    از مهم ترین بحران های منطقه غرب آسیا که پس از 11 سپتامبر 2001 دارای ابعاد گسترده ای بودند، می توان به بحران های افغانستان، عراق، سوریه و یمن اشاره کرد. اگر چه هر یک از بحران های منطقه غرب آسیا دارای ویژگی های مختص به خود است که آنها را از یکدیگر متمایز می کند، بررسی بحران های شکل گرفته در چهار کشور افغانستان، عراق، سوریه و یمن نشان می دهد که تمام این بحران ها با درگیری و جنگ نظامی همراه بوده اند. نکته قابل توجه و مشترک در تمام بحران های غرب آسیا، مرتبط بودن آنها با ایران است؛ به این معنا که هر یک از بحران ها به نوعی درصدد تضعیف قدرت و نقش منطقه ای ایران بوده اند. بر این اساس شیوه های مواجهه و مدیریت ایران با بحران های حادث شده در منطقه غرب آسیا حائز اهمیت است. از این رو نوشتار حاضر درصدد پاسخ گویی به این سوال اصلی است که «نیروی قدس سپاه پاسداران انقلاب اسلامی چه نقشی در مدیریت بحران های غرب آسیا داشته و این مدیریت با چه پیامدها و نتایجی همراه بوده است؟»

    از ابتدای انقلاب اسلامی تاکنون، یکی از مهم ترین محورهای سیاست خارجی ایران، ضرورت بسط نفوذ منطقه ای بوده است. اگر چه طی این سال ها، دیپلماسی فرهنگی همواره جایگاه اصلی در پیشبرد اهداف منطقه ای ایران داشت، متعاقب وقوع بیداری اسلامی در خاورمیانه و شمال آفریقا در سال های پس از 2011 و به تبع آن شکل گیری تحولات امنیتی در منطقه، بازنگری در دیپلماسی منطقه ای ایران برای تحقق منافع بیش از پیش این کشور در حوزه سیاست خارجی ضرورت پیدا کرد. در همین راستا، مقاله حاضر در پی پاسخ گویی به این پرسش محوری است که «کدام دیپلماسی، منافع و اهداف جمهوری اسلامی ایران را در روند تحولات جدید منطقه محقق می کند؟»
    در کلیت مقاله، این فرضیه مطرح شده که در تحولات پس از بیداری اسلامی، دیپلماسی هوشمند یعنی ترکیبی از به کارگیری قدرت سخت و نرم مناسب ترین راهبرد برای پیشبرد اهداف سیاست خارجی ایران در منطقه است، همچنان که واکاوی سیاست خارجی ایران در منطقه از جمله کشورهای عراق و سوریه نشان می دهد این راهبرد موثرترین استراتژی برای بسط نفوذ ایران در منطقه است.

    با شروع روند بیداری اسلامی از کشور تونس، کشورهای مستعد بحران نظیر لیبی نیز با قیام مردم مسلمان مواجه شدند و بعد از 9 ماه جنگ و درگیری بین نیروهای قذافی و انقلابیون، در مرداد سال 1390 انقلابیون پیروز شدند. پس از پیروزی انقلابیون لیبی، مرحله جدیدی در حیات سیاسی و اجتماعی این کشور آغاز شد. ابتدا به نظر می رسید روند دولت سازی در این کشور به آرامی و با فراز و نشیب های اندکی طی شود؛ اما به ‏رغم این امیدها و تلاش های اولیه، پس از سقوط قذافی نه تنها یک دولت قدرتمند و مردمی در لیبی شکل نگرفت، بلکه بعد از گذشت بیش از 6 سال از انقلاب لیبی، هنوز اختلافات شدیدی بین مقامات و گروه های موثر در این کشور پا برجاست که باعث می شود شاهد حضور دو دولت و دو پارلمان در لیبی باشیم. یکی از مهم ترین نیروهای میدانی موثر در لیبی، ژنرال حفتر است که به دلیل پیروزی های میدانی او و حمایت هایی که از سوی برخی بازیگران منطقه ای و بین المللی از او می شود، توانست خود را به عنوان یکی از گزینه های اصلی به دست گرفتن حکومت در لیبی آینده مطرح کند.
    بر همین اساس، این پرسش مطرح می شود که در میان بازیگران داخلی لیبی، ژنرال حفتر چه جایگاه و نقشی در آینده سیاسی لیبی خواهد داشت؟ بنابراین هدف از این نوشتار، بررسی آینده سیاسی لیبی با تاکید بر نقش ژنرال حفتر در آینده لیبی و حمایت های ژنرال سیسی از این مسئله است.

