Abstract:

Although the civil society is an old term in political discussions but because of some reasons it has been more popular by the end of 20th century.  Revival of this ancient dialogue has a firm relationship with the appearance of Fascism, Nazism, Stalinism and their despotic characteristics. From the historical point of view, “civil society” has variety meaning in political care so that seems there is no same definition of “civil society” among its’ pros and cons. Therefore this paper at first tries to give the definition of “civil society” ( a set of autonomous public territories that civil organizations can settle their affairs and their members’ benefits in those areas) and its’ historic meaning and then surveys about values of “civil society” such as individualism, pluralism, individual and public rights, rule of law, etc. In the next step, government theories have been categorized with regard to criterions of political legitimacy (direct divine legitimacy, divine-humanity legitimacy). And finally the values of “civil society” in variety points of view have been surveyed.
