Possibility measurement of de localisation from Tehran by enacting transference or separation of the capital (comparative study by some countries)

Nowadays megacity of Tehran in addition to political and administrative concentration faces different types of concentration. On this area one can name economic‐financial,social‐cultural,hygienic‐remedial,scientificeducational, population, industrial and so on. This important fact should not be neglected that essence of government pivoted constitution, extensive juridicalpolitical construction and cultural policy of centralization in forming different types of concentrations in Tehran have had important effect. Needless to say that lack of equality consideration regarding the law by governments, among those (paragraph 9 third article, paragraph 14 third article, article 19, article 48 etc.) have undeniable effect on extensive expansion the types of concentration in Tehran and lack of well‐balanced expansion among different states of the country. This important fact should not be neglected too, that although political and economic centralization of Tehran has played an important role in unstructured expansion, but in many ways the factor of forming a henomenon is different from its continuation and lifespan. On this basis although one could acknowledge the unconstructed expansion of Tehran to be caused by its concentration, but it is foreseen that continuation of this situation will not end by demolishing the concentration. In this study we will try to analyze the transference or separation of the capital from the cost‐profit aspect and analyze this important issue by the comparative study of transference or separation of the capital in some countries. The main goal of this comparative study is analyzing the country political‐juridical construction and possibility measurement of cleaning density of Tehran in the light of transference or separation the capital regarding intertwined different concentrations in the capital.
