Solutions for Optimizing the Information System of Tehran Municipality Using the Popular Elite Approaches in Urban Economy Development

The purpose of this study is to study the ways of optimizing Tehran's urban management information system with the use of the popular elite in urban economy development with a qualitative approach (content analysis with inductive approach). In this regard, 100 print and digital sources in the field of urban management and urban economics were selected using purposive sampling method. The experts also were interviewed to complete the data. Methodology of the present study is a qualitative methodology, using researcher made forms, forms, and tables, and inductive and Delphi categorical systems were used for data analysis. And finally, using the categories of the coding (open, axial and selective) to be achieved paradigmatic model.The findings show that the creation and development of cultural city, cultural citizenship, space and environment for creativity and information network between elite citizens and retired urban management elites and officials of this organization can increase interact and participate in these groups. Also, the development of elite citizenship education and the creation of a proper information system can serve as intervening variables to generate ideas and creativity between citizens and retired urban management elites with officials in urban affairs. It also strengthens the urban economy and increases social responsibility and empathy among these groups.
