Design of Multilevel Fuzzy Inference System to Measure Strategic Capability, Case Study: Municipal Organization
The purpose of this study is designing a model to evaluate the strategic capability of one of the municipalities of Bushehr province. Thus, via studying the theoretical literature, the affecting factors on strategic capability of organization has been identified and based on that, a conceptual model of the study has been designed. through studying the literature, managerial, human-financial, socio-cultural, research and development, marketing and service delivery, considered as effective factors on the strategic capability of the organization. this paper purposes a method for evaluating the strategic capability of the organization through determining and classifying the parameters affecting on strategic capability of the organization in multi-level structures. Due to the impossibility of defining an explicit mathematical function to evaluate the factors impact on organization strategic capability, a multi-level fuzzy inference system is designed through fuzzy controllers with the help of Mamdani fuzzy inference system. The proposed model has been applied to evaluate one of the Bushehr’s province municipality organization, and results shows the performance consistency prolong the fuzzy inference system. Experimental results, which its system has been designed in MATLAB 2018 fuzzy toolbox shows that in the first level of the system, managerial factors are the most important, and control and monitoring have the greatest impact on the system output in the lower level. Fuzzy scores are assigned ranging from zero to one, from that the language variables have been used to evaluate the strategic capability of the municipality in terms of various indicators.
