Thematic Analysis of the Evaluation Indicators for Science, Technology, and Innovation of Countries in Iran’s Vision 1404 Document

Although attention to international evaluation indicators for science, technology, and innovation (STI) is necessary for determining the position of countries in this field and their competitiveness, in general, they are not efficient and effective to apply in STI policy in developing countries. Because of this limitation, many developing countries have also established institutions to conduct assessments and develop evaluation frameworks. In this regard, the purpose of this paper is studying the indicators of STI evaluation, their issue areas, and gaps in developing countries. Several countries in Iran’s vision 1404 Document have been selected in terms of their strategic importance and based on the criteria of access to information. Then, through library studies and by reviewing the available documents, the relevant information has been collected, and the issue areas of the STI indicators in these countries have been studied, surveyed, and described with a qualitative method of thematic analysis. The themes of STI indicators have been described. The main themes of STI indicators are: human capital of science, technology, and innovation; scientific publications and dissemination of knowledge; technology; innovation and competitiveness; institutions and environment of science, technology and innovation; financial resources of science, technology, innovation and Investment. Based on the results, there is a large gap in the evaluation of the indicators for the economic and social impacts of science, technology, and innovation, which are very important for developing countries.
