Paradigm Model of Improve and Promote of Public Culture in the Country, Based on Supreme Leader's Thoughts

Problem statement &Aim of research: improve and promote of public culture, is one of the most important things in each state and government. If damage a country's public culture, even if improvements occur in that country, this progress would not be able to put it in its worthy place. This research considering the importance of public culture, is seeking a comprehensive systematic pattern to improve and promote a culture of the country on the opinions and offer views of the Supreme Leader. Research This research is done through a Grounded Theory. By studying Supreme Leader's speech mining more than 500 concept, the concept was classified in the selective coding and 34 code were pivotal in the following categories, each instead and explain with a Paradigm model (Core Category or Phenomenon, Causal Conditions, Context Conditions, Intervening Conditions, Strategies & Consequences). with systematic analysis found that cultural reform must be comprehensive and holistic and to be considered all aspects of content public culture and the fundamental and theoretical explanation of such behavior patterns from religious sources and to executive and strategic issues such as cultural networking, proper distribution cultural, cultural and prioritizing the right.
