The Institutional Analysis of Government Interventions in the Development of Information Technology at the National Level

Since instability in institutional settings in the field of information technology is observed in our country, in this paper, in order to explain the role of institutions and types of institutional intervention policies in promoting ICT innovations in the country, first through theoretical studies, the roots of the topic of innovation are discussed based on institutional perspective. Also, by conducting specialized interviews and using a questionnaire, a list of the most important institutions in the development of ICT innovations at three levels of physical entities (organizations), regulations (rules) and traditional (cultural norms) have been identified and introduced. In addition, a variety of policy interventions in the field of ICT dissemination in the country have been reviewed and analyzed through a two-dimensional model. Finally, while emphasizing the need to pay attention to institutional factors in the promotion of ICT innovation, this conclusion is reached that the formation of effective institutional policies in the field of information technology is facilitated by understanding the multifaceted role of institutions in the process of innovation and the requirements governing them.
