The statistical population comprised all experts and head managers (85 persons) in different sections of sport bureaus in Kermanshah. A researcher-made questionnaire was used to collect the data, the reliability of which was measured by Cronbach’s alpha as (0.975) and its validity was confirmed by two university professors. The questionnaire included seventy items in order to highlight strengths and weaknesses of athletic sports in Kermanshah province. The collected data were analyzed by descriptive statistics, one sample t-test, and Friedman test. Endogenous and exogenous evaluating matrixes were developed and after adjusting factors’ weights, the index numbers for endogenous and exogenous factors were 2.53 and 1.99, respectively. Developing matrix results showed that status of athletic sports in Kermanshah was in the position of release in David’s model and bureau of sports in Kermanshah has to employ these releasing strategies to improve the situation.
