The Intellectual Foundations of Public Administration Approaches to Building a Relationship between People and Government

Aim and In the literature of the relation between the people and the government has been used with many vocabularies such as public interaction, public participation, and citizen engagement, which each of them has a different meaning and refers to different levels of relations between people and the government. Public interaction refers to the one-sided relationship between government and the public, and has minimum of involvement for people in public administration; Public participation refers to the two-way relationship between the general public and the government, and the right to interfere in public administration for all people; citizen engagement to interference in public administration is intended for all people. In the public administration literature, there are three movements of the traditional public administration, new public management, and new public service, each of which has a different look at the people, the government and the people's relationship with the government. The purpose of the paper is to explore the type of interaction between people and government in all three movements by reviewing the literature of people and government interaction and the evolution of public administration (in three movements of traditional public administration, new public management and new public services), and the controversy between They create the types of words and concepts used in the literature of the relationship between people and government (public interaction, public participation, and citizen engagement).   The results show that the movement of traditional public administration and new public management is more closely related to the concept of public interaction and the new public service is more closely related to the concept of public participation and citizen engagement.
