    حادثه 11 سپتامبر2001 و پیامدهای ناشی از آن، باعث شد تا تروریسم و ضرورت مقابله با آن به اولویت اول سیاست خارجی آمریکا در نظم جهانی و سازمان های منطقه ای ازجمله نفتا تبدیل شود. با توجه به این امر، سوال اصلی مقاله حاضر این است که ایالات متحده آمریکا چگونه کشورهای عضو نفتا را به همراهی در برنامه مقابله با تروریسم متقاعد کرد؟ در پی یافتن پاسخی مناسب برای این پرسش، نویسندگان مقاله با استفاده از "تئوری شناخت" سعی کرده اند صعود مبارزه با تروریسم به صدر برنامه های امنیتی نفتا را توصیف و تبیین نمایند.
    نتایج این پژوهش نشان می دهد آمریکا به عنوان تنها ابرقدرت نظام بین الملل تلاش کرد تا با ایجاد محرک ها و انگیزه های مختلف، کشورهای عضو نفتا را به همراهی با خود ترغیب نماید. در این راستا، این کشور از دو پایه تفکری "وابستگی تجارت - امنیت" و "امنیت بشر"، برای رسیدن به این هدف بهره جست.

    آمریکا مدتهاست که خود را قدرت منطقه پاسیفیک می داند و هدف اصلی سیاست خارجی آمریکا جلوگیری از ایجاد یک قدرت بزرگ یا مجموعه ای از قدرت ها با هدف کنترل اوراسیاست. پیشتر، این مسئله در سال 2011.م سبب «چرخش» دولتاوباما از جنوب آسیا و خاورمیانه به منطقه آسیا-پاسیفیک شده بود. این مقاله سیاست خارجی آمریکا در آسیای شرقی را با تاکید بر تاریخ مشترک و چالش های اخیر مورد بررسی قرار می دهد. همچنین روابط آمریکا را با چهار موجودیت سیاسی کلیدی یعنی ژاپن، جمهوری کره (کره جنوبی)، چین و تایوان بررسی می کند. هدف اصلی مقاله حاضر پاسخ به این پرسش کلیدی است که سیاست خارجی ایالات متحده در دوران ریاست جمهوری باراک اوباما در منطقه شرق آسیا چگونه قابل ارزیابی است؟ در پاسخ به پرسش مذکور فرضیه اساسی که مطرح می شود آن است که در دوران ریاست جمهوری باراک اوباما، آسیا بار دیگر به کانون توجه سیاست خارجی آمریکا درآمد و چرخش دولت اوباما به سمت آسیای شرقی را می توان بارزترین نشانه اشغال از پیش فرض شده منطقه توسط آمریکا تلقی نمود که از نقش پر رنگ آسیا در سیاست خارجی این کشور حکایت داشت. نتایج پژوهش حاکی از آن است که هدف استراتژیک و اقتصادی آمریکا، مهار رشد و پویایی آسیاست و از منظر رویکرد واقع گرایی و منطق بازدارندگی، آمریکا به یقین تلاش خواهد کرد تا از خیزش چین به عنوان یک رقیب استراتژیک در شرق آسیا جلوگیری نماید.

