Designing a Model for Assessing and Ranking Local Channels with the Approach of Multi-Criteria Decision Analysis

Abstract:
The purpose of this paper is to present and implement a model for assessing the performance of local channels of the National Media (IRIB) and ranking them based on standards assigned from the Planning and Monitoring Dputy of IRIB. This paper conducted as applied-oriented, logically inductive-based, and quantitative. The criteria were Identified from reviewing the literature of evaluation of media organizations and reviewing the documents of Planning and Monitoring Dputy, then, the conceptual model of the research was composed by classifying these criteria. To implement the model, data was collected from 31 local channels for the year 2016, and analyzed using a multi-criteria decision analysis, then the channels ranked. The results indicate that Khorasan Razavi, Mahabad and Ilam local channels have the best performance based on the overall criteria. Since the strengths and weaknesses of the local channels performance become revealed by implementating the model, the research findings can be a basis for planning and prioritizing the objectives in order to improve the performance of local channels.
