Investigating the extent of localization of rural development policies with emphasis on the first to sixth development plans in Iran
The localization approach is one of the discourses that has been considered in the field of new development paradigms, which is a bottom-up approach based on the mechanism of understanding, acceptance and socialization of indigenous information. There has been a lot of turmoil in the country's rural development management and policy-making system. And multiple executive bodies, without coordination and program appropriate to rural and nomadic areas and without a clear strategy and vision in the field of rural development, operate. Therefore, the importance of the indigenous perspective in development policy is very important and fundamental. Therefore, the present study aims to investigate the extent of localization in rural development policy in Iran following the answer to the question; to what extent has localization been considered in the country's rural development policies? The present research is descriptive-analytical and based on library and documentary study. Content analysis in this research is of thematic type and in fact the unit of analysis is the themes in the text of legal materials, macro goals and policies in the analysis of the first to sixth development plans with emphasis on indigenous perspective; and shows the results obtained. The first and second programs have no place in paying attention to localization policy. In the third program, in relation to the villages, traces can be found from the indigenous point of view, but this view is not significant. The fourth plan has increased the hope for an indigenous view in development policies. In the fifth plan, the localization view is more prominent in rural development plan policies. And training of 100,000 villagers and nomads as leading and facilitating elements in local planning, which shows the importance of localization in rural development program policy.
