Designing and testing a value-based organizational model for Tavanir(power industry holding company)

The more the dynamic environment of organizations imposes greater limitations, the need for inter cohesion & mutual trust among employees becomes more vital for their survival. Therefore organizations should take into account the expectations of both internal and external stockholders simultaneously. The concept of value-based organization model in which the stockholder's expectations are coverted into values, spring as a result of this urgent need. Value-based organization model is more needed in public sector in which crisis, budjet limits and need for downsizing create great challenges. In this article, after reviewing the basics of value-based organization model, the public sector qualifications and the importance of flow of values in it reviewed. Then the researcher-made conceptual model which has been finalized by Delphi technique among elites and experts presented. The results of surveying the model at Tavanir company which is the holding company in the power industry is presented which shows the stockholder's expectations are coverted into values, and, in spite of the fact that the leadership is strong in vision managent, it is poor concerning the needed skills for trust-management, self-management and value- transfer management.
