The Effect of Passive Defense on Tehran's Social Security (With the Emphasis on the Mission of the I.R.I Police Social Department)

Historically, security has always been considered as one of the main concerns of rulers and statesmen. Over the ages and changes in societies and the emergence of new technologies, security threats facing communities, the ways of imperialist countries’ policies and also the kinds of wars have been drastically changed. And the wars and battles with a lot of equipment and people have been replaced with the battles of ideas and soft war. All of these things represent the necessity of change in the way of defense policies of the nations to prepare for the new threats of the enemies. According to the experts, the best way to deal with these threats and preserving the communities’ security is the preventive measures that are considered as passive defense. The statistical population of this study consists of 140 employed senior, middle, and executive managers of I.R.I Police social department in Tehran with tertiary degrees. Of these, 117 participants were randomly selected using simple random sampling method. Then, a researcher-made questionnaire was administered. To analyze the correlation between the measures of civil defense and public security in Tehran the correlation test was employed.The results show that the factor analysis supports four main factors of public education, public participation, interaction with the media, and the scientific-social activities. The findings suggest that the strategic documents should be prepared based on BSC-SOWT so that with short and long term planning the problems can be solved.