    در چند سال اخیر، بحران سوریه به یکی از مهمترین موضوعات نظام بین الملل تبدیل شده و توجه بسیاری از کشورهای جهان را به خود معطوف کرده است. سوریه عرصه رقابت و محل جولان برخی از قدرت های منطقه ای و بین المللی گشته و هر یک بر اساس اهداف و منافع خود به ایفای نقش در آن می پردازند. در این بین، فدراسیون روسیه همواره یکی از اصلی ترین بازیگران بین المللی تاثیرگذار و دارای نقش تعیین کننده در این عرصه بوده است. لذا در این مقاله چرایی و چگونگی سیاست ها و اقدامات روسیه در قبال بحران سوریه مورد مطالعه قرار گرفته است. علاوه بر آن، با توجه به اینکه تحولات در سوریه و رویکرد روسیه در قبال آن، به شکل مستقیم و غیرمستقیم دارای پیامدهایی برای منافع ملی جمهوری اسلامی ایران است لذا در این مقاله، بررسی جامعی از این موضوع شده است. سوال اصلی آن است که سیاست روسیه در قبال بحران سوریه و پیامدهای آن بر منافع ملی ایران چه بوده است؟ فرضیه مقاله حاکی از آن است که سیاست روسیه در بحران سوریه تلاشی در جهت ایجاد موازنه در نظام بین الملل و مقابله با تهدیدات موجود از طرف غرب و آمریکا بر سر راه امنیت و منافع ملی این کشور است که همسویی مقطعی آن با سیاست های ایران تامین کننده منافع ملی ایران می باشد ولی با این وجود، اختلاف رویکرد این دو کشور و نوع کنشگری آنها می تواند چالش هایی را ایجاد نماید.

    متعاقب تاسیس شورای حقوق بشر در مارس 2006، وضعیت حقوق بشر در عربستان در موارد متعددی مورد توجه این نهاد نوظهور قرار گرفت. با توجه به گستردگی، صلاحیت و حساسیت شورا نسبت به نقض حقوق بشر در عربستان این سوال مطرح شد که سازوکارهای نظارتی و مکانیسم های اجرایی شورا چه تاثیری بر تغییر رفتار آل سعود نسبت به رعایت حقوق زنان در درون مرزهای ملی داشته و عربستان تا چه میزان همسو با ایده جهان شمولی حقوق بشر بوده و چه تحولاتی را پشت سرگذاشته است؟ در پاسخ به سوال فوق این فرضیه مطرح شده که به نظر می رسد سازوکارهای نظارتی و مکانیسم های اجرایی شورای حقوق بشر، عربستان را ملزم به انجام اصلاحات حقوق بشری کرده است. یافته های پژوهش نشان می دهد اولا ارائه توصیه های کشورها درقبال گزارش های ادواری و تعیین گزارشگران ویژه اثرگذاری قابل قبول تری بر ارتقاء وضعیت حقوق زنان داشته، ثانیا بافت سنتی که برتار و پود فکری و اندیشه مردم و مسئولین جامعه تنیده شده بود و مانعی جدی بر احقاق حقوق زنان محسوب می شد، درحال بازسازی است. ثالثا تلاش زنان و همسو شدن آنها با فشارهای شورای حقوق بشر و رسانه ها، پایه گذار نظم نوینی شده که مشخصه آن تغییر نظام جنسیتی خواهد بود.

    ترکیه از آغاز تاسیس توسط مصطفی کمال آتاترک،یک یازپایه هاواصول اساسی نظام حکومتی خود را بر مبنای سکولاریسم قرارداده است. یکی از عوامل کلیدی سکولاریسم در ترکیه مدرن با میراث عثمانی، نظارت «نهادینه حکومت بر دین» است. با تاسیس جمهوری در سال 1923 دولت منافع خود را در چهارچوب سکولاریزاسیون و بنای ملتی برخاسته از گروه های متنوع قومی و دینی تعریف کرد. پیروزی حزب عدالت و توسعه ترکیه در انتخابات نوامبر 2002 به عنوان حزبی با ریشه های اسلامی،پرسش های مهمی را درباره آینده سکولاریسم و نیز اسلام گرایی در این کشور به میان آورد. ویژگی های اصلی سکولاریسم ترکیه با گونه فرانسوی یا آمریکایی آن متفاوت است و قرائتی که از این مفهوم در ترکیه می شود، متفاوت از جداسازی دین و حکومت، مهار دین و حذف آن از سپهر عمومی را دنبال می کند. در این مقاله، تلاش خواهیم کرد با بهره گیری از رویکرد جریان شناسی فکری به این پرسش پاسخ دهیم که سمت گیری عدالت و توسعه به عنوان یک حزب با ریشه های اسلامی در مواجهه با سکولاریسم چگونه بوده است؟ یافته های مقاله حاکی از آن است که حزب عدالت و توسعه با پذیرش سکولاریسم به عنوان یک روش حکومت داری، ضمن کاستن از حساسیت نیروهای طرفدار ایدئولوژی کمالیسم (و به طور خاص حامیان قرائت حداکثری از سکولاریسم) در پی جدایی دین از ساختار حکومتی است تا بدین وسیله آزادی های دینی را تضمین کنند.

