Identify and prioritize causes of ineffectiveness within employee performance evaluation systems of an Iranian social security organization (Tamin Ejtemaei Insurer)

Abstract:
We all recognize that the world is changing at a tremendous speed. Although this is by no means a new phenomenon, within recent years, such changes, both with reference to content and speed, have reached an unprecedented level. Therefore, it seems clear that a systematic analysis of employee performance evaluation systems together with an analysis of the possible reasons for their ineffectiveness can greatly help managers enhance both employees’ and the organizations’ performance. Drawing on a fuzzy Analytic Hierarchy Process (AHP) approach to develop a model, the present research aims to identify and prioritize causes of ineffectiveness within employee performance evaluation systems of an Iranian social security organization .The present study could be categorized as descriptive-analytic research .A questionnaire, as the survey instrument, was employed to collect the data. Moreover, an AHP technique based on fuzzy scales was used to determine the weights of the evaluation criteria and sub-criteria. The results indicated that “inadequacy of human resources” was the factor with the highest B/C ratio followed by other factors, including “inadequacy of organizational procedures”, “deficiencies in implementation”, and “impairment of functional indexes” respectively,
