Along with growth & spread of such technologies in contemporary world, this function simultaneously has spread & is changing to be an important paradigm in management & regional administration all over the world. In the other hand, good governance as an old discuss about government's efficiency had been reconsidered in recent years & played role in state's legitimacy.
Due to the extension of volume & quality of society & it various parts expected services, executing of this type of governance has been even more difficult. As it seems that only by applying the new information & communication technologies, indexes of good governance could run.