    روسیه از سال 2011 میلادی، باملاحظه نخستین زمزمه های تولد نظم جدید منطقه ای در خاورمیانه، رویکردهای جدیدی را نسبت به این منطقه حساس در پیش گرفته است. رویکردهایی که نشان از بازیابی نقش آفرینی مسکو در این منطقه دارد. بااین حال خاورمیانه جدید از اساس متفاوت از گذشته بوده و از پیچیدگی های نوینی برخوردار است. کشورهای این منطقه، امروز از استقلال بیشتری برخوردار بوده و در هم تنیدگی حوزه های مختلف منجر به شکل گیری جبهه هایی تودرتو و پیچیده گردیده است. جبهه هایی که هرکدام الگوهای خاصی از روابط میان بازیگران را ایجاب می نماید. این پیچیدگی ها منجر به ظهور یک رفتار موازنه گرانه تجربی از سوی مسکو در قبال کشورهای این منطقه گردیده است. رفتاری که با اتکا به گزاره هایی همچون مداخله مستقیم نظامی، مبارزه با تروریسم، شکل دهی به ائتلاف های ضد غربی و پیگیری استراتژی های بین المللی انرژی، مبتنی بر رویکردهای خاصی بوده است. اصلی ترین مولفه های رفتار موازنه گرانه روسیه در خاورمیانه را می توان تاکید بر ابعاد کارکردی، بازی با تمام بازیگران دولتی، تقسیم کار بدون ایجاد تقابل و تعامل با بازیگران غیردولتی در نظر گرفت. این رویکرد در قبال جمهوری اسلامی ایران و عربستان سعودی، به عنوان دو بازیگر مهم منطقه ای با منافعی که بعضا متقابل و متعارض هستند، اعمال شده و روابط حسنه و متوازن توامان مسکو با تهران و ریاض را در برداشته است.

    September 11 event in 2001 and its consequences made terrorism and counterterrorism, the first priority of US foreign policy in world order and regional organizations such as NAFTA. So, the main question of this article is how did US persuade other members of NAFTA to pursue and accompany US plans in its fight against terrorism? To answer this question, authors used “cognition theory” to justify functional expansion of NAFTA from economic issues to security ones.
    The results indicate that as a hegemon, US tried to create various motivations to persuade other countries to join this fight. To do this, US used two intellectual basis including “trade-security dependency” and “human security”.

    The United States has long regarded itself as the power of the Pacific region and the main purpose of US foreign policy is to prevent a large power or a set of powers aimed at controlling Eurasia. Earlier in 2011 the Obama administration was turning from South Asia and the Middle East to the Asia-Pacific region. This article examines US foreign policy in East Asia with an emphasis on recent history and challenges. It also examines US relations with four key political entities: Japan, the Republic of Korea (South Korea), China and Taiwan. The main purpose of the present paper is to answer the key question of how US foreign policy under Barack Obama's presidency towards East Asia can be assessed. In response to the question the underlying assumption is that Asia is once again the focus of US foreign policy attention and the Obama administration's pivot to East Asia can be seen as the most prominent sign of US pre-occupation announcing the full role of Asia in its foreign policy over the next decade. The results of the research indicate that the American strategic and economic goal is to curb the growth and dynamism of Asia and from the point of view of the realism and deterrence logic the United States will certainly endeavor to prevent China from rising as a strategic competitor in East Asia. It should be noted that the research method used in this paper is of analytical-explanatory nature and using available data.

