Prioritization of Key Indicators of Qualification of Operational-Level Managers based on Multiple Criteria Decision Making, Fuzzy TOPSIS in Tehran University of Medical Sciences

Abstract:
Introduction
Since incorrect selection of an organization director may be Leads incorrect choices of other organization members, Organizations need to consider this important issue so, written mechanisms for manager’s choice. Given the importance of this issue, this study aims to rank the key factors associated with selection of operational managers at the University of Medical Sciences in Tehran.
Materials And Methods
This research conducted with logic and systematic trend to develop and ranking indicators using fuzzy TOPSIS method. In order to prioritization of key indicators of qualification of operational-level in Tehran University of Medical Sciences; At first, reviewing the literature, using experts’ viewpoints and convening a panel of experts, the dimensions of performance have been selected and came in the form of a performance model. Then, using, the SMART criteria chosen dimensions were weighted.
Results
Fifty individuals participated in this study. 37 (74%) and 13 (26%) were male and female respectively. The mean and standard deviation of age of participants were 41.68 and 7.06 years. Literature reviews and related studies indicated 48 indices which measures the proportion of qualified managers. Among these, according to the professors, expert’s opinion in management science and senior managers, 36 indices were selected as key indicators. Results confirmed appropriate validity and reliability of designed questionnaire (Cronbach α= 0.95). Based on the FTOPSIS analysis, indicators of higher education in the field of management, compliance time, power of expression, adornment and belief in law and order achieved coefficients as 0.205, 0.204, 0.203, 0.202 and 0.197, rank first to fifth.
Conclusion
This study indicated that some criteria to select managers and different aspects of the characteristics of a director are important determinants. Higher education in the field of management science and mastered in the technical aspects of management control are at the forefront of these features. Results of this study can help to medical universities and health care service organizations to develop guidelines for selecting managers.
