The study population consisted of all coaches and referees in the Board sports championship section, Championship Division athletes, managers and experts of the General Directorate of Youth and Sport, Presidents and women Vice-Chairman of the Board Sport, officials venues and sporting venues Competition athletics, The experts and professors, and spectator sports in the hamedan province, in 1394 the number was 719 people. The sample size based on population sizeby Cochran, 186 people were found to be stratified random, were selected. The survey instrument was questionnaires to the Delphi method, developed and its validity was confirmed by experts and The reliability using Cronbach's alpha was ./86.
