The International Criminal Liability of the Government Officials Trading the Prohibited Arms

There are some kinds of arms that their use is prohibited according to the international customary law or treaty law. However, these types of weaponries are produced and traded by some countries. In this context or the government officials who trade these weapons liable and so can be sued in the international criminal court. If yes, what are their liabilities? The authors of the paper I have concluded that if the unity of intention can be established, tournament officials should be liable as accomplice and if their action is based on an intention to realize a deliberate criminal act, they will have criminal liability based on the action for a joint purpose.