    مناطق کردنشین سوریه یکی از متغیرهای تاثیر گذار در بحران سوریه در سال های اخیر بود که محل تعارض بسیاری از کنشگران محلی، منطقه ای و فرامنطقه ای محسوب می شد. در این راستا، احزاب کرد در شمال سوریه و در قلمرو مناطق کردنشین با تقویت توان نظامی و مدل خودگردانی محلی توانستند خود را یک نیروی اثرگذار در حیات سیاسی منطقه نشان دهند. خلق و ایجاد گفتمان ملی گرایانه و تبدیل آن به یک گفتمان ژئوپلیتیکی، این واحد جغرافیایی را به یک کنشگر قابل اعتنا برای میدان ها و خرده میدان های مستقر در بازی بحران سوریه تبدیل کرده است. این تحقیق، ضمن واکاوی و جریان شناسی کردها در فضای بحران سوریه با روشی از تحلیلی توصیفی و با استعانت نظریه هویت و سرزمین در پی نشان دادن کنش هویت خواهانه و ژئوپلیتیکی کردهای سوریه در مناطق شمالی این کشور و مبنای نظری، فضاهای تجزیه شده و ناسیونالیسم سرزمینی کردهای سوریه است.

    پس از سقوط رژیم صدام در سال 2003، نظام سیاسی حقوقی جدیدی در این کشور مبتنی بر دموکراسی و فدرالیسم حاکم شد که بر اساس آن، شیعیان به عنوان گروه اکثریت، به صحنه گردان های اصلی عراق تبدیل شدند و خواسته کردها مبنی اداره فدرالی مناطق کردنشین محقق شد. از آنجا که تغییر ساختار سیاسی در عراق درون زا نبود و از طریق جنگ و مداخله خارجی صورت گرفت ساختارها در این کشور به صورت انقلابی تغییر نکردند و تغییرات عمدتا در حوزه کارگزاری به وقوع پیوست. بنابراین، به دلیل آن که در سال های پس از 2003، سایر بخش های نظام اجتماعی عراق متناسب با ساختار سیاسی حقوقی و نظام کارگزاری آن تغییر نکرده است می توان گفت نظام اجتماعی این کشور دچار بیماری عدم توازن شده است. این مقاله با استفاده از روش توصیفی تحلیلی و با اتکا به داده هایی که از طریق مصاحبه و مطالعه کتابخانه ای به دست آمده اند عدم توسعه فرهنگ سیاسی در عراق متناسب با پیشرفت این کشور در زمینه نظام سازی (دموکراسی و فدرالیسم) را مورد بررسی قرار داده است. یافته های این مقاله نشان می دهد اختلال در روند جامعه پذیری و فرهنگ پذیری سیاسی، فقدان پیش نیازهای نظام سازی دموکراتیک، عدم حاکمیت قانون، فرهنگ سیاسی مبتنی بر طایفه گرایی، گرایش به رهبران اقتدارگرا، گرایش ها و مرجعیت های سیاسی متفاوت، خشونت گرایی و عدم مدارای سیاسی، تمامیت خواهی، فرهنگ سیاسی قبایلی و عشایری، قومیت گرایی عربی (پان عربیسم) و فقدان تجربه سیاسی از جمله چالش های عراق جدید در حوزه فرهنگ سیاسی می باشند.

    نظام حکومتی افغانستان در تاریخ سیاسی خود همواره نظامی ناپایدار و بی ثبات بوده است. در طول شکل گیری کشور افغانستان، پشتون ها همواره بر کشور حکم رانده و قدرت در دست پشتون ها (شاخه درانی ها، غلزایی ها، بارکزی ها و...) متمرکز بوده است؛ اما تحولات چهار دهه اخیر افغانستان به ویژه پس از شکست ارتش سرخ شوروی در افغانستان و شکل گیری دولت مجاهدین اسلامی موجب شد سایر اقوام (تاجیک، هزاره و ازبک) در کنار قوم پشتون در ساختار قدرت مشارکت داشته باشند. شاید یکی از دلایل اصلی شکل گیری طالبان به این امر مرتبط باشد که پشتون ها به دلیل حضور 250 ساله خود در قدرت، راضی به حضور سایر قومیت ها در قدرت نبودند و به همین دلیل هم نظام های سیاسی در افغانستان عموما ناپایدار، شکننده و ضعیف هستند؛ به ویژه که افغانستان جزو معدود کشورهایی است که نظام های سیاسی مختلفی را از نظام پادشاهی، جمهوری سلطنتی و نظام کمونیستی گرفته تا دولت مجاهدین اسلامی، امارت اسلامی طالبان و نظام سکولار لیبرال غربی تجربه کرده است.
    با توجه به این که نظام ریاستی نتوانست زمینه ثبات سیاسی را در افغانستان به وجود بیاورد و اختلافات قومی و جناحی تشدید شد، برخی تغییر نظام سیاسی برای ایجاد توازن در ساختار قدرت به نحوی که همه اقوام در قدرت مشارکت داشته باشند را ضروری می دانند؛ به ویژه که پست های حکومتی و کارگزاران نهادهای قدرت نه بر اساس شایستگی، بلکه بر پایه تقسیم قدرت بین دو جناح و عبور از بحران صورت گرفت.

