Identifying and classifying the vulnerability of kerman primary and secondary emergency roads using a fuzzy Approach

Abstract:
Unpredictable natural disasters play a significant role in imposing damages on the world population and finance. One basic aspect of crisis management in relation to earthquake is the prevention and reduction of casualties. To fulfill these objectives, the speed of relief group in assisting the casualties is of particular importance. The reduced capacity of roads due to demolition and the increased number of exits from the earthquake-stricken areas cause extreme traffic congestion on the road network and change it into crisis management determinant. This article focuses on a part of Urban infrastructure during crisis which is the Emergency road network. The aim of this descriptive-analytical research is to identify those roads that can make the greatest contribution during crisis management. The necessary data were gathered by means of field research and documenting using experts’ ideas to determine parameters that affect the vulnerability of roads. Based on SDM fuzzy extension in Arc GIS environment, the map of road vulnerability, and primary and secondary emergency roads of Kerman were designed. The results showed that from four effective factors (population density, empty and open space, the width of roads the number of floors in a construction), the width of roads with a final weight of 0.692 is the most important factor while empty and open space was the least important. Thus the width of roads is the most influential determinant in primary and secondary emergency roads.
