The Feasibility Study of Participatory Urban Governance Model in the Neighborhood (NBN Program) in Tabriz ,Case study: Zone 2

Hierarchical structure which called “traditional approach” cannot provide reasonable usage for local potentialities and create a high qualified environment and it is necessary to have a decentralized and participatory structure as urban management pattern which reasonable urban ruling is also one of the most stable urban management method. Hereon, the NBA program with the expression “Neighbors make neighborhood surroundings of themselves”, is as one of the most successful plan in reasonable urban ruling in the last 10 years in Rochester, New York. In this plan, all citizens try to organize their environments. This is a feasibility study about participatory urban ruling in Neighbors Building Neighborhood(NBN) in Tabriz metropolis, zone 2. The study method is descriptive-analytical and based on Cochran formula the statistical population is 382. To collect data, questionnaire and to analyze it, SWOT strategies method has been used. Based on analysis of internal and external factors, it is not possible to perform NBN plan is Tabriz metropolis ,zone 2 and this zone in case of performance of this plan, is located in the defensive group of WT. It means that there must be attempts to decrease weak points and also to prevent threats in this zone. After the codification of fourfold strategies and quantative strategic planning Matrix, (QSPM), to WT strategies, “the elimination of forced circumstances from urban proctors and Managers and help toward interactive space” became the first priority.