    Considering the significant post 9/11 crises in West Asia region, the crises of Afghanistan, Iraq and Syria could be cited. Although each crisis in the West Asia region has its own characteristics that distinguishes one from another analysis of crises in the countries -Afghanistan, Iraq, Syria and Yemen- shows that military conflict and war were one part of it. A common remarkable point in all the crises in West Asia region is their relevance to Iran, i.e. each of the crises has somehow sought to undermine Iran's regional power and role. Accordingly Iran’s methods of confrontment as well as management of the crises in West Asia are of the essence. Therefor the article is seeking to answer “"What role does Quds Force of Islamic Revolutionary Guard Corps play in managing West Asian crises and to determine what were the ramifications of this managment?"

    Since the beginning of Iranian Islamic Revolution the necessity for expanding Iran’s regional influence has been one the major principles in its foreign policy. Cultural diplomacy has always been the main approach in promoting Iran’s regional goals however by the outbreak of Islamic Awakening in West Asia and North Africa since 2011 and consequently forming security developments, a review in Iran’s foreign police to pursue regional interest more has been of the essence. In this regard, the article seeks to answer to the question that “which diplomacy, can achieve Iran’s interests and goals better in the ongoing new developments in the region?”
    Overall, the article proposes this assumption that for Iran, the smart diplomacy, combination of soft and hard power, is the most proper policy to promote regional goals as well expanding its regional influence as the analysis of foreign policy of Iran over Iraq, Syria and the region shows.

    By the outbreak of Islamic Awakening from Tunisia, some countries prone to crisis such as Libya also were confronted with the rise of Muslims. In Libya 2011, Revolutionaries manage to win the war after 9 month of conflict with Gadhafi forces triggering a new stage in the socio-political scene of the country. At first it seems the state-building process would undergo smoothly, however despite the hopes and initial efforts, since Gadhafi’s fall no powerful and public government took shape while after more than 6 years of revolution, Libya has been the scene of severe disagreements between officials and effective groups which lead to see two government and parliament there. Winning many field battles and buying support of some regional and international actors, General Haftar as one of the top field forces in Libya could put himself forward as one the major options of taking the government in Libya in the future.
    Accordingly, this question arises that what is the role and position of General Haftar among Libyan actors in the future of the country? So the purpose of this article is to review the political future of Libya with an emphasis upon the role of General Haftar and the support of General el-Sisi.

    Syria's Kurd regions were one of the most influential factors in the Syrian crisis during recent years as they were the conflict scene of many local, regional and transnational actors. In this regard by strengthening of military capability and the local self-government model, Kurd parties in northern Syria and in the territory of the Kurd region could show themselves as an effective force in the region's political life. Creating of nationalist discourse and converting it to a geopolitical discourse has turned this geographical unit into a striking actor for the fields and micro-fields existing in the Syrian crisis. This article by employing descriptive method and applying land and identity theory tries to analyze the stream of Kurds in Syrian crisis in order to show the identity seeking and geopolitical acts of Syrian Kurds in northern part and also seek to introduce the theoretical basis of fragmented spaces and the territorial nationalism of the Syrian Kurds.

    Subsequent to the fall of Saddam’s regime in 2003, a new legal-political system based on democracy and federalism was prevailed over which turned Shiites, the majority group, into the main actor in Iraq as well as fulfilling Kurd demand for the federal administration of the Kurd regions. Since the change of political structure in Iraq was not endogenous and was made through war and foreign intervention, so the structure did not change as a revolutionary one, changes took place mainly agents and official rank. Therefor after 2003, based on the mismatching among legal-political system, agents and official structure and other sectors in social system of Iraq it could be said that the social system imbalanced. Employing a descriptive method and using data obtained through interviews and library studies, this article reviews disproportion of development in political culture and developments of system-building (democracy and federalism) in Iraq. Results asserts that disruption to acceptance of politics by society and culture, lack of prerequisites for democratic system, absence of rule of law, clan-based political culture, the tendency towards authoritarian leaders, different political orientations and authorities, violence and political intolerance, totalitarianism, tribal and nomadic political culture, prejudice to Arabic ethnic (Pan-Arabism) and lack of political experience, are some challenges of the new Iraq in realm of political culture.

    Afghanistan’s governmental System has always been infirm and unstable. During the government forming in Afghanistan, Pashtuns at all times have led the country and seized the power(Durranis, Ghiljis, Barakzaies) but the developments in the last four decades of Afghanistan, especially after the defeat of Soviet Red Army and formation of Islamic Mujahideen Government, caused other ethnic groups (Tajik, Hazara and Uzbek) alongside Pashtuns to participate in power structure of the country. Perhaps one of the main reasons of Taliban’s emergence is that the Pashtuns were not satisfied with the presence of other ethnicities in power, due to their 250-year presence, so political systems in Afghanistan are generally unstable, fragile and weak. Particularly, Afghanistan is one of the few countries experiencing various political systems; from the monarchy, the royal republic and the communist system to the Islamic Mujahedeen government, the Islamic emirate of the Taliban and the Western secular-liberal system.
    Considering that the presidential system failed to create the basis for political stability in Afghanistan and even intensified ethnic and factional differences, some believe that change in political system is urgent- a change which balance power structure and provide participation to power for all ethnic groups. Especially government posts and selection of agents of power institutions did not take place on basis of merits, but on the division of power between the two factions and merely passing of the crisis.
