The Model of Planning, Recruitment, Select and Redundancy of Human Resource (Investigation into the Civil Service Management Act)

Abstract:
Investigating the human resources planning, recruitment, select and redundancy of Iranian organizations shows that the employment system has suffered from a lack of meritocracy. In this study, we try to present a suitable pattern by studying the pathology of the present situation. This research has been carried out within the framework of qualitative approach. The statistical community and members of the expert's panel of this study were 20 public management professors with a human resource orientation. Data analysis was performed in three stages: open coding, axial coding and selective coding. The results of this study indicate that extraction of more than 304 codes of interviews, as well as the identification of 121 concepts and 36 subcategories. After determining 36 sub-categories, began the stage of construction of the main categories of theory. According to the sub-categories, the eight main categories are classified as "misconceptions and perceptual errors", "planning for the development of human resources in organizations", "planning, recruitment, select and redundancy of distinct human resources", "a defect evaluation system", "Relationshipism", "organizational characteristics", "individual characteristics" and "planning, recruitment, select and redundancy of decent human resources", which was defined in the dimensions of the grounded theory approach.
