International Responsibility of the States Providing Finance to Terrorism

Terrorism financial providing means preparing different financial and logistical sources and whatever permanent and temporary loans for terrorists can be regarded as one of the clear examples of states support from the terrorism. In spite of existing various rules and regulations in prohibbiting providing terrorism finance,not only this phenomena has not been controlled and decreased but also it has gradually became more complex and greater. The reason for this is current monetary deals with these groups. The appearane of new terrorist groups in different areas in the world specially the Middle East is an evidence to this claim. Impracticality of the prevalent rules and regulations from preventing the states from helping terrorism financially can be due to attributing terrorists act to the supporting states. This hypothesis is based on this fact that in International Law Commission Article Draft 2001, the financial support is not in an amount that be able to determine the selecting criteria. This article tries to study the responsibility of states providing finance for terrorism based on the prevalent rules and finally it would give some suggestions for recovering it.
