Designing employee's evaluation framework in Iranian public based on organizational performance appraisal models

Evaluation of the employees’ performance is one of the human resources management functions that is of great importance from different perspectives, including administrative and developmental aspects. The research aims to propose a template for evaluating the performance of employees in the public sector based on the organization’s performance evaluation models. The statistical society to present the framework includes organizational and university experts in the public sector and in the implementation step includes all of the line and staff employees working in the department of the cooperation, labor and social welfare (CLSW). Non- probability purposive method is employed for sampling and the statistical sample includes 8 accessible experts in the template proposal step, 10 active people in the field of performance evaluation. In the template adjustment step with the organizational considerations and in the performance measurement step, all of the employees working in the department, including 180 people are participated. The outcome is proposal of a comprehensive template based on SBSC, with 7 dimensions, 8 components and 40 indicators, which have been weight according to the four levels of the employees working in the department of the CLSW.
