Position of intercultural communication in the modern conflict on foreign policy

The power struggle between states have always been in all of history and who have better understanding of the tools and how to use power tools had won more victories in the conflict. This paper tried to reviewing the concept of power and its historical evolution and after that scrutinize place of cross-cultural communication. In reviewing historical evolution of the concept of power, the traditional hard power to modern hard power and after that formation of the concept of soft power has been studied and finally concept of smart power as recent concepts in the field of power is located. After explanation the concept of power in the current era, the discussion of public diplomacy as a new tool of increasing soft power in international expansion takes place, finally with a focus on intercultural communication, trying to explain the tools and aspects of this field to understanding its role in increasing the powers of government in the area of foreign. Overview the competing nations operation in area of public diplomacy, especially in South-West Asia, forming the final part of this article and relying on its final conclusions on the necessity of better and more use of cross-cultural communication by Islamic Republic of Iran is defined.
