Legislation in Digital Sphere and Sustainable Development Plan (with emphasis on Digital Republic)

International law community has provided a new action program in the area of sustainable development. At the same time, in the recent years, new information and communication technologies has had remarkable progress. However, technology alone does not suffice for such development and there is a need for proper regulation and policy-making. New regulations at the national, regional and international levels has been deprived. Now, the question is whether the regulatory frameworks are able to make new technologies serving development goals or not. This paper tends to examine this question based on a comparative study.
