده تاثیر شایانی داشته باشد.

    International organizations, as an outcome of actions and reactions in international politics, law and community since their very inception in the Twentieth Century, have always been significantly susceptible to the impact of the relations among major powers. The critical impact of these powers on the dynamism and efficiency of international organizations has not been in doubt. This has also been the case during the post-Cold War era. This paper undertakes to assess the impact of the relations among major powers on international organizations in the period following the end of the Cold War? To answer this question, a conceptual framework for understanding developments in international organizations has been offered first. Then, changes in relations among major powers since the end of the Cold War have been discussed. And finally, the paper has turned to the assessment of the qualitative and quantitative developments in international organizations from the vantage point of relations among the major powers. As argued in the paper, changes in the quality of relations among the major powers in the post-Cold War era have ushered both horizontal and vertical development in international organizations, especially when compared to previous eras, and have as a consequence led them to play a more important role in international relations.

    The Chemical Weapons Convention, adopted by the UN General Assembly in 1992, constitutes the most important international legal instrument on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. The present paper intends to explore the commitment of the Convention to fostering peaceful chemical cooperation as envisioned in Articles 8 and 11, and also to assess the international responsibility of the Organization for the Prohibition of Chemical Weapons (OPCW). Therefore, the mainquestion of this paper is: “Under what conditions and according to what principles can this Organization be held responsible with regard to its commitment to fostering peaceful international cooperation in the field of chemical activities?” As discussed in this paper, according to the provisions of Article 11 of the Convention, the Organization is under definitive obligations to bolster international cooperation. The paper also shows that the measures taken by the Australia Group, whose members are also Member States of the OPCW, in expanding prohibitions and restrictions of the Convention are incompatible with the provisions of the Convention and, therefore, its members are in violation of the Convention.

    The right to food, a basic right of every person, is the right to be free from hunger and have sustained access to food with acceptable quantity and quality which would meet their food and cultural needs. Although States are the main parties responsible for the realization of human rights, both at domestic and international levels, increased activities of international organizations on an international scale, especially in the field of human rights, have raised questions as to the role of these organizations in realizing the human right to food and how they discharge that role. As argued in this paper, international organizations play aneffective and unique role in the realization of the right to food at the international level. It is also noted that such international bodies address different aspects of the various issues related to the right to food. The paper concludes that the main goal of such activities is to realize the human right to food, especially for the poor people suffering the worst from unfavorable food security in the world.

    The main goal of this paper is to discuss measures taken by the Association of Southeast Asian Nations (ASEAN) with regard to climate change. Therefore, a descriptive-analytical method has been used to answer the main question of the paper: What effective practical steps has ASEAN taken with regard to the climate change? To answer this question, the paper has been prepared in five sections. The first section reviews the concept of security in international relations and a broader definition of this concept has been provided. In the second section, environmental security has been discussed as one of the main aspects of security in international relations. In the third section, the focus is on the climate change as a threat to environmental security. The fourth chapter discusses risks of climate change in Southeast Asia. The fifth section reviews measures taken by ASEAN with regard to climate change by dividing those measures in two broad categories of normative policymaking as well as institutional and organizational development.

    Iran’s 20-Year Vision, a major document and roadmap for the long-term overall development of the country, was adopted a few years ago. The Vision contains, among others, comparisons with the performance of a select group of countries in the region. As discussed in the present paper, a number of regional countries have achieved in recent years rapid developmental changes in various fields of infrastructure, real economy, environment, and foreign economic relations, especially with regard to foreign investment attraction. These developments have faced most regional countries, especially Iran, with challenges and opportunities. The authors argue in the paper that if Iran fails to make due progress in these fields, it will not only fail to achieve the objectives of the 20-Year Vision, but it will also risk widening of the historical developmental gap which exists between regional and international players. The present paper aims to expound developmental changes in a select group of countries in the region and also compare Iran’s performance with those countries in terms of opportunities, threats and challenges.

    This paper discusses the challenges Turkey has faced in its bid for accession to the European Union (EU) membership. As argued here, two independent variables; namely, identity and economic incongruity, have confronted Turkey’s endeavor with certain serious challenges. To test this hypothesis, the authors explain the EU’s approach to the question of membership through theories of constructivism and economic liberalism. As discussed in the paper, the major challenges faced by Turkey in this process stem from the peculiar characteristics of power and political structure in the country, including the Islamic heritage and identity, incomplete democratization as embodied in a semi-democratic political structure, and also the developing nature of the economy. The paper concludes that as long as these characteristics persist, Turkey will have a hard row to hoe for the accession to the European Union.

    Lack of adequate transparency and uniformity in application of the existing criteria of international arbitration, and existence of conflicting interests in international arbitration, have led the International Bar Association (IBA) to launch a range of practical and substantive recommendations known as “IBA Guidelines on Conflicts of Interest in International Arbitration.” The present paper tries to look into the performance and achievements of the IBA Guidelines, especially when compared to other bodies of arbitration rules and regulations? The paper argues that although the Guidelines are not in tune with other rules of arbitration with respect to certain issues such as imposing restrictions on subjective standard of disclosure, the impact of non-disclosure, and the effect of the investigations on the arbiter’s decision, they can still blaze a new trail which could lead to a higher level of coordination among various procedures of international arbitration.