    In the past few years, the Syrian crisis has become one of the most important issues in the international system and has attracted worldwide attention. Syria has become competition field for the regional and international powers which each plays a role according to their goals and interests. Meanwhile, the Russian Federation has always been one of the most influential international players which has played a decisive role in this field. Hence, In this article the cause and manners of Russia's policies and actions toward the Syrian crisis have been studied. Besides, knowing the fact that developments in Syria and the Russian's approach to it, has direct and indirect implications for the national interests of the Islamic Republic of Iran, a comprehensive review of this topic has also been made. Anyway, the main issue is that what’s Russia's policy on the Syrian crisis and its consequences for Iran's national interests? The hypothesis suggests that Russia's policy in the Syrian crisis is an attempt to create a balance in the international system and confronting existing threats posed by the United States over the security and national interests of the country which is in line with Iranian policies that provide its national interests. Nevertheless, differences in the attitudes of the two countries and their types of activism can create challenges.

    Following the establishment of the Human Rights Council in March 2006, the human rights situation in Saudi Arabia has been considered by many in this institution. Given the widespread, qualified and sensitive nature of the Council's abuses of human rights abuses in Saudi Arabia, the question was raised about the mechanisms of monitoring and mechanisms How did the council work on how Al Saud behaved toward respect for women's rights within national borders and how far Saudi Arabia has been in line with the idea of universal human rights and what has changed? In response to the above question, it has been suggested that it seems that the monitoring mechanisms and executive mechanisms of the Saudi Human Rights Council have required reforms and compliance with human rights requirements. Research findings show firstly that country recommendations Regarding periodic reports and appointment of special reporters, there has been a greater impact on the promotion of the status of women's rights, and secondly, the traditional context in which the ideas and ideas of people and community officials were conceived and seriously violated the rights of women is under reconstruction. Thirdly, the women's efforts and their alignment with the pressures of the Human Rights Council and the media it has been the founder of a new order, which is characterized by a change in the gender system.

    Turkey, since its establishment by Mustafa Kemal Ataturk, put one of bases and fundamental principle of its governmental system on the basis of secularism. One of the key factors of secularism in modern Turkey's Ottoman legacy is that government would supervise on religion institutionally. By establishment of Republic in 1923, the state defined its interest basis on secularization and various sectarian groups. The victory of AKP in November 2002 elections, as an Islamic party, has raised important questions about the future of secularism and Islamism in the country. The main characteristics of Turkish secularism is different from American and French one and Turkish people interprets the concept not only on basis of separation between government and religion but elimination of religion from public sphere. The major controversy in Turkey is about the definition of secularism and freedom of religion that resulted from fundamental principles such as the role of religion and government. The study of existing literature about Turkey shows the earlier researches mainly emphasize issues such as security, democracy and process of Turkey joining the Europe Union, and it seems they ignored the Islamists' approaches towards their concepts and identity, especially towards secularism. Accordingly, the authors would try to answer the following questions: what is the AKP' stance on secularism, as an Islamic party? The findings of article suggest the AKP intended to separate the religion from government by accepting the secularism as a governance model in order to guarantee the religious freedom.

    Considering the first signs of shaping of a new regional order in the Middle East since 2011, Russia has taken new approaches toward this critical region. The approaches which show regaining Moscow’s role in this area. However, due to the new complexities, the current Middle East is basically different to the past. The states are more independent and inter-connections in various areas has led to shaping complicated fronts; that each of them requires particular patterns of relations between the players. These complexities caused emergence of an empirical balancing behavior by Moscow toward regional states. The behavior based on specific approaches such as direct military intervention, counter terrorism, shaping anti-West coalitions and following up international energy strategies. The main components of Russia's balancing behavior can be summarized in emphasis on functional dimensions, playing with all state actors, task division without confrontation and interaction with non-state actors. This approach has been adopted Russia’s relations with Islamic Republic of Iran and Saudi Arabia, as two key regional actors with opposite and sometimes contradictory interests, and has resulted in well and balanced relations with the two countries.
